There has been a significant decline in the number of rail accidents in Korea since system safety management activities were introduced. Nonetheless, analyzing and preventing human error-related accidents is still an important issue in railway industry. As a railway system is increasingly automated and intelligent, the mechanism and process of an accident occurrence are more and more complicated. It is now essential to consider a variety of factors and their intricate interactions in the analysis of rail accidents. However, it has proved that traditional accident models and methods based on a linear cause-effect relationship are inadequate to analyze and to assess accidents in complex systems such as railway systems. In order to supplement the limitations of traditional safety methods, recently some systemic safety models and methods have been developed. Of those, FRAM(Functional Resonance Analysis Method) has been recognized as one of the most useful methods for analyzing accidents in complex systems. It reflects the concepts of performance adjustment and performance variability in a system, which are fundamental to understanding the processes of an accident in complex systems. This study aims to apply FRAM to the analysis of a rail accident involving human errors, which occurred recently in South Korea. Through the application of FRAM, we found that it can be a useful alternative to traditional methods in the analysis and assessment of accidents in complex systems. In addition, it was also found that FRAM can help analysts understand the interactions between functional elements of a system in a systematic manner.

Purpose : Shoulder subluxation is a very common problem in patients with hemiplegia with stroke. Prevention of the low tone subluxed shoulder has been an issue for physical therapists working with neurological patients for many years. Methods : This study reviewed the literature to definite the management and a cause of shoulder subluxation with hemiplegia patients after stroke. Various modalities have been suggested for realigning the glenohumeral joint, but their use is controversial. The purpose of this paper is to review critically the evidence base in order to inform the clinical decision-making process for physiotherapists working in neurology. Results : Literature has identified supports, strapping and functional electrical stimulation(FES) in the management of low tone shoulders. Following review of this evidence it is suggested that there is a lack of reliable and valid research evidence on which to base conclusions. The modalities with the best supporting evidence for realigning the low tone subluxed glenohumeral joint are the triangular sling, Harris hemi sling and the Rolyan humeral cuff used in a standing position and the lap board and arm trough while the patient is sitting. However, due to soft tissue adaptation with associated lack of movement, over-correction and the need for careful patient positioning these supports need to be evaluated for each patient and should be used only in appropriate situations. Conclusion : Similarly, there is a lack of evidence on the effects of long-term use to this equipment. Electrical stimulation is also thought to have potential in the treatment to subluxed low tone shoulders but additional research is required to clarify the parameters for use and the long-term effects of these forms of management.

Introduction: Although shift work is an inevitable form of labor in modern society, it has been identified as a cause of many ailments, such as cancer and musculoskeletal disorders. Meanwhile, previous studies have also shown that musculoskeletal disorders account for a large proportion of total industrial accidents and a high prevalence rate of these ailments has been found in shift workers. Methods: Among the respondents to the 5th Korea Working Conditions Survey(KWCS) 3,916 shift workers(2,658 of whom have not experienced musculoskeletal pain and 1,258 who have experienced musculoskeletal pain) were asked how the work regularity of shift workers affected musculoskeletal pain. Results: The results of a dichotomous logistic regression by correcting the demographic characteristics of the study subjects showed a lower prevalence of musculoskeletal pain in the 'High' regularity group compared to the 'Intermediate' regularity group for the criterion 'Regularity of Time Fixation'. A lower prevalence of musculoskeletal pain was shown in the 'High' and 'Moderate' regularity group compared to the 'Very Low' regularity one. Conclusions: Based on these findings, it was found that musculoskeletal pain occurs less when the work regularity of shift workers is 'Very high' or 'Intermediate', and the effect of working regularity on musculoskeletal pain varies for each shift type of work. It is deemed that more precise observation and understanding are required when managing the working environment of shift workers, and further study of regarding this issue is needed.
BACKGROUND: The Doam watershed in Korea has been managed for the reduction and the prevention of non-point source pollution since 2007. Especially, the water quality of the Doam reservoir is a primary issue related to the Doam dam reoperation. We have carried out the modeling to evaluate the water quality based on suspended solids (SS) of the Doam watershed and the Doam reservoir. Two powerful hydrological and water quality models (HSPF and CE-QUAL-W2) were employed to simulate the combined processes of water quantity and quality both in the upland watershed of the Doam reservoir and the downstream waterbody. METHODS AND RESULTS: The HSPF model was calibrated and validated for streamflow and SS. The CE-QUAL-W2 was calibrated for water level, water temperature, and SS and was validated for the only water level owing to data lack. With the parameters obtained through the appropriate calibration, SS concentrations of inflow into and in the Doam reservoir were simulated for three years (2008, 2004 and 1998) of the minimum, the average, and the maximum of total annual precipitation during recent 30 years. The annual average SS concentrations of the inflow for 2008, 2004, and 1998 were 8.6, 10.9, and 18.4 mg/L, respectively and those in the Doam reservoir were 9.2, 13.8, and 21.5 mg/L. CONCLOUSION(s): The results showed that more intense and frequent precipitation would cause higher SS concentration and longer SS's retention in the reservoir. The HSPF and the CE-QUAL-W2 models could represent reasonably the SS from the Doam watershed and in the Doam reservoir.

Recently, major cities in Korea are suffering from frequent urban flooding caused by heavy rainfall. Such urban flooding mainly occurs due to the limited design capacity of the current drainage network, which increases the vulnerability of the cities to cope with intense precipitation events brought about by climate change. In other words, it can be interpreted that runoff exceeding the design capacity of the drainage network and increased impervious surfaces in the urban cities can overburden the current drainage system and cause floods. The study presents the green roof as a sustainable solution for this issue, and suggests the pre-design using the LID controls model in SWMM to establish more specific flood prevention system. In order to conduct the computer simulation in connection with Korean climate, the study used the measured precipitation data from Cheonan Station of Korea Meteorological Administration (KMA) and the forecasted precipitation data from RCP 8.5 scenario. As a result, Extensive Green Roof System reduced the peak runoff by 53.5% with the past storm events and by 54.9% with the future storm events. The runoff efficiency was decreased to 4% and 7%. This results can be understood that Extensive Green Roof System works effectively in reducing the peak runoff instead of reducing the total stormwater runoff.

Recently, the International Telecommunication Union allocated the 470-862 MHz band to the digital broadcasting (DB) service. Moreover, the 790-862 MHz sub-band will be allocated to the next-generation mobile system, known as the International Mobile Telecommunication - Advanced (IMT-A), and to the DB on a co-primary basis in the year 2015. Currently, two candidate technologies are available to represent the IMT-A system; the Mobile WiMAX and Long Term Evolution - Advanced (LTE-A). One of the main criteria of the IMT-A candidate is to not cause additional interference to the primary service (i.e., DB). In this paper, we address the spectrum sharing issue between the IMT-A candidates and the DB service. More precisely, we investigate the interference effect between the DB service and the mobile network, which could be either LTE-A or WiMAX. Our study proposes a spectrum sharing model to take into account the impact of interference and evaluates the spectrum sharing requirements such as frequency separation and separation distance. This model considers three spectrum sharing scenarios: co-channel, zero guard band, and adjacent channel. A statistical analysis is performed, by considering the interferer spectrum emission mask and victim receiver blocking techniques. The interference-to-noise ratio is used as an essential spectrum sharing criterion between the systems. The model considers the random distribution of the users, antenna heights, and the bandwidth effect as well as the deployment environment in order to achieve spectrum sharing. The results show that LTE-A is preferable to WiMAX in terms of having less interference impact on DB; this can eventually allow the operation of both services without performance degradation and thus will lead to efficient utilization of the radio spectrum.
Background: Most studies on the national health insurance benefit expansion policy have focused on policy tools or decision-making process. Hence there was not enough understanding on how policies are actually implemented within the specific policy context in Korea which has a national mandatory health insurance system with a dominant proportion of private providers. The main objectives of this study is to understand the implementation process of the benefit coverage expansion policy. Unlike other implementation studies, we tried to examine both the process of implementation and decision making and how they interact with each other. Methods: Interviews were conducted with the ex-members of the Health Insurance Policy Review Committee. Medical doctors who implement the policy at the 'street-level' were also interviewed. To figure out major variables and the degree of their influences, the data were analyzed with Winter's Policy Implementation Model which integrates the decision making and implementation phases. Results: As predicted by the Winter model, problems in the decision making phase, such as conflicts among the members of committee, lack of applicable causal theories application of highly symbolic activities, and limited attention of citizen to the issue are key variables that cause the 'implementation failure.' In the implementation phase, hospitals' own financial interests and practitioners' dependence on the hospitals' guidance were barriers to meeting the policy goals of providing a better coverage for patients. Patients, the target group, tend to prefer physicians who prescribe more treatment and medicine. To note, 'fixers' who can link and fill the gap between the decision-makers and implementers were not present. Conclusion: For achieving the policy goal of providing a better and more coverage to patients, the critical roles of medical providers as street-level implementers should be noted. Also decision making process of benefit package expansion policy should incorporate its influence on the implementation phase.

Antivirus is an important issue to the security of virtual machine (VM). According to where the antivirus system resides, the existing approaches can be categorized into three classes: internal approach, external approach and hybrid approach. However, for the internal approach, it is susceptible to attacks and may cause antivirus storm and rollback vulnerability problems. On the other hand, for the external approach, the antivirus systems built upon virtual machine introspection (VMI) technology cannot find and prohibit viruses promptly. Although the hybrid approach performs virus scanning out of the virtual machine, it is still vulnerable to attacks since it completely depends on the agent and hooks to deliver events in the guest operating system. To solve the aforementioned problems, based on in-memory signature scanning, we propose an agentless runtime antivirus system VirtAV, which scans each piece of binary codes to execute in guest VMs on the VMM side to detect and prevent viruses. As an external approach, VirtAV does not rely on any hooks or agents in the guest OS, and exposes no attack surface to the outside world, so it guarantees the security of itself to the greatest extent. In addition, it solves the antivirus storm problem and the rollback vulnerability problem in virtualization environment. We implemented a prototype based on Qemu/KVM hypervisor and ClamAV antivirus engine. Experimental results demonstrate that VirtAV is able to detect both user-level and kernel-level virus programs inside Windows and Linux guest, no matter whether they are packed or not. From the performance aspect, the overhead of VirtAV on guest performance is acceptable. Especially, VirtAV has little impact on the performance of common desktop applications, such as video playing, web browsing and Microsoft Office series.

As customers' needs are more diversified, the issue of managing product variety has become more important to manufacturers. It is because an increase in product variety may cause various inefficiencies in operations, while satisfying more diverse needs. Consequently, firms have introduced the concept of modularity to improve operational performance. Yet there are only a few studies which analytically investigate the effect of modularity in new product development (NPD). Therefore, this research develops an analytical model of exploring the effect of modularity on firm profitability when a component built upon new technology is introduced into an existing product, and provides important managerial implications on the NPD and technology management, which can guide the decision making on modularity in practice. The results show that it is necessary to increase modularity level when i) the product is easy to upgrade, ii) the product's price should be high due to external factors, and iii) the effect of new technology investment is uncertain, while it is desirable to increase the investment cost for introducing new products with low demand elasticity for modularity.
This study aimed to express the experiences of the parents who lost their children by suicides in their own words from their own perspectives by van Manen(2000)'s hermeneutic phenomenological approach. The analysis of the words expressed by the research participants led to the following five fundamental themes. These are 'broken heart, sinner's grief, land of exile and time stood still, pains to be comforted, and days ahead with half-stitched wounds'. Several distinctions are found due to cultural differences from Korean parents. First, whereas the Western parents see the cause of their child's suicide as his/her independent issue, the Korean parents blame themselves entirely. This may have stemmed from the overly inter-dependency between the parents and the child. Second, whereas the Western perspective views the suicide as a type of illness from the individual's depression. The Korean perspective views the suicide as a shame that disgraces the parents or the family. This negative social perspective intensifies the self-blame and social isolation. Third, the Westerners recognize the prevention and responsibility of suicide resting with the society and government, but the Korean society recognize suicide as personal or family matter. Based on the finding above, I proposed a number of practical measures to aid the surviving parents who belong to a group with extremely high suicidal rates.
