In this study, EPANET model which is using on the pipe network analysis was applied to Haenam irrigation district has provided irrigation water by pipeline system about 1,125ha and then have built pipe network to study area and supply performance evaluation of existing structure was analyzed by SPA (Single Period Analysis) in EPANET. As model results of simulation average ratio of maximum supply quantity/irrigation water requirements(base demand) was analyzed by 2.63. It means also that was analyzed as being capable of ensuring the water supply capacity. It was provided the necessary information for the maintenance facility through analyzed hydraulic behaviors in the pipeline inside such as flow velocities, pressures and hydraulic grade lines. It was satisfied with the allowable design criteria that was compared analyzed results with presented allowable design standards at agricultural production infra improvement project planning and design (Pipeline design standard). In order to analyze efficiency promotions of irrigation water, using Extended Period Simulation it was compared supply quantity with irrigation water requirements while pumps set operating pattern in 24 hours, then efficiency promotions of irrigation water was determined through analyzed oversupply water quantity and occurrence time by branch lines. According to results for oversupply quantity in Haenam district by time and end of branch lines efficiency promotions of irrigation water was suggested from 0.33 % to 37.59 %. To draw reasonable operating rules for water use and through this research, it is expected to be helpful for efficient water use and operational management of agricultural pipeline system to the current agricultural irrigation.

This study was carried out to investigate the effects of irrigation water pollution on the yield and grain quality of rice. It acquires fundamental data to set up water quality standards for irrigation and produce agricultural safety products. The correlations of BOD, T-N, T-P, pH, ECw of the irrigation water with yield, grain appearance quality, and the protein content were evaluated. The field and pot experiments were conducted by using Japonica of Oryza sativa L. during 2 years. BOD concentration in irrigation water effects strongly on grain appearance quality and yield of rice. T-N in irrigation water has strong effect on the yield, appearance, and quality of rice. T-P concentration in irrigation water have not any correlation with yield and quality of rice. pH showed strongly negative correlation with maturity ratio(MTR), 1000 grain weight(TGW), and yield of rice(YLD) as r=-0.803~-0.828(p<0.001) and have no effect on the appearance quality of rice. $EC_w$ indicating salt content showed strongly negative correlation with MTR, TGW, number of grains per panicles(NGP), and number of panicles per unit area(NPM) as r=-0.759~-0.798, and with YLD as -0.753.

Monitored data (rainfall runoff and water quality) from 4 different paddy sites over 3 years were compared to analyze the effect of irrigation water management on irrigation supply and rainfall runoff quality in Korea. The system of rice intensification water management was adopted at one site (SRI) while the conventional water management method was used for rice culture at the other three sites (CT, SD and HD). The soil texture at SRI, CT and SD was sandy loam while that at HD was silt loam. The average reduction of irrigation supply at SRI compared with CT, SD and HD during the 3 years studied was 49%, 51% and 55%, respectively. The average event mean concentration (EMC) at SRI compared with that at CT, SD and HD was decreased by 35% (BOD), 44% (COD), 47% (SS), 19% (TN) and 38% (TP). The correlation between rainfall runoff and the measured non-point source (NPS) pollutants was very good in general. The comparison revealed that SRI water management significantly reduced both irrigation supply and EMC in rainfall runoff. Paddy NPS pollution was closely related to factors that induce runoff such as rainfall and irrigation supply. It was concluded that SRI management could be an effective and practical option to cope with both water shortage due to climate change and water quality improvement in rural watersheds. However, further studies are recommended in large irrigation districts for use in the development and implementation of NPS pollution policies since the data was collected from field sized paddies.
A feasibility study was performed to examine the agronomic application of treated sewage on paddy rice culture by field experiment for two consecutive years. The domestic sewage was treated by the constructed wetland system which was in subsurface flow type and consisted of sand and macrophyte. The effluent of the wetland system was used for irrigation water. The effluent was diluted to maintain the total nitrogen concentration below $26mg{\cdot}L^{-1}$ in the first year and used without dilution in the second year experiment. Growth components and yields were compared against the CONTROL plot where conventional method was applied. And also, soil characteristics of the plots before and after reclaimed sewage irrigation were analyzed. Generally, addition of the treated sewage to the irrigation water showed no adverse effects on paddy rice culture, and even enhancement was noticed in both growth and yield. Irrigation of treated sewage after concentration adjusted with conventional fertilization showed the better result, and the yield exceeded that of CONTROL case where clean water was irrigated. Soil characteristics changed after irrigation, and significant EC increasing was observed for the reclaimed sewage irrigation plots. From this study, it appears that reuse of treated sewage, as supplemental irrigation water could be a feasible and practical alternative. For full-scale application, further study is recommended on the specific guideline of major water quality components in treated sewage for irrigation and public health.

Agricultural water is the main portion of water resources in Korea. And water loss of agricultural water is estimated 6% of all water resources. But studies and data for water loss aren't sufficient. We classified the agricultural water losses and measured the water losses in 6 experimental site. Measurements says that water losses ratio in main canal is 13.8%, water losses for distributing irrigation water is 31.1%. So, the total water losses is about 45%. But the water losses for distributing irrigation water is imperative factor for irrigation, So, it is not right that the water losses for distributing irrigation water is classified water losses and it is necessary to reclassify the agricultural water losses.

This study of the subject will review past and present irrigation development in Korea. Particular attention will be given to water pricing structure and a case study on the purpose of rational operation and management of irrigation water and organizations, and the optimum irrigation water and organizations, and the optimum irrigation water fee inorder to reduce farmers burden and to rationalize the farmland associations management so as to achieve development of the rural environment. In 1971, the reservoir of the Farmland Improvement A sociation (FIA) produced only 775 millison $m^3$ of irrigation water or 77% of planned capacity of 1,015 million $m^3$. It was caused by inefficient maintenance of irrigation facilities; for instance, about 21% of reservoirs, pumping stations and weirs in Korea have been silted by soil erosion which hinder to water production according to an ADC survey. The first Irritation Association was established in 1906, whcih was renamed the Farmland Assoeiation by the Rural Development Enouragement Law in 1970. By the end of 1971, 411,000 ha of rice paddies were under the control of 267 associations nationwide. The average water price assessed by Associations nationwide rose from 790 won per 0.1 ha. in 1966 to 1,886 won in 1971. The annual growth rate was 20%. The highest water price in 1971 was 4,773 won her 0.1 ha. and the lowest was 437 won. This range was caused by differences in debt burden, geographic conditions and management efficiency among the Associations. In 1971, the number of Associations which exceeded the average water price of 1,886 won per 0.1 ha. was 144, or 55.1% of all Association. In determination of water price, there are two principles; one is determined by production cost such as installation cost of irrigation facilities, maintenance cost, management cost and depreciation ect. For instance, the Yong San River Development project was required 33.7 billion won for total construction and maintenance cost is 3.1 billion won for repayment, maintenance and management cost per year. The project produces 590 million $m^3$ of irrigation water annually. Accordingly, the water price per $m^3$ is 5.25 won. The other principle is determined by water value in the crop products and in compared with production of irrigated paddy and non-irrigated paddy. By using this method, water value in compared with paddy rice vs. upland rice(Average of 1967-1971) was 14.15 won per $m^3$ and irrigated paddy vs. non-irrigated paddy was 2.98 won per $m^3$. In contrast the irrigation fee in average association of 1967-1971 was 1.54 won per $m^3$. Accordingly, the current national average irrigation fee(water price) is resonable compared with its water value. In this study, it is found that the ceiling of water price in terms of water value is 2.98 won per $m^3$ or 2,530 won per 0.1 ha. However, in 1971 55% of the associations were above the average of nationwide irrigation fees. which shows the need for rationalization of the Association's management. In connection with rationalization of the Association's management, this study recommends the following matters. (1) Irrigation fee must be assessed according to the amount of water consumption taking intoaccount the farmer's ability. (2) Irrigation fee should be graded according to behefits and crop patterns. (3) Training personnel in the operation and procedures of water management to save O&M costs. (4) Insolvent farmland association should be integrated into larger, sound associations in the same GUN in order to reduce farmers' water cost. (5) The maintenance and repair of existing irrigation facilities is as important as expansion of facilities. (6) Establishment of a new Union of Farmland Association is required to promoted proper maintenance and to protect the huge investment in irrigation facilities by means of technical supervision and guidance.

TM/TC system is composed of control center, reservoirs, pumping stations and twelve canal systems. For this system we developed water management program which includes flood forecast program, drought reduction program, irrigation scheduling program and database program. With these program we expect that operators improve the irrigation efficiencies of the irrigation systems due to the timely irrigation on a right place, in a proper quantity and refute tile cost of maintenance and reduce flood and drought damages. In agricultural engineering respect, the databases including water level, rainfall, the amount of flowing can be useful to the researcher who make a study of hydrology and hydraulics in . rural area. Water management program records all of the TM/TC data to MDB format file per 10 minutes.

In general method to estimate the water supplies in the large-scale basin, indirect estimation method such as unit loading factor method has been used. However, the estimated water supplies are much different to the real water supplies used in the any basin because these general methods estimate them considering water supply demands only. Especially, water supplies for irrigation are big different to the real water supplies in which the water supplies for irrigation are depend on the weather conditions such as evaporation, basin conditions such as infiltration, the reservoir operation rule for irrigation water, and distribution methods. Thus, a new estimation method is developed to estimate the real water demands which is essential factors for the effective water resources operation in the basin. This method is for estimating the water supplies and return rates based on the survey of the irrigation reservoirs and the analysis of effects to the stream flows, return flows, and water supplies for irrigation which water supplies and return rates are used in the basin water management model. The water supply usages in each subbasin are validated by comparisons between the simulated discharges from the basin water management model and the discharges measured in the control points.

Since the salinity of irrigation water is a critical constraint to the production of certain vegetable crops, salinity was considered as one of the most important factors of irrigation water. The purpose of this study were to monitor and assess the effects of saline irrigation water on strawberry and red radish growth in protected cultivation. One control and three treatments, which were differentiated according to the level of salinity in irrigated water, were employed for each vegetable to assess the effects of the irrigation with saline water. Monitoring has shown that using irrigation water with salinity above a certain level causes excessive accumulation of sodium (Na+) in both strawberry and red radish. Increased Na+ content was analyzed to be able to decrease the sugar content in strawberry. In addition, the salinity higher than the threshold level of irrigation water was found to reduce the growth and yield of strawberry and red radish. This study could contribute to suggest criteria for safe use of saline water in protected cultivation, although long-term monitoring is needed to get more representative results.
