In the irrigation facilities, the irrigation system is connected systematically, and thus, it agrees to the object-oriented concept. Since it is necessary to go through comparative evaluations and to devise several alternatives plans in designing the irrigation system, it will be very efficient to use the objects that contain the design data. In this study, the object-oriented methodology has been proposed to define the objects, which will be used in the design system of irrigation facility. Furthermore, as for the essential elements of the objects, concept of element objects is formulated. By employing this concept, appropriate element objects have been derided for the irrigation facility. Necessary data model for realization of the objects is examined and selected. And then, required elements for applying the selected data model to the irrigation facility will be proposed

The principal operation rule of irrigation reservoir is to accelerate the water use and supply water actively when water is sufficient, and to restrict water use and supply water deficiently in order not to stop the irrigation activity when water is scarce. In drought seasons. water should be saved in order to keep the reservoir not to be dried up during the irrigation season. It is important to know how much water should be saved, depending on the rice-growing season and water storage volume. For the drought control of irrigation reservoirs. the rotational irrigation scheduling in paddy with the operation rule curve developed in this study could be utilized as a software program to install TM/TC system for irrigation water supply by automation facilities.

To devise better development plan, survey was conducted about current Farmer's irrigation Practice on upland in the Youngsan River Irrigation Project District IV. Major upland crops are garlic and onion in this region. Currently, upland irrigation is conducted using ground water. It is found that irrigation interval is $2{\sim}3$ day for dry-field rice and $3{\sim}7$ days for other crop, in general. Whole day is required to irrigate for many farmers due to lack of facilities and water source. Farmers have no intention to change staple crops even after completion of Irrigation Project of Youngsan River District IV.
To prepare for agricultural droughts, the potential discharge to the water supply of irrigation facilities during drought periods is important. Using the MODSIM (Modified SIMYLD) model, water balance networks that consider irrigation facilities were designed for the Geum River Basin, and the potential discharge to the agricultural water supply of irrigation facilities were evaluated by running the model using data for 36 years (1967-2002). It was found that agricultural water deficiencies occurred during the drought years more than in the other years. The agricultural water deficiencies in 1994, 1995, and 2001, the representative drought years, were 745.8 million m$^3$, 661.1 million m$^3$, and 696.8 million m$^3$, respectively. The average potential discharge to the water supply of the sub-basin was 99.1 % in the cases of municipal and industrial water, and 84.4 % in the case of agricultural water. The potential discharge to the water supply in 1994, 1995, and 2001 were 74.8 %, 79.2 %, and 77.9 %, respectively, which are lower than those of the other years' sub-basin average. In the analysis of the contribution of each irrigation facility, the contributions of pumping stations and diversions were calculated as 32.5 %, and of culverts and wells, 4.0 %. During the drought periods, the pumping stations and diversions contributed to a certain level.

Network modeling of irrigation system that links irrigation facilities with stream is necessary to establish complicated rural water management system and to manage agricultural water effectively. This study attempted a network modeling for an agricultural water district called "ANGO" located in Anseongcheon watershed by connecting ArcHydro Model developed to control geographical information data in the field of water resources and AWDS(Agricultural Water Demand & Supply Estimation System) developed by KRC (Korea Rural Community & Agriculture Corporation). Network modeling was embodied by build topology between spatial objects of total 70 agricultural irrigation facilities (24 reservoirs, 18 pumping stations, 28 weirs) and stream network using ArcHydro Model. In addition, new menus were added in ArcGIS system for query and visualization of text-based AWDS outputs such as irrigation facilities information, water demand and supply analysis.

Salt accumulation is frequently experienced in soils under protected cultivation. Since protected cultivation does not have rainfall and resulting infiltration, salt accumulation in the soils is inevitable. In this study, analyzed were chemical charecteristics of soils under protected cultivation to investigate the factors which may contribute the salt accumulation. Soil samples were collected from 99 protected cultivation facilities around An-sung Gun, Gyungki-Do and analyzed for electrical conductivity, pH, organic matter con-tents. The results showed that there was no significant trend of changes in electrical conductivity and pH along cultivation years. the only factor influencing salt accumulation was irrigation type. Soils in facilities using drip irrigation showed higher electrical conductivity than those using diversion-hose type irrigation.

Rice cultivation is not only the main resource of farm income and staple food but also the root of cultural life of Korean people. Korean government has carried out irrigation water development with heavy investment to cope with water shortage in rice fanning as a link of the five years economic development plans. In spite of the continuous accomplishment of irrigation water development, the marginal benefits-costs of irrigation water has not been studied. Owing to the government full support for the operation and maintenance of irrigation facilities, price of irrigation water as a membership fee could not be formed as the municipal and industrial water prices. Accordingly this study is aimed at identifying firstly the marginal benefits-cost of irrigation water, secondly deriving the macro-econometrics models as supply and demand functions of irrigation water and thirdly examining the marginal benefits-cost ratio. The trends of supply and demand prices of irrigation water were estimated annually. Considering the marginal benefits-cost ratio as 1.3, it was identified that additional irrigation water development projects still have an economic feasibility under the present economic situation in Korea.
This study analyzed agricultural water distribution systems for the utilization of water demand-oriented water supply systems. Three major TM/TC(telemeter/telecontrol) districts of agricultural water management were selected for analyzing the characteristics of the water distribution systems. In addition, the characteristics of the water supply systems for general water supply zones based on irrigation facilities were also investigated, along with the case of special water management during the drought season. As a result, high annual and monthly variations were observed for the water supply facilities, including the reservoirs and pumping stations. In particular, these variations were more obvious during the drought season, depending on the type of facility. The operations of the pumping stations and weirs were more sensitive to the stream levels than the reservoirs, and the smaller reservoirs were influenced more than the larger reservoirs. Therefore, a water-demand-oriented water supply system should consider the existing general practices of water management in the agricultural sector, and focus on achieving a laborsaving system rather than water conservation in the case of reservoirs. Equal water distribution from the start to the end point of irrigation channels could be an effective solution for managing pumping stations.

In this study, we designed irrigation channel which meet function of waterquality purification and landscape as well as waterquantity using planting in Sanggye-ri Yeomsan-myeon Yeounggwang-gun Jeollanam-do. First, according to hydrology characteristic, irrigation channel is designed dividing three zone flood control zone, river-friendliness facilities zone and naturally favorable zone. Second, for designing planting, criterion of selecting plant is established. As a result, we designed planting dividing segment to harmony regional characteristic and landscape.
