Development of a Methodology for the Analysis of the ASP-based Information Systems Performance Evaluation of Small-Sized Manufacturing Firms (ASP기반 정보시스템 투자 성과 평가 방법론 개발 : 소규모 제조기업을 중심으로)

  • While the demand for ASP(Application Service Provider) focused on small and medium enterprises who are fully aware of needs of ICT readiness has been increasing, those who consider to adopt ASP are wondering whether their performance would be actually successful if they did. These concerns can be an important standard of judgement, when introducing new information systems, by analyzing ROI(Return on Investment) on the current enterprises. Therefore, to review the feasibility of investing IT and measuring the performance, this study suggests a framework for ROI analysis which estimates IT investment performance, through multi-criteria approach on both financial performance index and non-financial one. We applied methodology on ASP-based IT investment performance evaluation to sample manufacturing companies under 50 employees and deduced the main implications to be considered when introducing the system.

State of Swerage Systems and Prospects in Korea (우리 나라의 하수도현황과 전망)

  • This study reviewed the current status and problems of sewerage system in Korea and then proposed possible methods to correct the problems. Also, evaluation of future development in sewerage system is included. It can be summarized as follows : 1. Investment in sewerage system is relatively low . 0.23% of GNP, Considering that the investment portion is 0.35% in OECD and 0.63% in Japan, it should be increased further. 2. The reasons wily the investment in sewerage system is low can be ' (1) Low priority is given to the investment in sewerage system. Local government builds and operates its own wastewater treatment plant. Local government as well as residents prefer to invest their money in roadwork, housing and parks to in wastewater treatment facilities because of greater investment effects. (2) Besides capital investment, more maintenance cost is needed for sewerage system. Proper operation of wastewater treatment facilities requires a well-trained operator. Because of public conception that operation of wastewater treatment facility is a dirty job, it is difficult to find a well-trained operator. (3) It is difficult to estimate the effect of sewerage system (4) Cost required to build and maintain wastewater treatment facility should be paid by people, who benefit from the facility. People to benefit are sometimes different from people to pay. 3. Advanced treatment is necessary to protect the bay aura and raw water source as well as to prevent eutrophication of lakes and ponds. 4. Wastewater treatment facility were mainly build in big cities during the decade of 1980. Followings should be solved first to expand the facilities. (1) Rapid repair and construction of sewer. (2) Technical development of wastewater treatment . Prevention of efficient and economical wastewater . Development of efficient and economical wastewater treatment techniques . Development of high-efficiency treatment using bioreactor . Reuse of wastewater treatment plant effluent (3) Sludge treatment and disposal . Composting of sludge cakes . Development of techniques to reduce the volume of sludge cake : incineration and reuse of sludge ash and slag. (4) Utilization of wastewater treatment facilities . Construction of community parks or sports families(ie, on the tops of the covered aeration tanks and sedimention tanks) Construction of wastewater treatment facilities under ground and of parking facilities and community parks above ground. (5) Education of wastewater treatment personal.

  • Recently, an evaluation for information system performance analysis an investment effect quantitatively and qualitatively. So various performance evaluation methods are applied to overcome a limitation which is based on traditional investment returns. However a performance evaluation in public service only derives that a result which is qualitatively evaluated about evaluation domain is yes or no, the performance evaluation does not improve in quality of information system. So in this paper we improve existing performance evaluation methods in public service and add a quality evaluation and quantitative evaluation in the methods. Therefore we propose an integrated evaluation model which guarantees objectivity and reliability of evaluation result and which improves an information system. We consider a project object of an Administration Information DB Construction Project which is promoted in information-oriented project and derive an evaluation result which is applied reflection ratio and weight in each evaluation domain to show a validity of the proposed model.

  • This article is focusing on the improvement of weapon system test & evaluation, aimed at the weapon system in the research development stage. This article suggests improvement directions in three aspects(organization and system, skilled manpower and technology, test facilities of weapon system test & evaluation) as follows. 1) Weapon system test & evaluation organization and system a. Establishment of comprehensive test & evaluation system b. Making regulation for comprehensive test infrastructure management. c. Training & education, management of test & evaluation experts. b. Establishment of skill management system of test & evaluation. 3) Test facilities of weapon system test & evaluation a. Establishment of comprehensive improvement direction of test & evaluation installation and equipment. b. Consideration of counter measures to prevent overlapping investment, and to use the test & evaluation resources efficiently. c. Establishment of organic network for the effective use of test & evaluation installation and equipment. d. Establishment of detailed cooperation plan for the commonage of test & evaluation facility and equipment.

  • Before expanding of distribution automation application to distribution network, we must examine whether there are economical effect. Investment expense for distribution automation can be divided into facility investment expense, maintenance expense, communication expense, investment expense etc. Effect of distribution automation can classify by effect that can convert into money and effect that can not convert into money. Representative effect is outage time decrease effect, distribution line loss decrease effect, main transformer upload effect, distribution line upload effect, work environment improvement effect of lineman and so on. This paper studied economical effect and break-even Point for investment expense by using data that acquire in KEPCO's distribution network.

  • A widely accepted indicator of a project's economic potential is the internal rate of return (IRR). The primary objective of feasibility analysis for any project is to measure the economic potential for the project, normally defined as the expected return on capital investment. The analysis should be designed to determine whether a project is technically and economically sound, and under what conditions. Therefore, there are factors other than economic potential that must be taken into account in the reasonable composition of an investment program. These kinds of factors can be given proper consideration in project selection after the economic feasibility of alternative projects has been determined. The primary reason for having to choose among different projects is that capital resources are scare : the investment budget is limited. The case project, casting facilities investment project, treated in this paper were selected for their value in illustrating the methods of feasibility analysis. This case project an actual potential project and is analyzed on the basis of the best available data for the specific conditions for that project.

  • Korean construction firms have been continuing investment of IT for last ten years. However, manager did not support a decision-making of IT because there is no evaluation and feedback system of IT investment. This study is a preceding research of making IT evaluation model as a part of MOCT(the Ministry of Construction and Transportation)'s construction CALS/EC policy and makes a basic frame through a trend and state of IT survey. As a result of survey, To encourage them, IT development to be balanced in each members for successful stabilization of CALS/EC as well as IT evaluation will be conducted in accordance with one's environment, such as a role and level of companies.

  • As an interest in the efficiency of public sector expenditures has spread across the world, Korea has operated a self-evaluation system for government projects as a part of the performance-based budget system. However, an evaluation system for public information technology project has been criticized for its lack of validity, which stems from the uniformity of performance management. This study draws insight from knowledge management literature in an attempt to address the problems with the extant performance evaluation system in public agencies. To realize benefits from IT investment, an agency needs to develop its own performance management model for information systems projects, with a focus on the interaction of IT and organizational system. The knowledge management-based framework for IT projects was verified through a case study, with which we discussed the applicability of knowledge management to the evaluation of public information systems projects.

  • Performance evaluation is essential for the successful management and operation of MIS. The more MIS grows and relevant investment enlarges, the more performance evaluation grows in importance. However, MIS managers as well as top management still have difficulty in evaluating the performance of MIS. This arises from various reasons, such as the specialty of MIS, diversified influences of MIS, multidimensionality of evaluation items, and the difference between evaluation levels. In this paper, MIS is understood in a broad sense. MIS's scope is of a very wide range from each application system to system innovation view. The MIS should support the firm's objectives, and, consequently, MIS evaluation should be implemented at corporate level, not merely at application system level. The most critical problem of MIS evaluation is that a systematic frame covering various viewpoints and factors of MIS evaluation does not exist. Not a single measure covers all aspects of MIS evaluation. To help resolve this problem, this paper proposes an hierarchical approach for practical use that includes most aspects of evaluation approaches from previous studies, and, furthermore, emphasizes the evaluation of strategic aspects of MIS.

  • This paper develops and builds an Integrated Assessment System for National Competency Standard Professional Basic. The integrated evaluation system for basic job competency in the National Competency Standards is developed to conduct examination by means of computers, smartphones and tablet PCs. The system can be used for the basic job competency test, examination for online cyber universities, job competency examination for enterprises, and the listening, reading, and speaking test in the foreign language proficiency examination and is even better in terms of facility investment and saved operating costs as well as efficient use of spaces in comparison with conventional evaluation schemes. Even greater synergy effects can be achieved by providing support for the integrated evaluation system for basic job competency in connection with the NCS qualification system. The evaluation system has been tested and practiced at a specialized high school and can be applied to the NCS education evaluation of the college and four-year college and to the selection examination of new employees of the company.
