The Evolution of National R&D Performance Evaluation System in Korea during the Period of 1999-2013 (한국의 국가연구개발 성과평가(1999~2013) 전개와 특징)

  • The national R&D performance evaluation system in Korea has been influenced by 'New Public Management' since the 1980s. The 1997 IMF crisis in Korea has necessitated the overhaul of S&T policy strategies in Korea. Reflecting this, effective distribution and utilization of S&T investment and resources has emerged as a crucial policy agenda, while expansionary investment in S&T maintained. During the period of 1999-2005, the R&D evaluation has been more focused on the input side and execution processes than on the results of R&D. Evaluation results were to be reflected in the budgeting of national R&D, but there were some disputes over how to make use of evaluation results between the budgeting ministry and the evaluation agency partly because they were two separate entities. After the advent of the new government(1998-2003) which advocated 'science and technology-oriented society', the national R&D evaluation system has evolved through a new legislation, the Performance Assessment Act, and the establishment of Science & Technology Innovation Agency to build up the unique framework for national R&D evaluation differentiated from the assessment system for general government investment programs. Most recently, due to 'Comprehensive Improvement Plan' in 2013, various components of national R&D evaluation seem to move on a new evolutionary track. For example, different types of evaluation are being developed and tried in accordance with differing evaluation goals, and the individual ministries and the research councils has got more enhanced autonomy and responsibility regarding R&D evaluation. So-called 'tailored' evaluation methods, taking into consideration the characteristics of programs and institutes / organizations to be evaluated, are now being tried. Competences of evaluation experts and agencies has also to be improved and strengthened.

Economic evaluation on heating systems of apartment complex (공동주택단지 난방시스템들에 대한 경제성 평가)

  • The heating system for apartment complex may be classified as old systems including central system with steam boiler(S1), gas engine driven heat pump system(S2), system using waste heat(S3) and new systems including mechanical vapor re-compression system with flashing heat exchangers(S4), system using methanol(S5), system using metal hydride (S6). The purpose of the present study is to suggest optimal heating system by technically, economically and environmentally evaluating old and new heating systems of apartment complex from 500 to 3,000 households. Economic evaluation based on the technical evaluation results which estimated heat transfer area of heat exchangers and capacity of equipments was estimated initial investment cost, annual operating cost and relative payback period by considering annual increasing rates of energy cost and interest. Environmental evaluation provided annual generation rate of carbon dioxide. Initial investment cost was cheap in the order of S6, S5, S3, S2, S4, S1, annual operating cost was cheap in the order of S1, S2, S4, S5 and relative payback period was short in the order of S6, S5, S2, S3 and S4. Relative payback period was within 8 years for all scenarios of 3,000 households, and was increased as annual increasing rates of energy cost and interest were increased. As transportation pipe length was increased twice, payback period was increased by 1.4~2.6 time. The effect of temperatures of waste gas and waste water on the relative payback period was small within 0.8 years. The annual generation rate of carbon dioxide was big in the order of S4, S2 and S1. S4 was the most economic system among whole scenarios when S1 was replaced with other scenarios.

  • Today, the power utilities is setting on the slow load growth and the aging of power equipment, then could spend the efforts on the stability of system performance. The asset management is separated by three parts of essential elements : management, engineering and information. The corporate of these parts should be practiced that seek to balance. Asset management is great way to fulfill the economic investment and the stability of system performance. This paper presents the application of effective asset management considering the economic evaluation for reasonable investment, technical evaluation for accurate control management and reliability evaluation for stability of operation.

  • Railway system is consisted of various resources such as rail-line, signal, and railcar. It is necessary to efficiently utilize these limited and expensive resources as much as possible up to given line capacity. So far, we treat the line capacity as the criteria for evaluating investment alternatives or for restricting train frequencies, and this criteria is calculated statical and experimental numerical formula. But, line capacity has special attribute that changes dynamically according to operational conditions, so there is a need of new line capacity estimation system. In this paper, we present an improved systematic line capacity model. The proposed model has three main components ; TPS(lain performance simulator), PES(parameter evaluation simulator), LCS(line capacity simulator). The concept of each sub-component is described, including the evaluation method of capacity parameters. And capacity parameter evaluation and estimation results using sample line section data are presented.

  • Enterprise should determine the adoption and utilization of information systems would be a great help to increase management performance. So, it maintains continually the budget and the investment for informatization. However, there is a limit to clarify whether the investment in informatization is contributed to create business opportunities through corporate competitiveness certainty or not. We tend to recognize the information system as a simple means to support common business rather than being used to achieve the company's business performance and to remain competitive. It is not an easy problem for the quantitative evaluation and analysis on the effect of intangible, such as management performance measurement by introducing computerization project. Informatization level evaluation model for the harsh business environment, specifically the Small and Medium Enterprise is lacking. In this paper, we proposed the audit evaluation model of an Small and Medium Enterprise informatization level based on system quality, information quality, user satisfaction, and IT business contribution. The proposed audit evaluation model was evaluated in the information system users, and verified the suitability throughout the survey of the audit professionals.

  • Corporations are pursuing maximum returns from their R&D investment. They are also interested in sound measures to quantify returns. In fact, they use various measures and criteria for measuring returns from the R&D investment. But the fundamental problem is that there is no generic and widely acceptable measures and criteria. To make things more complicated, measures are very powerful and influential to the people in the corporations. Herbert Simon already indicated that people do many things but people usually do their best for the only tasks which are measured. Many researchers, like Chester(1995), are interested in R&D productivity measures and risks because what the company measures really influence R&D people and output. This article present design concepts of the R&D project selection and evaluation system in POSCO(Pohang Iron & Steel Company). This is an output extract from the 6-month joint activities with POSRI(POSCO Research Institute) researchers and POSCO R&D personnel. Process changes, new organizations and new selection and evaluation criteria are developed to improve R&D performance and to enhance technology management of the POSCO. This article covers new selection and evaluation criteria only. We would like to share our experience about how we redesign the selection and evaluation of R&D projects. We also bring insights how we seamlessly integrate 4 different project selection and evaluation steps as a whole. We hope that this case will give you a clue to improve your R&D management.

  • This paper developed the computerizing assessment system modeling of the natural gas and district heating DSM programs. It constructed as each project in accordance with the business investment plans & assessment DB, related M&V data DB and cost-effectiveness analysis data DB. It is composed of total 58 tables which are 22 tables which are used in the plan and the assessment, 16 tables which are used in the cost-effectiveness analysis, 18 tables which are used in the M&V, table which is used in qualitative evaluation, as by each programs. This computer programs can contributed to DSM business investment system construction as implementing for algorithm development and an estimation by each programs.

  • This study considers the economic aspect of the distribution automation system, which is the decision-making criteria of the electric utilities for the investment. The feeder automation candidate region is divided into two types of the urban and the rural. The total investment cost of the feeder automation for each type is estimated. The annual cost, is also estimated, by finding the fixed charge rate. To compare the annual cost and the economic effect cost, for the investment decision-making, the costs are quantitatively estimated on the following effects : the manpower replacement, the outage cost saving, the main transformer utilization improvement, the feeder utilization improvement, and the line loss reduction.

  • In recent years, advanced countries in energy sector are emphasizing the importance of the development and deployment of renewable energy to cope with the global environmental crisis such as depletion of fossil energy, climate convention to control emissions of greenhouse gases. In this paper, we evaluate the economic value of the investment in new and renewable energy R&D in Korea and optimal deployment timing of new and renewable energy by using the real option approach. The real option model adopted in this paper assumes that a decision maker has a compound option to abandon, deployment, or continue the R&D. As a result by using empirical data of Korea, it is found that there exists a considerable amount of positive real option value (ROV) in the investment of new and renewable energy R&D while its net present value (NPV) calculated by traditional discounted cash flow (DCF) model shows negative value.

  • This paper describes a proposed performance criteria and evaluation procedures for transmission system planning in Korea. Performance criteria of the transmission system are expected to be used as a guideline for investment into a transmission network. Moreover, performance evaluation procedures, which are based on current practices and widely accepted theories, are suggested to achieve fair and acceptable results.
