A Study on Criteria for investment Priority of Railway Project (철도건설 투자우선순위에 관한 연구)

  • Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

Theoretical Analysis on Optimal SOC Investment in Urban Planning (도시계획관련 사회간접자본 투자의 적정성 분석을 위한 이론적 고찰)

  • The purpose of this paper is to present the optimal investment conditions of SOC facilities for maximizing regional social welfare in implementing the urban development project in the theoretical fashion. Particularily, SOC facilities are divided into both supply-side($P_s$) and demand-side SOC ($P_d$) in the paper. General equilibrium analysis from the intra-regional viewpoint by utilizing Pareto's Optimal Conditions and by revising Samuleson's Conditions for public goods($P_s$ and $P_d$) results in the optimum pattern of SOC investment. The following are important implications from the analysis. First, rather than the pursue social equity, SOC investment is to resolve the issue of efficiency to activate the regional economy. Second, the marginal rate of transformation (MRT) between $P_s$ and $P_d$ in the region is to play a significant role in structuring SOC investment plant of local government for social welfare maximization. Third, the optimal SOC investment policy based on this regional economy but also to generate the enhancement of soical amenities of the residents.

Policy Impact Analysis of Road Transport Investment via System Dynamics Theory (혼잡해소를 위한 도로건설의 정책효과: 시스템 다이내믹스 이론의 적용)

  • Congestion problems can be approached from the viewpoint of system dynamics theory. The relationship between road capacity and congestion can be explained by the 'relative control' archetype among four system archetypes suggested by Wolstenholme. There is a balancing feedback loop between road capacity and road congestion. However, there is another balancing loop between road congestion and car traffic volume, which keeps disrupting the equilibrium of the former loop. A system dynamics model, which is based on a partial adjustment model of induced traffic in the literature, is built to simulate three road building scenarios: 'Expanding investment', 'Balancing investment' and 'Frozen road investment' scenarios. The 'Expanding investment' scenario manages to drop congestion levels by 9% over 30 years, however, causing much higher emissions of $CO_2$ than other scenarios. The trade-off relationship between congestion levels and environmental costs must be taken into consideration for road investment policies.

  • Many organizations experience that the performance they gained from IT investment is lower than they expected values. As with any investment, executives are concerned with maximizing the performance from their investment in IT. This study focused on the relationship between IT strategy and IT investment to maximize IT performance. A field survey of chief information officer of Korea manufacturing sector was conducted. Complete data for 147 firms was analyzed to determine relationship of the three research constructs. The study shows a positive relationship between IT strategic orientation, IT investment direction, and performance of IT. The research results provide empirical evidence that supports the research hypothesis that closer fit between IT strategies and IT investment directions does lead to increase operational and competitive performance of IT

  • This paper examines the causality issue between telecommunications investment and economic growth for South Korea by applying recently developed time series techniques. Tests for unit roots, co-integration, and Granger causality are presented. The results show that hi-directional causality runs from telecommunications investment to economic growth for South Korea. This means that increased telecommunications investment directly affects economic growth and an increase in real income also influences telecommunications investment. The study also discusses the implications of the results for addressing telecommunications policy in South Korea.

  • These days, the interest in the gas safety management has been increasing in our society, It needs the estimates to later investment in points of the gas safety management investment for prevention costs from gas accidents. It is written the general concept of gas safety management and the items that should be invested under the current policy. However they are not defined clearly and We have lots of difficulties in adapting them to actual spots and understanding them by their carry-out. When it follows the current safety standards, they doesn't meet the possibilities of mutual comparison, because gas safety management investment's definition is different. And sufficient information is not supported to efficiency adjudication of gas safety management investment. In this paper, you can find that Gas safety management is defined in order to more effective gas safety management investment, and the Socioscentific approach method was used to decide the gas safety management items that shall be invested.

A Measurement Way on the Effectiveness of Port Investment: Congestion Model Approach (항만투자의 유효성 측정방법: congestion모형 접근)

  • The purpose of this paper is to investigate the effectiveness of port investemnt which is one of the important elements for measuring the port efficiency by using congestion approach of DEA(Data Envelopment Analysis). Congestion is said to be present when increases in inputs result in input reductions. Congestion approach takes the forms of weak input disposability and strong input disposability. Empirical analysis by using congestion approach in this paper identified inefficiencies in the inputs including port investment, and indicated inefficient ports like the ports of Sokcho, Gunsan, Pohang, and Seoguipo which shows the large amount of slacks with congestion especially in terms of port investment. Therefore these ports should examine the reason about the inefficiency of port investment. The main policy implication based on the findings of this study is that The Ministry of Maritime Affairs & fisheries in Korea should introduce congestion approach when the amount of port investment to each port is decided.

  • Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment in transport infrastructure has been active. However investment in transport infrastructure has more risks than others' due to uncertainty both in traffic volume and in construction cost. In the current appraisal procedure of deciding transportation infrastructure investment, instead of risk management, the sensitivity analysis considering only the changes of benefit, cost and social discount rate which are main factor affecting economic feasibility is carried out. Therefore the uncertainty of various factors affecting demand, cost and benefit are not considered in feasibility study. In this study the problems in current investment appraisal system were reviewed. Using Delphi technique the major factors which have high uncertainty in feasibility study were surveyed and then improvement plan was suggested in the respective of classic 4 step demand forecasting method. The range estimation technique was also mentioned to deal with the uncertainty of the future.

Analysis of the Effect of Traffic Safety Investment on Traffic Accident Reduction Using Panel Data (패널자료를 이용한 교통안전투자 종류별 사고감소 효과)

  • There are many investment budget drafts in the filed of a road traffic safety. The traffic safety budget is spitted into following three major areas: 1) traffic safety facility (Engineering), 2) traffic enforcement (Enforcement), and 3) traffic safety education & public relation (Education). The three area are known as so-called 3E policy. This study investigates the effect of the investment in the 3E policy on the reduction of traffic accidents analyzing the data annually collected from the 15 local governments during 1992 to 2007. The analysis employing the traffic accidents as the dependent variable reveals that the effect of the investment is higher if same amount of investment is made on areas of the traffic safety education and public relation than the area of facility improvement. The similar conclusions are resulted from the separate investigation of traffic accidents data by 6 different types. All the results consistently indicate that the current traffic safety investment being primarily made on traffic safety facility needs to shift to the areas of traffic safety education and public relation budget.
