Japan's Export Regulations and Korea's Investment Attraction Strategy: Focusing on the Parts and Materials Industry

  • Purpose - In this paper, we provide recommendations for Korea's long-term direction and strategic measures to attract inward foreign direct investment (FDI) in response to Japan's export regulations. In doing so, we analyze the current situation and characteristics of trade between Korea and Japan, focusing on the parts and materials industry, which is particularly affected by Japan's trade regulations. Design/methodology - Based on the analysis of five successful inward FDI cases (e.g. Toray, IGK, Delkor, GlobalWafers, DuPont) and statistic trend review in the parts and materials industry, we consider various factors pertaining to successful inward FDI in Korea and propose valuable investment attraction strategies. Findings - For a successful investment attraction strategy, we studied some statistical trends in the internal and external environments of the parts and materials industry and successful investment attraction cases in Korea. We have found that in order to increase the probability of success in attracting investment, we need a mid-to long-term strategy considering multiple factors such as "Production-oriented, Demand-linked, Global Value Chain (VGC) linked, and Policy-linked investment attraction." Originality/value - We suggest several specific measures and important strategic implications for the Korean government and firm's managers to attract inward FDI successfully.

  • Northeast Asia logistics hub strategy was undertaken by Korean Government to gain a national competitive advantage in Northeast Asia. Current Government has Northeast Asian Economic Hub Strategy including construction of SOC in Northeast Asia for promoting peace, promotion of formation of Northeast Asia Community, logistics hub, Financial hub and national innovation for R&D Cluster. To realize Northeast Asian logistics hub, the Northeast Asia logistics hub road map has undertaken as follows: expansion of logistics infra in Incheon Airport, Busan Port and Gwangyang Port, systematic improvements such as adjustment of investment distribution, special logistics companies, transparent customs in logistics transactions, logistics manpower, improvement of system supporting global logistics and attraction of international logistics companies to the logistics center, construction of seamless and paperless logistics information network, Northeast Asia railway infra. The purpose of this paper is to study investment priority and improvements in the Northeast Asia Logistics Hub Road Map and to contribute to gain the national competitive advantage as logistics hub in Northeast Asia

  • The main aim of this paper is to explore a strategy for the attraction of POSCO into Gangwon province through the collaborative network of industry-University institute-government. Although Gangwon province has abundant resources, the industrial development is stagnant owing to unfavorable conditions of industrial location. However, while attracting an magnesium smelting factory of POSCO into Gangneung city, the industrial development in the province faces a new phase for the industrialization in the region. Successful factors of the attraction are as follows; firstly, mutual collaborations of local government, research institutes, region-based firms; secondly, trust throughout rational proposals which are focused upon mutual regard of local government, POSCO and research institutes; thirdly, stategies for the attraction of POSCO which are based upon thorough analysis on such firm; finally, securing the demand market of forward industries.

A Critical Assessment on the Foreign Direct Investment-led Regional Development Strategy: A Case Study of Wales, UK (외국인직접투자 유치를 통한 지역발전전략의 성과와 한계: 영국 웨일스의 사례를 중심으로)

  • Attracting advanced foreign enterprises into the less-developed regions has gained increasing importance as a regional development strategy in Korea. This study critically examines the foreign-direct investment-led regional development strategy of Wales, United Kingdom. Despite a high FDI inflow in manufacturing, the Welsh regional economy has suffered from specialization in low-skilled assembly with limited R&D activities, insufficient linkage with local domestic suppliers, and violent fluctuation in local employment in response to changes within the global business environment. This tendency shows that the foreign-invested companies have neither locally embedded themselves enough nor created the external agglomeration economies in the region. At the same time, the Welsh local government's excessive dependence on financial incentives packages to induce multinationals, rather than effort to create regional innovative capacity, has resulted in a sizable fiscal loss, an abused local planning process, and subordination of the local government's major administrative decision-making on foreign investors. The Welsh FDI case suggests that an effective FDI attraction policy should include inter-regional cooperation and coordination in the inward investment attraction procedure, a comprehensive land use planning process, and state-level concrete governance on FDI.

Foreign Direct Investment and Economic Growth in SAARC Countries

  • Foreign Direct Investment (FDI) plays a vital role in economic growth of the countries. The present study analyses the impact of the FDI on economic growth of South Asian Association of Regional Cooperation countries by using the pooled data for the period 1990-2014. Neo-classical production function has been used for analysis and getting stock-to-flow estimation, Taylor series approximation has applied. Fixed Effects Model has been used to investigate the impact of FDI, domestic capital, labour and government expenditures on economic growth. It is the evident from the results that both domestic investment and FDI have been a positive effect on economic growth. The study finds that the contribution of domestic private investment is more trustworthy than the contribution of FDI. Consequently, FDI loses its attraction as an engine of growth if the adverse balance of payment consequence of the resulting profit repatriating is also taken into account. The labour has positive and significant association with GDP. The effect of government expenditure is negligible on economic growth. The findings suggest that growth strategy cannot yield the long term benefits if it neglects investments on human capital.

  • For the selection of attraction industry of foreign investment in the free trade zone of Gwang Yang Bay, an overall consideration should be made considering aspects such as the industry development strategy of Gwang Yang Bay and the regional industry development strategy of the local government. For Gwang Yang Bay to grown into the E-Hub Port of Northeast Asia, the development of the back zone of should be accelerated. There is a need to offer custom made incentives for the core businesses. Packaging is a field of combined science and a future industry. Packaging industry, which has close association with regional industry and regional college's research human resources, should be combined with design and set up a packaging industry complex.

  • The station area development planed to improve the old and narrowed station and to enhance the train passenger's convenience through private capital attraction in the past. But it has been faced with difficulty for the creative of transfer demand. Because of lean upon building facilities were caused by shortage of business profitability as to development of the upside a railway line, and lack of public utilities. The station area development requires that it's trend to large scale development of station areas, korail's direct development, deputation of specialty company to development, collaboration between local government and korail in development, diversification of process & installed facility, building multi-transfer center and one-stop transfer system. This trend caused by low profitability in development of the upside a railway line. The purposes of study are to make the system and law reflected to the property of station area development, investment in kind of needed land, and change railroad areas to high-rise and complex development, and make a forum between government and korail, etc.

  • Development strategies of Saemangeum New Port are as follows : First, get port terminal areas to be larger. Second, establish the strategy of investment attraction in consideration of the cargo to be handled in Saemangeum New Port. Third, attract regional cargo from such Chinese provinces as Gangso and Sandongseong so as to differentiate it from the existing ports. Finally, construct such connecting programmes as the strategy of the Hub-and-Spoke calling at ports that can make a mutual win-win competition rather than an opposing competition to attract the cargo from the existing port.

  • ASEAN is emerging as the next-generation market following BRICs. Korea is also an important economic cooperation partner as a second trading partner and third target for overseas investment. ASEAN is attracting attention as an attractive business place for many companies as a future investment area in the future. Therefore, the Korean government is strongly promoting a "New Southern Policy(NSP)" to develop cooperative relations with ASEAN. As ASEAN has recently emerged as a central area for shipping and logistics development, development cooperation and support for the shipping and logistics sector in the ASEAN region of neighboring countries are also active in entering the new southern region and the government is supporting it. In order to enter these countries, it is necessary to accurately understand the investment attraction system, strategy, and market for entering the business in other countries. Among the various methods of entering the overseas market, it is essential to understand the business selection and establishment method suitable for localization strategies such as foreign direct investment and establishment of foreign corporations. In order to understand the Overseas Investment Act and the Corporate Establishment Act of shipping and logistics-related companies who want to enter marine ASEAN countries, we will study the overseas investment method and the establishment method according to the type of company.
