기후변화로 이상강우 발생이 증가하고 있으며, 매년 폭우로 인한 피해 강도와 규모가 커지고 있는 실정이다. 또한, 폭우의 발생 빈도가 잦아지면서 폭우가 연속적으로 발생하는 경우도 많아지고, 이로 인해 도심지역에서는 전에는 없던 큰 침수 피해가 발생하고 있다. 하천과 해안 인근 지역이 불투수 지역일 경우에 강우강도가 높아질수록 최대 흐름이 급격히 높아지기 때문에 유역특성을 고려한 종합적인 침수위험도 평가가 필요하다. 본 연구에서는 지하철 역사의 침수방지 대책으로 평가요소에 대한 점수를 부여하여 침수위험도 평가를 분석하였다. 종합적인 평가 지수를 고려한 침수 위험도 평가 과정을 거쳐 과거 침수가 발생한 유동인구 및 교통량이 많은 5개의 도시철도역에 대한 침수 위험도 평가를 실시하였다. 이를 종합적으로 분석하여 침수위험 등급(1~4등급)을 설정함으로써 위험등급에 맞는 침수대책을 수립해야 할 것으로 판단된다.
The objective of the study is to prepare input data for FIA (Flood Inundation Analysis) & FDA (Flood Damage Assessment) through rainfall-runoff simulation by HEC-HMS model. For HwaOng watershed (235.6 $km^{2}$), HEC-HMS was calibrated using 6 storm events. Geospatial data processors, HEC-GeoHMS is used for HEC-HMS basin input data. The parameters of rainfall loss rate and unit hydrograph are optimized from the observed data. HEC-HMS was applied to simulate rainfall-runoff relation to frequency storm at the HwaOng watershed. The results will be used for mitigating and predicting the flood damage after river routing and inundation propagation analysis through various flood scenarios.
This study is to develop a downstream flood damage prediction model for efficient confrontation in case of extreme and flash flood by future probable small agricultural dam break situation. For a Changri reservoir (0.419 million $m^3$) located in Yongin city of Gyeonggi province, a dam break scenario was prepared. With the probable maximum flood (PMF) condition calculated from the probable maximum precipitation (PMP), the flood condition by dam break was generated by using the HEC-HMS (Hydrologic Engineering Center - Hydrologic Modeling System) model. The flood propagation to the 1.12 km section of Hwagok downstream was simulated using HEC-RAS (Hydrologic Engineering Center - River Analysis System) model. The flood damaged areas were generated by overtopping from the levees and the boundaries were extracted for flood damage prediction, and the degree of flood damage was evaluated using IDEM (Inundation Damage Estimation Method) by modifying MD-FDA (Multi-Dimensional Flood Damage Analysis) and regression analysis simple method. The result of flood analysis by dam-break was predicted to occurred flood depth of 0.4m in interior floodplain by overtopping under PMF scenario, and maximum flood depth was predicted up to 1.1 m. Moreover, for the downstream of the Changri reservoir, the total amount of the maximum flood damage by dam-break was calculated nearly 1.2 billion won by IDEM.
Wrenching climatic changes due to ecocide and global wanning are producing a natural disaster. Coastal zones have been damaged by typhoons and accompanying storm surges. Severe waves, and destruction of the environment are adding to the severity of coastal disasters. There has been an increased interest in these coastal zone problems, and associated social confusion, after the loss of life and terrible property damage caused by typhoon Maemi. Especially if storm surges coincide with high ticks, the loss of life and property damage due to high waters are even worse. Therefore, it is desirable to accurately forecast not only the timing of storm surges but also the amount water level increase. Such forecasts are very important from the view point of coastal defense. In this study, using a numerical model, storm surge was simulated to examine its fluctuation characteristics for the coastal area behind Masan Bay, Korea. In the numerical model, a moving boundary condition was incorporated to explain wave run-up. Numerically predicted inundation regimes and depths were compared with measurements from a field survey. Comparisons of the numerical results and measured data show a very good correlation. The numerical model adapted in this study is expected to be a useful tool for analysis of storm surges, and for predicting inundation regimes due to coastal flooding by severe water waves.
Kon - Ha Thanh River basin is the largest and the most important river basin in Binh Dinh, a province in the South Central Coast of Vietnam. In the lower rivers, frequent flooding and inundation caused by heavy rains, upstream flood and or uncontrolled flood released from upstream reservoirs, are very serious, causing damage to agriculture, socio-economic activity, human livelihood, property and lives. The damage is expected to increase in the future as a result of climate change. An advanced flood warning system could provide achievable non-structural measures for reducing such damages. In this study, we applied a modelling system which intergrates a 1-D river flow model and a 2-D surface flow model for simulating hydrodynamic flows in the river system and floodplain inundation. In the model, exchange of flows between the river and surface floodplain is calculated through established links, which determine the overflow from river nodes to surface grids or vice versa. These occur due to overtopping or failure of the levee when water height surpasses levee height. A GIS based comprehensive raster database of different spatial data layers was prepared and used in the model that incorporated detailed information about urban terrain features like embankments, roads, bridges, culverts, etc. in the simulation. The model calibration and validation were made using observed data in some gauging stations and flood extents in the floodplain. This research serves as an example how advanced modelling combined with GIS data can be used to support the development of efficient strategies for flood emergency and evacuation but also for designing flood mitigation measures.
In this study, I wished to forecast damage district by tsunami's occurrence. For this, analyzed tsunami that can happen in our country's neighborhood sea area using past data, and established tsunami's scenario by imagination with analysis result. I created 3D topographical model about study area and analyzed inundation area by achieving simulation by scenario. Also, result of simulation does overlay with digital map and manufactured imagination inundation map. This study result may offer as basic data for operation of tsunami's forecast/alarm system and making of disaster prevention policy.
Inundation of substation and underground power equipment(pad-mounted transformers & switches) breaks out every summer season in low-lying downtown and low-lying shore by localized heavy rain, typhoon and tidal wave. In case inundation of substation and underground power equipment, it occurs a great economic loss owing to recovery time and events of electric shock occur by inundation electrical facility. So we search the damage situation and installation situations. Therefore we propose the necessity of protection of flood at low-lying downtown and low-tying shore. This paper will be used to present a reform proposal of electrical related law about flood protection of existing power equipment.
침수 경험이 있는 지역에 있어서 수해에 따른 인명 피해의 발생을 방지하기 위해서는 지역주민의 피난행동양식의 분석과 수방관련정보의 공개 등과 같은 적극적인 재해 대응대책이 중요하다. 피난행동을 규정하는 심리적인 영향요인에 대해서는 주민의 의식조사를 토대로 내$.$외적인 요인으로 분류하여 분석하였다. 또한 수리모형 실험을 통하여 적정 피난수심을 유도하였으며 이와 같은 노력은 금후 침수심을 고려한 피난훈련을 통하여 주민의 수해에 대한 경각심을 고취시킴으로써 효과적인 수방활동에 기여할 것이다.
도시유역의 침수해석에 널리 사용되는 XP-SWMM 모형은 맨홀을 하나의 절점(node)으로 간주하여 과부하 맨홀에서 발생하는 국부 손실의 영향을 고려하지 못하기 때문에 침수 면적(범위)을 과소 산정한다. 그러므로 XP-SWMM을 이용한 침수해석 시 과부하 맨홀에서의 국부손실을 고려한 손실계수의 적용성 분석이 필요한 실정이다. 본 연구에서는 내수 침수피해가 빈번히 발생하는 도림천 유역의 도림1 배수분구를 활용하여 맨홀 형태 및 손실계수 적용 유무에 따른 침수면적의 변화를 비교 분석하였다. 침수모의 결과, 손실계수를 고려한 경우가 고려하지 않은 경우보다 실제 침수면적과의 일치율이 약 17% 증가하였다. 또한 중간맨홀 및 합류맨홀($90^{\circ}$접합, 3방향 및 4방향 접합 맨홀)에 따른 각각의 손실계수를 적용하여 침수 해석한 결과 중간맨홀의 손실계수만을 적용한 것과 유사한 결과가 도출되었다. 그러므로 도시지역의 침수지역을 정확하게 모의하기 위해서는 과부하 맨홀에서의 손실계수를 고려한 2차원 침수해석을 수행하여야 할 것으로 판단된다. 본 연구의 연구결과는 도시지역의 침수 위험지역을 파악하기 위한 기초적인 자료로 활용이 가능할 것으로 판단된다.
본 연구에서는 도시지역의 침수해석시간 단축을 위하여 도로네트워크를 활용한 2차원 침수해석의 효용성을 살펴보고자 한다. 이를 위하여, 세가지의 모의조건을 설정하였으며, Case 1은 도로만 침수가 발생하는 조건, Case 2와 3는 도로 및 건물지역 모두 침수가 발생하는 조건이다. 따라서 Case 1은 수치지형도로부터 추출한 도로네트워크를 따라 격자를 구성하였으며, Case 2와 3는 각각 전체 연구유역에 대해 정형격자 및 비정형격자로 구성하였다. 각 조건을 2010년 9월 21일 발생한 집중호우로 인하여 침수피해가 발생한 삼성배수분구에 적용하였다. Case 2와 3의 정확도 및 계산시간을 Case 1과 비교함으로써, 본 연구에서 제안한 도로네트워크를 활용한 2차원 침수해석기법의 효율성을 검증하였다. 해석 결과, 총 침수해석시간은 Case 1, Case 2, Case 3 순으로 빨랐으며, 각 조건별 도로영역 내 침수 적합도는 85% 이상을 보여주었다. 그리고 건물 영역에 대한 침수는 본 연구에서 제시한 건물영역 침수등급지수로 산정하였으며, 세 조건 모두 유사한 결과를 보여주었다. 그러므로 본 연구에서 제안한 도로네트워크를 활용한 침수해석방법과(Case 1), 건물영역 침수등급지수는 도시지역의 실시간 침수예경보 연구에 도움을 줄 수 있을 것으로 판단된다.
