Practical Construction of Tsunami Inundation Map Corresponding to Disaster Forecast/Warning Systems (지진해일 예경보에 따른 범람도의 실용적 작성)

  • In general, forecast tsunami heights announced for tsunami warning are computed by using a linear tsunami model with coarse grids which leads the underestimation of inundation area. Thus, an accurate tsunami inundation map corresponding to the forecast tsunami height is indispensible for an emergency evacuation plan. A practical way to construct a relatively accurate tsunami inundation map was proposed in this study for the quantitative forecast of inundation area. This procedure can be introduced as in the followings: The fault dislocations of potential tsunami sources generating a specific tsunami height near an interested area are found by using a linear tsunami model. Based on these fault dislocations, maximum inundation envelops of the interested area are computed and illustrated by using nonlinear inundation numerical model. In this study, the tsunami inundation map for Imwon area was constructed according to 11 potential tsunami sources, and the validity of this process was examined.

  • This study used to the satellite photograph and drew up a flood inundation map. To past used digital map and showed reflect the inundation map and change of the city was difficult. The acquisition of the satellite photograph is easy from internet Site of Korea and is updated quickly. So, used the satellite photograph from flood inundation drawing up of existing and reflected the change of the city. Drawing up method of the inundation map in compliance with the research which sees the reflection of the land use which is actual is possible. Results of HEC-RAS with depth and an inundation location to be show easily. But there is to a combination method of the satellite photographs and GIS data and more objective and the subject the development of the technique which has reached fixed quantity must be researched continuously judges.

  • Recent floodplain data are important for river master plan, storm and flood damage reduction comprehensive plan and pre-disaster impact assessment. Hazard map, base of floodplain data, is being emphasized as important method of non-structural flood prevention and consist of inundation trace map, inundation expected map and hazard information map. Inundation trace map describes distribution of area that damaged from typhoons, heavy rain and tsunamis and includes identified flood level, flood depth and flood time from flooding area. However due to lack of these data by local government, which are foundational and supposed to be well prepared nationwide, having hard time for making inundation trace map or hazard information map. To overcome this problem, time consumption and budget reduction is required through various research. From this study, DEM (Digital Elevation Model) from image material from UAVS (Unmanned Aerial Vehicle System) and numeric geographic map from National Geographic Information Institute are used for calculating flooding damaged area and compared with inundation trace map. As results, inundation trace map DEM based on image material from UAVS had better accuracy than that used DEM based on numeric geographic map. And making hazard map could be easier and more accurate by utilizing image material from UAVS than before.

  • It is the best way that to make an inundation map and distribute it to inhabitants for the purpose of decreasing damage of tsunami. To make an inundation map, tsunami which broughthuge damage to Korea should be properly investigated and maximum inundation zonewas selected by simulating tsunami phenomenan. An inundation map must involve the location of shelters and evacuation routes. New evacuation simulation program connected evacuation simulation procedure and tsunami inundation procedure to get inhabitants' evacuation states in real-time.

  • The scale of disaster and damage witnessed in the 2004 Indian Ocean Tsunami and the 2011 Great East Japan Tsunami has motivated researchers in developing foolproof disaster mitigation techniques for safety of coastal communities. This study focuses on developing tsunami hazard map by numerical modeling at Imwon Port to minimize losses of human beings and property damage when a real tsunami event occurs. A hazard map is developed based on inundation maps obtained by numerical modeling of 3 past and 11 virtual tsunami cases. The linear shallow-water equations with manipulation of frequency dispersion and the non-linear shallow-water equations are employed to obtain inundation maps. The inundation map gives the maximum extent of expected flooded area and corresponding inundation depths which helps in identifying vulnerable areas for unexpected tsunami attacks. The information can be used for planning and developing safety zones and evacuation structures to minimize damage in case of real tsunami events.

  • With increasing astronomically damage costs caused by frequent and large-sized flood, a hazard map containing comprehensive analysis results such as inundation trace investigation, flood possibility analysis, and evacuation plan establishment for flooded regions is a fundamental measure of non-structural flood prevention. Though an inundation trace map containing flood investigation results occurred by typhoon, rainfall and tsunami is a basic hazard map having close relationship with a flood possibility map as well as a hazard information map, it is often impossible to be produced because of financial deficiency, time delay of investigation, and the lack of maintenance for flood traces. Therefore, this study proposes the accuracy enhancement procedure of inundation trace map with flood damage information and three-dimensional Digital Elevation Model (DEM) for the past frequent flooded regions according to a guideline for inundation trace map of National Emergency Management Agency (NEMA).

  • We made a hazard map using GIS and remote sensing for he greatest inundation damage that happened for the 20th century. We calculated the land cover classification using Landsat from 1983 to 2000. We calculated it from a damage report and an aerial photo for a flood. We considered relation of both land cover classification and the damage. We expected the inundation damage in the future and made a hazard map.

Analysis of Flood Inundation Using LiDAR and LISFLOOD Model (LiDAR 고도자료와 LISFLOOD 모형을 이용한 홍수범람해석)

  • Great loss of life and property has been occurred by the severe flood globally. In Korea, a flood inundation map is used as one of the non-structural measures for reducing flood damage, and various inundation models have been studied for flood inundation analysis. This study applies LiDAR data and LISFLOOD model for flood inundation analysis and discusses the the modeling results from levee breaching scenarios for evaluating the applicability of the model to stream inundation modeling. In the results of LISFLOOD modeling, maximum inundation area was similar to the inundation map by HEC-RAS model just less than 4%. The inundation area by each levee breaching scenario showed the difference from 0.2% to 6.5%. Inundation processes were different each other according to the position of levee breach point, and maximum inundation area and depth were changed by the flow direction of stream and flood plain. This study shows that LISFLOOD model can be applied properly to stream inundation analysis using various inundation scenarios.

  • This study is for the inundation damage analysis caused by levee break, and for the applicability of GIS tool to make inundation map in the Jungrang stream basin which is one of the representative urbanized area in Korea. The FLDWAV was applied to the actual flood in 1998 to calibrate the parameters, and was used under the flood conditions of 100, 200 years and PMF for the analysis of inundation caused by the levee breach. As the conditions of the levee break, the duration of break(10, 30, 60 min), the width of break(10, 20, 30m) and the location of the break are considered. We found out that the range and the volume of the inundation are strongly influenced by the location of the levee break, the break width in order. And, we compared the two processes of making the inundation map using WMS and ArcView model. The Process 1 which use only WMS has the benefit by its simplicity but there could be considerable errors in making the inundation map, while Process 2 where the ArcView model is introduced to WMS has the capability of making detailed topography map but needs more process time. This study could contribute to levee breach flood analysis and making flood map to establish the EAP(Emergency Action Plan) in the urban basin.
