As people get broader access to health information through the internet, there is a greater need for measure to maximize the social advantages of the internet and to minimize negative side-effects. With this concern, this paper classifies internet health information services sites into : on-line supply of health information, on-line consultation, on-line diagnosis, and on-line sales. As well this paper analyzes domestic laws supporting and/or regulating these services. The efficient provision of internet health services requires comprehensive laws on individual privacy protection, prevention and handling of medical accidents, an electronic prescription form for internet diagnosis, electronic signing, payment for medical expenses, qualifications for internet medical practitioners. Additional laws are required to establish internet pharmacies and internet health goods stores. These new laws can be prepared either separately or through revision of existing laws governing medical practice, pharmacies, and public health promotion. However, as the legal control by the government on cyber processes and entities has a fairly minimal effect, consumers should be encouraged to improve their own capacity for wisely using internet health services and health-service providers should be encouraged to promote voluntary supervision and control of their own services and practices.

본 연구에서는 미국 공공도서관의 인터넷서비스 이용자들의 서비스 이용 수준 및 현황에 대하여 살펴봄으로써 공공도서관에서의 인터넷서비스가 어느 단계에 이르고 있는지를 검토하였으며 인터넷 정보이용능력 지도에 대한 필요성을 논의하였다. 미국 중서부에 위치한 4개 공공도서관의 인터넷서비스 이용자를 설문 조사하여 수집된 386부의 설문지를 분석한 결과 인터넷 경험이 적은 인터넷 초보자의 서비스 만족도가 인터넷을 다년간 사용한 중급이나 고급 수준의 이용자에 비해 월등히 높은 것으로 나타났으며 인터넷 사용 강좌를 택한 경험이 있는 이용자의 서비스 만족도가 인터넷 사용 강좌를 한번도 택하지 않은 경우보다 높은 것으로 밝혀졌다. 이러한 연구 결과를 바탕으로 미국 공공도서관의 인터넷서비스 이용자를 위한 정보 이용능력 지도의 개발을 위한 방향과 지침이 제시되었다.

이 글은 한국 국회기록의 인터넷 정보서비스의 개선 방안을 고찰함으로써 공공기록의 인터넷 정보서비스 정책 수립에 필요한 기본적인 요건을 제시해 보려는 것이다. 이를 위해 기록관리학에서의 정보서비스 이론과 외국의회의 사례를 분석하였다. 분석의 결과, 국회기록 인터넷 정보서비스의 개선방안으로서, 접근정책의 수립, 정보서비스 프로그램의 개선, 이용자와의 의사소통의 활성화라고 하는 세 가지 과제를 제시하였다.

This study aims to use ISM to identify the enablers affecting the acceptance of IoT services. For this purpose, this study conducted an ISM analysis and a MICMAC analysis, extracted the enablers from Internet of Things - An Action Plan for Europe published by the EU for the research, and conducted interviews and surveys. The study found that it would be preferentially necessary to prepare the base for successful IoT services through international cooperation and the security of objective data. In addition, it turned out that it would be necessary to make efforts to spread and develop IoT services by conducting R&D and implementing projects through public-private partnerships and the organization of a consultative group. Lastly, since information security and standardization are the desired objects of the IoT industry, it was found that both the government and the industrial world should focus on them. This study has significance in that it can provide practical implications for the effective acceptance of IoT services.

The purpose of this study is to design and test a new way of public transportation route guidance system for persons with disabilities, including wheelchair users. The guidance system is smartphone app-based, using, routes that involve disabled-friendly facilities in the vicinity can be searched. A database that contains publicly available data on low-floor bus services, location and extent of disabled-friendly facilities, and suitable subways and stations, was developed for this purpose. The app uses the database to access and query the required information. A pilot study was conducted to test the effectiveness of the guidance system. It was found that the system was able to convey information about the disabled-friendly routes and related guidance information even inside subway stations, effectively. The performance of the system was compared with route guidance services that do not explicitly use data on disabled-friendly services. A notable difference was observed in the travel time estimated by this program and other guidance services. The difference was around 4 to 15 minutes. This is significant savings for persons with disabilities if they use the app and service. The study thus shows that exclusive use of disabled-friendly data in route guidance will bring more benefits for persons with disabilities.

인터넷이 발전해감에 따라 사이버 세계라고 하는 또 다른 세상이 창출되었다. 그러나 정보보호의 취약성 때문에 인터넷 서비스를 이용하는 사용자들의 안전성이 보장되지 않는다. 이처럼 불법 침입자들로부터 선의의 이용자를 보호하기 위해한 대응책을 숙지해야 할 것이다. 인터넷 기술의 발달에 따라 인터넷을 통하여 일반 사용자들도 이러한 정보들에 손쉽게 접근할 수 있게 됨으로 인해 인터넷에 대한 정보보호 문제는 더욱더 중요한 과제로 부각되고 있다. 이 논문에서는 인터넷 환경에서 정보보호 문제를 해결하기 위해 개발된 정보보호 프로토콜에 대하여 분석하는데 그 목적이 있다.

본고는 우리나라 공공도서관 전산화 과정의 현황을 분석하고, 홈페이지를 통한 디지털서비스의 몇 가지 문제점들을 검토하였다. 검토결과 디지털서비스의 기술수준은 매우 우수하지만, 지역간 격차가 심한 것으로 지적되었다. 본고는 지역특성에 근거한 특성화된 자원개발을 인터넷시대 공공도서관 디지털서비스의 생존전략으로 강조하였다.

본 연구는 전국 공공도서관의 정보화 현황과 2012년과 2014년의 차이점 분석을 목적으로 하였다. 조사는 2012년과 2014년 인터넷을 통한 온라인 설문조사로 진행되었다. 조사 내용은 정보화 일반현황, 소프트웨어, 디지털자료실, RFID, 디지털 콘텐츠, 모바일 서비스, 통합서비스 현황에 관한 사항이 포함되었다. 조사 결과 파악된 문제점은 다음과 같다. 첫째, 정보화를 지역주민에 대한 전시적 효과에 치중하였다. 둘째, 정보화 담당인력이 부족하였다. 셋째, KOLAS의 문제점이 개선되지 않고 있다. 넷째, 디지털 도서관 서비스를 위한 준비가 미흡하다. 개선 방안으로 차세대 자료관리 소프트웨어의 개발, 모바일 앱과 웹 서비스 확산, 디지털 콘텐츠 확보 등을 제시하였다. 추후 연구 방향으로 이용자의 디지털 콘텐츠 및 기기 이용에 대한 연구를 제시하였다.

디지털 미디어 플랫폼이 확장되면서 유럽 국가를 중심으로 디지털 시대 공영방송의 공적 기능에 대한 재개념화가 이뤄졌다. 국가별 차이는 있지만 영국과 프랑스에서는 디지털 시대 공영방송의 공적기능 수행 중에 스마트 미디어를 포함한 인터넷 미디어에 대한 보편적 서비스 기능을 강조하고 있다. 하지만 국내에서는 공영방송사의 공적기능에 대한 논의에서 인터넷과 스마트 미디어 플랫폼 서비스 전략에 대한 공적인 논의가 부족한 상황이다. 따라서 본 논문에서는 수용자 인식조사를 통해 인터넷 및 스마트 미디어 영역에서 공영방송사가 어떠한 공적기능을 수행해야 하는 지를 밝혀보고자 하였다. 이를 통해 국내 공영방송사들이 사회적으로 공익성을 확보하면서 인터넷 및 스마트 미디어 플랫폼에서 경쟁력을 확보할 수 있는 방안을 모색해 보고자 하였다. 연구결과 스마트폰 이용자들은 디지털 시대 공영방송이 추구해야 할 공적기능 중에서 TV를 통한 무료서비스와 더불어 인터넷 및 스마트 미디어 플랫폼을 통한 실시간방송서비스와 VOD 서비스를 제공하는 기능이 매우 중요하다고 평가하고 있었다. 또한 무료 실시간 방송 서비스가 제공된다면 이용자들은 높은 이용의사를 보이고 있었다. 따라서 국내 공영방송사들은 인터넷 및 스마트 미디어 플랫폼을 대상으로 무료 실시간 방송 서비스 제공을 통해 공영방송사의 공익성과 필요성에 대한 사회적 인식을 제고하고 이를 기반으로 디지털 시대에 중요한 방송기구로 기능할 수 있고 경쟁력을 갖출 수 있는 정책 수립이 필요하다.

본 연구에서는, 우선 인터넷의 보급에 의해 변화되어진 전통적인 공공 도서관 서비스를 몇가지의 예를 통하여 조사하였다. 이 과정에서 아시아지역에서 발신되어진 양질의 정보 자원을 아시아어로 소개하는 다언어 서브젝트 게이트웨이의 필요성에 대하여 깨달았다. 그리하여 본 연구에서는 한국어. 일본어, 중국어로 쓰여져 있는 정보 자원중 공공 도서관의 이용자들에서 유용하다고 생각되어지는 자료를 웹으로부터 수집하여, 각각의 정보 자원에 관한 소개를 전술한 3개 언어와 영어로 기술하는 Internet Public Library Asia의 구축을 진행해왔다. 본 시스템에서 사용하는 메타 데이터 스키마는DC(Dublin Core Metadata Element Set)$^{1)}$와 IEEE LOM$^{2)}$을 기본으로 만들어졌고, 다언어 메타 데이터는 각각의 언어를 모국어로 하는 메타 데이터 작성자들에 의하여 협동으로 작성되어졌다. 또 본 시스템에서는 메타 데이터뿐만 아니라 이용자 인터페이스도 다언어로 제공하여 이용자가 언어에 구애받지 않고 검색할 수 있도록 돕고 있다. 메타 데이터의 기술에는 XML을 사용하였고, 기술되어진 메타 데이터는 PostgreSQL를 이용하여 데이터 베이스화 하였다. 다언어 이용자 인터페이스의 실현에는 XSLT등의 기술을 사용하고 있다.
