The development of information & telecommunication technology and internet-based electronic commerce helps to create a new economic environment. Such an economic environment requires the companies to change themselves, while providing unlimited potential and opportunities to them. Thus, in order to help the companies engaged in a fair and free competition in the electronic market, a fair competition policy needs to be designed and operated. The electronic commerce has not only promote the competition but also impede it. The electronic commerces tend to violate the fair trade than the conventional commerces in terms of differentiation, monopoly, conference, limited competition and intellectual property rights, schumpeterian competition, Alliance competition. With such basic concepts in mind, this study was aimed at reviewing the economic effects of the electronic commerce in the market and addressing the problems involving the application of the fair trade code to the electronic commerce, and thereby, suggesting the insights into our fair competition policy and reform measures.

Recently, payment method is one of the most hot issues for transaction of contents in mobile and internet markets. Many kinds of mobile contents services are rapidly growing with the combination of internet application services. Payment method algorithms are demanded for the stable transaction between producer and consumer. Security protocol algorithms are widely adapted for mobile Platform terminals. In this Paper, we described security mechanism for the current wireless internet services and compared with the performance result. There are security protocols that based on java machine platform or WAP protocols. The system is based on J2ME technology for the java mobile platform. Based on this technology, a security system is proposed for the service of mobile commerce electronic payment. The system is designed for the stability of transaction so that it enables to apply into many kinds of internet payment system.

The tremendous growth of the Internet, particularly World Wide Web, has bought significant changes in the economics of marketing channels and has led to a redefinition of industry value chain. While electronic commerce has become as an important issue with the growth of the Internet, there are insufficient empirical research efforts concerning its status in Korea. The study findings suggest that contextual problems need to be solved before electronic commerce provides real benefits for consumers and businesses. The suggestions and strategies are provided at both a firm level and a consumer level. The objective of this research investigates TQM's the key quality factors and Customer's Using Satisfaction of Internet shopping mall in Korea. In addition, we tried U find out what factors discourage consumers from using electronic purchasing methods, as well as how perceived quality factors and customer satisfaction when consumers are exposed to the purchase process on the Internet shopping mall business.

최근 인터넷의 급속한 보급으로 인터넷을 이용한 사회 활동이 증가하고 이에 따라 전자상거래 분야에 대한 관심이 높아지고 있다. 실세계에서의 상거래를 가상 공간인 인터넷으로 그대로 옮긴 전자상거래는 암호화된 기반 구조와 안전한 프로토콜을 통해 온라인으로 연결되어야 하며 이러한 상거래 환경에서는 정보의 보안성, 개별 거래에 대한 인증체계, 전자 지불 수단 및 관련 체계 등의 기본 조건이 만족해야 한다. 따라서 현재 많은 전자상거래 시스템들이 구축되어 서비스되고 각 시스템 별로 별도의 관리자를 두어 상호간의 정보를 교환하여 서로의 시스템을 보안에 관한 정보를 서로 상호 보안적인 관계를 유지하면서 시스템을 보안하고 있다. 본 논문에서는 관리자의 개입 없이도 많은 정보와 작업을 관리하여 전자상거래에서 많은 연구가 진행중인 에이전트를 이용하여 사용자에 게 안전한 전자상거래 서비스를 제공하기 위한 보안된 시스템 관리를 제시함으로써 보다 안전하고 편리한 전자상거래 서비스를 위한 보안 기법을 제안한다.

전자산업과 정보기술(Information Technology)산업의 발달은 산업 및 경제구조를 크게 변화시키고 전자상거래는 새로운 방법이 도래하였다. 전자상거래는 시간적 공간적 제약을 극복하고 국경을 뛰어넘는 경제활동을 수행하면서 경제 사회 패러다임에 큰 변화를 가져오고 지난 수 천년 동안 인류가 행하여 왔던 상거래방식인 중간유통단계인 상점을 매개수단으로 하는 방법에서 벗어나 기업은 소비자에게 제품을 직접 판매할 수 있고 소비자들은 자신이 원하는 상품을 자신의 집에서 선택할 수 있어 비용절감 효율성 증대 시장확대 등의 효과를 가져올 수 있다. 전자상거래의 발달로 조세분야에서도 OECD, 미국등 선진국에서는 통일된 과세원칙을 정립하기 위하여 많은 관심을 보이고 있다. 우리 나라에서도 최근 전자상거래에 따른 조세정책 및 조세행정의 문제 등 과세문제에 대한 논의가 활발하나 아직 구체적인 방안이 마련되지 않고 있다. 따라서 본 연구에서는 국내외 논의 동향을 중심으로 우리 나라 전자상거래의 조세제도에 대한 문제점에 대한 개선방안을 제시하고자 한다.

The importance of Electronic Commerce and internet has been rapidly increasing. For the global information society in the $21^{st}$ century, government aims for the successful execution of the project for the construction of KII(Korea Information Infrastructure). However, the research on applications of KII is not enough to relate with Electronic Commerce and its impact. In this paper, we present a brief introduction to KII and its characteristics. Through the detailed analysis of application factors on KII, the relationship and inter-necessity between KII and Electronic Commerce are investigated. Also, This, work studies the aspects of law, security, and Informatization- mind for the guided directions of activating Electronic Commece on KII. Finally, the implementation strategy for Electronic Commerce is suggested.

An information technology revolution is sweeping the world driven by digitalization and tremendous popularity of the Internet. Electronic commerce and trade is the mainstream of this trend, and realization of a cyberspace without physical, spatial, and time restraints has led radical structural changes in international trade. Northeast Asia including Korea, China and Japan is becoming more important as a core economic region in terms of economic growth, intra-regional trade in particular. The introduction to electronic trade system and networks would playa vital role in speeding up trade of commodities, service and information etc. Therefore the study aims to examine a scheme to facilitate international trade in Northeast Asia by establishing information infrastructures. The study begins with reviewing current situation in information infrastructure such as the number of PC, utilization ratio of internet, information network, volume of electronic commerce. It is analyzed that what kinds of obstacles to facilitating electronic trade in Northeast Asian countries in terms of physical infrastructure, institutions, regulations, technologies regarding information exchange among countries. Finally this study presents some suggestions in order to remove the problems currently existed in vitalizing electronic trade.

국제무역부문에서 사이버무역거래가 활발하게 이용되기 물품운송 및 무역대금결제에 이르기까지 전통적인 방식에 의한 무역보다 전자환경에 맞는 안정되고 예측가능한 시스템구축이 필요하다. WTO, OECD, UNCITRAL, APEC등과 같은 국제기구에서 전자상거래 활성화를 위한 방안이 모색되고 있고, 무역 관련 국제규범에 사이버 무역 활성화를 위한 규칙을 마련하고 있으나 전자계약, 운송서류의 전자문서화, 전자결제 등에 이용하기에는 많은 문제점을 가지고 있다. 따라서 본 논문에서는 이들 문제점들을 규명하고 전자계약의 성립과 유효성 및 권리 구제에 대한 전자적 합의의 표준화, 전자선하증권 등을 중심으로 하는 운송서류의 권리이전문제, 전자결제시스템의 개발을 통하여 사이버무역을 활성화시킬 수 있는 방안을 제시한다.

인터넷 서비스의 급속한 발전으로 전자 상거래의 이용규모가 해마다 증가하고 있다. 이에 따라 소프트웨어 개발비용을 줄이고 자료구축을 용이하게 함으로서 전자상거래의 활성화를 유도하는 방안이 요구된다. 인터넷 기반의 분산기술을 적용한 웹 서비스는 소프트웨어의 공유를 통해 개발비용을 줄이는 기반을 제공한다. 공유된 소프트웨어는 동일 자료에 접근하게 함으로서 서로 다른 사이트에서 공동의 자료를 참조할 수 있게 한다. 본 고에서는 전자상거래를 위한 데이터베이스 처리 모듈을 웹 서비스로 설계 및 구현함으로서 전자상거래 사이트 개발을 용이하게 하고 데이터베이스를 공유할 수 있도록 하였다. 구현된 웹 서비스는 개발자간에 자료의 선택 수정 추가 삭제 및 검색 기능을 지원하며, 서로 다른 사이트간에 상품정보의 공동 활용이 가능함을 보였다.

Recently, International electronic commerce has been rapidly increasing. Over the past decade, e-commerce on the business foundation of the Internet compound has entered extensive areas of international trade and social activity. This paper focuses on the system establishment of customs duties of import goods in Global e-Commerce. Today, USA, EU and some major countries, International Organization insisted to Tariff-free woe in customs duty. This study also will discuss the effect of imposition of import duties. In order to impose customs duties, it needs to establish a system scheme, especially, because international payment of BtoC Commerce occur by the Credit Card. This study deals with Customs duties of import goods in Global e-Commerce.
