A Study on the Global Competitiveness and Way of Coexistence of Korean ICT Industries

  • Infinite competition on ICT industries is starting again. The basis of competence over global dominance will be human resource, a global ecosystem for products and national agenda for science and technology, etc.. This paper presents the six solution for the Global Competitiveness and Coexistence of Korean ICT Industries. Korea should nurture the brand of "World Best Korean ICT Forever" to secure technical competency of ICT related fields in global market. All ICT technologies should be aligned to global standard and market demand from beginning and the ecosystem around product needs to be established. System framework for utilizing the resource of core SW experts must be established. Through global partnership with China as manufacturing base for Korea-developed products, technical competency can be maintained including product planning. Security measure for technical assets is mandatory. Finally, core technology that will drive the future of ICT industries in Korea should be regarded as core subjects.

Efficient Multimedia Data File Management and Retrieval Strategy on Big Data Processing System

  • The storage and retrieval of multimedia data is becoming increasingly important in many application areas including record management, video(CCTV) management and Internet of Things (IoT). In these applications, the files containing multimedia that need to be stored and managed is tremendous and constantly scaling. In this paper, we propose a technique to retrieve a very large number of files, in multimedia format, using the Hadoop Framework. Our strategy is based on the management of metadata that describes the characteristic of files that are stored in Hadoop Distributed File System (HDFS). The metadata schema is represented in Hbase and looked up using SQL On Hadoop (Hive, Tajo). Both the Hbase, Hive and Tajo are part of the Hadoop Ecosystem. Preliminary experiment on multimedia data files stored in HDFS shows the viability of the proposed strategy.

글로벌 정보사회의 관점에서 본 인터넷 거버넌스 (Internet Governance from the Perspective of Global Information Society)

  • 이 연구는 글로벌 정보사회의 변화의 맥락에서 인터넷의 기술적 성격과 인터넷 생태계의 특성이 결합되어 나타난 인터넷 거버넌스를 다루었다. 인터넷 거버넌스는 정부, 기업, 시민사회 등 다양한 행위자(diversified actors)들이 함께 관련된 멀티스테이크홀더 모델을 원칙으로 하고 있다. 이에 따라 글로벌 거버넌스의 참여자들이 크게 증가하고 있다. 또한 시민사회가 공식적인 구성원으로 참여하여, 정부, 민간 기업과 함께 인터넷 거버넌스의 3각 구도의 한 축으로 자리 잡았다. 이는 국제기구의 주체가 정부 간 국제기구로부터 민간 중심의 국제 질서로 변화하는 중요한 의미를 가진다. ICT의 발전을 반영하여 ICANN과 같은 민간 국제기구 모델이 등장하고, 인터넷거버넌스포럼(IGF)이 멀티스테이크홀더 모델이라는 새로운 체계의 중심으로 자리 잡고 있다. 이렇게 인터넷 거버넌스는 국제정보사회 거버넌스의 새로운 장을 열고 있으며, 더 나아가 글로벌 거버넌스의 새로운 변화를 제시하는 중요한 위상을 보여주고 있다.

Networked Creativity on the Censored Web 2.0: Chinese Users' Twitter-based Activities on the Issue of Internet Censorship

  • In most of the world, the current trend in information technology is for open data movement that promotes transparency and equal access. An opposite trend is observed in China, which has the world's largest Internet population. The country has implemented sophisticated cyber-infrastructure and practices under the name of The Golden Shield Project (commonly referred to as the Great Firewall) to limit access to popular international web services and to filter traffic containing 'undesirable' political content. Increasingly, tech-savvy Chinese bypass this firewall and use Twitter to share knowledge on censorship circumvention and encryption to collectively troubleshoot firewall evasion methods, and even mobilize actions that border on activism. Using a mixed mythological approach, the current study addresses such networked knowledge sharing among citizens in a restricted web ecosystem. On the theoretical front, this study uses webometric approaches to understand change agents and positive deviant in the diffusion of censorship circumvention technology. On policy-level, the study provides insights for Internet regulators and digital rights groups to help best utilize communication networks of positive deviants to counter Internet control.

A study on the evolution of post-smartphone technologies in the 5G technology environment

  • As the smartphone market becomes saturated, an innovative device equipped with new features is expected to appear soon in mobile communications. In particular, various possibilities were raised regarding the alternative technologies that can develop post-smartphones, which are differentiated from the current smartphones, as Korea commercialized the 5G infrastructure for the first time in the world. Under these circumstances, the Korean government announced the "5G+ Strategy for Realizing Innovative Growth" in April 2019, vowing to build an innovative industrial ecosystem quickly while creating various convergence services based on the 5G infrastructure. As described above, the policy importance of the alternative technologies that will develop post-smartphones is increasing, but the theoretical study on the technology evolution of post-smartphones has not been systematically conducted until now. This study reviewed the alternative technologies that can develop post-smartphones through documentary research, and data mining analysis was performed on the research result using actual data. The policy priority was also set quantitatively for the alternative technologies of post-smartphones in order to determine the alternative post-smartphone technology that the government should focus on given the constraint of limited resources. As a results, autonomous vehicle(43.68%) was found to be most important, followed by artificial intelligence(17.4%) and Internet of Things(13.1%), among alternative technologies that could develop into the post-smartphone.

아시아 지역 농업기상정보 공유를 위한 인터넷기반 기상정보 연동시스템 (Internet-based RAMINS II as a Future Communication Framework for AgroMeteorological Information in Asia)

  • All the countries in RA II (Asia Region in WMO) welcome the establishment of a Web site dedicated to agricultural meteorology, because it is believed that the best way to improve and speed up the flow of information is the use of the Internet and the establishment of a Web site. In providing recommendation for the promotion and improvement of the AgroMeteorological service in RA II, a couple of key suggestions were proposed: (a) Exchanges of data and AgroMeteorological knowledge between member countries and between RAs, (b) Exchanges of experts between member countries as a necessary way to share the knowledge, and (c) Joint research between member countries to solve common problems in AgroMeteorological affairs. In order to meet the above requirements for RA II, an AgroMeteorological information network will be the most critical and dynamic aspect in sustainable agriculture in this region. In addition, the establishment of a Core AgroMeteorological station, recommended by CAgM of WMO, will require its own information sharing systems for communication among member countries. Inevitable use of information technologies (IT) such as information networks, databases, simulation models, GIS, and RS for regional impact assessment of environmental change on AgroEcosystem will be enforced. Thus, the regional Internet-based Agrometeorological information network has been in place since 1999, though all contributions to it have been volunteered by individuals, institutes, universities, etc.

  • 세계 각지에서 모든 사물에 네트워크를 연결하고 인터넷을 통해 해당 사물들을 관리하기 위해 연구 개발을 진행 중에 있따. 사물인터넷은 차세대 이동통신 서비스의 생태계 구축을 위한 중요 역할을 수행할 것으로 기대되고 있다. 그중 가장 크게 대두되고 있는 통신 기술은 LPWAN이다. 본 논문에서는 이런 시대적 요구에 맞게 많은 LPWAN의 노드를 보다 효율적으로 사용하여 자원 낭비 감소 및 관리하기 위하여 각 데이터 전송 속도에 따른 성능을 분석하고자 한다. 본 논문에서 사용되는 LPWAN 통신 기술은 Semtech에서 개발한 장거리 저전력 무선 플랫폼인 LoRaWAN을 기반으로 설계하고, Network Simulator-3를 이용하여 가상의 IoT 기반을 구현하여 분석하였다.

Anatomizing Popular YouTube Channels of English-speaking Countries

  • YouTube, the online video streaming platform, has become popular and influential around the globe. Due to the development of science and technology, people without expertise in filming can now easily produce their videos with unique content. Many people are more eager to become a popular YouTube creator because they can earn money by placing commercials or Products in Placement (PPL) in their video clips. However, it is yet unknown what genres of YouTube videos are popular. YouTube creators have their channels where they upload videos of a certain type of genre. This study investigates video genres of the top 250 YouTube channels in English-speaking countries (United States, Canada, United Kingdom, and Australia) using Social Blade, which is a research website. The ranking is set based on the number of times people watched a video ("Video Views"). We handsomely analyze popular genres of the channels and also the YouTube ecosystem, and it will be meaningful for today's new media era.

Big Data Analysis and Prediction of Traffic in Los Angeles

  • The paper explains the method to process, analyze and predict traffic patterns in Los Angeles county using Big Data and Machine Learning. The dataset is used from a popular navigating platform in the USA, which tracks information on the road using connected users' devices and also collects reports shared by the users through the app. The dataset mainly consists of information about traffic jams and traffic incidents reported by users, such as road closure, hazards, accidents. The major contribution of this paper is to give a clear view of how the large-scale road traffic data can be stored and processed using the Big Data system - Hadoop and its ecosystem (Hive). In addition, analysis is explained with the help of visuals using Business Intelligence and prediction with classification machine learning model on the sampled traffic data is presented using Azure ML. The process of modeling, as well as results, are interpreted using metrics: accuracy, precision and recall.
