인천국제공항철도와 기존 철도의 효율적인 연계방안 (Effective Connecting Methods Between Incheon International Airport Railroad and Existing Railroads)

  • The Incheon International Amort Railroad (IIAR) is the railroad that connects Incheon International Airport, Gimpo Airport and Seoul Station. IIAR is now under construction, and it will be finished to Gimpo Amort by 2006, to Seoul Station by 2008. But IIAR is not only so late to start but also has no discussion about effective connecting methods to existing railroads and fine operation plan. Therefore, after IIAR opens, it is possible for IIAR to lose to limousine bus using highway. So, this paper proposes 4 effective connecting methods for IIAR - (1) Shuttle transport, (2) Short-distance connecting transport (Inside IIAR, Seoul Subway Line 9, 'Han-River line') (3) Mid-distance connecting transport (Jung-ang, Tae-baek, Young-dong line) (4) Long-distance connecting transport (Korean Train express (korean high speed railroad)) These methods can increase the connectivity of IIAR with existing railroads and the competition power of IIAR against highway.

신용장통일규칙(UCP)상 운송주선인 운송서류의 수리요건에 관한 연구 (A Study on the Acceptance Conditions of a Freight Forwarder's Transport Document under UCP)

  • There can be analyzed severally on the acceptance conditions of freight forwarder's transport document under UCP. First, Bills of Lading issued by forwarding agents will be refused. This can be seen in the article 20 of 1933 Revision UCP(Brochure 82) and the article 20 of 1951 Revision UCP(Brochure 151). Second, Unless specifically authorized in the credit, Bills of Lading issued by forwarding agent will be rejected. It is prescribed in the front part (a) of article 17 of 1962 Revision UCP(Brochure 222) and the article 19 of 1974 Revision UCP(Publication No. 290). Third, Acceptance conditions are different according to the type of transport documents, that is either Bill of Lading or not. It is prescribed in the art 25 and article 26 of 1983 Revision UCP. Unless otherwise stipulated in the credit, transport document issued by a freight forwarder will be rejected unless it is the FIATA Combined Transport Bill of Lading approved by the International Chamber of Commerce or otherwise indicates that it is issued by a freight forwarder acting as a carrier or agent of a named carrier. On the other hand, unless otherwise stipulated in the credit, marine bill of lading issued by a freight forwarder will be rejected, unless it indicates that it is issued by such freight forwarder acting as a carrier, or as the agent of a named carrier. Fourth, transport documents issued by a freight forwarder will be accepted. This can be found in the article 30 of 1993 Revision UCP(ICC Publication No. 500) and the article 14 l of 2007 Revision UCP(ICC Publication No. 600). According to the former unless otherwise authorized in the Credit, transport document issued by a freight forwarder will only be accepted if it is appears on its face to indicate the name of the freight forwarder as a carrier or multimodal transport operator or its agent. The latter prescribed that a transport document will be accepted if it is issued by a freight forwarder by a agent of carrier or freight forwarder itself.

  • Since 11 September 2001, the awareness of terrorists' actions has clearly risen. The potential threat of terrorists using containers poses a large risk to our economies and to our societies. In order to protect cargo from damage and terrorist threats, business and government turn to RFID and IC tags, and tradition container is replaced by IC smart container. In this study, presented application of IC tag and future tasks to Container transport by sea in viewpoint of security strengthening. First, realization and international SCM realization structural order that cover container supply chain whole of international standardization and association between industry are certainly needed. Second, it may have to try in technical development for IC tag Ratio that can read elevation moment develop suitable IC tag or reader in International Standard. Third, Need to establish concrete use policy as soon as possible in national dimension at the same time effort for international standard normalization of frequency. Finally, it shows to uses jointly with electron sealing and must solve problem about usable plan and information leak.

Evaluating the Competitiveness of Cargo Airports using Best-Worst Method

  • The global economy and the air transport business have been affected since the spread of the COVID-19 pandemic. As countries tighten restrictions on international movements, the growing emphasis on air cargo puts pressure on airports to maintain and upgrade their cargo policies, facilities, and operations. Hence, ensuring the competitiveness of cargo airports becomes pivotal for airports survival under the volatile global demand. The study aims to evaluate the importance of the competitiveness factors for cargo airports and identify areas for further improvement. The study applies the Best-Worst Method (BWM) to assess the cargo airports' competitiveness factors: 'Transport Capacity,' 'Airport Operations and Facility Capacity,' 'Economic Growth,' 'Financial Performance,' and 'Airport Brand Value.' The selected airports include Heathrow Airport, Aéroport de Paris-Charles de Gaulle, Hong Kong International Airport, and Incheon International Airport. The results identify 'Transport Capacity' as the most significant competitiveness factor, and Hong Kong International Airport the best performing cargo airport. This research forms a reference framework for evaluating cargo airports' competitive position, which may help identify airports' relative strengths and weaknesses. Moreover, this framework can also serve as a tool facilitating the strategic design of airports that may accommodate both air cargo and passenger demand flexibly under the demand uncertainty.

  • 다국적기업의 증가는 물류환경을 국제복합운송체계로 이끌고 있다. 기반시설이 잘 갖추어진 유럽의 경우에는 제2의 실크로드를 개발하기위한 노력이 끊임없이 행해지고 있다. 본 논문에서는 국제복합운송의 중요성에 대해 설명하고, 유럽 복합운송 체계에 대한 분석을 통해 국내 및 동북아 복합운송체계를 제안한다. 이를 위해 유럽 복합운송 사례를 분석하고 TAR의 북부 노선을 통해 한반도 남단을 기점으로 하는 노선의 경제적 효과와 이를 철도와 항만 및 공항으로 연결하는 복합운송 모델을 개발한다. 실질적으로 본 연구의 실효성을 증명할 수치적 근거가 부족하나, 본 논문에서는 기존에 제시되지 않았던 구체적인 복합운송 모델을 개발 및 제안함으로써, ESCAP에서 수행하게 될 시범 컨테이너 전용열차 운행 프로젝트를 통해 노선별 거리, 시간, 비용, 세금, 통관절차, 환적시설 등의 정보를 차후 경제성평가 연구에 활용할 수 있을 것으로 기대한다.

2012 여수세계박람회 준비의 실효성 평가: 교통대책을 중심으로 (Appraisal of the Effectiveness of Preparation for International Exposition Yeosu Korea 2012: Focusing on the Transport Management Measures)

  • 2012년 5월 12일부터 8월 12일까지 전라남도 여수시에서 2012여수세계박람회가 개최되었다. 105개국 및 10개 국제기구가 참가한 이번 대회의 관람객은 820만 명에 이른다. 본 연구는 여수엑스포 준비의 실효성을 평가하였다. 교통 분야를 중심으로 교통대책의 수립과 집행과정에서 나타난 특이사항을 파악하여 향후 우리나라에서 개최되는 대규모 국제행사에 시사점을 주고자 하였다. 본 연구를 통해 제시된 주요 시사점은 다음과 같다. 첫째, 대규모 국제행사의 교통대책을 수립할 때는 개최지역의 지리적 특성과 교통수단의 통행저항을 적절하게 반영해야 한다. 둘째, 중앙정부와 지자체의 업무분장을 명확히 하여 이로 인한 갈등과 예산낭비 및 교통대책의 비효율을 예방해야 한다. 셋째, 교통운영의 일관성을 유지하고 교통안내의 효율성을 확보해 관람객의 혼란과 불편을 최소화 시켜야 한다. 넷째, 교통대책의 대외적 객관성과 합리성을 확보해야 하고 이를 토대로 시기적절한 예산조달이 이루어지도록 해야 한다.

CO2 산출변수를 활용한 국내 지역별 도로운송 산업 효율성 분석: undesirable SBM 및 SDM의 적용 (Efficiency Measurement of Road Transport Industry using CO2: Application of undesirable SBM and SDM)

  • In Korea, the road transport industry is pointed out as a major cause of air pollutants, so management control is needed. Existing studies used only positive input and output variables to measure regional efficiency. However, it is necessary to consider the environmental pollution problem in efficiency analysis. In this study, an undesirable SBM analysis using CO2 was conducted to measure efficiency of domestic regions. In addition, SDM was conducted to examine the ripple effect between domestic regions. As a result of the analysis, the efficiency of the capital area such as Seoul, Gyeonggi, and Incheon was high in the road transport industry. However, the efficiency of the road transportation industry in Daegu and Gangwon was low. In the SDM analysis, it was found that the regional equipment capabilities had a great influence on efficiency. In order to improve efficiency, it is necessary to increase and improve the equipment capacity of the road transport industry.

A Study on the Enhancement of the International Regulatory Regime for Sea Transport of Radioactive Material through Improving the INF Code

  • The transport of radioactive material by sea is strictly governed by the international regulatory regime which is established by both IAEA and IMO. Nonetheless, although the current regime is well established, due to catastrophic results of potential accident, it is essential to keep identifying areas where further enhancement is necessary. This paper reviews the current regulatory regime governing sea transport, such as IAEA Regulations, IMDG Code and INF Code. Then, specific requirements of the INF Code are analyzed for the purpose of identifying areas where improvement is necessary from the perspective of ships. Through this analysis, this paper identifies areas to be improved and proposes to improve the INF Code which can supplement the current regulatory regime for sea transport of radioactive material.

신용장거래에서 운송서류의 위험요인에 관한 연구 (The Risks of Transport Documents under L/C Transaction)

  • L/C provides the exporter and the importer with safe assurance in the exchange of goods for payment in international trade. It involves a number of parties. Although the parties may have confidence in their client, bad faith or ignorance of international banking practice by any of these parties could cause the failure of transaction, which makes international trade a risky business. Most of the risks are found in transport document, which can cause disputes. There are many factors in the risk of transport documents under L/C transaction. One most common risk factor for the beneficiary in all transport documents is even if there is no discrepancy in document, the issuing bank or the applicant refuses to pay or delay payment insisting there is a discrepancy. In some very rare cases, the beneficiary may not get paid due to unfair injunction of the local court of the applicant. For the applicant, most common risk factors are fake bill and fraud. Risks classified according to the sorts of transport documents are as follows. 1. In B/L, payment can be refused because it is regarded as charter party B/L, although there is no real charter party contract. And the applicant can bear the potential risk of the loss or deterioration of cargo through transhipment of the cargo loaded on board in container if transhipment is prohibited without excluding of UCP 600 article 20 (c). 2. In charter party B/L, the applicant may take delivery without paying when charter party B/L is signed by charterer, which can result in a big loss for the beneficiary and the negotiating bank. And risks may arise when cargo is seized because the charterer does not pay the hire. The applicant and the issuing bank are also vulnerable to a risk - Against whom should they file a suit when cargo gets damaged during transportation? 3. In multimodal transport document, which is subject to a conflict because there is a big difference in viewpoints between transport industry and banks, conflicts may also arise when L/C requires ocean B/L and accepts multimodal transport document at the same time, but does not specify the details. 4. In air waybill, where the consignee is not the issuing bank but the applicant, risks may take place to the beneficiary when the applicant takes delivery but refuses to pay asserting minor discrepancies in document. The applicant may also bear the risk when cargo may not be loaded because air waybill is a received bill. Another risk may arise when although the applicant prohibits transhipment without excluding UCP 600 article 23 (c), the cargo may be transhipped, provided that the entire carriage is covered by one and the same air waybill.

국내 항공운송산업의 현황 및 지속발전을 위한 정책제언 (Present Status of Domestic Air Transport Industry and Policy Proposal for National Carrier's Sustainable Development)

  • 우리나라 항공운송산업은 1948년 10월에 대한국민항공사(KNA) 설립된 이후, 올해로 민항 70년의 역사를 이어 왔다. 현재 우리나라는 9개의 국제항공운송사업 면허를 보유한 항공사가 활발하게 사업을 영위하고 있으며, 2017년 기준으로 우리나라는 항공운송 수송실적(국내+국제)이 세계 8위를 차지할 정도로 세계 항공업계에서 그 위상을 확고히 하고 있다. 본고는 현재 우리나라 항공운송산업에 대한 분석을 통해 국내 항공운송산업의 내재적 문제점과 그에 대한 정책적 내지 법적으로 보완할 사항이 무엇인지에 대해 살펴보고, 향후 우리나라가 글로벌 항공 강국으로 지속 발전할 수 있는 '항공정책 방향'을 제시하는데 그 목적이 있다. 항공관련 통계자료를 분석해보면, 우리나라 항공운송산업은 매우 높은 성장률을 보이고 있으며, 국적항공사들도 지속성장을 위한 투자를 계속하고 있다. 나아가 새로운 기업들도 시장진입을 위해 노력하고 있다. 2018년 11월 현재 4개 기업이 국제항공운송사업 면허를 신청하였고, 1개 기업이 (화물)국제항공운송사업 면허를 신청한 상태이며 국토교통부는 2019년 1분기까지 면허발급 여부를 결정할 것으로 예상된다. 이러한 상황에 대해 일부에서는 경쟁촉진을 통한 가격인하와 소비자 편익 향상을 기대하고 있으나, 반대편에서는 경쟁심화로 인한 항공사의 재무구조 악화와 안전투자 소홀을 우려하기도 한다. 현재 상황에서 우리나라 항공운송산업의 문제점을 정리하면 첫째, 저비용항공사들이 내국인 수요 유치에 집중하는 반면 외국인 수요 유치에 대한 노력이 부족하여 장기적이고 지속적인 성장의 기반이 취약하며, 둘째, 최근 몇 년간의 고도성장에 따라 조종사, 정비사와 같은 항공 전문인력의 부족과 주요공항의 슬롯이 포화상태에 이르러 지속성장의 장애가 되고 있으며, 셋째, 항공사들의 재무건전성이 체계적이고 지속적으로 관리되지 않아서 급작스런 지정학적 리스크나 글로벌 경기 침체시에는 항공사들의 재무상태가 일시에 급격이 나빠지고, 그 피해는 고스란히 소비자들에게 귀결될 위험이 있다. 국적항공사들이 지속 발전하기 위해서는 첫째, 성장기반을 세계 항공시장의 무한한 수요에 초점을 맞추고 국제경쟁력을 갖추어 나가고, 둘째, 정부에서 항공 인프라를 항공운송산업 규모에 맞게 지원하여야 하며, 셋째, 우리나라 항공운송산업의 미래를 이끌어 나갈 항공 전문인력을 체계적으로 양성하고, 넷째, 정부는 상시적으로 항공사들의 재무상태를 관리하여 소비자의 피해를 미연에 방지해야 할 것이다. 현재 항공운송산업은 극심한 경쟁이 일상화 되어 있다. 국적항공사의 지속가능한 발전을 위해서는 항공사들이 모두 치열하게 노력해야 할 뿐만 아니라, 정부의 모든 기관들도 우리 항공사들이 국제경쟁에서 이길 수 있도록 정책적으로 뒷받침 해나가야 할 것이다.
