Current Status of Countermeasure for Overcoming the International Environmental Regulations in Korea (국제환경규제에 대한 국내의 대응 현황)

  • Product-based environmental regulations, such as RoHS, REACH, EuP, etc., on electrical and electronic equipments, chemicals, and so on, initiated by the European Union, are becoming a global trend. These regulations can create barriers to trade among nations worldwide and may thereby have a direct impact on the function of internal market. If domestic companies utilize well the international environmental regulations in advance, they will get good opportunity for expanding overseas market. In this paper the current status of countermeasure for overcoming the international environmental regulations in domestic industries was investigated and the future plans were discussed.

  • Efforts to prevent IUU fishing began in 1996 as the IUU Antarctic Marine Living Resources Conservation Committee reported the multilateral efforts of the international community and related international organizations to prevent IUU fishing. Korea has recently been pointed out by the international community as to many problems regarding its will to eradicate IUU fishing. It is true that Korea has ever been designated as an 'IUU participating country' or a 'non-cooperative third country' by the international community and that there have been considerable difficulties in exporting seafood and using ports along with the deterioration of the national image. In 2020, with the efforts of related organizations and fisheries companies, Korea is now free from being known as a that Korea has recovered some degrees of trust from the international community through strengthening legal sanctions against IUU fishing and thorough implementation of follow-up measures is now free from non-cooperating country it cannot be said that the basic problems have been completely resolved just because it has emerged as a disgraceful country, and the current state of IUU fishing of Korea leaves a room for designation as a 'non-cooperative third country' again at any time in the future. Accordingly, there is an urgent need to examine the problems of the IUU fishing-related legal system in Korea and to come up with an improvement plan. Therefore, this paper reviews international norms for IUU fishing regulation (PSMA etc.) and domestic laws with the Distant Water Fisheries Development Act and Propose the improvement methods for related legal systems in Korea.

  • Recently, there has been an increasing interest in the regulation of medical & dental profession in South Korea due to various medical scandals & exacerbated commercialism. Consequently, the voice asking for strengthening the license management of medical & dental profession is rising. However, there is an absolutely lacking discussion on self-regulation of the Korean dentist community. This study investigated International Society of Dental Regulators and dental regulatory authorities in the U.K., Ontario in Canada, California in the U.S. and Australia. In addition, this study examined what situations Japan was in, which was similar to Korea in terms of systems. In the U.K., the U.S., Canada and Australia, there are independent dental regulatory authorities, which place emphasis on lay personnel participation. In addition, the organizations prepared very specific and detailed ethics, standards, and punishment guidelines to be followed by professionals. And, various efforts are being made to secure transparency and trust. As a result of this study, self-regulation in Korea seems to require an open approach that embraces civil society, and it is considered that dentist should lead social discussion more positively.

  • International electronic commerce is different with international commerce in the aspect using electronic media and non-face transaction so there are some problems as authentication, integrity and non-reputation. These problems of electronic document and signature are resolved from electronic certification system. To introduce and develop the electronic certification in the international electronic commerce, it needs to authorize and operate certification authority under the uniform regulation base. But, because the laws and guidelines that related to electronic certification system are different among the nations and international organizations, it needs to compare each nation's law or guideline. In conclusion, to resolve problems of certification and develop certification system in the international electronic commerce, we make uniform rule of international electronic certification and harmonize the technology of electronic certification.

Linear Quadratic Regulation and Tracking using Output Feedback with Direct Feedthrough

  • This paper presents the development of linear quadratic regulation and output tracking algorithms using output feedback when both the measurement and performance output equations contain direct feedthrough terms. Although all physical systems can be modeled without direct feedthrough, there are still many situations where system models with direct feedthrough are important. For this situation, we modify previous work on the same topic for systems without direct feedthrough. It is shown that for the regulation problem, the optimal output feedback gain for a direct feedthrough case can be directly obtained, via a transformation, from the approach used for systems without direct feedthrough. However, for the tracking problem, a new set of coupled matrix equations for determining the optimal output feedback gain is derived from the necessary conditions for minimizing the cost function. The effectiveness of the developed algorithms is demonstrated using numerical examples.

  • Light rail transit is classified to rubber-tired LRT, lear induction motor LRT, steel wheel LRT, monorail and tramway. LRT except for tramway are usually operated without driver and tramway are driven depending on driver's sight like usual car. LRT, which is one type of urban guided transit, shall be operated according to domestic "Operational Regulation for Urban Guided Transit" but existing regulation does not contain the safety related codes for driverless operation. In this paper, we investigate "IEC 62267 : Railway Application-Safety Requirements for Automated Urban Guided Transit" and compensate for existing operational regulation by referring to international standard and operational rule of commercial line.

  • Biocides, or non-agricultural pesticides, are a broad class of chemical. They are including biological agents used to disinfect/sanitize, pesticides for non-agricultural use, wood preservatives, antifoulants, etc. Since the early 1980s, many adverse effects of biocides to human health and ecosystem have been found in the world. Especially, antifouling biocide like TBT caused serious toxic effects on the marine organisms. Therefore, OECD began to work on biocides in mid 1996 to help Member countries co-operate in the assessment and registration of these products. EU also announced the Biocidal Products Directive (BPD, 98/8/EC) in 1998 to harmonize regulatory approaches to allow EU countries to conduct evaluations of biocides more efficiently. Korea just start to consider of biocides regulation. Some biocides products are regulated, but not all the biocides which are using in Korea. Therefore, we need to make a appropriate regulation for the all biocides categories. In addition, there are necessary to develop risk assessment tools, to survey the use pattern and amount, to research on the ecosystem contamination by the biocides .

Calculation and Regulation Proposal of Light Pollution from Road Lightings (도로조명의 빛공해 계산 및 규제안 제안)

  • This is a study to establish regulations against light pollution for lighting on roads. Many kinds of light pollution by luminaire on roads was calculated and analyzed by applying the classification method of luminaires(Cut-off classification of IDA-IESNA, BUG Rating Classification) and the calculation method of Upward Lighting Ratio of CIE among measures to prevent light pollution that international lighting organizations suggest. As a result of the analysis, it was found that the regulation by Cutoff of IESNA and ULR classification of CIE could be one for scattered light of light pollution compared to BUG classification but is not sufficient for the regulation of light tresspass or glare. BUG classification by each lighting zone was suggested as threshold value of the light pollution regulation considering domestic conditions.

Adaptive Controller Design for a Synchronous Generator with Unknown Perturbation in Mechanical Power

  • Transient stabilization with voltage regulation is investigated for a synchronous generator when the mechanical power is perturbed to any unknown value within its physical bounds so that the operating point of the system shifts to an unknown point. An adaptive excitation controller is designed based on the backstepping method with tuning functions. It will be shown that the adaptive control law proposed can achieve the convergence of the system states to the new equilibrium point in correspondence with the real value of the unknown mechanical power and the regulation of the terminal voltage to the required value. Simulation results are given to demonstrate the effectiveness of the proposed controller for the transient stabilization and voltage regulation.

  • Efforts are made to examine the role nuclear energy under the international carbon emissions regulation. To do so, an econometric model for energy demand and supply is developed. Here, several scenarios on the regulation are assumed and then each scenario is analyzed by using this model. This model also makes it Possible to analyze the effect of carbon tax. The results show that share nuclear increases up to 60% in 2020 Instead 45% makes GDP rise by 1.9% while the electricity price lower by 46% in carbon emission regulation.
