International Health Cooperation and Challenges for Official Development Assistance (보건의료의 공적개발원조 방향과 과제)

  • As the United Nations announced Sustainable Development Goals (SDGs) in 2015, the world changed its development goals from focusing on efficiency to equity. As a result, in the health sector, universal health coverage (UHC) has become one of the main issues. This paper reviews and discusses on future direction and issue of official development assistance program for developing countries. Korea International Cooperation Agency under the Ministry of Foreign Affairs published on Korea International Cooperation Agency's mid-term health strategy 2016-2020 developed on participation program with stakeholder including governments, civil society partner organizations, and educational institutions. The SDGs expands non-communicable diseases, UHC, and global health security from the existing Millenium Development Goals health sector. Progress toward UHC underpins the achievement of all other targets under SDG Goal 3. Progress in reducing health inequality across the life course is drawing on overall data and from specific target. In order to achieve SDG 3, a multi-disciplinary approach, convergence between IT and u-health of this development, is desirable.

  • The world economy is becoming increasingly globalized. The globalization has resulted in far reaching agreements to deepen trade liberalization and enlarge its scope to cover new areas in addition to strengthening its supporting institutional base. Economic growth has developed international trade which has accelerated the development of international carriage of goods in 21st century. The international trade is basically founded on the contract of international sale of goods and backed up by the contract of international carriage of goods and the insurance on the goods carried. It is essential to incorporate each other sections for the efficient development of international trade. As a result of rapid expansion of international carriage of goods, rationalization of transport was required, which has brought about the International Multimodal Transport System through containerization. The approach to liability system will be a right way to solve the insurance problems for the development and enlargement of world trade volume. International multimodal transport system has affected international trade a lot, especially the field of insurance a grate deal. This paper is to analyze contents of liability system on Multimodal Transport with in the UN Convention on International Multimodal Transport of goods.

International Collaboration in Library and Information Science Research in Korea

  • This study sought to examine five theses from major journals concerning Korea's Library and Information Science, published from 1970 to 2018, so as to diagnose the current stage of International Research collaboration in the field of Korea's Library and Information Science which researchers from two or more different nations jointly conducted. Furthermore, it proposed measures for activating International Research collaboration in the field of Korea's Library and Information Science. First, related conferences should be held and education need to be offered in terms of elevating the awareness of the need and importance of international research collaboration. Second, relevant policies need to be developed and projects should be implemented to strengthen the practical international research collaboration. Third, collaboration with various countries should be pursued in the area of detailed majors of library and information science of greater diversity than now in terms of the detailed majors and countries. Fourth, a research environment supporting the collaboration with various research institutions overseas moving forward will need to be created around the universities.

  • This study aims to establish a development strategy for higher education in Indonesia's marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia's marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.

  • Purpose : The purpose of this study is to survey the needs for joining of Korean Physical Therapists and the concerns of Physical Therapy students in the field of international development aid cooperation. Method : we conducted a survey of students whose major is Physical Therapy and employees and volunteers who participated in the international aid business of KOICA. Results : The results of this study were as follow. 1) Employees and volunteers who participated in the international aid business of KOICA recognized that there was the needs for joining of 1 to 3 or more than 3 Physical Therapist as a member of overseas volunteers programs. 2) Even though Physical Therapy students have a great interest in volunteering in the field of international development aid cooperation, they have few information. Conclusion : Firstly, there are needs to extend the participation of Physical Therapist to 1~3 or more than 3 in the KOICA project in the field of international development aid cooperation. Secondly, we should be able to give a lot of information and to make a plan for Physical Therapist students to be a member of oversees volunteers to enhance their understanding and recognition about international collaboration. Finally we could examined the needs for joining of Korean Physical Therapists and the concerns of Physical Therapy students in the field of international development aid cooperation.

  • After the conclusion of the $18^{th}$ CPCNationalCongress, the Shanghai Free Trade Zone was established, and the One Belt One Road Initiative was brought up. These measures accelerate the development of international commercial activities as related disputes grow in variety and quantity. To better settle international commercial disputes and increase the influence of China in this area, this article reviews and analyzes the development of international commercial arbitration in China. In the conclusion part, it gives suggestions for international commercial arbitration in China in order to improve and accelerate the further development of international commercial arbitration in China.

International Development Assistance of Russia

  • Russia has an interesting history as a donor, recipient and re-emerging donor in international development assistance (IDA). This article introduces the history, policy and challenges of Russian IDA, and provides suggestions for such challenges. The main barrier to Russian IDA is the absence of a central government agency and Russia can learn from other country's experience. Concerning lack of data on the provision of assistance to each sector of IDA and the large number of recipient countries, Russia can learn from Korea particularly in education sector. With respect to building a system ensuring the efficiency of the Russian IDA works, a tool for analysis of the effect of the Russian IDA programmes may be drawn in consultation with international institutions or successful programmes of other donor countries.

  • The international trade is basically founded on the contract of international sale of goods and backed up by the contract of international carriage of goods and the contract of insurance in the goods carried. For the efficient development of international trade, it is essential to incorporate the above three fields closely together. Economic growth has developed international trade which has accelerated the development of international carriage of goods. As a result of rapid expansion of international carriage of goods, rationalization of transport was required, which has brought about the International Multimodal Transport System(herein after referred to as 'IMT') through containerization. International multimodal transport system has affected international trade a lot, especially the field of insurance a great deal. The aim of this paper is to analyze contents of Multimodal Transport Operator's(MTO's) liability system in the UN Convention on International Multimodal Transport of Goods, 1980 and FIATA Bill of Lading(FBL) as one of current Multimodal Transport Documents. The analysis of MTO's liability system will be a good introductory concept for the further study of insurance problems for the development of IMT.

  • The job creation is one of the important issue from the public and private sector. For the job opportunity, the private sector would contribute to create plentiful opportunities for job-seekers. Especially, foreign donor countries has fostered the development consulting firm in the private sector with the legal and institutional support. As the result, it has played the important role to create the job opportunity for whoever want to find the way in the international development cooperation. However, South Korea does not yet make the environment as much as foreign donor countries. Hence, this study aims to analyze the case on fostering the development consulting firm in the international development cooperation to draw the political implication for South Korea. With this, the result of the study is significant to rebuild the index on the impact evaluation of the employment that is fit to the international development cooperation. Thus, foreign donor countries suggests that fostering the development consulting firms in the international development cooperation should be based on the political and institutional support, tied network, and sustainable supply of human resources. Indeed, the improvement of the index on the impact evaluation of the employment would contribute to correctly measure the impact from the development consulting firm in the private sector.

Nature and Possibilities of International Relations and Education (국제교육교류의 성격과 가능성)

  • This article identifies the nature of international relations and education and examines their potential. To achieve this goal, international relations and education can be found in supporting economically deprived regions and contributing to the development of the world based on mutual understanding. Next, the current status of international education exchanges was examined by the Ministry of Education, the National Institute for International Education, and the Gyeongnam Office of Education's International relations and Education Center. The status of international relations and education shown in these three subjects is active in practice, but there was also a limit to theorizing about them and making explanations or predictions. Based on this, the possibility of international education exchanges was discussed by the government or education office, which can bring about educational autonomy, contribute to the growth of the country through support for resource-poor countries, limited development assistance, poor academic development.
