An RBMS-based Approach for Efficient Trade Process Change Management: Focused on Export and Import Customs Operations (무역 프로세스의 효율적 변화 관리를 위한 RBMS기반 접근법 : 수출입 통관 업무를 중심으로)

  • The e-Trade environment has enabled the complex trade processes to be automated using e-Trade information systems, which had been manually processed through many trade-related parties in the past. Korea has completed the development of the most advanced e-Trade platform called "u-Trade Hub," which can process automatically all the trade-related activities from marketing to payment. It is anticipated for the world trade environment to have more FTAs throughout the world and this will complicate the trade processes more and more in the future. This means the constant cost-bearing updates of the e-Trade environment to adapt the process changes brought by new FTAs with other countries. In this paper, we propose the systematic approach to easily as well as less costly adapt the possible trade process changes resulted from the future FTAs by adopting a rule base management system. The prototype system to test the applicability of the proposed approach is developed using Win-Prolog 4.8 environment.

  • In order to improve e-Trade service, this paper has deduced impeding factors after review of precedent research on e-Trade and analysis of e-Trade current status. Then an empirical analysis of whether variables deduced are detrimental factors to utilization of e-Trade service has been made on the basis of a research model and relevant hypotheses. The scope of e-Trade service indicated in this paper is limited to use of uTradeHub system. Analytical results for the improvement of e-Trade service clearly indicate that the higher the impeding factor to utilization of the system integration, logistics and customs clearance, marketing and users field, the more necessary the service improvement for invigoration of e-Trade service. However, foreign exchange field does not seem to require attention because SMEs have not active will to do electronic payment through the process of electronic documents.

  • 본 연구는 새로운 국제 전자결제수단으로 개발된 무역카드(TadeCard)에 대한 검토와 활용 가능성에 관하여 검토한 것이다. 무역카드는 세계무역센터협회가 인터넷을 통하여 국제무역대금을 결제할 수 있는 전자결제시스템으로 개발되었다. 무역카드시스템은 제시되는 전자문서의 일치성 점검 및 국제무역거래의 모든 이행과정을 온라인(on-line) 상에서 전자적으로 이행되는 것을 특징으로 하고 있으며 부대비용 등 경제성 측면에서 여타 결제수단보다 우월한 결제시스템이라고 하고 있다. 그러나 가상공간을 통한 전자결제시스템은 거래당사자에게 대금지급의 확실성과 거래의 안정성 및 신속성 보장이 전제되어야 한다. 실제로 무역카드시스템은 특정 보증보험회사의 보증에 기반을 두고 있어 국제 기업간 거액거래상의 신용취급의 한계점과 금융네트워크 등에서의 취약점을 가지고 있다. 따라서 무역카드가 국제전자결제시스템으로 정착되기 위해서는 정보보안 등 기술적인 안정성이 검증되고 결제상의 신뢰성 보장을 위하여 상업은행들의 참여가 확대되어야 한다. 또한 인터넷상에서 결제가 이루어지기 위해서는 담보권과 유통성이 보장되는 볼레로전자선화 증권 등의 활용과 기존의 모든 종이문서에 의한 결제서류도 전자문서로 대체되어야 한다.

  • L/C allows the exporter to have a bank's payment undertaking against shipping documents required by L/C. This means that the exporter can take export proceeds from a L/C issuing bank regardless of importer's payments and therefore the L/C better mitigate importer's credit risk compared to remittance and collections. Recently the use of L/C has been on down trend in line with increasing use of T/T, causing a big change of payment system. This tells that the payment method change in Korea is positive as the change also happens same in developed countries. This however gives more buyer's credit risk to exporters and therefore a systematic solution to this negative effect is required. In Korea, export credit insurance has been widely used to cover the buyer's credit risk. But the export credit insurance is limited because of lack of government's financial support and strict evaluation of buyer and exporter. Now Korea is ranked 10the largest trading country and therefore the exporters shall find another source for credit risk protection elsewhere. And as such this paper suggest International Factoring as a tool for the credit risk protection. The International Factoring gives advantages to the exporter in terms of credit protection and advances by purchasing account receivables on a without recourse basis.

  • This paper is to propose the Direction for the institutional improvement of Financial Supply Chain Management(FSCM) Solution which are currently coming into operation under Global e-Trading Platform. The Financial Supply Chain compromise the entire trade processes and information that manage a trader's cash, Accounts payable and receivable, Risk, working capital, and so on in international trade transaction. From a buyer's perspective, this involves the full procurement-to-payment process. For the seller, it is the order-to-cash cycle. Bolero provides the party concerned a e-trade platform which conformed to these fundamental pre-requisites to underpin fully electronic trade. But this FSCM solution have failed to provide the efficient platform to effectively manage the process of Global e-Trade because it does not correspond with e-Trade environment. Therefore, present FSCM system need the institutional improvement as follows: AA) Strengthening the role of the correspondent Bank under e-Trade System, BB) Extending the function of e-Trade intermediary institution, CC) The introduction of Trade Insurance System, etc. So, by streamlining and automating these processes on an open and flexible platform, The party concerned can optimize their trade transaction and maintain better relations with their business partners

[Review] A Study on the Change of the Payments System : Focusing on the Strategies of Distribution Companies and Fin-tech Companies

  • Purpose: The purpose of the study is to examine how payment systems for traditional distribution channels pursue changes and how they collaborate in-depth with fintech companies. This study examines the changing payment system through the strategic partnership between distribution companies and fintech companies. Research Design, Data and Methodology: The study conducted research using a variety of secondary materials and existing literature and also utilized the interview method. More specific and in-depth research is conducted through various literature studies and secondary data. Findings and Results: The findings of the study are as follows. First, distributors have occasionally directly adopted simple payment systems due to changes in payment systems as a result of online advances. Second, distributors were found to collaborate with fintech companies when not directly using simple payment. Conclusions: Such maneuvers by distributors are aimed at first, providing convenience and simplicity for consumers. Second, developing the ability to apply big data for accumulating consumer information and third, producing a customer lock-in effect by reducing the fees charged for existing payment services. The present study will provide many domestic and international distributors with a new perspective and practical implications in terms of the distribution and finance industries.

A Study on the Obligations of the Issuing Bank in Payment Refusal under UCP600 (신용장 개설은행의 지급거절시 의무사항에 대한 연구)

  • This study aims to derive precaution points for issuing banks in refusing payment under L/C through literature review and examination of court cases and official opinions of ICC Banking Commission with regard to the provisions of article 16 of UCP 600 that stipulates obligations of issuing banks in refusing payment. If the issuing bank fails to act in accordance with this article, it shall be precluded from claiming that the documents do not constitute a complying presentation. Therefore, it is crucial that issuing banks should be well informed of this article. When discrepant documents are presented, however, issuing banks seldom refuse payment because, in most cases, the applicants waive the discrepancies. For this reason, issuing banks have few chances to deal with payment refusal in practice and thus they occasionally end up failing to observe the provisions of the article. Such court cases include Kookmin Bank and Korean Exchange Bank (currently Hana Bank) that failed to indicate discrepancies in the refusal notice losing the lawsuits. It should be noted that if issuing banks disregard the provisions of article 16 of UCP 600 and thus fail to indicate discrepancies in the refusal notice, they may face fatal situations in which they must make payment against discrepant documents.

An Analysis on Determinants of Balance of Payments of Korea and FTA Pursuing Countries (한국과 FTA 추진국간의 무역수지 결정요인 분석)

  • This study aims to analyse determinants of payment balance of Korea, targeting 65 countries which concluded FTA with Korea in 2012 or are pursuing it with Korea( effectuation, agreement, negotiation and joint research). For an analysis model, economic and geographical variables of target countries were included in explanatory variables of the gravity model and divided values which indicate surpluses or deficits in trade with Korea were marked in dependent variables to perform a logistic analysis. If payment balance in trade between Korea and specific countries is a surplus, a value of 1 is given and if it is a deficit, a value of 0 is given. As a result of estimating the logit model, it was discovered that variables of GDP, GDP per person, total trade with trade partners, petroleum, landlocked countries and maritime powers were not statistically significant. However, variables of total trade, export dependency, import dependency, distance and mineral were statistically significant.

A Study on the Application and Its Implications of ICC Guidelines for the Creation of BPO Customer Agreements (BPO 고객약정을 위한 ICC 가이드라인의 운용과 그 시사점에 관한 연구)

  • A bank payment obligation(BPO) has been introduced as a new alternative instrument for trade payments based on a technology and data-driven mechanisms aimed at facilitating an electronic trading in international trade transactions. The BPO is governed by URBPO which was in effect as of July 1, 2013. The URBPO only applies to inter-bank relationships because the BPO is bank-to-bank payment obligation, not a bank-to-customer obligation. The URBPO does not cover the interaction between a bank and their customer. For this reason, the standard bank-customer guidelines on BPO agreements were required to prepare the agreements between the banks and their customers. Accordingly, the International Chamber of Commerce established "ICC Guidelines for the creation of BPO Customer Agreements" for the settlement and development of the BPO by supporting banks in creating contracts or agreements with their customers. So, This study is to review its establishment purpose and to present the implications by analyzing the ICC guidelines. This study was based on documentary research focusing mainly on the ICC Guidelines and the appendix.
