A Study on the Establishment of the Korea-Russia Trade Activation with the Arctic Sea Route Cooperation (북극항로 협력 등 한-러 무역활성화 구축을 위한 연구)

  • This article analyzes issues regarding the economic development of the arctic area with the aim of finding ways to help solve the problems and to support sustainable economic development of the arctic area. Some proposals are introduced for establishing a sound legal infrastructure of the Korea-Russia economic development of the arctic area. As Russia develops the Arctic area and the route through the Arctic area, Korea will gain the possibility of transportation efficiency, vitalization of international transaction, and finding new markets. Resource development in the North Pole is ongoing, with matching international transaction and economic benefits. To reflect the Korea-Russia interests and to sustain the effect, the legal infrastructure is inevitable. For example, it would be reinforced by pushing forward the Korea-Russia FTA. The legal infrastructure for economic cooperation of Korea and Russia has to reflect that 'the development of the Arctic area and making the route through the Arctic area' should increase the sustainability and vitality of international transaction. The legal infrastructure for economic benefits can also help mitigating non-economic arguments of international community such as the security risk in the Korean-peninsula and around the world.

Foreign Capital Flows, Banking Stability and the Role of International Trade Cooperation and Distribution an Empirical Analysis from the ASEAN Region

  • Purpose: Although foreign capital flows have played a vital role in fostering the economic growth in recipient countries, there are some concerns about the adverse impact of international capital flows on the banking stability. Hence, the study revisits this issue to explore the relationship between the different types of foreign investments and banking stability in ASEAN region. Research design, data and methodology: Based on the bank-level data of 96 commercial banks and country-level in six ASEAN countries from 2008 to 2019, we perform the multivariate regression analysis and provide a variety of robustness tests. Results: Our empirical evidence shows the volatility of foreign portfolio investments has significantly negative effect on the banking stability, besides that of foreign other investments has the similar influence but the result is relatively less pronounced in some robustness tests. Additionally, increasing trade cooperation and international distribution may lead countries to face higher risk of banking instability driven from these international investments. Meanwhile, the impact of foreign direct investments is positive, but the evidence is the least obvious. Conclusions: Our findings suggest policy-makers in ASEAN and emerging nations as a whole should carefully consider when building policies-related to mitigate the adverse impact of foreign capital flows.

  • Tariffs on pharmaceuticals are generally low, but the time-consuming and costly licensing procedures of importing countries may act as barriers to trade. Accordingly, in terms of improving export competitiveness through cost reduction of exporting countries and improving public health for importing countries, international regulatory collaboration is effective for both countries. However, little is known about the impact of cross-border cooperation in pharmaceutical regulation on international trade. This study empirically analyzed the effect of cross-border regulatory collaboration on pharmaceutical trade using the gravity model. It was confirmed that the regulatory collaboration measures had a trade promotion effect in all drugs(HS29+HS30), finished drugs (HS30), and vaccines (HS300220). This study is meaningful in that it empirically analyzed with the consideration of the reference pharmacopoeia, safety and effectiveness in addition to the GMP inspection used in the previous study.

  • Within the United Nations framework of the Economic and Social Council, the United Nations Economic Commission for Europe (UNECE) serves as the focal point for trade facilitation recommendations and electronic business standards, covering both commercial and government business processes that can foster growth in international trade and related services. Accordingly United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) was established, as a subsidiary, intergovernmental body of the UNECE Committee on Trade, mandated to develop a program of work of global relevance to achieve improved worldwide coordination and cooperation in these areas. Domestic development and distribution of electronic documents to be conformed to international standards, it is enough to have the role of international activities continue to supply part of the domestic industry and the trends in participation and international standard.

  • This study examines the impact of trade facilitation on China's trade for the period 2010-2017 using a gravity model with a measurement of APEC trade facilitation through principal component analysis. The empirical results confirmed that trade facilitation was a key factor to have a positive effect on Chinese exports and that the higher the level of trade facilitation in APEC countries, the more positive the increase in exports and quantities with China. Further, the size of the economy, the total population, and the border between the trading partner had a positive effect on Chinese trade volume. To promote economic growth through increase in trade volume, countries should actively improve trade facilitation and participate in global trade facilitation reform through continuous cooperation with trading partners.

  • E-Trade is expected to dominate the global trade in the 21st century and thus is being introduced as a major policy assignment for each development country. e-trade has the potential to accelerate existing trends and introduce new ways of conducting trade. and e-trade is an alternative to strengthen international competitiveness. therefore, we needs to quickly adjust to this new method of e-trade and provide a number of policy suggestions that it can make best use of. However, successful implemetation, diffusion and usage of e-trade system require cooperation, commitment and the trust of all participating members in international trade process. A number of interorganizational, intraorganizational and innovation factors can influence both the extent to which e-trade is diffused and the level of subsequent performance that accure to participating firms. Considering the characteristics of e-trade, the proposed factors are based on an interdisciplinary study. The research model is based on the theories of innovation diffusion, inter-organizational system, and IS implementation. The factors proposed for this study of external firm factors, internal firm and perception factors.

  • International Development Cooperation (IDC hereafter), which closely relates to international trade and foreign direct investment, is gaining global importance regarding diplomatic relations and economic cooperation. As Korea contributes increasing resources to the international community, Korea should play a larger role in the IDC along with increasing academic cooperation, impling more necessity to grow research on the IDC as a crucial element of international trade. The IDC has focused on the provision of basic human needs, such as food, shelter, and clothing. However, higher education has not yet be explored for its effectiveness or validity as to service area including foreign trade or insurance. In this regard, this research aims to review existing IDC literature, to propose a project for insurance education, and to provide alternative ways for future development of the IDC. This paper is structured as follows. First, the literature review begins with the IDC's history and development, review of traditional methods of providing basic human needs (food or sheltering) and public health, importance of job creation and business activities to alleviate poverty, and the introduction of insurance education as a vehicle to reduce poverty. Results of the case study provide implications for service area projects including foreign trade education.

  • This study aims to analyze Vietnam' international commerce policy which is affected Korean's customs policy and fta policy, oda policy to develop diverse commercial cooperation between Korea and Vietnam. commercial cooperation between the two nations accomplished various co-development in vertical specialization of international commerce. Vietnam has exerted intense efforts to ameliorate its commercial environment for becoming WTO member and attracting FDI as next China. Vietnam has become WTO member and Vietnam's system and law relating to international commmerce has been changed for global standard. Vietnam hope to become international commerce leader in ASEAN. so Korea should take diverse efficient measures to assist Vietnam's continuous industrial development and advanced system in international commerce. the two nations should more mutually assist in mega international commerce round negotiation to intensify the two nation's international commerce policy in the international commerce system.

Harmonization of Rules of Origin: An Agenda for Plurilateral Cooperation?

  • This article discusses the deadlock in the WTO on multilateral harmonization of nonpreferential rules of origin (RoO) and reviews some of the RoO included in recent preferential trade agreements. We argue that there is a trend towards adoption of similar approaches and that this suggests that cooperation to reduce the trade-impeding effects of differences in RoO across jurisdictions is more feasible than often is assumed by observers and policymakers. From a trade facilitation perspective such cooperation could be based on plurilateral initiatives under the umbrella of the WTO. These could include a focus on pursuit of greater convergence between preferential and nonpreferential RoO helping to achieve the long-standing goal of moving towards harmonization of rules of origin.

A Study on Intra-Regional Cooperation in Trade and Investment : The Case between Incheon, Korea, and Three Provinces in Northeastern China (인천과 중국 동북 3성 지역 간 교역 및 투자 협력에 관한 연구)

  • This study was conducted in order to develop inter-local cooperation strategies between the City of Incheon, in Korea, and three provinces in northeastern China. We begin with a description of the history of and prospects for trade between Korea and China, an explanation of the current economic status of Incheon, statistics on the economy, trade and investment trends in the region, and information on the ports of the three Chinese provinces. The following strategies are suggested for inter-local cooperation based on the current circumstances. First, cooperative industrial strategies and economic investment for promoting the mutual concerns and interests of China and Korea were developed. Second, a practical way of utilizing the Incheon Industrial Park located in Dandong, China, was devised to stimulate industrial and investment cooperation. Third, a method of building a network among major ports in Korea and other Northeast Asian port cities was developed. Fourth, an international logistics transportation system that makes connection between sea, land and air easier through logistics standardization was suggested in preparation fur the changing environment of logistics brought about by the opening of the new Incheon International Airport. Fifth, methods of Improving port facilities are suggested. And, finally, the role and necessity of the Incheon City Interchange Center in executing inter-local cooperation strategies is described.
