  • This study analyzed the policy decision process of the International Science Business Belt (ISBB) applying multiple stream model combining Kingdon (2013) and Howlett et al. (2014) models. We looked at what socio-political factors influenced the process and sought to find ways to promote the project of ISBB and the policy of basic science in the future. As a concrete analysis, the policy decision process was divided into policy, policy formation, and implementation policy, and the streams of problem, process, policy and politics, policy window, and policy participant were used as variables. As a result of the analysis, the stream of politics and the role of the policy-entrepreneur played an important role in the policy decision process. Politicians and government officials were more involved than the scientists.

  • On January of this year, the 29th National Science and Technology Council, presided by President M.B. Lee, officially finalized a contract for a big project to build an International Science and Business Belt(ISBB) that includes the establishment of a new institute, the Asian Basic Science Institute (ABSI) and the construction of a Rare Isotope Accelerator. The government will inject more than 3.5 trillion Wan into the ISBB project. The investment to build the care laboratory for the project, the heavy ion accelerator, the first one in Korea, will be 460 billion Wan, Korea thus aiming to build an accelerator with world-class performance. This will be the sixth in the world. The construction will start from 2012, and is planned to finish by 2015. ABSI, whose construction will be finished by 2012, is planned to be a care laboratory with 3,000 scientists and staff. To. attract world class researchers and other professionals from aver the world, the project includes the creation of a new city with a superb educational, cultural environment, and comfortable living environment for an international community. The site for this new science and business city, "scientific ecosystem", has not been officially decided yet, and supposed to be announced in the first half af this year.

  • The importance of technology commercialization is being emphasized more and more, but high technology excellence does not always lead to a successful business. In addition, companies that invest heavily in basic research and technology development are also not always able to guarantee high profits. This is due to the technical problems when present in step research and development levels are difficult to commercialize. And the market will not work rationally is also the cause of the problem. Therefore, to effectively utilize the resources necessary to ensure such partners to build alliances and cooperation with external funding or manpower is crucial to commercialize the research results of basic science successfully. In previous studies, it has been made many studies in accordance with the approach to the technology (e.g. Research and Development, Management of Technology, Technology Innovation, etc.). But the study of technology commercialization point of view is not being done much. This study should explores the available business required, or realized in the process of researching the basic science and trying to understand the imperfections of the market through the property of technology (tacit knowledge, objectified value of technology and the information asymmetry between innovation subjects, etc.). In addition, this paper, we try to focus on a strategic approach to the role of International Science Business Belt (ISBB) with success in science and technology business as appropriate countermeasures about breaking the 'Valley of Death.
