동북아 국제복합운송 전망과 통과운송 협약의 추진방안 연구 (A Research on Prospect of International Intermodal Transport in North-East Asia and Establishment of Transit Transport Agreement)

  • 이 연구는 동북아 지역의 국제복합운송의 현황과 전망을 분석하고 지역내 통과운송 협약의 필요성과 추진방안을 검토하였다. 이 연구에 따르면, 동북아 국가들간 교역확대와 경제협력 긴밀화에 따라 국제복합운송과 통과운송이 지역내 혹은 지역과 타 경제권간 활발하게 전개되어 왔으며, 향후에는 더욱 확산될 것으로 보인다. 동북아 주요 국가들인 중국, 러시아 등은 육상운송에서 국제복합운송 경로를 주도하기 위해, 내륙 국가들과 통과운송 협약을 체결하는 등 역내 물류협력을 강화하여 왔다. 이 연구는 동북아 국가들의 국제복합운송과 통과운송에 대한 수요증가, 물류기기와 장비의 확보와 운영, 새로이 부각되는 환경문제 등을 동북아 국가들이 공동적으로 대처할 것을 지적하는 한편 유엔해양법 협약에 기초한 통과운송에 대한 지역적 국제협약의 필요성을 제시한다.

  • IMO는 1994년 해양안전 및 해양환경보호를 위해 ISM Code를 채택하였으며, 2002년 12월 선박, 선원, 화물, 항만시설의 안전을 도모하기 위해 ISPS Code를 채택하였다. ISPS Code는 2004년 1월부터 발효되는바, 해운회사 및 항만당국은 본 규정의 시행에 매우 촉박한 상태이다. ISM Code와 ISPS Code는 ISO 9001의 경영시스템 개념에 기초하고 있지만 목적은 다르다. 따라서 이들 세 기준들의 요건들을 비교분석하는 것은 매우 의미가 있을 것이다. 본 고에서는 이들 세 기준들의 배경, 원리, 요건들을 비교분석하고 해운계가 ISPS Code에 적합하게 보안조치를 수립하고 이행하는데 참고가 될 제안을 제시한다.

인더스트리얼 캐리어를 위한 선대운영의 최적화에 관한 연구 (A Study on the Optimization of Fleet Operation for Industrial Carriers)

  • There are three basic modes of operation of ships: liner, tramp and industrial operations. Industrial operations, where the owner of the cargo, i.e. the industrial carrier controls the ships, abound in the shipment of bulk commodities, such as oil, chemicals and ores. Industrial carriers strive to minimize the shipping cost of their cargoes. This paper is concerned with the operational optimization problem of a fleet owned by major international oil company. The major oil company is a holding corporation for a group of oil producing, transporting, refining, and marketing companies located in various countries throughout the world. The operational optimization problem of the fleet is divided into two-phases. The front end corresponds to the optimization of transporting crude oil, product mix, and the distribution of product oil to meet market demand. The back end tackles the operational optimization problem of the fleet to meet the transportation demand derived from the front end. A case study is carried out with the H major oil company problem composed by reflecting the practices of an international major oil company. The results are summarized and examined in the point of optimization for the total operation of the H major oil company and the operational optimization problem of the fleet. The paper concludes with the remark that the results of the study might be useful and applicable in practices of these related decision problems.

  • Globalization of Economic activities have increased Company's interests about International Logistics Management. Expansion of International trade depends on International Logistics which can overcome distance and time. In In-cheon, There are many small scale and minor Freight Forwarders take advantage of being linked with a port, an airport but their inefficient paper works cause raising of Logistics costs and losing of competitive power. In this study, we design a web based ocean forwarder information system for freight forwarder to solve these problems. So, this system will provide decreasing operation time, human resources, and accessing easily because of web based system, and finally decrease logistics cost and improve national competitive power.

Proposals for the New Maritime Education System in Asian Countries

  • The maritime education and training is executed in Asian countries according to The International Convention on Standards of Training, Certification and Watch keeping for Seafarers(STCW). However, mainly basic training and education takes in maritime universities, because this convention is minimum requirements to become junior mariner. So, until now researches have not developed to the stage of discussing how maritime universities of advanced shipping countries should pursue the direction of education in the new eras. Korea and Japan as the leading shipping countries in Asia, need to take initiatives in building a new education system in order to foster the next generation maritime expert. To enhance the professional abilities of maritime technologists in the new era, element design of science and technology relating to maritime issues and a new education system based on an amalgamation of maritime education and scientific and technological education were discussed.

  • eLoran 테스트베드의 국제적 요구성능을 충족하기 위해서는 선박 입출항 항로의 ASF 측정뿐만 아니라 보정정보의 제공을 통해 사용자의 위치정확도를 개선시켜야 한다. 항만을 입출항하는 선박의 항법요구 성능인 국제해사기구(IMO)의 HEA (Harbor Entrance and Approach) 요구성능은 10미터 이내의 측위정확도를 요구하고 있다. 그러므로 본 논문에서는 eLoran 테스트베드 내에서 신규 송신국 및 보정기준국(Differential Loran Station)의 위치에 따른 IMO HEA 측위정확도 성능 도달 가능성에 대해 시뮬레이션을 통해 예측해 본다.

  • We have proposed modeling methods of mariners' standard behavior for collision avoidance by analyzing mariners' recognition process in a previous study. As a subsequent study, the aim of this study is to build a model of mariners' execution process which is one of six processes in the condition of collision avoidance. In this study, thus, the structure of mariners' information processing on the process of taking avoiding actions is described and the relation between mariners' behavior and necessary factors in the process is analyzed. And then we have built a model of mariners' standard behavior for execution process based on the characteristics of mariners in ship-handling, which are obtained from the international collaborative research on human factors. It is tried to define the contents of execution process based on the standard behavior of mariners for collision avoidance and to formulate information processing of mariners.

  • There are certain guidelines on the channel design such as domestic guidelines(Korean and japanese, etc.)and international guideline known as PIANC Rules(Permanent International Association of Navigation Congresses Rules), in the world These rules have considered many factors such as natural conditions, ship maneuverability and geographical features etc. But it is contented toot the area of these rules toot are meant to facilitate the ease of ship-handling is insufficient. To satisfy this point in design process, it is necessary to take into account the difficulties encountered in ship-handling within these inland waterways. Because many vessels are navigating at the same time within these waterways, the specific navigable traffic volume should be considered with regard to the standard process of route designing. It must also be considered with regard to the volume of navigable traffic bemuse of ship-handling difficulty toot arises within the same waterway with varying amounts of traffic volume because toot ship-handling/manueverability is directly influenced by these factors. This paper aims to propose a new approach to the design of standard inland water route considering the traffic volume and the shape of waterway. Also consider the relationship among these factors may affect to the ship-handling difficulties.

선박의 항만국검사대비 기름기록관리에 관한 실무적용 연구 (A Study on the Oil Record Book Guide Line for the PSC Inspection)

  • The transportation of oil has increased due to the growth of marine industries and oil refineries. Oil residues and waste discharged to the ocean has increased due to accidental and/or intentional discharges. The International Marine Organization(IMO) has made compulsory that every oil tanker of 150 gross tonnage and above and every ship of 400 gross tonnages other than tankers and above should be provided with an oil record book. The entries in the oil record book should be made in accordance with the IMO guidelines. Specifically, engine room generated oil residues should be recorded in the oil record book from January 1, 2011. Also, the developed IMO guideline should be added for the prevention of dispute with the Port State Control Officers and(or) Tanker Vetting Inspectors. This oil record book will be in operation and of valued assistance to the marine officers, according to the IMO policy for the prevention of the waste oil and the oil mixtures from the machinery space.
