How does a public health crisis play into the digital rhetoric of states? As Covid-19 is presenting a situation in which countries need to manage the international environment in a relatively short period, their practices could signal how digitization is going to influence public diplomacy in the longer run. This paper explores state public diplomacy in the context of a public health crisis. It develops a theoretical framework of public diplomacy on social media through how and what states communicated during the first year of the Covid-19 pandemic. Through keyword and hashtag analyses, we identify two patterns. First, states usually regard social media as an instrument for domestic communication rather than public diplomacy. The international impact of messaging has not been prioritized or well-recognized. Social media platforms such as Twitter have global outreach and messaging can be seen by audiences all over the world. Messages intended for the domestic audience could have an international impact. Thus, any communication on digital platforms should consider their public diplomacy outcomes. Second, while social media platforms are claimed to be for networking at different levels, states tend to connect with other states rather than with international organizations during the pandemic. States do not like to mention international organizations like the WHO and the UN on Twitter. Instead, they were either busy dealing with internal problems or cooperating with another state to combat the virus.

The international mobile roaming service has been provided for more than one decade, but high price of international mobile roaming service, which is represented as 'bill shock' is still of major concern in lots of countries including Korea. With understanding of the given price issues, the international organizations, such as OECD, EU, WTO, ITU have been conducting extensive analyses and studies to find suitable solutions and appropriate measures. In the case of EU regulate the international roaming charges and implement the regulation policy. OECD do not have a compelling regulation on roaming charges, but OECD request to member state to find the reasons of high roaming charges and its solution. WTO Council for Trade in Services is reviewing the international mobile roaming in terms of whether impede international trade in services. The purpose of this study is to review many different approaches in international organizations related to reducing international roaming service charges, to drive some regulatory policy directions for reducing roaming charges.

This study aims to examine the International Development Cooperations (IDCs) of Daesoon Jinrihoe and discuss the future prospects of these programs in terms of Daesoon Thought. The international community calls for the active participation of various donors, and this is not limited to only traditional donors such as governments, public institutions, and multilateral organizations. In this regard, the role of Faith-Based Organizations (FBOs) and Non-Governmental Organizations (NGOs) for religious communities is recognized as important. Daesoon Jinrihoe has systematized its IDCs by expanding its overseas services to implement the three major works with the official establishment of the Daejin International Volunteers Association (DIVA) in 2013. In addition to these activities, Daesoon Jinrihoe was selected by Korea International Cooperation Agency (KOICA) in 2022. As a new religion, Daesoon Jinrihoe does not provide as much support via FBOs when compared to other traditional religions (Christianity, Buddhism, Catholicism, etc.), but it is able to conduct strategic IDCs by utilizing its expertise and capabilities (education, healthcare, etc.). In fact, the nature and content of the projects carried out by these FBOs and Daesoon Jinrihoe are similar, and the results have been remarkable considering that these programs are still in their infancy. Above all, Daesoon Jinrihoe's foreign aid is more meaningful because it does not have a religious purpose such as missionary work, and it is funded by donations from believers. In carrying out IDCs, it is necessary to promote the professionalism of IDCs based on the strategic linkage of the three major works (charity aid, social welfare, and education). It is also necessary to recognize the value and spirit of IDCs for peace and coexistence based on mutual beneficence.

Objectives: This study was performed to suggest the roles and professional competencies of health education specialists to improve the efficacy of health promotion activities in public health organizations. Results and Conclusion: Based on the advanced cases of utilizing health education specialists in international and domestic public health organizations, five key roles of health education specialists were proposed. They included developing and applying behavior change strategies necessary to begin and maintain health behavior practices, analysing the needs of the priority population in a systematic way, organizing multiple health behavior change programs and multilevel intervention programs, and doing research on health determinants and scientific evidence of health promotion programs, In order to improve the quality of health promotion services in public health organizations, professional competencies of health education specialist should be developed and strengthened.

In recent years, the demand for green buildings is growing fast due to legislative and social pressures. Construction organizations, which play an important role in promoting building industry growth, are facing with challenges on how to adapt themselves to enhance sustainability of the buildings. In this paper, the green value chain and system frameworks, an extend application of Porter's value chain and system models, are introduced. Based on deep analysis of the green value chain and system frameworks, a revolution model for construction organizations towards green building is created. Management factors critical for a successful green building project, at the firm and project organization level, are extracted. Furthermore, external critical relationships are also identified. Fully understanding of these management factors and the model can help and enable practitioner to know what new capabilities should be deployed and developed in the long run for maximizing sustainability.

Somalian pirates with the onset of civil war in the early 1990s have caused a threat to international transportation. Various international organizations including the International Maritime Organization and the World Food Program are concerned about this problem. The cost of shipping is increasing and food-aid shipment is hindered by these ships are needed military escort. Since 2008, international society has deployed multinational naval vessel in the nearby Somalian sea and strengthen multinational naval operations to minimize damages from piracy.

The purpose of this study is to investigate the perceptions of the organizations in the fields of academics, arts, humanities, and music in Korea on the International Standard Name Identifier (ISNI) which is developed by International Standard Organization (ISO) for assuring the public identities of creators, contributors, and producers to contents in the fields. National Library of Korea (NLK), one of the official registration agencies of ISNI in Korea, launched a consortium, ISNI-Korea, with various organizations in the fields to promote the ISNI registration and application. In this study, focused group interviews were carried out with participants from a total of 13 organizations; these organizations were divided into three groups by the progress on collaboration with NLK at the ISNI-Korea consortium. The current status of the personnel or membership information management by organizations, their expectations and barriers for using ISNI, and the ISNI application to the fields have been discussed intensively during the interviews. Findings from this study could benefit NLK to develop the strategies to promote ISNI in the fields. This study also proposed follow-up studies to enhance the use of ISNI in Korea.

Geopolitics or Political Geography is an essential academic field that should be studied carefully for a more comprehensive analysis of international security relations. However, because of its tarnished image as an ideology that supported the NAZI German expansion and aggression, geopolitics has not been regarded as a pure academic field and was rejected and expelled from the academic communities starting from the Cold War years in 1945. During the Cold War, ideology, rather than geography, was considered more important in conducting and analyzing international relations. However, after the end of the Cold War and with the beginning of a new era in which territorial and religious confrontations are taking place among nations - including sub national tribal political organizations such as the Al Quaeda and other terrorist organizations - geopolitical analysis again is in vogue among the scholars and analysts on international security affairs. Most of the conflicts in international relations that is occurring now in the post-Cold War years can be explained more effectively with geopolitical concepts. The post - Cold War international relations among East Asian countries are especially better explained with geopolitical concepts. Unlike Europe, where peaceful development took place after the Cold War, China, Japan, Korea, the United States, Taiwan and Vietnam are feeling more insecure in the post-Cold War years. Most of the East Asian nations' economies have burgeoned during the Cold War years under the protection of the international security structure provided by the two superpowers. However, after the Cold War years, the international security structure has not been stable in East Asia and thus most of the East Asian nations began to build up stronger military forces of their own. Because most of the East Asian nations' national security and economy depend on the oceans, these nations desire to obtain more powerful navies and try to occupy islands, islets, or even rocks that may seem like a strategic asset for their economy and security. In this regard, the western Pacific Ocean is becoming a place of confrontation among the East Asian nations. As Robert Kaplan, an eminent international analyst, mentioned, East Asia is a Seascape while Europe is a Landscape. The possibility of international conflict on the waters of East Asia is higher than in any other period in East Asia's international history.

Globalization of economy brings both opportunities and threats especially for companies in developing countries such as Korea. Globalization is an opportunity because it may expand the size of market for the company where globalization brings a threat for developing global competitiveness. If the company has already built competitive advantage in its business domain, the company can easily transfer market growth to profit improvement. However, if the company has not developed competitive advantage, globalization of economy will give a serious threat for the survivor of the company. The company might lose its own domestic market share. For the less famous brand of product or company name, international expansion is a challenging strategy. The study evaluated organizational performance of companies that try international expansion by utilizing Miles and Snow's strategy typology. We clustered organizations based on their strategy typology (prospector, analyzer, defender, and reactor) in view of the level of product diversification, new product development instances, level of localization, and autonomy of foreign subsidiary. With the strategy typology, we evaluated international strategy in view of product competitiveness, marketing strategy, human resource strategy, and organizational strategy. The regression result demonstrates that the performance of the company is significantly higher when the company employs prospector strategy. We also found out that product quality and emphasis for developed countries in international expansion are the most important factors for success.
