Investigation of International Nonproprietary Names (INN) Nomenclature System For Biotechnological Products (생명공학의약품의 국제일반명 명명체계 조사)

  • An International Nonproprietary Name (INN) identifies a pharmaceutical substance or active pharmaceutical ingredient by a unique name that is globally recognized and is of public property. Also known as the generic or common names, the official INNs are provided by national and international nomenclature bodies such as United States Adopted Names (USAN), British Approved Names (BAN), Japanese Accepted Names (JAN) and World Health Organization (WHO). Due to the increasing interest on the development of biotechnological products in Korea, needs for the formulated nomenclature body in Korea are arising for systemic management of newly developed biotechnological products. This study investigated and analyzed nomenclature systems and procedures for the selection of recommended INN for biotechnological products in WHO, USAN and JAN. Based on these documents from advanced countries, we suggested a Korean INN nomenclature organization named KAN (Korean Adopted Names or Korean Agreed Names). Composition and roles of KAN and KAN expert committee and a working process for INN selection/approval were also proposed. Taken together, this study provides a detailed information on INN system recognized worldwide and suggests guidelines for establishment of INN nomenclature system for biotechnological products in Korea.

The IMO's Recent Work and Some Domestic Countermeasure to Ensure the Safety of Fishing Vessels and Crew (어선(漁船)과 선원(船員)의 안전(安全)에 관한 IMO의 활동(活動)과 국내적(國內的) 대책(對策))

  • The IMO has made constant efforts for global safety control of fishing vessels operation. As the result varieties of documents, for example, the international conventions, the resolutions, the recommendations and codes were adopted by the Organization. And the Organization contributed to preparing the international standards of marine safety by persuading the member countries to ratify and enforce the documents. The author inspected the content of IMO's activities and recent movement to ensure the safety of fishing vessels and their crew, and obtained the following results in connection with domestic regime. The first is the future prospect and countermeasure against revision and effectuation of "The Torremolinos International Convention for the Safety of Fishing Vessels, 1977". The Authority of Korean Government should make preparations to receive into national legislation as a performance of liability of a party country to the Convention. Secondly, the current domestic legal system has not any serious issues on the education and training for the fishing vessels crew. It is merely necessary to establish and operate the training course for the low grade marine officers.

  • Bans on TBT based antifouling paints have been drafted since 1999 by meetings 42, 43, 45 and 46 for the MEPC (Marine Environmental Protection Committee) of the International Marine Organization, and decided finally at a Diplomatic Conference of the IMO in October 2001. It was a key issue that there should be a global prohibition on the application of organo-tin compounds as biocides in Anti-fouling systems by Jan. 2003, and a complete prohibition on te presence of organo-tin compounds on ships by 1 Jan. 2008. This paper suggests a method to design International Anfi-fouling system cretificate, Record of anti-fouling system, Endorsement of the Records, Declaration on Anti-fouling System, Port State Control and reform(legislative) associated a law.

  • To look at Korea trade environment, as increasing the quantity of goods transported in North-East Asia and deepening national competitive, information-oriented logistics environment is needed. That means it is automated work process and can provide value-added service. To do this, logistics business can be efficiently handled through "Electronic Means for the Clearance of Ships" and electronically data processing. Also, by increasing the risk of international terrorism, regulation regarding to logistics security has strengthened around the advanced country, such as USA and EU, etc. or international organization, such as IMO, ISO, etc.. Furthermore, because trade and logistics environment is changing and security becomes more important in logistics area, movement or status information of goods within the port or in entry in/out becomes more and more be needed in real time. In case cross-border logistics activities, international cooperation or agreement between countries is very important. However, different opinions much happened on defining the interface. If to follow one format or type using at a specific country or organization, it was occurred to difficulty in respect of interoperability as well as additional costs or time. Therefore, this paper proposes common interface model to exchange information for the efficient global SCM for using by the output of Korea R&D project, "National Logistics Standardization System Development".

Legal Aspects for Quality Evaluation Standard of Plant Variety and Seed (식물 품종 및 종자의 품질평가 기준에 대한 규정현황)

  • There are some international standards and organization controling the quality characteristics of varieties and seeds such as UPOV, OECD, ISTA, AOSA. The National List system to check variety performance such as quality characteristics of plant varieties and seeds was established by each countries. The UPOV (International Union for the Protection of New varieties of Plant) regulates the requirement of plant variety protection that is distinctness (D), uniformity (U), stability (S) (here in after called DUS), Novelty and Denomination, and some quality characteristics are used to examine the requirement of plant variety protection by each crops. OECD (Organization for Economic Cooperation Development) seed scheme regulates the seed certification for seed trade between countries. ISTA (International Seed Testing Association) and AOSA(Association for Official Seed Analyst) regulates the seed analysis standard and methods. Most of the countries in Europe has the National List system, which check the value for cultivation and use(VCU), that is to say, variety performance such as yield, quality and stress to environment. All the seeds should be enlisted in the National List before sell the seed in their country. All the quality characteristics checked variety performance are for instance, amylose and amylopectin content in rice, molting quality, $\beta$-glucan, protein in barley, protein and sugar content in soybean, sugar and amylopectin content in corn etc. Conditions for the protection of new variety of plant are DUS. Quality characteristics may be the important characteristics and used to check DUS in crop by crop. It is very important to develop a new characteristics and establish standard method fur examine the VCU and DUS test for each crop.

Study about the conventions that our country currently comes into r1fect, and there is during forwarding and correspondence must be performed effectively. In this paper, International convention on the control of harmful Anti-Fouling system on ship, Ballast water management, Prevention of air pollution from ships, treat a main pending problem in ocean related environmental regulation convention.

Eco-friendly selection of ship emissions reduction strategies with emphasis on SOx and NOx emissions

  • Increasing amounts of ships exhaust gases emitted worldwide forced the International Maritime Organization to issue some restricted maritime legislation for reducing the adverse environmental impacts arising from such emissions. Consequently, ships emission reduction became one of the technical and economical challenges that facing the ships, operators. The present paper addresses the different strategies that can be used to reduce those emissions, especially nitrogen oxides and sulfur oxides. The strategies included: applying reduction technologies onboard, using of alternative fuels, and follows one of fuel saving strategies. Using of selective catalytic reduction and sea water scrubbing appeared as the best reduction technologies onboard ships. Moreover, among the various proposed alternative fuels, natural gas, in its liquid state; has the priority to be used instead of conventional fuels. Applying one of those strategies is the matter of ship type and working area. As a numerical example, the proposed methods were investigated at a high-speed craft operating in the Red Sea area between Egypt and the Kingdom of Saudi Arabia. The results obtained are very satisfactory from the point of view of environment and economic issues, and reflected the importance of applying those strategies.

Design of Digital Transmitter and Receiver Modules in ILS (항공 계기착륙 디지털 송수신 모듈 설계)

  • ILS(Instrument Landing System) is the international standard system for approach and landing guidance. ILS was adopted by ICAO(International Civil Aviation Organization) in 1947 and is currently being used in commercial systems. To design the digital transmitter and receiver modules that can be mounted in the integrated ILS, we propose the digital design methods of digital double AM modulator and demodulator using FPGA chip, DDS(Direct Digital Synthesizer) for generation of sampling clock, demodulator of DDC(Digital Down Converter) structure, and spectrum analyzer using DSP chip. We demonstrate the efficiency of the proposed design method through experiments using developed transmitter and receiver modules. This system can be used as a high-performance commercial system.

A Global Strategy of a Company that Uses Culture Content as its Core Business

  • Purpose: The international business is affected by significant cultural factors that may impediment the operation and the ultimate performance of a business organization. The current study aims to investigate prior literatures works to find cross-cultural discrepancies such as the cultural distance that impacts international companies' operations and management and develop appropriate strategies for realizing high performance while overcoming these challenges. Research design, data and methodology: To find the required sources, the study employed the use of secondary data. Different search strategies were used to find the necessary materials from various sources. The data composed of an extensive review from multiple peer-reviewed journals and other existing research. Results: Based on literature analysis, the current study suggests novel seven strategies for multinational organizations. As a result, this study provides various pieces of literature to deduce meaningful information on the appropriate business strategies that a company can use to bridge the gap of the limitations of cross-cultural impacts on international businesses. Conclusion: An organization moving into a new cultural environment faces challenges including tastes and preferences, norms, language barriers, and beliefs. Organizations, therefore, have to devise the best strategies to align themselves with the prevailing cultural conditions to reap the benefits of internationalization.
