선박설계단계에서 손상안전성 평가에 관한 연구 (A Study on the Damage Safety Assessment in Ship Design Stage)

  • Recently ship safety regulations are being reinforced to improve maritime safety and to prevent maritime pollution by International Maritime Organization. It means that the regulation is becoming more proactive rather than reactive. In the mean time, design philosophy is also moving from rule based design to performance and simulation based design. In this paper, a study on practical application of the damage safety assessment system is carried out. The damage stability and the survivability of a cargo ship that was designed based on current regulation is investigated using performance based design tools in order to improve the safety of the design and verify the performance of the developed damage safety assessment system. To do this, damage scenarios is established and the characteristics and geometry the cargo ship is modeled. A new design alternative is proposed with small change in the internal arrangement based on safety evaluation results of the current design.

Is It Possible to Achieve IMO Carbon Emission Reduction Targets at the Current Pace of Technological Progress?

  • Purpose - The primary purpose of this study is to verify whether the target set out by the International Maritime Organization (IMO) for reducing carbon emissions from ships can be achieved by quantitatively analyzing the trends in technological advances of fuel oil consumption in the container shipping market. To achieve this purpose, several scenarios are designed considering various options such as eco-friendly fuels, low-speed operation, and the growth in ship size. Design/methodology - The vessel size and speed used in prior studies are utilized to estimate the fuel oil consumption of container ships and the pace of technological progress and Energy Efficiency Design Index (EEDI) regulations are added. A database of 5,260 container ships, as of 2019, is used for multiple linear regression and quantile regression analyses. Findings - The fuel oil consumption of vessels is predominantly affected by their speed, followed by their size, and the annual technological progress is estimated to be 0.57%. As the quantile increases, the influence of ship size and pace of technological progress increases, while the influence of speed and coefficient of EEDI variables decreases. Originality/value - The conservative estimation of carbon emission drawn by a quantitative analysis of the technological progress concerning the fuel efficiency of container vessels shows that it is not possible to achieve IMO targets. Therefore, innovative efforts beyond the current scope of technological progress are required.

  • 현재 IMO(International Maritime Organization)에서는 기존에 비효율적이며 사용이 제한된 NBDP를 대체할 새로운 무선설비를 채택할 계획이다. 그러므로 여러 국가에서는 디지털을 사용하는 신기술을 채택한 무선설비를 제안하고 있다. 그러나 데이터 통신을 사용하기 위해서는 기존 스펙트럼 할당을 수정해야 한다. 이외에도 신기술 채택에 따른 기존 통신 설비와 간섭 및 공유 문제 등도 분석되어야 한다. IMO는 이를 위해서 ITU(International Telecommunications Union)에 기술적분석을 요구했으며 ITU-SG8B에서는 관련무선설비에 대한 제안과 스펙트럼 및 간섭관련 무선규칙/권고를 검토하고 있다. 본 고에서는 IMO 및 ITU에 제출된 NBDP를 대체할 신기술들을 분석했으며, IMO 및 ITU 그리고IEC(International Electro-technical Commission)의 관련 표준 및 권고 개발 현황에 대해서 분석하였다.

A study on northern sea route navigation using ship handling simulation

  • Recently, the viability of the Northern Sea Route has been receiving a remarkable amount of attention. Owing to global warming, glaciers in the Arctic Ocean have been melting rapidly, which has opened up navigation routes for ships with commercial as well as research purposes. At present, vessels can be economically operated along the Northern Sea Route four months of the year. However, studies have shown that the economical operating time may increase to six months by 2020 and year-round by 2030. Even though the conditions of the Northern Sea Route are extreme, the main reason for its use is that the route is shorter than the existing route using the Suez Canal, which provides an economic benefit. In addition, 25% of the world's oil reserves and 30% of its natural gas are stored in the coastal areas of the East Siberian Arctic region. Many factors are leading to the expectation of commercial navigation using the Northern Sea Route in the near future. To satisfy future demand, the International Maritime Organization established the Polar Code in order to ensure navigation safety in polar waters; this is expected to enter into force on January 1, 2017. According to the code, a ship needs to reduce its speed and analyze the ice for safe operation before entering into it. It is necessary to enter an ice field at a right angle to break the ice safely and efficiently. This study examined the operation along the course for safe navigation of the passage under several conditions. The results will provide guidelines for traffic officers who will operate ships in the Arctic Ocean.

수면비행선박의 통항항법에 대한 고찰 (A Study on the Navigation Rules of Wing-In-Ground Effect Craft)

  • 수면비행선박의 지위가 국제해사기구(IMO)에서 선박으로 분류하는 것으로 결론지은 이후, 국내외적으로는 몇몇 규칙과 권고 사항들이 개정 및 승인되었다. 하지만 정작 수면비행선박의 종류 및 운항특성을 고려한 항법에 관해서는 규정이 미비하고, 수면비행선박간 항법에 관련해서는 규정이 되어 있지 않다. 이러한 상황에서, 현행 법령상에 다른 선박들과 수면비행선박간의 책임 관계를 명확히 하기 위하여 서로 시계에 항법상의 수면비행선박 관련 규정을 모든 시계로의 항법상으로 이동할 것과 수면비행선박간 안전통항을 확보하기 위하여 타입 'B'와 'C'의 수면비행선박이 타입 'A'의 수면비행선박을 피항해야 한다는 규정이 신설되어야 한다고 판단된다.

  • 국제해사기구의 e-Navigation 전략은 선박에 새로운 기술을 도입하여 더욱 편리하고 안전한 항해를 지원하는 것이다. e-Navigation 전략 이행을 위해 다양한 해양 정보 서비스에서 발생 가능한 요구사항을 수용할 수 있는 공통 데이터 모델이 필요하게 되었고, 최종적으로 국제수로기구의 S-100 표준이 선정되었다. 이 중 해양기상정보를 차세대 전자해도정보시스템에서 표출하기 위한 S-41X 제품표준은 현재 개발이 미 완료된 시점이다. 본 논문은 S-41X 제품표준 중 격자 데이터 기반의 S-413 제품에 대한 데이터 모델을 설계하였다. 또한 격자 데이터 형식을 지원하는 타 S-100 데이터 제품을 참고하여 국내 원시자료인 기상청 수치예보모델 결과를 활용한 제품 인코딩 테스트 단계의 연구를 수행하였다.

The Analysis of MOUs and their Activities Related to Port State Control

  • The Memorandum of Understanding (MOU) is the document of intent signed between the Port States Control(PSC) to undertake a uniform as agreed. Though the MOU is not a legally binding, in case where the agreed items are violated without a just cause, the denunciation will follow. International Maritime Organization (IMO) and regional MOUs have been making amendments and reinforcing the relevant requirements, so that port State Authorities can effectively eradicate the substandard vessels. However, the various problems have arisen due to the existence of different requirements of each MOU, the lack of information exchange between each MOU, the lack of uniform PSC implementation within the same MOU and the lack of adequate system due to the short history of MOUs. In this paper, the MOU records for three years (1999∼2001) were analyzed according to each MOU, type of ship, deficiency code, classification society, the number of inspected ships and the number of detained ships to assess the problems (Statistics during 2002 will be published after August 2003). The purpose of this study is to help better understand the PSC activities within each MOU and to establish effective countermeasures by grasping the problems that exist in the PSC at present.

친환경선박 인증과 연계한 톤세제도 합리화 방안 (Renewing Tonnage Taxation of Shipping in Linkage to Greenship Certification Scheme)

  • Tonnage taxation has contributed to developing the Korean maritime industry through tax relief for shipping companies. The current tonnage taxation relies on the net tonnage as an earning-capacity indicator in a merchant ship. Although the tonnage tax accords with horizontal equity, it does not match vertical equity because of the different taxable capacities of an individual company. Nowadays, maritime transport uses a dedicated vessel, and each shipping freight embeds a different value of time. It means the tonnage taxation regime should consider the added value of each shipping freight. Meanwhile, as the environmental regulations led by the International Maritime Organization are being strengthened, the Korean merchant fleet must be eco-friendly soon after. This study explores the alternative to renewing tonnage taxation by utilizing the Greenship certification and considering the ability-to-pay principle. Because the Greenship certification scheme encourages shipping decarbonization, maritime transport by a certified ocean-going vessel comes to be treated as an activity for the green economy. Special taxation for the green economy may contribute to shipping sustainability and market competitiveness.

소형선박(어선) 실시간 복원성 감시 시스템 실험적 검증 (Stability evaluation technology in real-time for autonomous ships)

  • 소형선박인 어선·낚시어선의 전복 사고로 인한 인명 사고가 지속적으로 발생 되어지고 있다. 소형선박인 어선·낚시어선의 운항 시 선박의 운항자가 선박의 실시간 복원성 상태 인지 없이 어업 또는 낚시 활동하는 동안 해양 환경 상태 또는 적화 상태 변화와 추가적인 외력에 의해서 선박의 전복 사고가 발생 되어진다. 본 연구에서는 소형선박 어선·낚시어선의 실시간 복원성 감시를 위한 안전키트의 실험적 검증을 실시했다. 안전키트의 자이로센서를 활용하여 실시간 횡요각 데이터 측정 및 주파수 분석하여 횡요주기를 도출하고 횡메타센터(GM)을 도출한다. 또한, 실사간 도출된 GM에 따라 국제해사기구(IMO, International Maritime Organization) 비손상 복원성 평가 기준 값을 추정한다. 실험적 검증을 통하여 개발된 소형선박 어선·낚시어선용 안전키트의 정확도 확인 및 개선점을 발견하였으며, 향후 연구 계획에 대해서 제시했다.

Maritime radar display unit based on PC for safe ship navigation

  • A prototype radar display unit was implemented using inexpensive off-the-shelf components, including a nonlinear estimation algorithm for the target tracking in a clutter environment. Two custom designed boards; an analog signal processing board and a DSP board, can be plugged into an expansion slot of a personal computer (PC) to form a maritime radar display unit. Our system provided all the functionality specified in the International Maritime Organization (IMO) resolution A422(XI). The analog signal processing board was used for A/D conversion as well as rain and sea clutter suppression. The main functions of the DSP board were scan conversion and video overlay operations. A host PC was used to run the tracking algorithm of targets in clutter, using the discrete-time Bayes optimal (nonlinear, and non-Gaussian) estimation method, and the graphic user interface (GUI) software for Automatic Radar Plotting Aid (ARPA). The proposed tracking method recursively found the entire probability density function of the target position and velocity by converting into linear convolution operations.
