On the Unified Requirements of IACS (국제선급(國際船級) 기술규칙(技術規則)의 통일화(統一化) 작업(作業)에 대하여)

  • The International Association of Classification Societies(IACS) can trace its original back to the International Conference on Load Lines of 1930 and was established in 1968. Long before the formal foundation of IACS, a number of working parties existed to carry out studies of specific topics concerning technical rules of classification. The general terms of reference of the working groups of IACS are to draft unified rules and regulations between Societies, to study safety standards at the request of the International Maritime Organization(IMO) and to prepare unified interpretations of technical regulations of international conventions. As an associate member since 1975, the Korean Resister of Shipping has been actively attending the meeting of IACS working parties. In this paper, summaries of major agenda of the working parties including history of unified requirements and relevant technical tendencies are explained for the purpose of providing better understanding of the rule development.

Considerations Regarding the Application of IMO Maritime English Model Course 3.17 in Korean Contexts

  • The importance of clear and effective communication at sea has been greatly emphasized due to the increase in multiculturalism on board both ocean-going and coastal vessels, and the necessity of systematic English training based on 'Knowledge, Understanding, and Proficiency' specified in STCW has also been recognized. With these growing needs in mind, the International Maritime Organization (IMO) updated the Maritime English (ME) Model Course 3.17 in 2015 by providing guidelines on language education within two separate categories, General Maritime English (GME) and Specialized Maritime English (SME). The IMO is now attempting to create a new, global framework of ME education and training, and this this new course model must first be thoroughly understood in order to explore the ways to apply the modified version into the context of current ME education in Korea and to design an updated language curriculum. Therefore, the general structural features of the new model course will be explained in this paper, and the course focus set by IMO and to be considered and/or adopted by the Republic of Korea will be closely examined. Finally, suggestions will be made on how to implement this revised model course in practice with the following focus: the development of localized curriculum for GME and SME; the provision of practical teaching guidance through relevant online and offline materials for class and self-study; and the establishment of qualification guidelines and a teaching support system for language teachers in maritime and language education.

Analysis of the Suitability of Japan's Regional Navigation Satellite System for Domestic Navigation (국내 항해를 위한 일본 지역위성항법시스템 활용의 적합성 분석)

  • The International Maritime Organization (IMO) explicitly stipulates the required performance of satellite based radio-navigation systems available for navigational purposes. Until 2019, the IMO had only recognized systems that could be serviced globally for satellite based radio-navigation. However, India's regional navigation satellite system has been approved recently, and other regional navigation satellite systems have also been made available for maritime navigation. Thus far, the IMO has approved the use of a total of five satellite navigation systems, such as the GPS, GLONASS, Galileo, BeiDou, and NavIC. In Korea, in addition to the four satellite based radio-navigation systems that are used excluding NavIC, Japan's regional navigation satellite system that has not yet been approved can be received. Japan has requested the IMO to recognize the QZSS as a WWRNS to formalize its use for ocean navigations. Given that the service coverage of the QZSS is not limited to Japanese territorial waters and also includes Korean waters, the suitability analysis of the QZSS for domestic navigation is important for maritime safety. This study aims to analyze the suitability of using the QZSS for domestic navigation. Accordingly, this work explores the status and plans of the QZSS as well as the performance required by the IMO for recognition as a WWRNS. The methods and environmental conditions examined in this work are described, and the analyzed results are presented in terms of positioning accuracy and availability.

Performance Evaluation Plan of Maritime VHF Digital Communications System (해상용 VHF 디지털통신 시스템의 성능평가 방안)

  • IMO and IALA have undertaken projects that GMDSS Modernization and E-navigation, which refer to "Future digital communications systems" for a more efficient transmission of voice and data communications in the VHF maritime mobile service. ITU has also resolved in WRC-07 Resolution 357 to study the use of spectrum-efficient technologies in order to provide for the operation of ship and port security and maritime safety systems. IALA and ITU WP5B have coordinated for the technical developments and the spectrum issues. Recommendation ITU-R M.1842-1 has approved by WP5B meeting. This revision provides a wideband data service both 50kHz and 100kHz in the VHF maritime mobile service. This paper has studied E-navigation, its needs for data exchange that includes explanations of the current methods for transmitting data by VHF that based in land mobile radio service. A further technologies trend is estimated for Recommendation ITU-R M.1842-1, that is based on the land mobile radio standards with some tailored to fit the needs of the maritime mobile service.

  • The International Maritime Organization(IMO) adopted the International Convention for the Control and Management of Ships' Ballast Water and Sediments in 2004 to prevent the transfer of aquatic organisms via ballast water. Forty ballast water treatment systems were granted final approval. A variety of techniques have been developed for ballast water treatment including UV treatment, indirect or direct electrolysis, ozone treatment, chemical compounds and plasma-arc method. In particular, using plasma and ozone nano-bubble treatments have been attracted in the fields. However, these treatment systems have a problem such as remained toxic substance, demand for high power source, low efficiency, ets. In this paper, we present our strilization results obtained from membrane type electrolytic-reduction treatment system The core of an electrolysis unit is an electrochemical cell, which is filled with pure water and has two electrodes connected with an external power supply. At a certain voltage, which is called critical voltage, between both electrodes, the electrodes start to produce hydrogen gas at the negatively biased electrode and oxygen gas at the positively biased electrode. The amount of gases produced per unit time is directly related to the current that passes through the electrochemical cell. From the results, we could confirm the sterilization effect of bacteria such as S. aureus, E. Coli and demonstrate the mechanism of sterilization phenomena by electrolytic-reduction treatment system.

  • The International Maritime Organization (IMO) is promoting the introduction of e-Navigation that prevents maritime accidents by fusion of Information & Communication Technology (ICT) with ship operation technology. In Korea, Korean e-Navigation is also being developed for fishing vessels and small vessels sailing offshore, which are vulnerable to maritime accidents. However, for the successful development of Korean e-Navigation, it is necessary to develop an indicator that can evaluate the development performance so that the development performance that has been progressed so far can be evaluated and the development direction can be re-established. Therefore, this study attempted to develop an evaluation index tailored to the development goal of e-Navigation service centering on the collision accident, which is a major maritime accident. In this study, a collision accident evaluation index for e-Navigation service was developed by deriving and quantifying the root cause of maritime collision accidents using Root cause analysis(RCA) and fault tree analysis (FTA) techniques. This indicator is considered to be helpful in reducing maritime accidents as it is used as a development indicator for e-Navigation and an indicator for maritime collision accident analysis.

  • A series of total loss of log carriers of G/T 4000 class which are engaged in EAST-SOUTH ASIAN route have been reported during the last decade. The casualties has been investigated in depth to draw the efficient means of safety. The results of this investigation, which are described in this paper, have been submitted to INTERNATIONAL MARITIME ORGANIZATION(IMO) by KOREAN GOVERNMENT in cooperation with the KOREAN REGISTER OF SHIPPING to request the revision of stability criteria of ship carrying timber deck cargoes.
