이 논문에서는 IMO-MEPC AFS 협약 채택(2001년 10월 5일)에 대한 국내 업게의 동향을 조사·분석하고 이를 바탕으로 AFS 협약과 연계된 국내법 마련(해양환경관리법 입법 방향, 선박안전법의 개정안)과 아울러 국제방오시스템증서 발급 방안, 효과적인 유해방오시스템 규제 방안(항만국 통제의 방안)을 제시하며, AFS 협약의 효율적 관리를 위한 관련부서의 일원화 방안 등을 마련하였다.

The transportation of oil has increased due to the growth of marine industries and oil refineries. Oil residues and waste discharged to the ocean has increased due to accidental and/or intentional discharges. The International Marine Organization(IMO) has made compulsory that every oil tanker of 150 gross tonnage and above and every ship of 400 gross tonnages other than tankers and above should be provided with an oil record book. The entries in the oil record book should be made in accordance with the IMO guidelines. Specifically, engine room generated oil residues should be recorded in the oil record book from January 1, 2011. Also, the developed IMO guideline should be added for the prevention of dispute with the Port State Control Officers and(or) Tanker Vetting Inspectors. This oil record book will be in operation and of valued assistance to the marine officers, according to the IMO policy for the prevention of the waste oil and the oil mixtures from the machinery space. 국제해사기구는 선박기인 $CO_2$ 저감을 위해 SEEMP를 시행 하였다. 본 논문에서는 국제해사기구가 권고한 SEEMP 시행 방안과 세 해운선사의 SEEMP 적용 사례를 동일 기준으로 비교 분석 하였다. 이를 통해 적용상의 문제점을 파악하여 해운선사들이 SEEMP를 더욱 효율적으로 적용하기 위한 개선 방안을 제시하였다. 개선방안으로는 Company EEOI의 오류 수정, EEOI 데이터 획득 기간 통일, 에너지 효율 운항을 위한 조치사항 준수, 다양한 연료에 대한 $CO_2$ 환산 계수 제시, 국제해사기구의 공식적 기준을 통한 EEOI 목표값 설정이 있다.

The human being continued the processing of improvement for well being life according to scientific results The other hand, All the seaman life take the rest and sleep in ship's office and living room. In this case, many crew took the pain of back spain or deposit the his fatigue, This will be decrease the productivity owing to crew's back spain or fatigue etc. In this study researched the problem of ship's bed mattress and the principle of Well being air mattress in technical standard etc. Specially decreased some kinds of bacillus, germ and many kinds of bacteria by using of tourmaline which emitted the far red light and negative ion from surface of the mattress. We developed and applied the ship's Well being air mattress to off shore and various kind of ship by International Labour Organization convention 192.

해양안전 및 환경보호를 목적으로 하는 국제해사기구(IMO)의 결의서와 협약은 우리나라의 조선업과 해운업에 직접적인 영향을 끼쳐왔기 때문에 산 학 관 협업으로 IMO 의제를 다루기 위한 전문 기관을 설립할 필요가 있다. 이를 위해 기존의 관련 조직과 기능을 새로운 조직으로 통합함으로써 연구원 40명 규모의 '국제해사협력센터'를 설립하고 한국해양수산개발원에 위탁 운영하는 방안을 제시하였다. 조직 운영에 필요한 예산 규모를 산출하고 민간과 공공부문으로부터 재정확보를 위한 현실성 있는 방안 제시와 함께 조직의 영속성 확보를 위해 해사안전법 개정을 제안하였다.

Recently the global warming caused by greenhouse gas has emerged as a global environmental problem. For this reason the continued efforts to reduce greenhouse gas emission by international cooperation and each country are in progress. Climate changing has been recognized as the world economy development from fossil fuel use is the culprit. The international maritime organization marine environment protection committee of the global warming reduction emerged restrictions on air pollution have been strengthened. Therefore, the author has investigated the effects of fuel temperature on the characteristics of combustion and performance, using an four-cycle, six cylinders and direct injection diesel engine. The results of cylinder pressure, rate of pressure rise, rate of heat release and specific fuel consumption were increased by changing of fuel temperature.

해상운송행위는 세계시장 단일화에 따라 그 중요성이 커지고 있으며 그와 더불어 해상운송행위를 대상으로 자행되는 해적 및 해상 무장강도, 해상테러범죄가 국제사회의 이슈가 되고있다. 이에 대해 IMO등 국제기구를 중심으로 국제법적으로 규제하려는 움직임이 지속되고 있다. 그러므로 해상운송행위를 저해하는 해적 및 해상무장강도, 해상테러를 해상안전범죄로 규정하고 각각의 개념과 법적 성격을 분석하며, 현재 대응제도의 문제점들을 지적하고 국제법적 규제강화방안을 제시하였다.
