Internet EC accomplish to simply electronic business from all process integration of production, marketing and customer service. Also customers gain to goods information by one-line product reference, order, product information exchange and negotiate to low cost for high quality goods. This paper wants to suggest some issues on the acceptance of payment order in Electronic Funds Transfer of USA. The result can be summarized as fellows; First, originator's bank accepts a payment order when it executes the order. Secondly, beneficiary's bank accepts a payment order at the earliest of the following times: (1) when the bank pays the beneficiary as stated in Section 4A-405(a) or 4A-405(b), (2) when the bank notifies the beneficiary of receipt of the order or that the account of the beneficiary has been credited with respect to the order unless the notice indicates that the bank is rejecting the order or that funds with respect to the order may not be withdrawn or used until receipt of payment from of the order. (3) when the bank receives payment of the entire amount of the sender's order pursuant to Section 4A-403(a)(1) or 4A-403(a)(2). Lastly, the acceptance of a payment order cannot occur before the order is received by the receiving bank.

Since 11 September 2001, the awareness of terrorists' actions has clearly risen. The potential threat of terrorists using containers poses a large risk to our economies and to our societies. In order to protect cargo from damage and terrorist threats, business and government turn to RFID and IC tags, and tradition container is replaced by IC smart container. In this study, presented application of IC tag and future tasks to Container transport by sea in viewpoint of security strengthening. First, realization and international SCM realization structural order that cover container supply chain whole of international standardization and association between industry are certainly needed. Second, it may have to try in technical development for IC tag Ratio that can read elevation moment develop suitable IC tag or reader in International Standard. Third, Need to establish concrete use policy as soon as possible in national dimension at the same time effort for international standard normalization of frequency. Finally, it shows to uses jointly with electron sealing and must solve problem about usable plan and information leak.

This article discusses the critical issues on obligations and responsibilities in electronic funds transfer(EFT) between Article 4A of the UCC and the Model Law on International Credit Transfers of UNCITRAL. The electronic fund transfers begin with the issue of the payment order by the originator to the receiving bank for the beneficiary. All obligations and responsibilities of parties concerned occur when the receiving bank accept the originator's payment order to executes. So far, some the most compelling studies have focused on the legal obligations and responsibilities of electronic fund transfer in Korea. Therefore, In this paper, we would like to examine some problems of obligations and responsibilities in electronic fund transfer from Article 4A of UCC and the Model Law on International Credit Transfers of UNCITRAL. And also we present some Implications to reform EFT Law for the efficient application.

This study is a meta-analysis of the articles published over the last 18 years from the first edition of the "International Commerce and Information Review" to December 2016. 1047 papers were published in "International Commerce and Information Review" until 2016. Many articles appeared in the order of electronic trade field, product and service innovation field, regional trade information field, trade law system field, and trade negotiation field. There are more than 15 major fields of authors who have published more than 20 papers."International Commerce and Information Review" is a multi-disciplinary journal by scholars in various major fields. Most of the authors belong to universities and the proportion of papers that receive research grants is 19.7%. 46 authors have published more than 5 papers in "International Commerce and Information Review", and their H-index is 5.6. Influence Index (IF) of the "International Commerce and Information Review" in 2016 is 1.02. The main keywords of the papers published in "International Commerce and Information Review" are e-commerce, Internet, service trade, China, e-trade, Korean Wave, FTA, SME and foreign direct investment.

This paper presents an evaluation criteria of an information system availability for guaranteeing availability (service target level) from the perspective of the SLA contract and its technical point of view. In order to verify the effectiveness for information system failure and availability guarantee measures, three cases were examined. In summary, the failure time was reduced by 32% ~ 62% after applying the availability guarantee measure, verifying the excellence in the evaluation of an information system availability.

The interest in wine has been increasing because of raised standard of living, increased leisure time, raised interest in health. Therefore, a few wine related tourism product has introduced to public including wine train to Young-dong region and overseas wine tour package. This study focused on motivation to visit overseas wine tour package in order to segment target wine tourism countries. As a result, three different markets were segmented and they showed different characteristics with regard to demographics, tourism behavior, and preferred wine tourism countries.

Recently open data has been spread rapidly in the world include Korea. Accordingly in international trade field open data and using it became a key point to get competitiveness. In this study, the author make an attempt to suggest the way for quality improvement of international trade information by looking for some problems with crating and using the information. Thus, the problems of using information are can be point out as follows. Firstly the range of open data is narrow. Secondly the management of the open data is not conducted properly. Thirdly the suppliers of the open data didn't prepare some investigation system for their data's usability for user. Expansion of the organizations who open data is one way to solve quantitative problem. There are four suggestions to solve qualitative problems. Firstly the guidelines should be established and operated in each organizations respectively. Secondly the criterion of expenses for open data should be arranged among the concerned parties. Thirdly the ability of the manpower and organization who charged in the quality improvement of information should be reinforced both quantitatively and qualitatively. Lastly the system for data usability for user should be equipped in early stages. Finally the author emphasize the establishment of total management system for using open data in international trade is not needed only the efforts of the specific parties but also all parties led by Ministry of Industry, Trade and Energy in order to carry out above suggestions successfully.

The integration, openness, participation, and technology are essential elements of digital information resources in order to establish an unified and cooperative network of various digital knowledge-information abroad. This study analyzes policies, technologies and administrative aspects of international cooperative networks such as WDL, IPL, TEL. Based on the analysis, a number of collection standards for international cooperation are drawn. Analyzed standards are divided into four different aspects and applied to produce detailed appraisal standards for digital knowledge-information. In conclusion, in order to map out strategies and policies for developing an international cooperative network, the study proposes a number of principles and models for making an appraisal of collections.
