An Empirical Study on the Conflict in Business-to-Business Electronic Commerce (기업간(企業間) 전자상거래(電子商去來)에서 갈등(葛藤)에 관한 실증적(實證的) 연구(硏究))

  • 본 논문은 최근 우리 나라에서 그 이용이 확산되고 있는 기업간 전자상거래(Business-to-Business Electronic Commerce)에서 수입과 관련한 갈등을 파악하고자 하였다. 구체적으로는 첫째, 전자상거래 환경하에서 갈등의 원인은 무엇이며, 그 성격은 어떠한지를 검토하고 갈등이 겉으로 드러나지 않은 상태에서 어떠한 형태의 갈등원인이 기업(수입당사자)으로 하여금 해외공급선에 대한 불만을 갖도록 하는가를 밝힌다. 둘째, 전자상거래 환경하에서 기업(수입당사자)과 해외공급선간의 무역갈등에 대한 인식과 행동에 있어서 갈등의 위치는 어떠한지를 알아본다. 셋째, 이러한 무역갈등의 결과 내지 여파는 어떻게 나타나는지를 밝혀 전자상거래 환경하에서 무역갈등 모형을 수립하고, 이러한 갈등을 효율적으로 관리하여 기업간 전자상거래의 활성화를 도모하고자 한다.

The Effect of Strategic Alignment on the Performance of Electronic Commerce (전략적 연동이 전자상거래의 성과에 미치는 영향)

  • The strategic alignment between internet marketing's strategic orientation and EC system's strategic orientation is an important concept in Electronic Commerce. This study measured internet marketing's strategic orientation, EC system's strategic orientation, strategic alignment, and strategic EC performance based on previous studies. Analysis of data gathered in mail survey of korea firms in KOSPI and KOSDAQ. The findings suggest that companies with high strategic alignment are better performing EC strategically, and internet marketing and EC system's strategic orientation are positive related to strategic alignment and performance of EC. This study supports that the level of the EC executive's participation in internet marketing planning influences strategic alignment of the EC plan with the internet marketing plan. Further, high levels of that alignment are associated with increased use of EC for strategic performance.

A Study on the Improvement of Import Clearance System for Express Consignments by Increase of Electronic Commerce (전자상거래 확대에 따른 특송물품 수입통관시스템의 개선방안에 관한 연구)

  • Recently, Electronic commerce market is growing sharply for the expansion of internet and development of means of air transportation. Import Clearance System for express consignments, introduced in Korea, confers some benefit upon express consignments, ie. prompt clearance, simplification of the clearance procedure, exemption of necessary documents. But it has some problems such as lack of social security and trade compliance. So it requires some improvements as follows. Firstly, it has no legal background to clear all articles valued at US$100 or less carried by an express consignment operator. So customs brokers, not express consignment operators, should clear that articles. Secondly, it should be presented necessary documents including commercial invoice to prevent a wrong price declaration in entering express consignments valued at US$100 or less. Thirdly, X-ray inspectors must enhance their inspection ability. Customs must provide education programs for X-ray inspectors to improve their inspection ability. Lastly, Cargo selectivity system for express consignments have to be improved to operate effectively.

  • Emerging digital economy, e-business, especially business to business(B2B) electronic commerce is understood one most single critical competitive weapon for organizations' global competitiveness. According to government white paper, Korea's electronic commerce records expansion stage in its volume and variety. Although Korea has remarkable EC records, still some differences are existed compare to the developed countries. IT in the developed countries, played an engine for the economic restructuring as well as for the economic growth. But in Korea, it's not fully utilized by the reasons of economic and noneconomic bottlenecks. Under the digital economic surroundings, EC or e-Business, is a business system to achieve the economic efficiency in the levels of an organization as well as a nation. So, we have to find the ways to utilize our EC infrastructure to contribute for the nation's global competitiveness. To find the way, this study recommends two types of policies, pull and push, beyond the OECD's suggestion, to government in order to expansion of EC, especially B2B EC.

The Change of Market Environment toward B-to-B E-Commerce and Groping Ways out of the Difficulties of Companies (기업간 전자상거래로의 시장환경 변화와 기업의 활로 모색)

  • The world is now meeting the era of e-commerce by development of information technology and the fast increase of use of internet. So, Korean government prepared "the colligation plan for electronic commerce activating" and WTO decides to prolong no custom on e-commerce till November 2001 when the fourth WTO Ministerial Conference holds a meeting. OECD discussed the construction of intellectual property rights of the global dimension at the Global Forum on January 2001 and reached to research the social influence of B-to-B e-commerce and to pursue the acceleration of e-commerce. UNCITRAL(United Nations Commission on International Trade Law) enacted UNCITRAL Model Law on Electronic Commerce in order to activate e-commerce, and Bolero.net serves electronic Bill of Lading to facilitate cyber trading. The purpose of this paper is to present the direction of confrontation to the these internal and external changes of business environment to Korean enterprises. Off-line enterprises should move fast to e-commerce on the condition that the existing trading at the original markets runs parallel with e-commerce. n needed, off-line enterprises should consider M&A with existing on-line firms. Also, off-line firms make use of Bolero system so that they can carry through paperless trade which means the achievement of efficiency in trading, On-line enterprises should advertise in the form of banner by combination of push and pull styles. B-to-B e-commerce firms should not depend on only the commissions, but they should create characteristic earnings by their peculiar services.

  • A comprehensive electronic trade portal such as the electronic bills of lading, e-negotiations and so on, is developed by the Korea Ministry of Knowledge Economy and International Trade Association and serviced by KTNET. The portal, so called u-TradeHub, formally started to provide its services on 22nd May, 2009. If the shipper issues electronic bills of lading, the negotiating bank examines it through the established e-Nego system. However, the issuing bank overseas cannot examine the electronic bills of lading, because any interactive system does not exist. So, after the e-Nego, the electronic bills of lading gets automatically transformed into the paper-type electronic bills of lading and issuing bank examine paper B/L. In process of examining documents, the beneficiary using electronic means in letter of credit transactions may face some risks such as the corruption to the electronic bill of lading after its issuance by the carrier, the corruption after e-Nego and the corruption after the presentation to the issuing bank. In this paper, we studied the problems on corruptions to occur in the middle of the examination process of the electronic bills of lading and suggestions how to solve them are discussed.

  • Electronic Commerce has already existed for over 20 years. The Bolero project initially had the support of TEDIS, and now is jointly financed by SWIFT(Society for World International Financial Telecommunications) which handles most of the electronic funds transfer for banks, and the Through Transport Mutual Assurance Association(the TT Club), a mutual insurance association most of whose members are drawn from the Multimodal transport industry or transport intermediaries. Bolero's mission is to provide guaranteed and secure delivery, in electronic form, of trade documentation, globally, based on a binding legal environment and common procedures, Bolero will also provide a platform for provision of neutral cross-industry services. TradeCard is a payment and settlement system that is an alternative to letters of credit. That is, TradeCard is a business-to-business e-commerce infrastructure that enables buyers and sellers to conduct and settle international trade transactions securely over the Internet. Paperless, payment-guaranteed international trade transactions - which eliminate the traditional letters of credit with electronic certifications - are widely considered the most difficult B2B transactions to conduct.

A Study on the Outcome of International Trade Practice in Commitment of Electronic Trade (전자무역의 몰입이 무역업무성과에 미치는 영향에 관한 연구)

  • This study tried to analyzed the relationship outcome and commitment in order to suggest to a outcome for commitment decision-making of e-trade. 6 hypothesis were constructed for analysis based on previous literature review. The subject of this study is to analyse on electronic trade practice outcome on the international trade practice commitment. This paper investigates the outcome determinants of e-trade commitment. There are 250 sended samples and 188 returns, 168 of them are analyzed on commitment for a electronic trade outcome. The first, multiple regression result shows that the international trade practice outcome are positively affected by the "Overseas market research commitment", "e-L/C Practice commitment", "Clearance Practice commitment", "e-B/L or global logistic commitment", "Payment or e-Nego commitment". However, The "Commerce practice commitment" factors does not affect in the electronic trade practice outcome.

A study on Uniform Electronic Transactions Act (미국 통일전자거래법(UETA)에 관한 고찰)

  • Uniform Electronic Transactions Act (1999) Drafted by the National Conference of Commissioners on Uniform State Laws. The Act allows the use of electronic records and electronic signatures in any transaction, except transactions subject to the Uniform Commercial Code. The fundamental purpose of this act is to remove perceived barriers to electronic commerce. The Act's a procedural statute. It does not mandate either electronic signatures or records, but provides a means to effectuate transactions when they are used. The primary objective is to establish the legal equivalence of electronic records and signatures with paper writings and manually-signed signatures. With regard to the general scope of the Act, the Act's coverage is inherently limited by the definition of "transaction." The Act does not apply to all writings and signatures, but only to electronic records and signatures relating to a transaction, defined as those interactions between people relating to business, commercial and governmental affairs. The exclusion of specific Articles of the Uniform Commercial Code reflects the recognition that, particularly in the case of Articles 5, 8 and revised Article 9, electronic transactions were addressed in the specific contexts of those revision processes. In the context of Articles 2 and 2A the UETA provides the vehicle for assuring that such transactions may be accomplished and effected via an electronic medium. At such time as Articles 2 and 2A are revised the extent of coverage in those Articles(Acts) may make application of this Act as a gap-filling law desirable. Similar considerations apply to the recently promulgated Uniform Computer Information Transactions Act (UCITA). Another fundamental premise of the Act is that it be minimalist and procedural. The general efficacy of existing law, in an electronic context, so long as biases and barriers to the medium are removed, confirms this approach. The Act defers to existing substantive law. Specific areas of deference to other law in this Act include: i) the meaning and effect of "sign" under existing law, ii) the method and manner of displaying, transmitting and formatting information in section 8, iii) rules of attribution in section 9, and iv) the law of mistake in section 10.

A Empirical Study on the Obstacles to the Adoption of Electronic Bill of Lading - Focusing on the Bolero Bill of Lading - (전자선화증권 도입의 장애요인에 관한 실증적 연구 - 볼레로 전자선화증권을 중심으로 -)

  • The purpose of this study is to identify key obstacles to the adoption of electronic bill of lading and to suggest an effective way to promote the utilization of electronic bill of lading in international trade field. This study finds that all the respondants have not used 'true' electronic bill of lading that is issued and distributed electronically, and most of them agreed the needs of e-B/L adoption, but their intentions to adopt e-B/L remain very low in the present situation. Five obstacles to the adoption of e-B/L were derived from an explanatory factor analysis: 'integration' factor, 'law institution' factor, 'usability' factor, 'economic efficiency' factor, and 'security' factor. Solutions to promote the utilization of e-B/L in international trade field are as follows; Firstly, to endow e-B/L with the legal force through amending relevant laws including the commercial law. Secondly, to conclude the relevant international agreement, and to carry out joint projects between nations are needed. Thirdly, to conduct publicity campaigns is required to increase the understanding of the concepts and benefits of e-B/L to all concerned parties. Fourthly, stable and reliable system must be constructed with high level security. Fifthly, to readjust the service fee of e-B/L system to a realistic level is to be needed in order for user companies to use e-B/L service.
