The purpose of this paper is to give some crisis communication strategies for effective cooperation and coordination among the countries in global society. Based on the theoretical discussions, in this paper, five strategic recommendations toward improving crisis communication are offered as follows; First, it is necessary that a small, dynamic team for global crisis communication function be established among the nearby countries. Second, for understanding the neighboring country's crisis situation, it is needed that the common crisis communication organizations which play an important role of disseminating accurate information and giving the collaborative efforts in each country have to be made. Third, for effective crisis management, an appropriate infrastructure that includes open and effective communication channels among different levels and across organizations must be in place. Fourth, mass communication should fulfill a variety of functions in society and provide information, interpretation of events, and its influence, etc for cooperating and coordinating the crisis management. Fifth, to acquire a correct understanding of the bordering country's crisis and calamities, intercultural education program should be established in the crisis communication system.

In research the organizational aspects of ICT infrastructure development for innovation networks sustainable development based on cooperative marketing principles is considered. The proposed research idea is based on the idea that ICT implementation is based not only on the operational approach for innovation management as a factor of efficiency of internal communications, but also on knowledge economy and post-industrial economy trends. Therefore, the purpose of study is to develop an ICT model of innovation infrastructure to improve its effectiveness (strategic character) and efficiency (operative character) through increasing the efficiency of network communication interactions. Creation of information space and communication tools to support innovation network sustainable development and cooperation activities in research is proposed to be solved with the help of specialized ICT platform. It is shown, that ICT platform of innovation cooperation innovation network is important tool for common work of participants. ICT platform is considered as an integrated information system designed to automate business processes related to the sustainable development of innovation network, segment management and integration with HEI information systems and industrial cooperation. The main factors that determine the need to use a special ICT platform for innovation network cooperation were considered. The main issues of concurrent engineering (C-technology) application in high-technology industries and innovation cooperation for integrated product development were studied.

When we drive a vehicle in an IoT environment, there is a problem in that information of car users is collected without permission. The security measures used in the existing wired network environment cannot solve the security problem of cars running in the Internet of Things environment. Information should only be shared with entities that have been given permission to use it. In this paper, we intend to propose a method to prevent the illegal use of vehicle information. The method we propose is to use attribute-based encryption and dynamic threshold encryption. Real-time processing technology and cooperative technology are required to implement our proposed method. That's why we use fog computing's proxy servers to build smart gateways in cars. Proxy servers can collect information in real time and then process large amounts of computation. The performance of our proposed algorithm and system was verified by simulating it using NS2.
A mass balance of process was calculated by using the analysis of basic unit and environmental assessment of all the processes of Busan fashion color industry cooperative that operates a combined heat and power plant and a bio treatment plant. The mass balance for the combined heat and power plant was done, based on boiler and water treatment processes while each unit reactor was used for the bio treatment plant. From the results above, a resource recycle network, a treatment flowchart for food waste water/wastewater treatment and a carbon reduction program were established.
The style of war in the $21^{st}$ century became digitalized cooperative union tactic, which relies heavily on the system providing real time information. Critical information is provided during the war from sensing to shooting. Therefore, epochal development in observation, reconnaissance (ISR), commanding (C4I) and precision strike (PGM) are necessary. Application of ubiquitous computing and network technologies in national defense is necessary for carrying out with various types of wars in the $21^{st}$ century. Therefore, the author wants to research core technology sector that can be developed and applied in preparation of ubiquitous national defense era. Also plans for applying recent u-Defense technology to the military sector had been suggested. Particularly, the author have suggested plans for utilizing combined future information technologies such as ad-hoc network, RFID for the logistic supply in construction of u-Defense system. By utilizing these information technologies, combat power and strategic capabilities of the military can be enhanced greatly.
Korea has relied on top down development method, in which companies, research and education institutions move into the industrial complexes established by the government. However, to improve local competitiveness, the paradigm is shifting from the government initiated industrial complex to the clusters based on the cooperative network of the region. Representative case is 'Samcheok-si Fire & Emergency industry cluster construction project' that begun in 2007. AHP technique analysis results on first-stage showed that priority was on policy and network elements, and the results of second-stage analysis show that priority was on Policy incentives to internationalize the cluster and strengthen link,. Cluster branding, Sharing of organizational culture to cope with changes in environment, Creation of group learning culture. The subject of this research is limited to Samcheok-si's the Fire and Emergency Industry cluster formation project. Therefore, the research area and standard should be expanded to increase generality in further researches.

To promote the production of information and knowledge in information user and to raise national competitiveness in digital network environment, the cooperative utilization of digital information by digital republication and transmission between library and library is indispensable. The policy for cooperative utilization of digital information by digital republication and transmission between library and library is influenced by the regulation of library exemption in copyright law. First of all, this study analyzes limitations and exceptions of copyright in international norm (Berne Convention. Agreement on TRIPs and WCT), Copyright Law of the United States of America and EU Directive. And then this study analyzes and examines the regulation of library exemption in the revised Copyright Act of Korea in 2003, library remuneration system, technical measures for protection of copyright, etc. Also this paper points out related problems. As a results of the legal analysis. this study suggests necessary measures and the corresponding plans to the revised Copyright Act of Korea in 2003 to promote the cooperative utilization of digital information by digital republication and transmission between library and library
The main purpose of this study is to explore a way of South-North Korea fisheries cooperation through international organizations under the principles of the Korean peninsula trust process. Considering the government policy toward the North, although some humanitarian aids or cooperations may be plausible with permission of the Ministry of Reunification. direct cooperations between the South and the North Korea must be much limited at leat under the present government. The 5.24 measures taken in 2010 banned in fact all economic/humanitarian cooperations by private sectors and government. Noting the present and the visible future, an important question is whether the North accepts all cooperations including fisheries, bartering giving up nuclear weapon development for the 5.24 measures. It would be a difficult question to be answered, because win-set to both parties is too narrow, so far as there is no change in the South-North conflicting priority policies. If so, one way of implementing South-North fisheries cooperations is to drive forward cooperative programs through UN organizations. Since for instance FAO and WFP secure justification and roles and has a global network, they have sufficient capacity of being abe to organize fisheries experts. If the South can finance the budget necessary for the programs, FAO or WFP would lead the programs through a negotiation with the North. In other words, it is a type of cooperative model that FAO or WFP leads the programs and the South finances. In addition, if World Fisheries University(WFU) is invited to the Republic of Korea, it might make a great contribution to expert exchange of the North.
As globalization accelerates and the trade environment rapidly changes, a more prepared trade workforce is required for the business world. The trade department is an important educational institution that educates and trains future trade talent. Thus, in the evolving trade environment, their role has significant implications for the economic growth of Korea. The present paper is a comparative study of the importance of the university education system in terms of the trade work force through the Person-Organization fit (P-O fit) perspective. We observe that the American trade education system is more oriented to meet and reflect the needs from the real world. It contains a support structure through various governmental organizations that offer financial incentives as well as educational opportunities through internships and other hands-on experiences. The trade education systems in universities in Korea are still static by comparison and are recommended to implement changes that will give students more practical exposure to trade. The governmental and business sectors are also encouraged to support universities in achieving these goals through building a strong cooperative network with university trade departments.

Korean construction engineering firms want to pave the way for expansion of overseas markets through the World Bank's Official Development Assistance (ODA) projects as a way to improve their overseas project performance. However, since the World Bank project competes with global companies for limited projects, building partnerships with suitable business partners is essential to gain an upper hand in bidding competition and meet the institutional conditions of the recipient country. In this regard, many network studies have been conducted in the past through Social Network Analysis (SNA), but few have been analyzed based on the process of changes in the network. So, This study collected winning data from the three Southeast Asian countries that ended after the World Bank's ODA project performed smoothly, and established a learning-based link prediction model that reflected the dynamic nature of the network. As a result, the 11 main variables acting on building a cooperative relationship between winning companies were derived and the effect of each variables on the probability value of cooperation between individual links was identified.
