한·중 FTA 및 한·미 FTA의 환경조항 비교 (A Comparison of Environment Clauses under Korea-China FTA and Korea-U.S. FTA)

  • Korea-China FTA and Korea-U.S. FTA are the most significant FTA in volume and economic effect for Korea's perspective. Developed countries have dealt with environmental issues one of the main issues in FTA negotiation, while developing countries have been reluctant to it. Both Korea-China FTA and Korea-U.S. FTA have separate environment chapter respectively. A separate environment chapter was firstly introduced in Korea-U.S. for Korea's perspective. Both environment chapters provide high level of environment protection, recognition of multilateral environmental agreements, enforcement of environmental laws, and environmental cooperation. Both environment chapters require that each party make effort to improve environmental laws and measures. Korea-China FTA provides establishment a "Committee on Environment and Trade", and Korea-U.S. FTA provides establishment a "Environment Council" to oversee the implementation of environment clauses. Korea-China FTA and Korea-U.S. FTA have very similar provisions on environment and trade, and are expected to contribute to enhancing environment protection. However, a lot of provisions are somewhat declaratory rather than mandatory. Therefore, further environmental cooperation is encouraged to achieve the goals and objectives of the environment clauses and FTA.

Current Status of Antarctic Environments and Resources

  • Cooperative scientific research in Antarctic has been successful since the International Geophysical Year 1957/1958. Presently, 43 nations have joined the Antarctic Treaty as consultative parties or acceding states, and other treaties and agreements have evolved to conserve the integrity and to manage the resources of the Antarctic ecosystem. Although yet to be designated, tourism areas in Antarctica are under consideration. Due to its remoteness and vast magnitude, Antarctica's science is slowly emerging. Satellite technology has enabled observation of the progression of the ozone hole above Antarctica. Mineral exploitation has yet to take place, as has the transport of Antarctic icebergs to some arid nations. On the other hand, both seal and whale exploitations have occurred, devastating these populations. The lessons learned from past human greed are used to design krill and squid fisheries, though the life histories of these organisms are yet to be adequately understood. An ecosystem approach to managing Antarctic resource exploitation is essential. Procuring the needed logistics to do so is daunting, requiring the highest degree of international cooperation and educational outreach to nurture the needed effective scientific and engineering talent, both natural and social.

The Roles of Filmmaking as a Tool for Youth Learning and Cultural Exchange: Two Nations One Mind Film Contest Project

  • The Two Nations One Mind film contest was launched by the collaboration between Pukyong National University (PKNU) in Busan, The Republic of Korea (South Korea) and the University of the Thai Chamber of Commerce (UTCC) in Bangkok, Thailand. The project was funded mainly by the Ministry of Foreign Affairs, South Korea. The intention of the project was to increase the recognition of Korea in Thailand through co-production filmmaking between university students from the two countries. This paper aims to look at the feedback from the project participants from both nations as to how international co-productions resulted in cultural exchange and international youth cooperation. The paper also examines the films produced from the project, Blossom, Different (Yet) the Same, Two Taste, Two Nations and When I Was There, for how they reflect the elements of transnational cinema. The comments from the films' audience were also taken as part of the data.

The Effects of College Life Adaptability on Career Preparation Behaviors of College Students: Mediating Effects of Major Satisfaction, Job Stress, and Self-Directed Learning

  • This study is a study to empirically verify the mediating effect on college life adaptation and career preparation behavior of college students. The purpose of this study is to empirically analyze the multi-mediated effects of major satisfaction, job stress, and self-directed learning. For this study, 216 university students were enrolled. For the collected data, SPSS Process macro was used. The result is as follows. First, there were multiple parallel mediating effects and multiple serial mediating effects on major satisfaction, job stress, and self-directed learning between college life adaptability and career preparation behavior. Second, the path of simple mediation and double mediation effect was found between college life adaptation and career preparation behavior. Based on the research, the necessity of revitalizing the program for revitalization of teaching activities and industry-academic cooperation activities in the major field and improvement of career preparation behavior and university life adaptation ability and follow-up research were suggested.

적도태평양 도서국과의 협력 활성화를 위한 연구 인프라 구축 (A Study on Establishing Infrastructure for Research Cooperation in the Tropical Pacific)

  • Until recently, Pacific equatorial tropical island states were subject of only very limited interest by scientists, government officials, industry and policy makers of Korea. And, comprehensive information and data on these island regions is not very detailed to help better understand their social backgrounds as well as their natural environment. However, these island regions are now in the middle of diplomatic tug-of-war among super powers as well as becoming nucleus of various science-based ocean issues including marine biodiversity, shifting ecosystem, global environmental change including sea level rise and ocean acidification, fisheries, etc. Therefore, rising political and scientific importance of these areas call for better understanding of these regions, in social aspects as well as natural scientific knowledge of the region. To be provocatively prepared to more actively role in these regions, "A study on Establishing Research Infrastructures in the Tropical Pacific" has been supported during 2012-2013 as a mission-oriented in-house project of the KIOST. This project aims to provide various research infrastructure for Pacific island states, to reinforce cooperation with these nations, and to enhance Korea's national prestige. This special issue contains 10 research articles based on the studies conducted in 2012~2013.

동북아 국제복합운송 전망과 통과운송 협약의 추진방안 연구 (A Research on Prospect of International Intermodal Transport in North-East Asia and Establishment of Transit Transport Agreement)

  • 이 연구는 동북아 지역의 국제복합운송의 현황과 전망을 분석하고 지역내 통과운송 협약의 필요성과 추진방안을 검토하였다. 이 연구에 따르면, 동북아 국가들간 교역확대와 경제협력 긴밀화에 따라 국제복합운송과 통과운송이 지역내 혹은 지역과 타 경제권간 활발하게 전개되어 왔으며, 향후에는 더욱 확산될 것으로 보인다. 동북아 주요 국가들인 중국, 러시아 등은 육상운송에서 국제복합운송 경로를 주도하기 위해, 내륙 국가들과 통과운송 협약을 체결하는 등 역내 물류협력을 강화하여 왔다. 이 연구는 동북아 국가들의 국제복합운송과 통과운송에 대한 수요증가, 물류기기와 장비의 확보와 운영, 새로이 부각되는 환경문제 등을 동북아 국가들이 공동적으로 대처할 것을 지적하는 한편 유엔해양법 협약에 기초한 통과운송에 대한 지역적 국제협약의 필요성을 제시한다.

OECD 병원 성과 프로젝트의 동향과 국내 시사점 (Trend and Implication of OECD Hospital Performance Project)

  • The Organization for Economic Cooperation and Development, which has continuously evaluated the performance of healthcare systems, has recently invested much effort into hospital performance measurement. The purpose of this paper is to introduce the hospital performance measurement programs operated by international organizations or at the national level based on the OECD's hospital performance project. Health Insurance Review & Assessment service (HIRA)'s quality assessment was analyzed based on the analytical framework of the OECD's hospital performance project. The hospital performance measurement programs of WHO, Canada, Australia, United States and United Kingdom are briefly explored, in view of the conceptual framework, key performance dimensions and indicators that are currently in use. The OECD suggested seven key dimensions of hospital performance: timeliness, efficiency, continuity, effectiveness and appropriateness, staff orientation, patient orientation and safety. The analysis of the quality assessment program of HIRA, which operates 36 diseases and procedures and 347 indicators, shows that the numbers of indicators are relatively small in the areas of safety, patient centeredness and efficiency. Continuity of care and staff orientation are not fully developed also, but the situations are similar in other countries. In conclusion, hospital performance measurement using stable and comprehensive data should be developed to improve overall system performance, and discussions on a conceptual framework that can lay out directions and key performance domains need to take into place.

Collaboration through the Asia Pacific MPS Network (APMN), Asia Pacific MPS Registry (APMR), and Association for Research of MPS & Rare Diseases (ARMRD)

  • Though the rate of incidence of each rare disease, including mucopolysaccharidosis (MPS), is low, this is not the case if they are taken as a whole. Rare diseases often have genetic causes and vary in type. However, the signs and symptoms vary greatly by disease, making it difficult to make accurate diagnoses and conduct necessary research, which is why we believe it is a field that deserves more attention and research. It is important to establish an infrastructure of experts in each country and promote cooperation within the Asia-Pacific region in order to improve specialist training and communication. Given the need for a system of cooperation, the Asia Pacific MPS Network (APMN) was established by several MPS experts in South Korea, Japan, and Taiwan in January 2013. Thereafter, the Asia Pacific MPS Registry (APMR), an electronic remote data system, was established by the APMN. Then, the Association for Research of MPS & Rare Diseases (ARMRD), an academic society that supports research on MPS and other rare diseases, was established by President Dong-Kyu Jin in April in 2015. The main task of the ARMRD is to support APMN-related work. The ARMRD published a uniform guideline that reflects the characteristics and circumstances of local patients through the Korean MPS Expert Council. Now, the APMN, APMR, and the annual Korean MPS Symposium are supported by ARMRD. Organizations like the APMN and APMR are necessary because international cooperation and collaboration are needed to conduct clinical trials on those diseases. ARMRD members hope to encourage the interest of experts and researchers of MPS & rare diseases as well as active participation in the research and treatment of patients suffering from rare diseases, including MPS, to ultimately improve the quality of life of the patients as well as their families.

Economic Popularism and Globalization

  • Purpose: The purpose of this paper is to examine the recent resurgence of popularism and the possible impacts it may have on contemporary business and economics. Research design, data and methodology: This is an exploratory case study that examines the rise of popularism and identifies and analyzes the likely implications for contemporary business and economics. Results: Although populists tend to reject elitism, capitalism, economic globalization, and political establishment, their ethnocentric behavior is no different from those of the corrupt political and economic elites. Popularism does enable nationalism and protectionism and negatively impacts business and economic growth. Conclusions: Popularism existed for a long time, and this phenomenon will continue to exist as long as a triggered mechanism exist, e.g., income inequality, resurgence of immigration, recession, insufficient factors of resources and social welfare. The recent rise of popularism is not a fad or a short-lived anti-establishment and anti-elitism movements but, rather, a force to be reckoned with in the near future. The rise of economic nationalism limits international trade, integration, and cooperation. As a result, international capital, service, and product flows will decline, and countries and multinational corporations have to develop and restructure their international supply and value chain to cope with this phenomenon.

Target Practising in a Global Commons: The Chinese ASAT Test and Outer Space Law

  • When the People's Republic of China destroyed one of its own defunct meteorological satellites, the Fengyun-1C, at an altitude of some 865 km above the earth's surface, the PRC was accused of initiating, or at the very least risking an(other) arms race in outer space also. The test also gave rise to a few legal questions as to the permissibility of this test, and the broader permissibility of using space for military and other weapon-touting activities, Whilst the test cannot be considered to constitute a direct threat to international peace and security so as to invoke relevant legal principles and consequences in terms of the UN Charter for example, it highlights the importance of such clauses in international space law as requiring international cooperation and consultation, due regard for the interests of all other countries both on earth and in outer space, and the further development of general regimes of registration and space debris-prevention. From that perspective, the PRC violated international outer space law not so much by the test itself but by the accompanying lack of information, consultation and due regard for other states', and indeed mankind's, interests.
