황해는 한반도와 중국대륙으로 둘러싸이고 동지나해와 연결되어 있는 연해로서 넓 은 대륙붕과긴해안선을 갖고 있으며, 또한 생물자원이 풍부하고 다양하여 수산자원의 공급원으로서 중요하고 또 공간자원으로서 이용가치가 커서 주변 국가의 국민 경제에 매우 중요한 역할을 하고 있다. 한편 황해는 반폐쇄형 수피인데, 최근 주변국가의 괄 목할 만한 경제적 발단과 함께 인구의 도시집궁과 황해 연안에 임해 단지의 건설에 따 라 막대한 양의 생활하수와 산업폐수가 황해에 유입되고 있어 황해의 수질오염이 심각 한 문제로 대두되고 있다. 그런데 해양오염에는 국경이 없기 때문에 국제협력이 무엇 보다 요소되는 분야이다. 황해를 둘러 싸고 있는 국가로서 중국, 북한 및 한국이 있 고 또한 인접국가로서 일본과 소년이 황해와 이해 관계가 있어 이들 국가와의 협력이 긴요하다고 보겠다. 특히 황해의 환경보전에 있어서 중국 및 북한 과의 협력을 추진하 기 위하여 이들 국가의 현황을 밝히고 국제협력 방안을 모색하고자 한다.

산학협력은 단기적 문제해결뿐만 아니라 대한민국 경제의 지속 성장에도 필수불가결한 요소이다. 이를 구체화하고 실행하기 위해 우리 정부는 지난 10년간 산학협력 진흥을 위해 각종 재정지원 프로그램과 제도를 마련하여 추진하고 있으며, 재단법인 산학협동재단에서는 학술 및 연구개발 지원, 창의인재 육성 및 장학금 지원, 국제교류 지원 등 다양한 사업을 수행하고 있다. 따라서 본 논문에서는 창의형 산학융합사례 및 IT 기반 국내외 융합 기술 선진사례를 분석하고, 기업연계형 대학의 산학 협력 지원책 강구 및 모델을 수립하였다. 이 모델을 기반으로 최신 IT 기술을 활용한 산업계, 학계, 근로자간 협업 시스템 구축 방안을 제안하였다.

본 연구는 급변하는 남북관계에 대응하여, 비정치적·비군사적 영역인 자연환경 분야의 남·북 협력 강화를 통해 한반도 생태공동체 구축 및 지속가능발전 기반 마련을 도모하기 위한 것으로, 자연환경 분야 대북 지원 사업 및 국제협력 사례분석, 국제협력을 다루고 있는 북한의 국가계획 및 국제사회에 북한이 제안한 협력 사업을 분석하여 잠재 협력 사업을 도출하고자 하였다. 기존 사례고찰 및 1차 전문가 설문조사(5명)를 통해 "잠재 협력사업" 15건과 "사업 선정 시 주요 고려인자" 6개(①추진 시급성, ②한반도 연계성(한반도 생태공동체), ③지속가능발전(번영) 기여, ④북한의 수용성, ⑤추진 기반(협력 여건, 예산) 구비, ⑥사업의 지속가능성)를 도출하고, 이를 토대로 2차 전문가 설문조사(14명)를 통해 우선 사업을 도출하였다. 자연환경 분야 15건의 잠재 남북 협력 사업에 대한 종합적인 검토를 위하여 6개 주요 고려 인자를 적용하여 통합·평균한 결과, 사업 추진 우선순위는 ①설악-금강 국제평화공원 지정 추진, ②임농복합경영(agro-forestry) 지원·협력, ③국제적 중요 이동성조류(저어새, 두루미 등) 공동 보전사업, ④남북 생태관광 연계·활성화, ⑤한반도 대표 생태계 및 생물다양성 통합정보 구축 등의 순으로 나타났다. 본 연구에서 제시한 우선 협력 사업들은 기존 협력사례와 협력여건을 고려한 자연환경 분야 남북협력 전문가들의 인식에 근거하여 도출한 결과이며, 향후 실질적 추진은 사업별 성격에 따라 남·북한 간 추진 공감대 형성, 적합한 파트너와 협력체계 구축 등을 포함한 체계적인 접근이 필요할 것으로 판단된다.

Purpose - This study analyzes the effect of the authorized economic operator-mutual recognition arrangement (AEO-MRA) on the performance of Korean exporters and importers. The effect of the import-export companies' characteristics, such as annual sales, the number of foreign markets, and overseas experience, on the AEO-MRA is deduced; the relationship between this effect and firm performance is analyzed. Design/methodology - An empirical research model was constructed and analyzed using structural equation modeling. The effect of AEO-MRA on logistics and operational performance was derived from the aforementioned characteristics as leading factors of the AEO-MRA. The regulatory influence of cooperation with logistics companies was analyzed in the AEO-MRA effect on logistics performance. Thus, 172 valid samples were obtained from import-export companies certified by the AEO-MRA. Findings - Among the aforementioned characteristics, only "annual sales" has a positive effect on the AEO-MRA, whose effect enhances logistics and operational performances. The AEO-MRA effect did not directly affect operational performance. Owing to the adjustment effect analysis, the AEO-MRA effect and logistics performance relationship is strengthened if the cooperative relationship with the logistics company is higher than a certain level. If this cooperation falls below a certain level, the AEO-MRA effect on logistics performance reduces. Thus, logistics cooperation is an important factor in the AEO-MRA effect and logistics performance relationship. Originality/value - Hinging on the resource-based theory and relational viewpoint, an empirical model that explains the relationship between the AEO-MRA effect and firm performance is established.

Purpose - The object of this paper is to ascertain how Japan has become a powerful trader in the international grain market. A case in point is the world's third largest U.S. major grain trader, Gavilon, merged with general trading company Marubeni in 2012. What are Japan's strategies and their implications? Research design, data, and methodology - The study analyzed Japanese Ministry of Agriculture, Forestry, and Fisheries data, and data from daily and weekly papers. The paper employed various data and research methodologies. Results - The Lee Myeong-Bak government tried for three years to create a company similar to Cargill, but the project eventually failed. On the other hand, Japan has emerged as a leader in the international grain distribution market for the past 50 years, with the cooperation of government and private companies. Conclusion - The findings of this study show that Korea, China, India, and other countries' international major grain companies now compete to be powerful, major grain traders. South Korea could be the leader of the international grain market through the development of a more careful and long-term strategy.

Intelligent Manufacturing Systems (IMS) Program is an industry-driven and government-endorsed initiative which assists and encourages the formation of international research consortia to address technical and other emerging manufacturing challenges in the 21$^{st}$ century$^{[1]}$ . The IMS initiative places special emphasis on the establishment of R＆D projects which demonstrate equitable cooperation, including the protection of intellectual property. In this explanatory paper, a brief overview of the IMS Program is described, together with abstracts of some selected projects and a research result of Globeman21 project. The IMS prospective is also given.n.

The system which can manage and analyse the tunnel information in design and construction stage was developed through several years' research named ITIS(Intelligent Tunnel Information System). Now, the system is being modified and improved for the use of international tunnel construction information sharing. Some countries have their own management system for tunnel construction, and one of them, called DEST(Data Evaluation System for Tunneling), is adopted for the international cooperation for this research of development. The aimed system is operated under world wide web environment.

국제해상통신시스템의 현대화를 위해서 ITU-R과 IMO 그리고 IEC 등 여러 국제기구들이 긴밀한 협력으로 GMDSS라는 전세계적인 글로벌 통신망을 구축해서 운용하고 있으나 최근 무선통신기술의 급격한 발전으로 이러한 기술을 반영하기 위한 GMDSS의 현대화 연구가 진행 중이다. 이러한 노력은 2012년에 개최될 WRC-12에서 채택을 위해 제출되었다. 본고서는 최근 ITU-R을 중심으로 논의되었던 해상통신 현대화를 위한 표준화 동향을 분석했으며 새로운 기술 도입을 위해서 주파수 확보를 위한 연구 활동을 분석해서 기술하였다.

지속적인 식품안전 사고와 확대된 국제교역은 국제기구들로 하여금 식품안전 문제의 심각성을 자각하게 만들었다. 이로 인해 다양한 법 규제, 조치들, 협력 네트워크, 교육프로그램 등이 개발되었고, 특히 나라 간 식품안전 기술조화 및 전문인력 양성에 집중하고 있는 현실이다. APEC 또한 2007년 식품안전협력포럼(FSCF)를 신설하여 아시아 태평양 지역의 식품안전 향상을 위해 다양한 각도로 노력을 하고 있다. 2007년부터 현재까지 35개의 activity들이 진행되었고 APEC 프로젝트 절차에 따라 추가로 20여개가 준비 중이다. FSCF에서 수행되는 activity들은 생산에서 소비까지 식품안전 관리에 있어서 국제 최고의 기준과 조치들을 사용함으로 인해 공급사슬 내 에서의 이해당사자들의 능력을 키워 무역을 증진시키고 공중 보건을 지키는데 목적을 두고 있다. 이러한 전략적 목적을 완성하기 위해서 APEC 지역 내 식품안전 정부기관들, 산업체, 학계, 국제기구 등 전문가들 간의 다자간 협력 필요성이 요구되어 교육훈련기관네트워크(PTIN)가 차후에 만들어졌다. 이로 인해 식품 안전과 관련한 과학적 기술적 정보를 교류하고 안전관리 교육을 강화시킬 수 있게 되었다. 오늘날 식품안전 분야에서의 국제적인 공조는 필수적이다. 이에 우리나라가 APEC FSCF활동에 적극적으로 참여하여 아태지역 회원국들의 식품안전기술 향상에 기여할 뿐 아니라 국내 교육지원 프로그램과의 연계성을 검토해 볼 필요가 있다.
