There is no prior research on organizational commitment and supervision for social welfare public officials in charge of public-private cooperation in public welfare fields. Therefore we are designed to determine the impact of social welfare public officials' public-private cooperation awareness on organizational commitment to verify the moderating effect of supervision on the effect between public-private cooperation awareness and organizational commitment. The analysis data is 242 questionnaires collected from Incheon public health and welfare officials visiting towns, villages, and villages in 10 counties. Using the SPSS 22.0 program, descriptive statistics and relationships between variables were analyzed, regression analysis was performed to analyze the influence between variables, and hierarchical regression analysis was performed to verify supervision control. As a result of the study, it was confirmed that the perception of public-private cooperation affects organizational commitment, interacts with supervision satisfaction, and has a moderating effect. Based on this, in order to improve the organizational commitment of social welfare public officials during public-private cooperation work, specific measures were proposed for sharing awareness and understanding between the public and private sectors, establishing an official system, and establishing a supervision system.

정부는 2012년부터 '산학협력서도 대학 육성사업'(LINC)를 추진함으로써 기업이 요구하는 인력양성, 실체적인 연구개발 및 기술이전을 활성화시키려고 한다. 산업체와 대학사이의 유기적인 융복합 연계를 바탕으로 지역의 대학과 산업의 동반성장을 위해 다양한 산학협력 선도모델을 창출 확산하고자 한다. 최근의 산학협력 교육은 보다 실질 실용의 차원에서 산업 현장에서 필요로 하는 현장 중심형 인재, 국제적인 감각과 안목으로 글로벌 사회에 일원이 될 수 있는 국제화된 인재를 양성할 것을 요구하고 있다. 또한 현재 각 대학은 각각의 처해진 환경과 입장이 다르며, 그 방안도 각각 다르게 독자적인 고유의 국제적인 수준의 산학협력 교육 방안을 수립하여 적극 운영할 때 정부와 기업이 원하는 국제적인 산학 중심의 고급인재를 양성할 수 있을 것이며, 이는 나아가 국가경쟁력 확보에도 중요한 하나의 요소로 작용할 것으로 기대된다.

We report about the international cooperative activities for the engineering education between a German University and a Japanese University. After the experiences for 15 years of cooperation, both in research and student exchange, we learned a lot about the differences between these two educational systems. This report summarizes the differences and the future perspective for the improvement of engineering education based on the understanding of the differences, including advantages and disadvantages, between two educational systems.

Indonesia is a mega-biodiversity country having at least one trillion US Dollars value of biological resources per year over the next 20 years. Indonesia is home to 11 percent of the world's flowering plant species and 12 percent of all mammals. Many of Indonesia's species and more than half of the archipelago's endemic plant species are found nowhere else on the Earth. This information is just a small portion of all higher plants and animals being found in Indonesia. Former studies described that total number of species in Indonesia is estimated more than 1,000,000 and most of them remain unknown scientifically. Most of lower plants and animals have not been studied yet, so that greatest portion of Indonesia's biological resources has never been assessed with respect to its economic value or conservation status. Many developed countries are building cooperation with Indonesia on resources, mainly in the fields of grant aid, socio-economic services, R & D, researcher exchange, technology transfer, infrastructure, education/training, finance, etc. Indonesia will obtain greater benefits and management of its biological richness via increasing its international capacity to add value and information to its biological diversity. These goals can be achieved by close international collaboration on search of important biological resources and other bioactive products that have potential economic values. Development of biological resource-based technology stands as the industry of the $21^{st}$ century and, therefore, Indonesia has a unique opportunity to lead the process in the world.

The objective of this study is to propose how to acquire through international cooperation the sensitive nuclear technology, so called reprocessing technology. In spite of the need to reuse spent fuel, the transfer of the sensitive technology has been tightly controlled by the nuclear advanced countries due to the fear of nuclear proliferation and, in fact, it would be impossible to secure it by the economic means. In this regard, as a means of acquiring the sensitive nuclear technology, this study proposes the following; 1) President's declaration concerning the peaceful uses of nuclear energy, 2) the establishment and maintenance of national basis through inter-ministerial cooperation, 3) as a confidence building measure, the efforts to strengthen our role in the international nuclear community, and 4) the establishment of the synthetic feedback system to efficiently coordinate. In line with those stated above, this study suggests that it be necessary to invest consistently for developing new technologies and cultivating human resources. Furthermore, this study proposes the necessity to resolve the problems lying ahead by the national consensus achieved through the discussions among the public concerning the sensitive nuclear technology.

Objectives: This study was designed to confirm the ethnic and socioeconomic differences in the obesity of Uzbekistan. Methods: From 139 patients, visited Korean-Uzbekistan friendship hospital of Korean Medicine, gathered the information of the sex, height, weight, ethnic group, economic status, education level, self-desired weight, self-perception of weight status and experiences of weight reduction. Also patients completed the 10 questions about the association between obesity and disease. Results: Koreans in Uzbekistan showed a significant lower value of body mass index (BMI) and a significant higher understanding between obesity and disease than other ethics. Socioeconomic differences in the obesity were not confirmed. People of Uzbekistan showed a little experience of weight reduction. Conclusions: Koreans in Uzbekistan have a different prevalence and perception of the obesity with other ethnics. Researches about the relationship between obesity and metabolic factors, and prevention programs for obesity and metabolic syndrome are needed for the public health of Uzbekistan.

China adopts the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" in the context of tremendous changes in the international environment. A new development paradigm is proposed to prioritize domestic circulation, reinforcing both domestic and international circulations. The industrial policies of China's "14th Five-Year Plan" will have an impact on Korea. Thus it is necessary for Korea to cooperate with China to actively respond to changes in the industrial chains and value chains in Asia and the world. Over the past 29 years since the establishment of diplomatic relation between China and South Korea, the two countries have enjoyed close economic and trade relations. China-ROK cooperation is critical to regional economic development in the Fourth Industrial Revolution and the era of remarkable changes in the world's political and economic structure. China is a robust developing country, while Korea is a developed one in with steady foothold in the world economy. China and South Korea should work together to contribute to the rapid recovery and development of the world economy instead of becoming competitors.

국제개발협력은 오늘날 국제외교와 경제협력의 양측에서 범세계적으로 중요시되는 한편 수출입과 해외직접투자와 깊은 연관을 맺고 있다. 국제사회에서 한국의 기여도 증대와 더불어 개발협력의 중요성도 점증하고 이와 관련 무역관련 학회간 국제교류도 강화되는 실정이다. 이에 국제개발협력도 무역학의 대상으로 학문적 연구가 확산되어야 할 것으로 보인다. 아직까지 의식주와 보건을 중심으로 발전해 온 국제개발협력은 무역 등 서비스분야 고등교육 측면의 활동과 연구는 이제 초기인 바, 이에 실제로 동분야 개발협력을 추진한 실제 경험사례 연구를 통하여 기존의 개발협력 방식에 대한 평가와 향후 발전 방향을 모색해보고자 한다. 본 논문에서는 먼저 문헌고찰을 통해서 국제개발협력의 역사와 추이, 그리고 의식주와 보건 등 기초수요 중심의 전통적 개발협력의 평가와 경제개발을 위한 금융보험 등 서비스 분야 고등교육의 개발협력 활용 필요성, 이와 연관된 일반적 인식부족 (긴급성과 역할에 대한 이해 부족, 사례부족, 새로운 혁신 필요성) 등에 대해 살펴본다. 아울러 실제 추진된 라오스 수파누봉대학교의 현지 기초조사 경험과 본 조사 추진을 위한 제안서 작성과 제출, 그리고 평가결과 등의 사례를 보고하고, 이를 통해 향후 보험, 무역, 경제, 경영 등 사회과학 또는 서비스 분야 개발협력을 위한 시사점을 제시한다.

An article is devoted to developing the concept of inter-territorial collaboration in the context of strengthening its economic security. This concept is based on the study of international experience and successful OTG functioning in Ukraine. The idea includes directions, forms, tools, procedures, and financial sources for joint projects that strengthen territorial associations' economic security. The research consists of assessing the state of economic development of territorial communities and forms of their cooperation with other territorial communities. Analysis, synthesis, induction, and deduction are the main methods of scientific knowledge used to summarize statistical information, normative and legal support, and global experience of cooperation of territorial communities. The study results include the main areas of cooperation of territorial communities in Ukraine, including long-term collaboration. The study also contains successful examples of collaboration between different territorial communities, applying practical aspects and tools to form effective interaction. The main points of discussion concern various forms of interaction between territorial communities, which allow achieving the economic goal more quickly and effectively.
