Developing countries face numerous challenges in the process of building science, technology, and research capacity; in particular, the formation and accumulation of skilled S&T workforce. The lack of organized and sustainable higher education options (Master and Doctoral programs), nonexistent or low-quality academic programs, and the absence of research-oriented study options are some of the strong contributors for talented students to emigrate to developed countries. At the same time, the consolidation of a global knowledge economy, the internationalization of higher education, and the competition to attract foreign talent in industrialized countries present challenges for underdeveloped nations to retain their already scarce skilled human resources. In this context, student mobility has been used as a policy mechanism to cope with S&T workforce shortages in S&T laggard nations. It has also enabled opportunities for international cooperation to play a key role. While significant literature has been devoted to studying the gains of developed nations with the arrival and potential migration of the mobilized students, few scholarly inquiries have addressed the benefits and losses experienced by their countries of origin. More importantly, limited research can be found on policy options and policy implications for developing countries to deal with the dilemmas presented by the brain-drain/brain-circulation debate. The goal of this article is to study empirical evidence of an international cooperation initiative for student mobility between the Republic of Korea and Guatemala (implemented during 2009-2015). The paper analyzes this particular international cooperation experience from the perspective of the different actors involved and attempts to draw policy implications and policy options for developing countries to deal with potential risks and gains derived from international mobility for their S&T capacity building.

Nowadays , The function of telecommunication contributes to maintaining the peace of the world, and the internetional cooperation in the communication field can not be emphasized too much. The pioneers in telecommunication field devoted their lives to the Infinite love for humanity. However, the modern communication system in our country was initiated, in the later part of the Lee-Dynasty, not for the international cooperation but for the invasive avarices of the neighbouring nations such as Japan and China. The true internationaL cooprration should be based on the love of humanity and the peace of the world such as the pionreers. This paper proposes to resoarch the historic process of initiation and development of the international organs relating to telecommunication as well as the intenational elecomunication network. Finally, I will make the foIlowing suggestions for the promotive direction of the true international coonperation, 1. Intensification of the radio administrative power 2. Promotion of the international cooperation on the man-power and economy in telecommunication field. 3. Establishment and Adjustment of the research institutes Of telecommunication. 4. The main purpose of the research is to examine the mediating effect of cooperation with the police on compliance with the law in the causal relationship between procedural justice and police legitimacy and criminal deterrence. This research employs a survey questionnaire to evaluate procedural justice, police legitimacy, cooperation with the police, and compliance with the law. The number of subject of the study is 312 citizens residing in Daegu metropolitan city and some cities of Gyeongsangbuk-do province. The study employs Structural Equation Model by using AMOS 24 to analyze the mediating effect of cooperation with the police on compliance with the law. As the result of analysis, the mediating effect of cooperation with the police on compliance with the law is statistically significant at the level 0.01. The key findings of this study is that in the community-based policing, cooperation with the police and compliance with the law are very important determinants in controlling and deterring crimes and the police need to reinforce a cooperative relationship with residents to reduce crimes through strengthening the willingness of compliance with the law.

In the light of necessary analysis on the cooperation and development between ports and shipping line, and the characteristic of cooperation between international ports and shipping lines, the article analyses the operating strategies in actual shipping lines benefits to the cooperation between ports and shipping lines. After all-round analysis on the cooperation and development between ports and shipping lines, the author presents the running model of ports and shipping lines in Far East, which is the integration of operation between ports and shipping lines (namely integration of logistics service network). This study is intended for international cooperation in the field of LED were analyzed. The results, LED wide coverage areas, and a promising future is expected to grow fast enough to occupancy for a major national technology is a competitive situation. Chip Scale Package, including our country, such as LED manufacturing technology that might be competitive in parts, but new technologies such as renal substrate R&D and technology development still active preemption is not the situation. Renal substrate, particularly, large-diameter sapphire, large size/large LED manufacturers, such as a promising area for future research and development support will be needed. To do this, previous research in this area and the U.S., Japan cooperation in such studies also will need to expand. Bibliometrics way through this study, analytical techniques and analytical tools used in the integrated analysis of the usefulness and necessity of the system development were found.

유럽은 산업기술진보가 가까운 장래에 고용을 창출한다면 과학기술연구는 먼 장래의 고용을 창출한다는 관점에서, 미국이나 일본에 비해 열세인 현재의 과학기술연구 추세가 미래 유럽의 고용창출에 부정적 영향을 미칠 것이라는 인식 아래 새로운 정책 방향을 모색하고 있다. 특히 유럽연합은 2020전략을 발표하여 세계에서 최고의 지식사회가 되기를 겨냥하고자 노력하고 있다. 본 논문에서는 EU의 2020전략을 살펴보고 한국 국제기술협력 정책방안을 찾도록 하는데 연구의 목적을 둔다. 제 2장에서는 EU의 국제기술협력 정책을 살펴보았고 제 3장에서는 EU의 2020 발전전략에 대한 배경 및 내용을 알아보고 제 4장에서 EU 2020 발전전략을 우리나라 국제기술협력 정책대안을 살펴보았고 제 5장은 결론부분으로 되어있다.

본 논문은 국방 분야 핵심기술 공동연구개발관점에서 국제기술협력의 필요성에 영향을 미치는 요소가 무엇인가를 파악하는 연구이다. 선행연구의 거래비용 이론, 지식기반관점과 기술성숙도 측면에서 가설을 설정하였다. 그리고 국방기술품질원의 국제기술협력 대상기술 선정을 위한 설문조사 결과 분석을 기반으로 다음과 같은 사실을 발견하였다. 첫째, 국방기술의 중요도가 클수록 그 기술에 대한 국제기술협력의 필요성도 커지는 것으로 나타났다. 둘째, 국방기술의 선진국대비 상대적 기술격차가 클수록 그 기술에 대한 국제기술협력 필요성도 커지는 것으로 분석되었다. 마지막으로 국방기술의 기술성숙도가 높을수록 그 기술에 대한 국제기술협력의 필요성은 작아지는 것으로 분석되었다. 이것은 핵심기술 공동연구개발 국제기술협력이 성숙된 기술을 고도화하기 위해 협력하기 보다는 명확한 목표 없이 부족한 자원을 국제기술협력을 통해 확보하려는 인식 때문인 것으로 추정된다. 이러한 분석 결과를 토대로 본 연구는 향후 무기체계의 핵심기술 공동연구개발 추진함에 있어 무기체계별 국내 기술수준 및 기술성숙도를 고려하여 추진할 필요가 있고, 선택과 집중의 중점 협력별 국내 기술수준 및 기술성숙도를 고려하여 추진할 필요가 있고, 선택과 집중의 중점 협력 분야의 선정이 필요함을 시사하고 있다.

In this paper, we survey recent trends of International Global Navigation Satellite System (GNSS) organizations such as the International Committee on GNSS (ICG), International Civil Aviation Organization (ICAO), International Maritime Organization (IMO), and International Telecommunication Union (ITU), and investigate their impact on the maritime and aviation sectors. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. ICG develops a variety of satellite navigation enhancement systems. ICAO establishes international aviation regulations and standards to enhance aviation safety and security. IMO establishes international shipping conventions and rules to protect and regulate the shipping environment. Lastly, ITU establishes international communication regulations and standards. Investigation of such international organizations plays an important role in increasing the efficiency and reliability of GNSS systems. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. In the future, interoperability and compatibility with new satellite navigation systems and other GNSS and satellite navigation enhancement systems must be secured, so and thus investigation of international organizations must be conducted first.

한독간의 국제기술협력은 한국 및 독일 양국에게 중요한 정책이다. 독일입장에서 한국과의 국제기술협력은 중국 및 일본을 겨냥한 주요 아시아 국가의 전략적 거점으로서 중요하다. 또한 한국도 기존의 연구를 통해서 살펴본 바와 같이 독일과의 국제기술협력은 EU의 전략적 거점 국가로 중요하게 다루고 있다. 이러한 양국간의 중요함에 비해 지금까지 한국에서는 한독간의 국제기술협력을 위한 우리정부의 정책에 대한 연구는 꾸준히 되어온 반면, 독일정부가 한국과의 국제기술협력을 위한 독일정부가 실행하는 정책에 대한 연구는 아직 없다. 본 논문에서는 독일정부가 한 독간의 국제기술협력을 지원하는 정부정책이 무엇인가를 알아보도록 한다. 제 2장에서는 거래비용이론에 토대를 두고 국제기술협력정책을 살펴보고 제 3장에서는 연구방법을 그리고 제 4장에서는 독일정부의 한국과의 국제기술협력 정책을 살펴보았다. 제 5장은 결론분야로서 독일정부의 정책에 토대를 둔 한국정부의 향후 방향에 대해서 알아보았다. 연구결과로는 독일정부는 자국의 기업들을 위해서 장애요인으로 나타나는 한국에서의 네트워크를 형성하는데 많은 지원정책을 하는 것으로 나타났다.

This study examines the technical level of North Korea's S&T and identifies areas for potential North-South cooperation. First, North Korean media is analyzed for situations and trends from 2010 to 2015. Despite some commendable achievements, North Korean S&T remains lacking in basic science and commercialization potential. Despite an awareness of the importance of international cooperation, North Korea is hampered by international sanctions and their own caution, consequently concentrating their efforts on China. Details of their cooperation reflect their interests and needs to a certain extent, although their collaborations were mainly in the form of meetings and conferences rather than active joint research. To assess the potential areas of cooperation with South Korea, this study also draws on interviews with NGOs and professionals working with North Korea. The country's present situation is analyzed and some practical examples of possible cooperation is suggested. North Korea has the potential to expand its cooperation not only with South Korea but with many other countries. North Korea also promisingly expresses interest in cooperation.
