Investigating the Classification and Ordering of Global Partnership Countries for Technical Vocational Education and Training, Using Cluster Analysis (직업능력개발 국제협력 중점 협력국 유형화 분류 및 우선순위 설정을 위한 군집분석)

  • The aim of this study was to investigate the priority partner countries for technical vocational education and training (TVET), using the cluster analysis. The partner countries were prioritized for finance supports and knowledge sharing. We had also redesigned the TVET assistance process as well as reflected the needs of recipient countries for TVET. Especially, by redesigning the methodological support process, we also increased the effectiveness and efficiency of TVET official development assistance. In research method, potential 24 priority partner countries have been designated by the international development cooperation committee and selection criteria of international cooperation agencies and banks. Then, we conducted the cluster analysis, using three main variables: economic factor, labor market factor, education factor. In results, we clustered four and three types of the priority partner countries for TVET. In future, we suggested the new approach for selecting the priority partner countries in terms of employment and labor as well as non-designated partner countries, which will need to cooperate for TVET.

  • This study aims to draw the limitations of wetland restoration related legal systems of ASEAN+3 countries and suggest the improvements. In the case of Korea, there is no integrated law or integrated management organization for wetland restoration, and the legal basis for estuaries restoration is insufficient. As many ASEAN countries depend on wetlands for their livelihood, public support for sustainable use and conservation of wetlands should be preceded through raising awareness about the value of wetlands. Some countries need to establish a specific wetland definition, while developing countries need to strengthen national capacities through international cooperation. A legal basis is needed to eliminate the impacts on peatlands and mangrove forests and conserve them.

  • In 2020, the coronavirus disease 2019 (COVID-19) pandemic has caused unprecedented disruptions to global health systems. The Korea has taken full-fledged actions against this novel infectious disease, swiftly implementing a testing-tracing-treatment strategy. New obligations have therefore been given to the Health Insurance Review and Assessment Service (HIRA) to devote the utmost effort towards tackling this global health crisis. Thanks to the universal national health insurance and state-of-the-art information communications technology (ICT) of the Korea, HIRA has conducted far-reaching countermeasures to detect and treat cases early, prevent the spread of COVID-19, respond quickly to surging demand for the healthcare services, and translate evidence into policy. Three main factors have enabled HIRA to undertake pandemic control preemptively and systematically: nationwide data aggregated from all healthcare providers and patients, pre-existing ICT network systems, and real-time data exchanges. HIRA has maximized the use of data and pre-existing network systems to conduct rapid and responsive measures in a centralized way, both of which have been the most critical tactics and strategies used by the Korean healthcare system. In the face of new obligations, our promise is to strive for a more responsive and resilient health system during this prolonged crisis.

Analysis of International Competitiveness of Chinese ginseng in Comparison with Korean ginseng (중국 인삼 산업의 국제 경쟁력 분석)

  • In this thesis we aim at analyzing international competitive power of Chinese ginseng in comparison with Korean ginseng and searching policy direction for Korea to compete Chinese ginseng industry. We summarized the research results as follows; First, we examine the structural change of ginseng industry of China. Second, we review the theories for international competitiveness and apply the method of analyzing competitiveness to ginseng industry. Third, we compared the international competitive power of the ginseng industry between China and Korea and found that Chinese ginseng, estimated by Revealed Comparative Advantage(RCA) at about 15, still remains high competitiveness in terms of cost and price but lowering price competitiveness recently. Based on the research results, we suggest export promotion strategies of the Korean ginseng as follows; 1) Korean government should enforce trade cooperation with China so as to register Korean root ginseng an importable medicine. 2) Korean ginseng producer should develop various products such as capsules, powders and etc. according to China's consumer purchasing power and taste. 3) Korean ginseng should be sold as an differentiated commodity so that it will contribute to building consumer loyalty to Korean ginseng, makes market share superior to other cheaper ginseng products in China. 4) In order to be effective brand marketing and product advertisement, there should be established reliable networks to process and distribute Korean ginseng products exclusively.

  • The EU and the UK apply a treaty to establish new relations from 2021. Brexit is making a big difference in relations among the EU, the UK, and third countries. A new paradigm of international law has begun to be applied to relations among Korea, the EU, and the UK. The UK was excluded from the application of the Korea-EU FTA, and the Korea-UK FTA was applied to trade relations between Korea and the UK. The signing of these new treaties and the changes in the subject to which they apply are impacting the existing international legal system. The countries are showing some response, but it cannot be evaluated as a complete level, and there are still tasks to be solved. Therefore, the legal basis for EU-UK relations, Korea-EU relations, and Korea-UK relations should continue to be laid down in the future. The Korea-UK FTA cannot govern all the problems arising from trade and economic cooperation. Many interests that the UK did not reflect in the course of previous Korea-EU FTA negotiations will be revealed, so a new legal framework for Korea-UK bilateral relations will be established according to the negotiations between the two sides. There should be more detailed research and suggestion of alternatives in the field of law.

U.S. Commercial Remote Sensing Regulatory Reform Policy (미국의 상업적 원격탐사활동에 대한 규제개혁 정책)

  • The current U.S. remote sensing act was made in 1992 and has been criticized for being outdated and inappropriate in view of the modern technological development. In order to enhance the American competitiveness and leadership in the world, President Trump announced Space Policy Directive (SPD) - 2 on May 24, which is designed to modernize the regulations related to commercial space activities including private remote sensing system operations. It should be noted that the regulatory reform efforts are made within broader terms of the National Security Strategy on Dec. 17, 2017, pursuing the enhancement of national security and economic prosperity as well. A legislative support in Congress has also been added to the Administration's efforts. The proposed regulatory reform on the licensing of commercial remote sensing system operations outlines the features of lessening administrative burden on applicants by simplifying the overall application process and of limiting the operations only when there is an impact upon the national security with clear and convincing evidence. But, due to a different regulatory system of each country, such a movement to expand an individual's freedom to explore and utilize outer space may result in an international dispute or a violation of international obligations, so there should be a merit in paying attention to the U.S. commercial remote sensing regulatory reform, and it is desirable to establish international norms as flexible and appropriate to the level of space technology and space industry.

Introduction Plans of Japanese AEO System for the Trade Security and Trade Facilitation (무역의 안전과 원활화를 위한 일본기업의 AEO 제도 도입방안에 관한 연구)

  • The global trading system is vulnerable to terrorist exploitation while the international trade is an essential element for the economic development. Customs has a unique role in the international trade to provide increased security while ensuring facilitation of the legitimate flow of goods and the role of Customs has become more and more indispensable these days. In response to this trend, the World Customs Organization(WCO), the organization of more than 170 Customs administrations all over the world, adopted an international framework("SAFE Framework") in 2005, which includes the Authorized Economic Operator(AEO) concept, whereby a party involved in the international movement of goods would be approved by Customs as complying with the supply chain security standards, and given benefits, such as simplified Customs procedure and less Customs intervention. In this stream, the Japanese government has developed and promoted AEO Program in close cooperation with the business sector, aiming at ensuring security while facilitating legitimate trade. For that purpose, Japan Customs, as a main entity in the field of international trade, has developed comprehensive AEO program with combination of programs for importers, exporters, warehouse operators, Customs brokers and logistics operators, such as forwarders and carriers, which are consistent with the "SAFE Framework" developed by the WCO. The purpose of this paper aims to analyse the introduction plans of AEO program for the trade security and trade facilitation with Japanese AEO system.

  • Catalyzed by the recent development of space technology, various kinds of spacecrafts were launched and utilized with purposes in many developed countries. In case of emergency such as natural disasters, proper satellite images are required in order to help to mitigate and assess the effects of disasters on human life and property. Since there are limitations for a nation to single-handedly operate a satellite and fulfill complete demands, a development need of international cooperation organization to share satellite images among the member countries has risen. In this paper, preestablished four international organizations' background, objectives, and operating system, and their principal characteristics were analyzed and compared. Especially, the paper has focused on the analysis of on-going operating procedures and its cases for International Charter, UN SPIDER's development of local supporting network to support NFP, establishment of Web-GIS by Sentinel Asia under the goal of 'Digital Asia', and the utilization of GEO that is widely applied in natural disaster fields.

A Study on Economic Cooperation between Korea and Pacific Alliance (태평양동맹(Pacific Alliance)과 한국의 경제협력에 관한 연구)

  • Purpose - The purpose of this study is to analyze Korea's trade relations centered on the Pacific Alliance (PA), a major economic integration in Latin America, and identify its problems and suggest measures that can be taken by the government and corporations to reinforce economic cooperation. Design/methodology/approach - To improve the level of contribution of the study, an empirical analysis is necessary. However, due to limited data access, the study will approach the topic of trade relations between Korea and the PA with various statistics and literature. Findings - First, there is an urgent need for changes in import-export goods between Korea and the PA, as trade is focused on specific items. Second, although foreign direct investment from Korea to the PA is centered in manufacturing and mining industries, there should be different investment strategies by countries and industries. Third, it is necessary to reinforce commercial cooperation. Korea currently has Free Trade Agreements with Chile, Peru, and Columbia, but not with Mexico, the largest trading partner among the PA. Therefore, Korea must take active measures to sign an FTA with Mexico, which has been put on hold. Research implications or Originality - Latin America has the most thriving market when it comes to Free Trade Agreements worldwide. With the official establishment of the Pacific Alliance (PA) in 2012, the economic integration of Latin America faced entirely new circumstances. Reinforcing economic cooperation with the PA is extremely important for Korea in terms of entering and dominating the Latin American market. However, there is still a lack of research on the Pacific Alliance, and corporations that aim to enter the Latin American market face difficulties due to lack of information. By investigating the Pacific Alliance and its prospects and analyzing the trade relations with Korea, this study will provide strategic measures for corporations that wish to enter the Latin American market.

Standardizing of Medicine Terminology in South and North Korea and Future Management Plan (남북 전통의학 용어 표준화의 필요성과 향후 과제)

  • Background : Mutual understanding between North and South Korea is essential for the engagement of Inter-Korean exchange and cooperation. However, the two Koreas have been divided for 70 years where Korean evolved differently within the two countries. This created a gap in the most basic foundation for mutual understanding, language. Fostering exchange and cooperation in the traditional medicine field requires a higher understanding of the specialized traditional medicine terminologies. Objectives : The purpose of this study is to formulate a future management plan for the "Comparative Terminology of Korean Medicine in South and North Korea," providing a foundation for standardizing Korean medicine terminology of the two Koreas. Methods : The study collected case studies of Korean medicine terminology management and standardization from government and international organization websites and documents. It provided future terminology management strategies based on this data. Results : The project for the standardization of Korean medicine terminology between North and South Korea can be divided into 4 stages according to the level of exchange and cooperation. The first step is to "establish a foundation for terminology standardization." The second step is "term comparison." If the exchanges and cooperation between North and South Korea, the third step will be to promote the "terminology standardization" project through Inter-Korean dialogue. Finally, after incorporating discussion on terminology standardization, the Inter-Korean Medicine Terminology can be published. Conclusions : This requires a system to support and facilitate Inter-Korean medicine exchange and cooperation. It is important to provide a support system that can provide results in a timely fashion by training relevant experts, collecting data and information, communicating with experts in the industry, academia and research institutes. This system will be able to ensure the continuity of the terminology standardization project.
