Status of the International Cooperation Project, DECOVALEX for THM Coupling Analysis (THM 복합거동 해석을 위한 DECOVALEX 국제공동연구 현황)

  • For the assessment of the performance and safety of a deep underground radioactive repository system, the thermal, hydraulic, mechanical, and chemical behaviors and their coupling should be studied. In order to analyze the THMC coupling behavior more effectively, which requires complex mathematical models and modelling techniques, DECOVALEX international cooperation project was launched in 1992. Since its beginning, four major stages of the project were successfully completed and THMC modelling techniques for various conditions could be developed. In this study, the current status and major achievements from the project were reviewed and possible benefits of the participation to the project were discussed.

  • Machine tool (Mother machine) is the basis of industrial development and it largely has an effect on the quality improvement and Productivity improvement of machinery products because it demands high technical abilities such as design, machining. control and assembling which reflect the technical level of a country. But, in case of domestic companies. it is difficult to secure good engineers and enough fund for developing machine tool, which can not narrow the gap with advanced machine tool manufacturing companies. Therefore, this Project focused on the extraction of research and development project to improve the international competitiveness of machine tool industry through comprehending problems that domestic companies have and investigating the research trend in domestic and international countries.

City Diplomacy in South Korea: Trends and Characteristics

  • This research aims to analyze the external activities of local governments in South Korea from the perspective of the developing trends in city diplomacy, contrary to the conventional and narrow concept regarding local government's international exchange and cooperation as a public diplomacy. In detail, this research intends to illustrate the following: first, to differentiate South Korean local governments' growing commitment to international affairs from public diplomacy; second, to highlight the integration of public diplomacy with other forms of diplomacy within the framework of city diplomacy. This research argues that city diplomacy in South Korea has gradually shown the following three trends and characteristics. First, South Korean local governments have recognized the importance of participating in multilateral diplomacy via city networks to find compelling solutions to non-traditional and transnational security threats. They perceive this external activity as an opportunity for policy sharing and problem-solving with foreign partners. Second, local governments in South Korea have been fostering various ways to institutionalize their involvement in foreign affairs and organizations, such as amendments to related laws and the launching of task forces, to pursue so-called sustainable and systematic international exchange and cooperation. Lastly, South Korean local governments have constructed multiple channels and multilevel governance in the form of public-private partnerships to enhance policy expertise and cope with diverse agendas.

A combined approach to evaluate activity and structure of soil microbial community in long-term heavy metals contaminated soils

  • In the present study, long-term heavy metals (HMs) contaminated soil samples from a well-known Pb/Zn smelting area in the southwest of China were collected, and physicochemical and biological characteristics of these samples were evaluated. Soil samples contained different concentrations of HMs, namely Pb, Zn, Cu, and Cd. Enzyme activity analyses combined with microcalorimetric analysis were used for soil microbial activity evaluation. Results showed that two soil samples, containing almost the highest concentrations of HMs, also shared the greatest microbial activities. Based on correlation coefficient analysis, high microbial activity in heavily HMs contaminated soil might be due to the high contents of soil organic matter and available phosphorus in these samples. High-throughput sequencing technique was used for microbial community structure analysis. High abundance of genera Sphingomonas and Thiobacillus were also observed in these two heavily contaminated soils, suggesting that bacteria belonging to these two genera might be further isolated from these contaminated soils and applied for future studies of HMs remediation. Results of present study would contribute to the evaluation of microbial communities and isolation of microbial resources to remediate HMs pollution.

  • We provide a set of information on technologies to draw meaningful action plans for the inter- nationalization of National R&D activities. In this study, we employed a modified Delphi method to evaluate level od our technological capabilities and developed countries' as well. We investigated technology acquistion methodologies,technology characteristics and various aspects of international cooperation in terms of technology. Then we analyzed final responses of participants (i.e, the third round results of Delphi method) to see the correlation among various factors in developing tehnologies through international R&D cooperation. The technology classification used in this research was developed by STEPI (Science and Technology Policy Institute). In conclusion, levels of our technologies were investigated to be between the stage of imitating/absorbing advanced technologies and the stage of digesting acquired technologies. Especially, comparing with other technologies, mechanical engineering was evaluated to be almost near the stage of digesting acquired technology (the middle level stage of technology). Out overal technological capabilites were evaluated to be 40~60% of top level countries'.

  • Studies on the North East Asian Black Death have been actively conducted, but the contents of the Yanbian region have been rarely mentioned. The purpose of this study was to investigate the preventive measures and effects of the pneumonic plague in the Tumen River basin (mainly the present Yanbian region) based on the study of Yanbian region based on the research of researchers related to the North East Asia Black Death. In particular, we will use historical sources to provide a review of mortality levels and international cooperation in the region, as well as an overview the causes of the pandemic prevention efforts.

Opportunities for Joint Cooperation in R&D for FEALAC Countries: On Nanotechnology and Biotechnology

  • The general purpose of this paper is to identify opportunities for and to measure existing collaboration on research and development between institutions from the countries of Asia and Latin America in FEALAC's framework, in the fields of biotechnology and nanotechnology and their convergence. The methodological approach includes scientific and technological surveillance and research seeking to identify both the R&D and innovation capacities of the countries as well as the degree of international cooperation between countries of the two regions; case studies and a study of the governance framework of international collaboration in R&D about issues considered global challenges. The study has three main findings. First, nanotechnology, biotechnology and their convergence contribute to solving the problem of contamination by heavy metals affecting most of the countries that are part of FEALAC and to address problems arising from the accelerated rate of energy consumption, which also contributes to environmental damage. In this scenario, important business opportunities arise from the adaptation and development of bio-refinery technologies. Second, the scientific relationship between FEALAC countries, mainly between Asian and Latin American countries, is weak as can be seen in research for articles and patents. But there is plenty of room and potential for improvement. Third, current and upcoming joint R&D programs and projects should be linked both to existing governance structures and to new ones that serve as experiments of STI public policy regarding innovative management of intellectual property and capacity building. Practical implications are included in lessons learned and a set of recommendations involving a couple of proposals. One proposal calls for research and innovation in promising fields for international cooperation. Another proposal creates mechanisms in the governance framework for sharing knowledge, capacity building, and funding.

  • Past, present and future of nondestructive testing and evaluation(NDT&E) activities in Korea are reviewed. The current status and future direction in NDT&E research and development are presented. The newly revised edition of Korean NDT personnel qualification system is described. Other activities such as NDT&E training programs, NDT field services, and professional societies and international cooperation are also summarized. Founded in 1980, the Korean Society for Nondestructive Testing is now the center of domestic activities in NDT&E as well as the gateway to the international cooperation.

  • The purpose of this paper is as follow. The first is to investigate ship instrument supplier's and consumer's needs. The second is to study a feasibility of international ship instrument distribution center at Busan port. Therefore, the research scheme was experimented through a questionnaire survey answered by 878 companies. The results of this research indicate the necessity of ship instrument distribution center. The results of this study will be helpful for the success management of ship instrument distribution center.

  • Korea has good mutual relations with Russia and China in many fields, not just in science and technology, but also in trade. That is, it stands on a point of time in which an epoch-making turning point for mutual interests could be realized depending on how to join Russia's high technology with Korea's industrial technology with capital, or how to connect Korean -Chinese mutual concern and each other's advanced technology. The purpose of this study is to present scientific and technical information management policy for efficient su n.0, pport for technical cooperation with Russia and China. Bearing this purpose in mind, the concept of technical cooperation along with scientific and technical information management policy was closely examined. The correlation between the progress of technology and the type of scientific and technical information was examined, while the flow of scientific and technical information accompanying technical cooperation was studied. The methodology adopted for this study includes document research, empirical analysis and fact-finding survey. For document research, the writer analyzed the contents of scientific and technical information managing operations and the types of information to be utilized in the course of technical cooperation by examining domestic and foreign documents on international technical cooperation. For empirical analysis, the contents of actual results of scientific and technical information managing operations for technical cooperation with Russia and China were put in order and analyzed, while contents of survey conducted by organizations related to these countries for technical cooperation were synthesized and examined for fact -finding survey.
