  • Satellite Communication is able to send multi-channeld informations simultaneously including television traffic and has a merit which is easly connected to each other among earth stations. Therfore it has a important position as a international telecommunication system. But according to the diversities of telecommunication tn its quantity and quality, there must be introduction new high-capacity communications satellites or new telecommunication systems for a large step forward in international communications. To do so, there must be reexamination or complement in international conventions or regulations related to satellite communication as a basic background.

  • A signalling system generally designates electrical conditions and transmissionㆍreceiving programs of exchange control use signals concerning the establishmentㆍreleaseㆍtariff etc of calls between telephone subscribers and an exchange office or inter-exchange offices. In signalling system, different systems are being used according as communication service for control.   • E-Health allows you to supersede the central patient wireless healthcare system. Wireless Body Sensor Network (WBSN) is the first phase of the e-Health system. In this paper, we aim to understand e-Health architecture and configuration, and attempt to minimize energy consumption and latency in transmission routing protocols during restrictive latency in data delivery of WBSN phase. The goal is to concentrate on polling protocol to improve and optimize the routing time interval and schedule communication to reduce energy utilization. In this research, two types of network models routing protocols are proposed - elemental and clustering. The elemental model improves efficiency by using a polling protocol, and the clustering model is the extension of the elemental model that Destruct Supervised Decision Tree (DSDT) algorithm has been proposed to solve the time interval conflict transmission. The simulation study verifies that the proposed models deliver better performance than the existing BSN protocol for WBSN.

  • In the 21st century, the growing use of information and communication technologies (ICTs) and social media platforms has influenced our way of life, including international diplomacy. With the use of new interactive communication technologies such as WhatsApp, Twitter, Facebook, Instagram, video sharing website, blogs, and other social media networks, digital diplomacy has become an active diplomatic mode in modern society and plays an increasing important role in international relations. Although Indonesia has gradually realized the pivotal role of internet diplomacy and recently put it into practice, it is still lagging far behind. This paper will examine how Indonesia conducts its diplomacy in the new era of digital world. How far and in what ways does the Indonesian government make use of digital technology to conduct its diplomacy? What opportunities and challenges are confronted to develop digital diplomacy? How does it navigate diplomacy in the digital age? Unless Indonesia embraces new channels and methods of diplomacy, its foreign policy implementation may not run optimally to support its aim of attaining its objectives in the international stage.

  • The Train Networks has a goal which requires the fast and correct data communication for distributable equipment systems. For this, in 1999, some train makers had established the standard TCN(IEC61375-1) for the inter-operating between equipment systems. Recently, TCN is being used in EU, China and the requirement to use it is growing up by many other countries more and more. The TCN was adopted at Korea High-speed Train with first in Korea, and Rotem Company finished the design of TCMS with TCN network for Istanbul EMU and KTX-2 Train and tests them. TCN(Train Communication Networks) defines the set of communication vehicle buses and train buses. The MVB(Multifunction Vehicle Bus) defines the data communication interface of equipment located in a vehicle and the WTB(Wire Train Bus) defines the data communication interface between vehicles. This paper examines whether the result of on-board test is satisfied with the IEC61375-1(International Electrotechnical Commission 61375-1) which is the international standard of TCN and introduce the results.

  • The communication protocol for interface among railway signalling systems is designed and established as national standard in Korean from a few years ago. So the communication link for information transmission among railway signalling system can be a good example of application of this standard. Communication protocol which is standardized among Korean railway signalling is considered to apply information transmission. And we confirmed there is no the states of deadlock of livelock in std. protocol which is applied formal verification which is one of the analytic method for inspection of safety characteristics in the design course of protocol. But the safety of protocol has to necessarily accomplish this normal analysis approach about satisfying requirement matters with such this analytic approach. In this paper we analyzed the safety characteristics of standard protocol for Korean Railway signalling through the requirement matters for safety transmission of railway transmission system which is required in international standard. So through this study we confirm whether it satisfies safety requirement matters of the level which require in international standard and tried to confirm whether standard protocol has enough safety character in the real railway field.

The Design and Communication Strategy of Virtual Idols "Luo Tianyi(洛天依)"

  • The digital age start in earnest with the widespread use of the Internet. As a digital product, virtual idols bring new value to the design and dissemination of commercial brand images. "Luo Tianyi" is the world's first avatar and VOCALOID voice bank of Chinese. It has a large number of fans in China and is widely used in brand promotion. Therefore, "Luo Tianyi" is taken as the research object. Initially, we investigated the virtual idols through books, literature on the internet and other materials. Then we discussed semiotics and theories related to culture code brand design methodology (CCBD). After that, putting the above theories into practice, combined with brand design cases, we analyzed the strategy of virtual idols in brand promotion and dissemination, at last, we have the conclusion as followed. The results show that the virtual idols, visual symbol of "Luo Tianyi" can express the Index and Symbol corresponding to the brand information according to the characteristics of the brand. As an image of cultural code, "Luo Tianyi" can present three visual images at the same time, which are contemporary, traditional and future. In addition, these three visual images are presented in a strong and weak combination, which has a positive impact on the visual communication of the brand.

  • Including the Qualfication of Staffer required for Commuinication, the National Law of Professional qualification is a basic law for supply with manpower of high growth industry, and it is aiming at perfect the national Policy Concerned improvement for education and training of staff, carrying out of state examination for qualification and getting an occupation or application for special qualification. This law has established a management committee for qualification system in The Ministry of Science and Technique ROK, and authorized competence Minister according to kind of special qualification aiming at getting employment, practical use and courteous treatment in society and economy for national qualification, and also regulated their each official duty. A qualification of staffer required for communication is an administrative measure giving as occupational certificate after some examination for knowledge, technique and faculty in vocational ability to adapt to intrinsic of telecommunication. This certificate has the cause of an attribution of over the sphere of telecommunication, and so it has been originated in international situation, and then some of them is forced by international law, otherwise it be in common use between the nations. The Characteristic and orthodox of communication certificate has been succeded continually in company with development of telecommunication and the appliable field of them is specified, but the sovereign power of nation is approved by ITU that she can extent the applicable position for communication certificate and coordinate the utility of qualification for telecommunication value. Korean telecommunication law excepted the application of communication certificate in public communication field. It is unreasonable and even disobeyed against the theory of communication science and intrinsic of telecommuncation. Therefore it should be corrected immediately and then communication certificate have to accept in the public communication field at all, if so, the application field of communication certificate can have more than useful extenxion such as administration measure should be achieved by the management committee for qualification system in Ministry of Science and Technique and competemce Minister appointed according to special kind of certificate and the administration have to manage by the method and proccess caused by communication science or cooperative system between administration, industry, education and science. And, then, every acquisitor of qualification also has to try to perfect his vocational duty sincerely and to promote each self-realization.

Efficiency and Productivity on ICT Industry (ICT 제조업과 서비스업의 효율성과 생산성)

  • Non-parametric method such as technology efficiency, DEA/Window model and Malmquist Productivity Index (MPI) are used to measure efficiency and productivity of ICT (Information and Communication Technology) manufacturing industry and service industry over the period 2007-2011. The results of this paper indicate following: (1) Technology efficiency of the ICT manufacturing industry were found as the range of 0.34 and 0.39 over the sample period. Technology efficiency of the ICT service industry were found as the range of 0.16 and 0.20 over the sample period. (2) The geometric average of the Malmquist TFP indexes on ICT manufacturing industry indicated the productivity improvement an average of 8.3 percent. The geometric average of the Malmquist TFP indexes on ICT service industry indicated the productivity improvement an average of 1.6 percent. (3) TIER analysis result on ICT manufacturing industry showed that optimal bench marking made by storage devices${\rightarrow}$wireless communication equipment${\rightarrow}$broadcasting equipment${\rightarrow}$radio, recording and playback devices${\rightarrow}$computers, printers, video and audio-visual equipment path. TIER analysis result on ICT service industry indicated that optimal bench marking made by computers and packaged software${\rightarrow}$wired communication${\rightarrow}$communication, information, detection equipment${\rightarrow}$consulting and construction for computer systems integration${\rightarrow}$industrial machinery and equipment rental${\rightarrow}$telecommunications reseller${\rightarrow}$system software development and delivery${\rightarrow}$hosting path.

A Study on the Scope of the Development of Ship Communication in the GMDSS (GMDSS도입에 따른 선박통신의 발전방향에 관한 연구)

  • GMDSS(the Global Maritime Distress and Safety System), which is utilizing recently developed systems such as satellite communications and positioning system, digital communication system, computer and microelectronics technology, etc., has been adopted by International Maritime Orgnization(IMO) and coordina-ted with such organization as the International Telecommunication Union(ITU), World Meteorological Organizatoion(WMO), etc. This system took effect partly on February 1st 1992 according to the 1988 SOLAS Amemdments and, after some more complementary measures, will be fully operational by February 1st 1999. Comparing with the existing communication system, the new system is mainly based on the latest scientific technologies, and therefore overall countermeasure will be necessary to accept the system reasonably. GMDSS will transform the current communication system basically and be the major factor to change the demand and supply of personnel for radio communication. To cope with the system assertively, regulations relating to the radio installation, the posting of radio operators, the bounds of their duty, etc. must be established and the demand and supply of radio operators to meet the system must be accomplished pertinently. Moreover, the technique and quality of the person-nel responsible for the system must be upgraded to carry out the obligations by international regulations as well as to ensure the safety of life and property at sea. Looking into the actual situations of our country, every regulation relating to the GMDSS has been improved, but the concerned educational institutions and administrations have not yet prepared the rational and concrete schemes on the educational methods and adquate procedures for the system. Therefore, in this thesis, the author intends to propose directions for improving the courses and contents of education of the relating educational institutions and to suggest rational schemes for balancing the demand and supply of personnel to the administrative anthorty concerned.
