  • Information and communication technology has brought neck-breaking speed of changes to the global society in 20th century. The more the speed of change accelerated, the more widened the digital divide between the developed countries and the developing countries. In spite of the importance of solving digital divide, the current situation and status of projects for bridging the international digital divide around the world is not fully researched. Therefore, the purpose of this paper is to study the foreign and domestic projects for bridging the international digital divide and to suggest the efficient ways of domestic projects for solving the international digital divide.

  • Legal rules applying to the commerce and international commerce in particular contracts, proper law, jurisdiction and so on, have improved with time and experience. Engaging in e-commerce on the World Wide Web may expose the company to the risk of being sued in any foreign country where Internet user can establish a legal claim. The modem law of contracts is highly sophisticated and difficult to understand. With contracts created in cyberspace, the basic rules are no difference that we can find. However, there are situations in e-commerce that are altogether new and to which the existing rules cannot apply. Here uncertainty and business risk is too high for trading partners to deal with certainty. Therefore existing law must change to e-commerce law so that it provides certainty and enforceability over e-commerce. UNCITRAL Working Group on Electronic Commerce prepared the Preliminary Draft Convention on [International] Contracts Concluded or Evidenced by Data Message from the thirty-ninth session in 2002 which applies to international contracts concluded or evidenced by means of data messages. An electronic contract is concluded when the acceptance of an offer becomes effective, and an offer becomes effective when it is received by the offeree, and an acceptance of an offer becomes effective when the indication of assent is received by the offeror according to this Convention. Electronic contract may be concluded by the interaction of an automated computer system and natural person or by the interaction of automated computer systems, and a contract formed by a natural person that accesses an automated computer system of another person has no legal effect in case the neutral person made a material error in a data message.

  • As many kinds of transactions and informations move onto the Internet, methods to resolve dispute arising from this trend must also move onto the Internet. The Internet has heightened interest in Alternative Dispute Resolution(ADR). Some organizations are using the new technology in the field of dispute resolution, for example, by establishing web sites and offering communications through the Internet. Online ADR provides an attractive solution to an important part of the jurisdictional challenges presented by the Internet. This study reviews the types of online ADR as the dispute settlement way in electronic commerce. Especially this paper points out the task that Korea has to promote the online ADR for more effective and efficient dispute settlements.

  • The telecommunications-based information technology and the provision of electronic commerce are broadening possibility of the virtual enterprise. The purpose of this paper is to enhance academic and practical understanding virtual enterprise as one of the most promising new concepts in electronic commerce area. I strive to establish the concept of virtual enterprise as a strategic source of competitive advantage in small & medium business. I analyze several new trends and concepts in strategic business area which will eventually lead small & medium business to the virtual enterprise. It has great potential benefits for small & medium businesses which are placed in difficult circumstances. They must build IT infrastructure and make use of co-sourcing for the utilization of virtual enterprise. This paper also suggests the strategic methods which enable the conventional enterprise to introduce the virtual enterprise.

So Korea SMEs must active the international competitive power by information management and advance to a higher position. In conclusion, SMEs of information management is require that SMEs' CEO and CIO are must self-help to in this field. And governments improvement of connected with the related system in these field.

  • 우리나라에서 무역이 차지하는 비중이 적지 않다는 점은 누구나가 주지하고 있는 사실이다. 이와 관련하여 관련 당사자들은 이러한 무역을 통한 경제성장을 위하여 치열한 노력을 경주하고 있으나, 현실적으로 저임금 노동력을 바탕으로 한 개도국 제품과 고도의 기술력을 바탕으로 하고 있는 선진 제국의 틈바구니에서 어려운 경쟁을 벌이고 있다. 이를 물류의 측면에서 살펴 본다면 제반 경쟁국에 비해 관련 물류비 역시 높은 실정으로서 전자무역의 환경하에서 이러한 물류업체들의 현황은 어느 정도 수준이며, 이와 관련된 제반 문제점은 무엇인가를 규명하고 그 대용방안을 모색하고져 한다.

  • 본 논문에서는 eUCP에서 전자자료 제시의 기준과 심사기준을 중심으로 연구하였다. 전자자료 제시의 장소, 제시의 방법에 대한 기준과 제시시기 및 전자제시에 대한 인증에서 발생하는 문제점을 제기하고 심사기간의 기준과 하이퍼링크방식의 전자자료에 대한 심사기준, 훼손된 전자기록에 대한 심사기준을 분석하였으며, 전자가록의 거절의 방법과 그에 대한 응답에 관련된 내용을 분석하였다. 전자제시의 문제점으로서 표준양식의 문제, 전자제시자의 면책의 문제, 환어음 유통성의 문제, 서류 심사기간, 인증기관과 방법에 관한 문제에 대하여 분석하여 해결방안을 제시하였다.

  • Recently international trade environment has been rapidly changed according to information age. In particular, international trade has been carried out with various ways under the digital revolution. In this regard, the companies are handling their business with the open network internet and doing their critical marketing activities which are very different from the existed trade customs. However, trade-related information database which is necessary to import and export activities is partly built, and there are many issues to be settled down. In other words, electronic trade opportunity website in the field of overseas marketing and customs clearance with EDI(electronic data interchange) are developed, but the database which companies can make use of their businesses is not fully supported. Therefore the structured database should be developed urgently from the stage of opening business to that of payment. This study closely analyzes the databases under the trade procedure, look into the problems of those database and suggest the solutions of trade information databases. Finally this study provides a sort of trade infrastructure for the development of international trade by internet through the building of trade information.
