Comparison of Main Chracteristics of Buckwheat (Fagopyrum esculentum Moench) Cultivars Grown in Korea (메밀 육성 품종의 주요 농업특성 비교)

  • 메밀(Fagopyrum esculentum Moench)은 마디풀과(Polygonaceae) 메밀속 (Fagopyrum)으로 약 20종이 있으며, 전 세계 인류 역사와 함께해 왔으며, 오랫동안 사랑을 받아 온 작물이다. 메밀 생태형 분류는 늦게 파종할수록 종실 수량이 떨어지는 여름메밀, 반대로 늦게 파종할수록 종실 수량이 증가하는 가을메밀과 중간형 메밀이 있다. 여름메밀 대표품종은 양절메밀, 양절메밀2호가 있다. '양절메밀'은 춘파·하파 재배가 가능한 여름메밀 품종으로, 1994년 육성되어 장려 품종으로 결정되었다. '양절메밀'의 특성은 유한생육 초형으로, 조숙·단간·다수성 이며, 꽃색은 흰색이며 종자는 흑색이다. 성숙일수는 60-64일로 짧으며, 성숙 후에도 탈립이 강하고, 경장은 단간으로, 도복에 강한 편이다. 그 후 수량성이 증가된 '양절메밀 2호'가 육성되었다. 양절메밀2호는 대립종자로 종자가 흑갈색이며 천립중도 29.5g으로 양절메밀보다 무겁다. 가을메밀로는 대산메밀, 다원 및 순백이 육성되었다. 싹용인 '대산메밀'은 줄기가 연홍색이고 종자가 갈색이었다. '대산메밀'은 가을메밀 품종으로 가을 재배에 적합하다. 경장은 중장간종이며, 생육 일수는 양절메밀보다 약간 늦은 중생종이다. 메밀싹 수율이 높아 새싹 재배에 적합한 것으로 나타났다.

  • "Plant genetic resources for food and agriculture" means any genetic material of plant origin of actual or potential value for food and agriculture. "Genetic material" means any material of plant origin, including reproductive and vegetative propagating material, containing functional units of heredity. (Internal Treaty on Plant Genetic Resources for Food and Agriculture, ITPGRFA). The "Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (ABS) to the Convention on Biological Diversity (shortly Nagoya Protocol)" is a supplementary agreement to the Convention on Biological Diversity. It provides a transparent legal framework for the effective implementation of one of the three objectives of the CBD: the fair and equitable sharing of benefits arising out of the utilization of genetic resources. The Nagoya Protocol on ABS was adopted on 29 October 2010 in Nagoya, Japan and entered into force on 12 October 2014, 90 days after the deposit of the fiftieth instrument of ratification. Its objective is the fair and equitable sharing of benefits arising from the utilization of genetic resources, thereby contributing to the conservation and sustainable use of biodiversity. The Nagoya Protocol will create greater legal certainty and transparency for both providers and users of genetic resources by; (a) Establishing more predictable conditions for access to genetic resources and (b) Helping to ensure benefit-sharing when genetic resources leave the country providing the genetic resources. By helping to ensure benefit-sharing, the Nagoya Protocol creates incentives to conserve and sustainably use genetic resources, and therefore enhances the contribution of biodiversity to development and human well-being. The Nagoya Protocol's success will require effective implementation at the domestic level. A range of tools and mechanisms provided by the Nagoya Protocol will assist contracting Parties including; (a) Establishing national focal points (NFPs) and competent national authorities (CNAs) to serve as contact points for information, grant access or cooperate on issues of compliance, (b) An Access and Benefit-sharing Clearing-House to share information, such as domestic regulatory ABS requirements or information on NFPs and CNAs, (c) Capacity-building to support key aspects of implementation. Based on a country's self-assessment of national needs and priorities, this can include capacity to develop domestic ABS legislation to implement the Nagoya Protocol, to negotiate MAT and to develop in-country research capability and institutions, (d) Awareness-raising, (e) Technology Transfer, (f) Targeted financial support for capacity-building and development initiatives through the Nagoya Protocol's financial mechanism, the Global Environment Facility (GEF) (Nagoya Protocol). The Rural Development Administration (RDA) leading to conduct management agricultural genetic resources following the 'ACT ON THE PRESERVATION, MANAGEMENT AND USE OF AGRO-FISHERY BIO-RESOURCES' established on 2007. According to $2^{nd}$ clause of Article 14 (Designation, Operation, etc. of Agencies Responsible for Agro-Fishery Bioresources) of the act, the duties endowed are, (a) Matters concerning securing, preservation, management, and use of agro-fishery bioresources; (b) Establishment of an integrated information system for agro-fishery bioresources; (c) Matters concerning medium and long-term preservation of, and research on, agro-fishery bioresources; (d) Matters concerning international cooperation for agro-fishery bioresources and other relevant matters. As the result the RDA manage about 246,000 accessions of plant genetic resources under the national management system at the end of 2016.

A Comprehensive Model of Purchasing Intention of Customers in Agricultural Products Online Shopping Malls (농산물 온라인 쇼핑몰에서의 고객의 구매의도에 관한 포괄적 모형)

  • This study proposes a comprehensive model of purchasing intention of customers in agricultural products online shopping malls. In this study, we derived the factors through the literature reviews and logical reasoning and classified the factors as a business point of view, an information systems point of view and an agricultural characteristics point of view, and developed the integrated research model which is the factors affect purchase intentions by mediating trust and the perceived usefulness. A total of 329 samples of a valid survey data from the members of small agricultural online shopping malls were collected and the research model was empirically analyzed by a confirmatory factor analysis and path analyses using structural equation modeling with the data. The results show that the product quality and the service quality of the business point of view have effects on the trust, however the price adequacy and entertainment have no effect on the trust and the perceived usefulness respectively, also the advertising exposure has no effect on the trust but it has an effect on the purchase intention directly. The information quality and the ease of use of the information systems point of view have an effect on the trust and perceived usefulness. At last, the seasonal product of the agricultural characteristics point of view has effects on perceived usefulness but the regional brand has no effect on the trust. The results of this study provide strategic implications for successful development and operation of agricultural products online shopping malls.

Risk Assessment of Genetically Modified Organisms (유전자변형 생물체의 위해성평가)

  • New breeding method by genetic engineering is expected as a key technology to solve food shortage due to the growing world population in the year 2000s. Many genetically modified organisms (GMOs) were already developed and the commercial cultivation had started. The first GMO, Flavr Savr tomato, which rotted at a much slower pace than ordinary ones, was developed in US in 1994. Since then, over than 70 different agricultural products including corn, cotton, soybean, papaya, potato, and squash made with genetically modified plants are reportedly on sale worldwide. Supporters favor the GMOs because they have greater yields, longer shelf lives and stronger resistance to disease and insects. On the other hand, opponents say that the supporters ignore a potential danger that they may damage the environment as well as human beings. To assure the safe development and use of GMOs as food and other biotech products, the possible risks on biological environment and human health should be throughly examined and regulated by developer and government. Because the biosafety problem is a global, environmental, and trade issue, a new international treaty is under development. The Cartagena Protocol on Biosafety was adopted at the 1 st Extraordinary Conference of Parties of the Convention on Biological Diversity which was held at Mont-real, Canada, Jan. 29th, 2000. The adoption of the Protocol is seen as a breakthrough in that it is based on the" Precautionary Principle" despite scientific uncertainties surrounding potential risks that GMOs may inflict on human health and the environment and that it has laid the ground for introduction of specific steps to handle international trading of GMOs. In this paper, the authors would like to introduce the current status and perspective of environmental and human risk assessment of GMOs.t of GMOs.

An Analysis of Research Trend on Risk Management in FTA (리스크관리 측면에서 FTA 연구동향 분석)

  • This research aims to review every important academic research on risk management in FTA and to suggest a future area for further research. This research area seems to focus on conceptual study or fact finding rather than on theory development or empirical research on causal relationship or theory testing. The National Assembly Digital Library analyzed the results of 3,576 researches on thesis and journals fromthe results of the FTA. Research on FTA is analyzed in four major themes. First, there have been previous studies on business performance such as FTA export performance and economic effect. Second, analyzed the effects of FTA in product and service. The products are classified into agricultural, marine products, manufacturing, textiles and clothing, medicinal pharmaceuticals, cosmetics, and others. Services are classified into educational and cultural contents, service industry and financial industry. Third, research on the risk management of FTA Origin is broadly classified into the use of country of origin and the verification of origin, and the use of origin includes the study of rules of origin and systems of origin and management. Origin verification was divided into origin verification and origin risk management. Fourth, study on the conclusion area of the FTA, studies were conducted on areas such as Korea-US FTA, Korea-China FTA, Korea-EU FTA, Korea-Japan FTA, Korea-Chile FTA, and Korea-ASEAN FTA. Search results through the FTA, focused on analyzing the FTA area and concept research by research purpose. In addition, research methods are mainly focused on documentary survey, and research areas are concentrated on specific countries such as China and USA. This implies a necessity for a future development in that research area. Other areas for future research may include case research on actual failures in FTA, proactive risk management strategy, and integrated risk management for export companies. Risk management in FTA may help investment expansion, and that is why research on the issue matters.

Regional Application of the OECD Phosphorus Budget: Comparison of the Input-Output Data Sources (OECD 인 수지 산정법의 지역단위 적용 연구: 유출입 자료 출처 비교)

  • Phosphorus (P) is an essential and major nutrient for both plants and animals. However, anthropogenic P in the environment may cause severe problems such as the deterioration of water quality. Therefore, it is essential for the Korean government to manage P in the agricultural sector. The annual P budget for Korea was 46 kg P ha-1 in 2013, placing Korea in second among Organisation for Economic Co-operation and Development (OECD) countries. P surplus and deficiency in agricultural lands can be estimated according to the P budget, which is one of the OECD agri-environment indicators. In the P budget, it is important to ensure consistency in the input-output data sources, in order to apply national and regional policies for the environmentally sound management of agricultural P. This study examines the impacts on the input-output data sources in the regional P budget in Korea. P budgets were between 99-145 kg-P/ha, depending on different data sources. We suggest two recommended data combinations (DC 1 and DC 2) for reliability of the data. P budgets calculated using DC 1 and DC 2 were 128 kg-P/ha and 97 kg-P/ha, respectively. According to the results, one of the core factors affecting P budgets was crop production. In this study, DC 2 was recommended rather than DC 1 in order to consider the cultivated areas for various crops. It is also necessary to analyze the sensitivity of the coefficients used in P budget in the future.

  • Korean government has planned to increase the productivity of horticultural crops and to expand supply smart greenhouse for energy saving by modernization of horticultural facilities based on ICT in policy. However, the diversity and linkages of monitoring and control are significantly insufficient in the agricultural sector in the current situation. Therefore, development of a service system with smart-farm based on the internet of things(IoT) for intelligent systemization of all the process of agricultural production through remote control using complex algorithm for diverse monitoring and control is required. In this study, domestic and international research trend related to ICT-based horticultural facilities was briefly introduced and limits were analyzed in the domestic application of the advanced technology. Finally, future core technologies feasible to graft in agricultural field were reviewed.

Current trends in forest science research using microsatellite markers in Korean national journals

  • Microsatellites, which are sequences of repetitive short nucleotides, are abundant in the genome and have relatively many alleles at a locus. Hence, microsatellite markers are used in various research areas such as medicine, agriculture, and biology. Thanks to recent advanced techniques and databases associated with microsatellite marker development, foreign research relying on microsatellite markers is increasing in various study areas. In this study, by analyzing microsatellites-related articles published during 2000-2014 from eight Korean national journals representing zoology, botany, genetics, ecology and environmental science, breeding science, and forest science ('Animal Cells and Systems', 'Journal of Plant Biology', 'Genes and Genomics', 'Korean Society of Environment and Ecology', 'Korean Journal of Breeding Science', 'Journal of Agricultural Science, Chungnam National University', 'Journal of Korean Forest Society' and 'Forest Science and Technology'), we found that the number of articles and diversity of study subjects and objects have increased considerably. However, there are fewer applications of microsatellites in the national forest science area. During 2000-2014 in 'Journal of Korean Forest Society', the percentage of articles dealing with microsatellite markers was found to be the lowest with 4.2% among articles focusing on PCR-based markers including RAPD, AFLP, and ISSR. However, in 'Canadian Journal of Forest Research' and 'Forest Ecology and Management', microsatellite marker articles were represented at their highest with 69.2% and 76.2%, respectively. Given the advantages of microsatellite markers, the publication of research papers using microsatellites should be increased in Korean forest science journals to the level of studies published in prominent international journals.

A Study on the Determination of Water Storage-Supply Capacity of Agricultural Reservoir (소규모 농업용 저수지의 저류량-용수공급능력 결정에 관한 연구)

  • This study aims at the effective estimation of water supply capacity of small scale reservoir and the proposal of the data which is necessary to establish the water resources management plan of down stream area of the reservoir in the future by comparison and examination about reservoir operation technique for the security of agricultural water in small scale reservoir. The result of flow calculation by Tank model is used for the input data as the inflow data which is needed for the analysis of water supply capacity. Stochastic method, simulation method, and optimization method are used to examine the water supply capacity, and water security amount is compared with each method. From the analyses of water supply capacities by each method, slightly different results are shown in spite of the effort to compare them equally using input data such as inflow data under equal conditions, and the comparison of water supply capacities by each method are as follows; linear planning method, simulation method, and transition probability matrix method in the order of amount from the largest. It is thought that the simulation method in which comparatively reasonable application of the inflow data is possible and is simulated in successive time series dam operation of the three methods used in this study thus, simulation model is proper to estimate the water supply capacity of agricultural small scale reservoir. And it is judged that the heightening of efficiency of water resources utilization according to the development of downstream area of dam may be possible using the upward readjusted water supply amount of $55.18{\tiems}10^6ton$ and $63.7{\times}10^6ton$ at 95% and 90% supply reliability respectively which are above the planning water supply amount of $50.0{\times}10^6$ton when the simulation method is introduced as the standard.

Development of RESTful Web Service for Loading Data focusing on Daily Meteorological Data (데이터 로딩 자동화를 위한 RESTful 웹서비스 개발 - 일별 기상자료 처리를 중심으로 -)

  • Generally data loading is a laborous job to develop models. Meteorological data is basic input data for hydrological models, it is provided through websites of Korea Meteorological Administration (KMA). The website of KMA provides daily meteorological observation data with tabular format classified by years, items, stations. It is cumbersome to manipulate tabular format for model inputs such as time series and multi-item or multi-station data. The provider oriented services which broadcast restricted formed information have caused inconvenient processes. Tim O'Reilly introduces "Web 2.0" which focuses on providing a service based on data. The top ranked IT companies such as google, yahoo, daum, and naver provide customer oriented services with Open API (Application Programming Interface). A RESTful web service, typical implementation for Open API, consists URI request and HTTP response which are simple and light weight protocol than SOAP (Simple Object Access Protocol). The aim of this study is to develop a web-based service that helps loading data for human use instead of machine use. In this study, the developed RESTful web service provides Open API for manipulating meteorological data. The proposed Open API can easily access from spreadsheet programs, web browsers, and various programming environments.
