The study on Wholesale pricing of MVNO using two way interconnection charge system is rare. This paper considers MVNO possessing its own facilities and subscribers. While previous studies focus on wholesale provision by MNO, this paper employs another approach from existing MVNO model. This paper introduces two way interconnection charge system by recognizing that mobile network interconnection is important to complete the call from MNO to MVNO as well as the call from MVNO to MNO. Also it is interesting to analyze wholesale pricing when there is brand loyalty between MNO and MVNO. This paper analyzes retail pricing and wholesale pricing under duopoly competition and drives social optimal solutions using linear city model.

2000년대 초반 이동통신서비스 시장의 급속한 성장에 따라 유선망에서 이동망으로 상호접속 수요가 증가하면서 유선망사업자와 무선망사업자 간의 공정한 상호접속 관계를 위한 제도가 도입되었으며, 이동전화보급률이 90%를 넘어선 2000년대 중반부터는 이동망 사업자간 상호접속 문제가 대두되었고 현재에는 인터넷 전화, LTE, 스마트폰 등의 보급으로 상호접속의 대상이 더욱 복잡해졌다. 본 논문에서는 2000년대 초반 이동망착신(LM) 접속료가 유선 및 이동전화서비스 사업자들간의 경쟁에 중요한 요소가 되었던 점에 착안하여 당시의 자료를 바탕으로 국내 이동망착신 접속료의 수준을 36개 해외 국가들과 비교해보고 함의를 구하고자 하였다. 이를 위해 상관분석과 회귀분석을 통해 접속료 수준에 대한 각 국가별 인구, 1인당 GDP, 이동통신시장에 대한 규제여부, 요금부과 방식, 유선전화보급율, 무선전화보급률 등의 변수가 이동망착신 접속료 수준 결정에 유의한 영향을 미치는지를 확인하고자 하였다.

In this paper, a method for computing the capacitance parameter for a multi-interconnection line in a multilayered dielectric region is presented. The number of interconnection lines and the number of dielectric layers are arbitrary, and the interconnection lines are finite cross section or infinite cross section. The surface of lines and dielectric interface are divided into subsection. The surface charge density of each subsection is a constant step-pulse function for each subsection. After the solution of surface charge density is effected by the method of moments, capacitance parameter is calculated.

본 논문은 이동통신시장에서 상호접속료가 소비자 후생에 미치는 영향을 실증분석을 통해 시사점을 도출하였다. 현재 상호접속료 정책은 사업자 전체를 규제하는 개별요율제와 함께 TD BUah형을 혼합한 장기증분원가 체계로 운영되고 있기 때문에 이와 같은 산정모형과 정책적 요인이 소비자후생에 미치는 영향을 분석하거 위하여 log선형함수를 이용한 소비자 후생의 측정과, 정책변수를 더미화 한 소비자 후생 결정 모형을 이용하여 분석하였다. 분석결과 소비자 후생은 2009년 기준으로 약 6조원으로 나타났으며, 최근 기준으로 상승세를 보이고 있었다. 상호접속료의 하락은 소비자 후생을 증진시키는 것으로 나타났지만, 개별요율제와 현재의 장기증분원가 체계는 소비자 후생과 부(-)의 관계를 가지는 것으로 나타나, 정책 프레임의 수정이 필요한 것으로 판단된다.

The key objective of this paper is to suggest a pilot model for mobile network interconnection charge calculation by bottom-up long-run incremental costing methodology. Interconnection issues have lately attracted considerable attention by network operators and regulators. However there is no standard by all the network operators' agreement. The costing method is an acute problem because the interconnection charge is directly related to the network operators' revenue. Thus Korea has planned to launch the new interconnection policy based on the current traffic distribution and then we simulate the model in a sample area with virtual data. The results propose objective and reasonable guideline for the mobile network element cost calculation. It can be helpful for calculating price floor or bottom-up long run incremental interconnection charge by regulator.

본 연구는 유무선망간 상호접속모형을 다루고 있다. 특히, 발신자 입장에서 착신망 혹은 요금에 대한 무지가 존재하는 경우 상호접속료와 발신요금이 어떻게 책정되는 것인가를 분석하고 있다. 소비자 무지가 존재하는 경우 없을 경우 보다 착신접속료는 더욱더 높으며, 따라서 발신요금도 높아진다. 본 연구에서는 발신요금 상승을 억제 할 수 있는 여러가지 규제적 대안을 비교분석 하고 발신요금과 유무선착신접속료를 동시에 규제할 수 있는 최적 규제방안을 제안한다.

The present paper investigates the technological and conceptional characteristics of peering and transit in internet interconnection. Especially, the market with two ISP competing for customers is modeled and the outcome with peering is compared with transit. This paper also analyze the congestion effects on retail price and network capacity. When there is congestion effects occurring from network sharing, the retail price is increased and the fixed fee is decreased with the degree of congestion. Finally, the optimal access charge assuring the socially optimal retail price and network capacity is derived.

현재 우리나라의 상호접속제도는 기본적으로 전부비용배부방식에 의해 접속료를 산정하고 있으나 비용배부기준 등 이 방식의 기본적인 문제점뿐만 아니라 실제발생비용을 전부 보상하므로 효율적인 사업운영을 유도할 수 없다는 문제점을 가지고 있다. 또한 전면경쟁환경의 조성과 대외개방압력의 임박 등 통신환경변화는 경쟁활성화를 촉진하는 새로운 규제방식을 요구하고 있다. 이에 본 논문에서는 미국, 영국, 일본 등 통신선진국의 접속료규제방식의 동향분석과 주요 접속료산정방식 및 인센티브규제방식들에 대한 비교분석을 통하여 기본적으로 효율성이념을 보다 반영한 장기증분비용방식의 도입을 추진함과 아울러 기존사업자에 대한가격상한규제방식의 도입을 병행할 것을 제시하고 있다.

유무선망 상호접속 서비스 제공을 통한 통화요금의 사업자별 배부가 서비스 설비원가에 의하여 많은 부분이 정의되는 점을 고려한다면 망 설비를 통하여 제공되는 서비스들의 통화량 기준에 의한 평가가 이루어져야 한다. 이러한 관점에서 이동통신망 설비를 음성, 데이터서비스를 위한 전용설비와 공통설비로 구분하고, 공통설비는 합리적 기준에 의한 서비스별 설비원가의 배부 방법의 도출이 필수적이다. 본 논문에서는 유럽 GSM 시스템에서 이용되고 있는 이동통신망 공통설비 원가 배부 방안 분석을 통하여 국내 CDMA 이동망의 공통설비 원가 배부를 위한 회선 음성 서비스와 패킷 데이터서비스간의 단일 통화량으로 계측하기 위한 서비스간 환산계수 방안을 도출하였다.

In this paper, we describe the crossover of the parasitic capacitance at the interconnections for the system miniature, analyse ground capacitance and mutual capacitance due to actually coupled line in the ICs or MCMs. From the results of deviding interconnection line with infinite parts, using Green's function with image charge method and moments, we could obtain 70% decrease of system runtime parasitic inductance because of simplicity of transforming formular.
