A Survey for Computerized Information System of Occupational Health Management at Worksite (사업장 산업보건 정보관리 전산화 실태조사)

  • In order to develop the computerized information system of occupational health management at worksite, we surveyed actual states of computer use at worksites. We used a self-administrative questionnaire to the members of Korean Association of Occupational Health Nursing(KAOHN) from July 4 to August 21 in 1997. Among the members of KAOHN, 147 members answered. The worksites where they were employed were very diverse in aspect of jobs, locations, and size. Occupational health computerized system was used at 30(20.4%) worksites among 147 respondants. When they first introduced the computerized system the most difficult problem was the lack of support of manager. The programs that they have used mainly consist of drug management, health examination management, disease management, but the program of worksite environment management have been rarely used. Most users felt that the computerized system was effective, but there were problems in connection within programs. Many worksites have plans to take or expand the computerized information system within several years. It is necessary to develop the effective and integrated occupational health computerized system.

Discussions on Pesticides Management and Marketing in Korea (농약의 관리 및 유통의 문제점과 개선책)

  • An emphasized analysis and reviews on the progress of pesticide managements for the past 10 years through the statistics in Korea are summarized in this continued studies in connection with the fundmental aspects and direction of advanced pesticide industry and improved plantprotection policies for 1980's. Remarkable development and changes are observed in the plant species and varieties, plantation practices and production techniques as well as pest infestations and controls in the last decade, but no normal achievement and operations are recognised on the pesticide management and marketing system especially. Realistic plant protection adminstration and pesticide regulations in accordance to the industrial modernization and pest management advancement must be adjusted in accordance with national economic progress and desirable agricultural structure for 1980's. Special considerations are stated on the strengthening of research and inspection program for the quality products and control with the efficacy and safety use of pesticides. More serious attentions are noted on the over production and flooded stocks under struggled market demands and sales competitions with lethal financial difficulties by producers. Through the status analyzed for the last decade, the integrated past management and cooperative basic control pattern under positive self-forecasting system by farmers are also urged for the effective and economic pest control measures. The problems and solutions discussed here ell the advanced pesticide management as well as the cooperation on the self-ordered quality control and market managing systems in 1980's as it is a desired projection for the further improvement. Most of outstanding and necessary statistics and data in the past decade are also summarized here for references in connection with the previous report.

  • Sensors, equipment, ICT facilities and their corresponding software have a relatively short lifetime relative to that of constructional structure, so these devices have to be continuously fixed or exchanged during maintenance and management. Furthermore, software or analysis tools should be periodically upgraded according to advances in ICT and analysis technology. Conventional monitoring systems have serious problems in that it is difficult for site engineers to modify or upgrade hardware and analysis algorithms. Moreover, we depend on the original system developer when we want to modify or upgrade inner program structures. In this paper, we propose a novel design for integrated maintenance and management of a monitoring system by applying the mobile cloud concept. The system is intended for use in disaster prevention of constructional structures, including bridges, tunnels, and in traditional buildings in a local heritage village, we analyze the status of these structures over a long term or a short-term period as well as in disaster situations. Data are collected over a mobile cloud and future expectations are analyzed according to probabilistic and statistical techniques. We implement our integrated monitoring system to solve the existing problems mentioned above. The final goal of this study is to design and implement a monitoring system for more than 10,000 structures spread within Korea. Furthermore, we can specifically apply the monitoring system presented here to a bridge made from timber in Asan Oeam Village and a traditional house in Andong Hahoe Village to monitor for possible disasters. The entire system design and implementation can be developed on the LinkSaaS platform and the monitoring services can also be implemented on the platform. We prove that the proposed system has good performance by performing a TTA authentication test, web accommodation test, and operation test using emulated data.

  • Development of launch vehicle needs a large-scale and complicated System Engineering discipline interfacing to small-quantity production with special manufacturing processes. In general, the System Engineering discipline of launch vehicle has its relationship with Production, Operations, Product Assurance and Management disciplines and its internal partitions into the functions of System Engineering Integration & Control, Requirements Engineering, Analysis, Design and Configuration and Verification. As a function of Product Assurance, reliability of launch vehicle plays an significant role in risk management, system safety, flight safety and launch certification through design assurance. Moreover, major functions of systems engineering are integrated by means of reliability in the phases of design and verification. Therefore, derailed identification of system engineering interfaces of reliability, and execution of tasks for reliability assurance is required for successful development of launch vehicle. This paper identifies specific pattern and mechanism of the interfaces between reliability and system engineering.

A Study for Defense Acquisition System Improvement (국방무기체계 획득절차 발전방향 - 미국 국방획득절차 개선노력을 중심으로 -)

  • During the 'Cold War', DoD had focused on the high performance and timely acquisition which enabled quick field out the superior weapons than the enemy regardless of acquisition cost. But, after the cold war, the focus has been changed to the 'cost effective acquisition' of weapon systems because of tremendous investment cost & economic theory. The U.S. DoD has been tried to make 'the most effective acquisition system'(AR, Acquisition Reform) from mid-80's with their enough experienced program data, and as a result, they had launched the new acquisition procedure - DoD 5000 series - in 1996. DoD is continuously doing the study and making several improvements on the procedure after it had been once announced. On Oct 30. 2002, DoD noticed that they cancelled the DoD 5000 series documents(5000.1, 5000.2, 5000.2-R) and 5000.2-R will be reissued as a guide. The most recent version which focused on 1) evolutionary acquisition and spiral development, 2) procedure for future technology systems including software and IT, 3) supplement on the area of efficiency, flexibility, creativity and innovation of old system was issued by May 12. 2003. This article suggests a 'good idea' based on the reviewing of these DoD efforts for our defense acquisition regulation and procedure to go. It includes the CAIV concept application, IPT utilization, T&E method, cost or price based contract etc-all for the effective acquisition.

THE PROVISION OF QUALITY AND SAFE FOODS IN SCHOOL LUNCH PROGRAM THROUGH CENTRALIZED FOOD PRODUCTION TECHNOLOGIES

  • Sound nutrition is the basic foundation for the health of a population. Proper nutrition education through the school system can actualize the building of sound nutrition being provided at school lunch programs along with nutrition education can have far reaching impact to the health of the whole nation. In Hong Kong, the recent change over from a half day to full day school program signaled the need for a school lunch program. However, there has been no organized effort so far in Hong Kong to provide such service. School lunches are being provided by caterers who are more concerned about profits than food safetly. Alarming rates of food poisoning occurring recently in Taiwan school has further accentuated the importance of fool safety. With the advent of centralized food production technologies, Dietirians can apply their nutrition knowledge and integrate with food production processes such that safe, healthy and nutritious mcals can be produced in large quantities in a cost-effective manner serving he needs of the school children. This paper introduces the centralized food production concept, using some of the cool chill production centers for school lunch programs in the United States as examples to discuss how new technologies and management system can be integrated to yield the best outcome in food quality and safety.

A Study on the System of Confidential Record Management of the USA (미국의 비밀기록관리제도에 관한 연구 -대통령의 행정명령(EO)을 중심으로-)

  • This study aims to analyze the details of the executive order of the president of the United States, which have been developed in the country's administrative system to institutionalize the guarantee of the people's right to know the classified records, as well as to protecting national secrets. This study also aims to present any implications for the development of the classified record management system of Korea. To this end, the previously issued EO concerning the classified records management were reviewed in terms of its classification, safeguard, and declassification. The analysis results showed that the EO by the president established and prescribed the special access program for national secrets, the system to exempt and suspend the automatic declassification, and the sanctions for protecting national secrets. The EO also established and prescribed the appointment system for the person with the authority to classify record, automatic declassification program, and Mandatory declassification review system, as well as the procedures for historical researcher and certain former government personal to access the classified records with the purpose of guaranteeing people's right to know. As a result, this study identified implications for the development of Korea's classified record management system, as follows : First, it is necessary to restructure the current classified record management system, by changing the operations that is dependent on the director of the National Intelligence Service to the one that is dependent on the President. Second, it is necessary to legislate a separate special law for the classified record management system. Third, a standing supervisory body should be established for the integrated management and for the consistent and routine supervision of the classified record management. Fourth, it is necessary to establish procedures to further review the classification of classified record to correct the defects of the current classification system, which has been abused and mismanaged by the national agencies and organizations that produce classified record.

A Study on Evaluation Factors of ICZM in Korea (우리나라 연안통합관리의 평가요인에 관한 연구)

  • ICZM(integrated coastal zone management) is recognized globally as an optimal solution on coastal issues and problems because it aims integration of all the different programs and stakeholders on coastal interests. Evaluation of ICZM program is also recognized globally for the success of ICZM because we can get many useful experiences and learning through evaluation. There are many issues and problems in coastal zone in Korea such as coastal development, wetland loss, deterioration of water quality, decreasing of fisheries stocks, limit of public access, etc. Recently highly centralized ICfM has been introduced in Korea but there are so high barrier between ICZM program and other relevant sectors. This paper tries to fond factors to evaluate and further evolution of ICZM in Korea which is very centralized system.

  • In view of the rapid development of economics and technology, perilous meteorological and geological conditions often cause natural disasters and result in severe loss of lives and properties in Taiwan. To promote multi-hazard mitigation strategies in an integrated a, pp.oach, the National Science Council established a National Science and Technology Program for Disaster Mitigation in January 1998. This program emphasizes on the implementation of research results in the National Disaster Management System. This paper describes the earthquake loss estimation methodology that is currently developed in Taiwan. Topics of potential earth science hazards (PESH) and building vulnerability analysis are described in detail.

  • This study aims to develop the Masan bay special management system of the point and nonpoint sources of pollution using GIS as part of the Integrated Management System of the Masan Bay Special Management Area and utilize Total Pollution Loads Management System in Masan Bay more systematically and scientifically. The result of the pollution sources management at the Masan bay in conjunction with GIS was made possible the comparison of the source of pollution and the pollutant load among each administration area. It also developed Arc-GIS watershed management program which enables to estimate the population for discharge facilities, the water use of domestic population and commercial population, and pollutant load and discharge load of COD, TN and TP by the administration areas, years, and usages. In addition, this study anticipated minimizing temporal, economical efforts in utilizing large amounts of property and space utilization data and expediting the decision making process of policies in relation to the systematic and effective management system of pollutant loads at the Masan bay area. Further studies are required to plan the systematic management of the point and nonpoint sources of pollution and complement the watershed management system using GIS program for pollutant load which enables to predict the current and future state of point and nonpoint sources.
