  • Park, Keun-Hye government has just established a new ministry for integrating and managing the policies for science & technology and ICT. From the ICT governance perspective, the new ministry implies separating promotion policies from regulation polices. The current paper aims to present ICT policy implications by providing a perspective on regulation and promotion. A delphi survey was conducted for 32 experts in ICT sector. According to the experts, a clear distinction between regulation and promotion policies is difficult, and thus, integrating regulation and promotion policies looks more preferable. In general, an independent ministry that integrates regulation and promotion policies is mostly preferred. Some suggested an independent committee inside the ministry might be desirable, especially for the broadcasting regulation policy to be independent from the ministry control. The current study proposes tight collaboration between the newly established ICT ministry and the Korea Communications Commission, and in the long term, integrated administration of promotion and regulation policies. In particular, this study emphasizes the importance of the integrated policy management to enhance government policy capacity.

  • The goal of the study is to find the necessary measures to facilitate a desirable Technology and Home Economics curriculum by reflecting the perception and needs of the teachers, principals, educational specialists from the perspective of the curriculum content, professionalism of the teacher, realistic operations of the school, and the administration of the school system. The research was executed through mail surveys to nationwide junior high school technology teachers, home education leachers, principals and to educational specialists. The results obtained from the research are as follows. 1) The integration of Technology and Home Economics was perceived to lessen the burden of students. However the background knowledge and characteristics of the two curriculums are different, and in addition there is a negative perception due to the fact that it is hard to facilitate a class with just one teacher, 2) The issues that were most serious to teachers, principals and education specialists were professionalism of the teacher, qualification of the teachers, and teaching method. 3) In regards to qualifications of the teacher, the teachers requested that teachers should have single qualification in'Technology(or Home Economics)'. The principals were of the similar opinion but the educational professionals wanted dual qualification for both'Technology'and'Home Economics'. As for teaching methodology all 3 groups responded that from the teacher and student perspective the teaching should be divided whereas from the school's perspective the responsibility should be put on a single teacher. 4) Teachers responded that from the perspective of the teacher, parent or student Technology and Home Economics should be separated into taro subjects. On the other hand the principals and educational specialists agreed that from their own perspective Technology and Home Economics should remain an integrated subject and the teaching should be done by one teacher but replied that from the student or parent perspective division of responsibility in teaching would be appropriate.

  • Transition studies have been gaining attention among innovation researchers from the early 1990's mainly influenced by emerging global agendas on sustainability. In this paper, we review research issues and trends focusing on four prominent transition theories - Technological innovation systems, Multi-level perspective, Transition management and Strategic niche management. After reviewing main characteristics, research trends and debates of each theory from established literatures, we conduct comparative analysis of these theories and suggest integrated framework that can be considered when modeling transition policy. This integrated framework is applied to the case study on smart-grid policy of Korea.

  • To have successful execution of a development project on large scale, it is the most important to improve communication problems between project stakeholder. In this study, we design and implement project integrated management tools that improve the problems. In order to design and implement the tools, we gathered and arranged requirements based on the ISP data from S corporation and the problems of 23 projects which was executed in recent 2 years in a communication perspective, and then we conceptually design and propose the tools. We defined major parts of the functions and the architecture related to communication among the proposed architecture model, and we proposed process and detail functions to execute major functions. This study shows the possibility through a qualitative valuation to improve validation of the architecture model and a quantitative analysis in a communication perspective.

  • When modeling students' conceptual understanding, there are several different frameworks, among which are the alternative conception framework and the mental model framework, which converge to suggest a form of knowledge representation. However, little research has explained how they are different from each other and from memory. The purpose of this study was to develop a new mental model theory that integrates the different terminologies and their background theories, which refer to students' ideas not only in science education, but also in other research areas. For this purpose, at first, we compared different terminologies including alternative conception, p-prim, and mental models, and the underlying theories used for representing students' ideas in learning science. Through such comparison, we tried to find the relationship among them. We reviewed related literature and synthesized the results from both cognitive science (related research areas) and science education approaches, especially, Vosniadou's mental model theory. Based on reviewing previous studies, we have developed a preliminary mental model theory 'an integrated theoretical structure of mental models'. We applied the new mental model theory to interpret data on students' ideas about circular motion from our previous research. We expect our new mental model theory will help us understand how students form their own ideas in science from an integrated perspective.

  • Due to the development of modern technology and the enlargement of industrial scale, the scale of many projects is expanding and the complexity is also increasing. Individual management of existing projects cannot effectively manage projects in this trend, and it is necessary to systematically manage the entire process from initiation to completion. Accordingly, the need for integrated management and life cycle management that can efficiently manage the entire project is emerging, and for this, a systematic project management system is also required. PMS enables efficient project management by linking business processes such as resource, schedule, scope, and output management of a project with separately separated infrastructure accordingly. In this paper, a research model was proposed to manage the project from the perspective of implementing integrated management and life cycle management, especially during R&D project execution, and to prove the mediating role between PMS and R&D project performance for this purpose. The proposed research model will be able to help companies and organizations that feel the need to implement integrated management and life cycle management and are preparing to build a PMS-type system or that have already been established to efficiently perform project management.

  • This paper examines the integrated QR code payment service (QRIS) adoption by retailers in Indonesia. Indonesia started its cashless journey in 2017 by using electric money in card form. As the country keeps developing, Indonesia has planned to integrate its payment towards a cross-border payment using QR codes by 2025 in the South East Asian region. Facing government vision, MSMEs that act as the significant economy wheel in Indonesia was required to be prepared to face the multi-cultural, multi-currency, and the new tech innovation for doing transactions. However, as a developing country, Indonesia faced significant problems with its infrastructure, which made it hard for merchants to access digital payment. As infrastructure was a common problem for developing countries, Indonesia also faced financial inclusion, lack of digital knowledge, a high amount of cash use, and socialization that made low digital payment penetration. Therefore, as there was a need to increase digital payment penetration for ASEAN integrated payment, this study found that merchant compatibility, facilitating conditions, trust, and relative advantages are drivers for MSMEs using this payment method. Further, this research provides propositions for banks, financial institutions, and governments to develop and evolve towards a cashless ecosystem, especially for a country lacking infrastructure.

  • This study investigated gender characteristics in contemporary virtual fashion design, focusing on avatars and genderless fashion in recent collections from Auroboros, Republiqe, Placebo Digital Fashion House, RTFKT, and Tribute. Employing content analysis within a theoretical framework of gender-related research, the study coded virtual avatars in terms of biological sex, appearance, and sociological perspectives. The results showed a preference for female-type avatars, through which androgynous aesthetics were embraced and traditional gender norms were challenged. Male-type avatars reflected experimentation with blending masculine elements, emphasizing inclusivity. Human-like avatars indicated a preference for designs that promoted inclusivity and, in the process, challenged binary classifications. The examined brands strategically capitalized on compromise, sensuality, and playfulness, thereby breaking away from traditional values to opt for more diverse styles. Genderless features combined elements from traditional men's and women's clothing, espousing sensuality and playful exaggeration. These findings signify a dynamic shift away from conventional gender standards to foster inclusivity and experimentation. They can serve as a reference for promoting creative strategies and design innovation, challenging the traditional gender perspective in the fashion industry. Implementing these strategies can lead to a more inclusive representation of fashion styles, encouraging critical thinking about gender norms.
