  • Although it is about a decade since public libraries started to provide digital information services, lack of expertise for efficient service operation and restrictions related to copyrights have led to failure to obtain remarkable performances in uses. This study intends to analyze operation cases of domestic and overseas collaborative digital information services, as well as the current status of digital information services of libraries in Gyeonggido, thereby developing a collaborative digital information service model among public libraries on the level of local governments. This research then analyzed collaborative digital information service Web sites and surveys. Based on the analysis result, this study presented support of integrated search of possessed electronic information, Web database (DB), DB on original texts of regional records, online reference services, and mobile platforms as functional factors to embody a successful service model. As a system management road map, an eclectic model combining the merits of centralized and decentralized models was found to be more effective than a centralized or decentralized model in consideration of the characteristics of participating organizations.

  • Recently, public participation in government policy design has been further expanded and public services perceived by users are expanding. At this time, the role of the digital government and the direction of the service to be pursued are user-centered, and above all, it is necessary to focus on the keywords of pre-emptive, preventive, and customized. In order to propose service quality improvement in the public sector, service user-centered classification and monitoring are integrated and the usability of government documents is improved. It is necessary to identify the needs of whether to provide a path for public participation. In the post-corona era, people are accessing quarantine information from the digital government every day. The government should proactively respond to the acceleration of digital transformation and the non-face-to-face demands of the people who experience non-face-to-face daily life. In order to evolve into a smart organization along with the innovation promotion plan and to provide customized services, it is necessary to use existing guides for institutional and technical improvement, along with new technology and data-based analysis, to strive for change management. The government should seek counter-measures that have advanced one step ahead by incorporating new high-tech IT with user-centered necessary services. This study aims to derive improvement plans to provide user-centered digital government service design when designing public services and collecting public opinions. Based on the e-government development model research and the existing research on user-centered service design in the public sector, institutional and technical measures are provided for the improvement of digital government service design.

  • Recently, vehicle simulators are widely used to evaluate driver's responses and driver assistance systems. It needs much effort to construct the virtual driving environment for a vehicle simulator. In this study, it is described how to make effectively the roads and the driving environment for a vehicle simulator. The GIS (Geographic Information System) is used to construct the roads and the environment effectively. Because the GIS is the integrated system of geographical data, it contains useful data to make virtual driving environment. First, the outline and centerline of roads is abstracted from the GIS. From the road outline, the road width is calculated. Using the centerline, the grid model of roads is constructed. The final graphic model of roads is constructed by mapping road image to the grid model according to the number of lanes and the kind of surface. Data of buildings from the GIS are abstracted. Each shape and height of buildings is determined according to kind of buildings, the final graphic model of buildings is constructed. Then, the graphic model of roadside tree is also constructed. Finally, the driving environment for driving simulator is constructed by converting the three graphic models with the graphic format of Direct-X and by joining the three graphic models.

GIS (Geographic Information System) is used to construct the roads and the environment effectively. Because the GIS is the integrated system of geographical data, it contains useful data to make virtual driving environment. First, boundaries and centerlines of roads are extracted from the GIS. From boundaries, the road width is calculated. Using centerlines, mesh models of roads are constructed. The final graphic model of roads is constructed by mapping road images to those mesh models considering the number of lanes and the kind of surface. Data of buildings from the GIS are extracted. Each shape and height of building is determined considering the kind of building to construct the final graphic model of buildings. Then, the graphic model of roadside trees is constructed to decide their locations. • Nowadays, flood hazard maps have been generated to minimize the damages from the flooding. To generate such flood hazard maps, LiDAR data can be used as data source with higher data accuracy. LiDAR data, however, requires relatively higher cost and longer processing time. In this background, this study proposed DEM generation using NGIS digital topographic maps. For that, breaklines were processed to count directions of water flows. In addition, the river profile data, unique data source to represent real topography of the river area, were integrated to the breaklines to generate DEM. City of Kuri in Kyunggi Province was selected for this study and 1:1,000 and 1:5,000 topographic maps were integrated to process breaklines and river profile data were also linked to generate DEM. The generated DEM showed relatively lower vertical accuracy from mixing 1:1,000 and 1:5,000 topographic maps since 1:1,000 topographic maps were not available for some portion of the area. However, the DEM generated demonstrated reasonable accuracy and resolution for flood map generation as well as higher cost saving effects. On the contrary, for more efficient utilization of NGIS topographic maps, periodic map updating needs to be made including technical consideration in building breaklines and applying interpolation methods.

  • Due to the rapid civilization, the need for social facilities is increasing. When these facilities controlled by the integrated facility management system (GIS), various adverse situations such as emergencies, inconvenience of the public and duplication of construction cost can be improved. In this study, the types of information for GIS which may be needed by the facility management agencies are investigated and analyzed. Based on this information, major components for the integrated facility management system including standard format of digital map, basemap scales, and basemap management methods are established.

  • This paper describes on development of integrated interface and applications to support stable digital data communication service for small and midium sized crafts exploiting SSB modems and HF wireless sets. Firstly, integrated interface module between GPS (Global Positioning System) and communication devices was developed. Secondly, maritime map was implemented into a display terminal to provide location tracking service and voyage planning function. In addition, condition monitoring service of crafts and fishing report functions as well as alarm functions were developed to support secure fishery. Results of performance measure on developed application services shows that error rate was less than 3% and communication delay was shorter than 1 second when a message length was less than 1 Kbyte along with one-to-many communication type.

  • This research presents the development of a self-governing mobile robot navigation system for indoor construction applications. This self-governing robot navigation system integrated robot control units, various positioning techniques including a dead-reckoning system, a UWB platform and motion sensors, with a BIM path planner solution. Various algorithms and error correction methods have been tested for all the employed sensors and other components to improve the positioning and navigation capability of the system. The research demonstrated that the path planner utilizing a BIM model as a navigation site map could effectively extract an efficient path for the robot, and could be executed in a real-time application for construction environments. Several navigation strategies with a mobile robot were tested with various combinations of localization sensors including wheel encoders, sonar/infrared/thermal proximity sensors, motion sensors, a digital compass, and UWB. The system successfully demonstrated the ability to plan an efficient path for robot's movement and properly navigate through the planned path to reach the specified destination in a complex indoor construction site. The findings can be adopted to several potential construction or manufacturing applications such as robotic material delivery, inspection, and onsite security.

  • It is required that information sharing and integrated management between roads and underground facilities because there are so many possibilities to happen unexpected accidents. But if there are road excavation work happened, work agency should ask fer other facility information to the facility management company. In the case of local government, it is increasing that the needs for the development of roads and underground facilities management system and information sharing because digital map generation(1/1,000 scale) completed. In this study, as a way of integrated management and information sharing between roads and underground facilities, centralized system based on internet web technique and decentralized system based on closed network technique between the local government are considered. And for the development of information sharing system, action plan and considering points are proposed.

  • National Geographic Information System(NGIS) should be designed on the assumption that geographic data collected by each national organization should be integrated into geographic database systemically. To achieve this object, NGIS database would be better connected to National Very High-Speed Communication Network. In the process of research, some problems related to Korean NGIS are found. These are standardization, compatibility, extension, issue of making and opening digital map, and issue related to land information. So, it is required that pilot project apply National Geographic Information System in terms of National Very High-Speed computer network project. This project is to contain two main theme building of physical network and special management of network which is related with NGIS.
