Enactment of the Japanese Cultural Heritage Protection Act in the 1950s and the Korean Cultural Heritage Protection Act in the 1960s: Focusing on intangible cultural heritage and folklore materials (1950년대 일본 문화재보호법과 1960년대 한국문화재보호법의 성립 - 무형문화재와 민속자료를 중심으로 -)

  • The Korean cultural heritage protection act, enacted in 1962, is known to have been enacted in imitation of the Japanese cultural heritage protection act. The Japanese law differs from the current law dealing with intangible cultural heritage, folklore materials, and buried cultural properties. The Japanese law was enacted in consultation with the GHQ, and reflected the historical issues at the time of the enactment. Recently, in Japan, GHQ documents have been released and so research on the cultural heritage protection act is carried out. Therefore, it is necessary to understand the meaning and achievements of the Japanese cultural heritage protection act before comparing it with the Korean law. GHQ stipulated the emperor as a symbolic entity in the Japanese constitution and prescribed the country as a liberal democracy. Influenced by this, the cultural heritage protection act was enacted to identify the people's cultural heritage. Accordingly, the cultural heritage protection committee is a private and independent organization in Japan. The committee designates cultural heritage assets, and it operates as the national museum and the cultural heritage research institute. This system was a part of policy changes shifting cultural heritage management to the private sector. Since many cultural heritages are associated with the imperial family, museums were managed by the imperial family. Meanwhile, the Japanese house of councillors persuaded GHQ, which was negative about including intangible cultural heritage in the cultural heritage protection act. The purpose of this idea was to provide the system of the government support for Japanese imperial court music and dance. In addition, folk materials were included with the consent of the GHQ in that they represent the cultural heritages and the academic achievements of the people at the time in Japan. According to the Korean Law, the subject of designation of cultural heritage is the government, and the cultural heritage committee acts as an advisory body with its limited functions. In the early days, the committee confused the concept of intangible cultural heritage and folklore materials. This was because the concepts of cultural property was borrowed from Japanese law and applied to the Korean law without a full understanding. In response, the cultural heritage committee urged the ministry to investigate the current situation in Japan. The cultural heritage committee, mainly consisting of folklore scholars, was confused about the concepts of intangible cultural heritage and folklore materials, but the concept became clear when the enforcement regulations of the cultural heritage protection Act was enacted in 1964.

  • Today we seem to be flooded with digital culture as the age of information has reached its peak. As fusion culture has been generalized, in which the arts and culture of the East and the West are in harmony, and quality of life has been improved, people are enjoying more abundant cultural benefits than ever. In such a situation, we may lose the origin of our culture and disregard our traditional culture due to the mixture of cultures. In addition, it is necessary at this point to distinguish pure culture from mixed one and to re-illuminate the value of our original culture for the next generation. Therefore, the author took interested in Dongraeyaryu, a large-scale festival in Busan, which has been designated as an important intangible cultural property, and carried out a research for its continuous instruction and activation. among contents such as music, costume, dancing and stage properties that compose intangible cultural property, this study selected costume, which has significant visual effects and large differences in shape between old one and contemporary one, for development. By proposing modernized design of costume preferred by the new generation and in harmony with the masks, this study wished to narrow the generation gap, to direct young people's attention to the learning of tradition and to propose motives that activate the culture of local festival.

A Causal Model on the Relationship between Resources of Natural Parks and User's Satisfaction (자연공원의 자원과 이용 만족도간의 관계에 관한 인과모형 -국립공원과 도립공원을 중심으로-)

  • The purpose of this paper is to decompose the effect of resources of natural parks(NP) on user's satisfaction to answer the research question: What are the causal effects of resources of natural parks on user\ulcorner After reviewing the literature, classification of resources of NP, various approaches and analysis methods employed, we constructed the conceptual framework and have formulated the hypothesis of this research. We had obtained data through a questionnaire, which surveyed 414 visitors at 6 of the 73 NP in Korea in 2001, based on a stratified sampling method. We have analyzed the data using descriptive statistical methods, Pearson's correlation analysis, and a path analysis method. We found that 1) While the indirect effect of topographical feature and valley(TFV), socio-cultural resources(SCR), and climate, sound, and scent(CSS) turned out to be 2.75, 1.20, and 2.00 times higher than that of wild animal and plant(WAP), the direct effect of TFV, SCR, and landscape turned out to be 2.95, 2.88, and 2.64 times higher than that of CSS, 2) The magnitude of causal effects of the three exogeneous variables of TFV, WAP, and SCR and two intervening variables of CSS and landscape on User's satisfaction turned out to be 0.403, 0.048, 0.323, 0.188, and 0.243, respectively, 3) Total direct effect of the exogeneous and intervening variables on user's satisfaction is 0.871, while that of indirect effect is 0.334, and 4) Causal effect of tangible resources is 1.80 times higher than that of intangible while total effect of tangible resources are 1.36 times higher than that of intangible. The research results suggest that 1) Criteria for designation and maintenances of NP and results of previous studies on resources turned out to be unreliable and distorted, 2) In the criteria of planning and maintenance of NP, intangible resources must be included, 3) Remedial directions to increase user's satisfaction should be focused on maintenance of TFV and landscape in NP, and 4) The approach and path analysis adopted by this research is valid and highly useful for other resource based recreation area. It is recommended that more empirical study on seasonal variation of resources in NP based user's preference be performed in the future.

A Study of JejuHaenyeo's (Women Diver) Awareness on Self, Community and UNESCO Intangible Cultural Heritage of Humanity (ICH) Designation (제주해녀의 자아인식, 공동체 의식, 유네스코 등재 인식에 대한 연구)

  • JejuHaenyeo(women diver) culture has been designated as UNESCO Intangible Cultural Heritage of Humanity(ICH) in 2016. However, the number of new Haenyeo is decreasing due to the hardships and difficulties of Haenyeo job, and the aging factor of Haenyeo is threatening the cultural preservation and inheritance. The study aims to analyze JejuHaenyeo's awareness on self, community and UNESCO ICH designation. The study further aims to check any significant difference in Haenyeo's self-awareness per age group to conclude an effective strategy for permanence of Haenyeo culture. 228 JejuHaenyeo were interviewed at "The 10th JejuHaenyeo World Festival" around the Jeju Haenyeo Museum in Gujwa-eup, Jeju-si. The test result shows the difference per age group on awareness on self and UNESCO ICH designation status. The younger the generation of Haenyeo it gets, the awareness on self and UNESCO ICH designation status of Haenyeo gets lowerer. Without an immediate improvement to supplement JejuHaenyeo's awareness on self and UNESCO ICH designation status, preservation and inheritance of JejuHaenyeo culture may not be an easy task in the future.

An Approach of Cost-Benefit Analysis for GIS Project Evaluations (지리정보 사업의 비용편익 분석의 고찰)

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

The Continuance and Changes of Horsehair Handicraft Tradition as Intangible Cultural Heritage (무형문화유산으로서 말총공예 전통의 지속과 변화)

  • The provision of support for the art of making these items needs to be considered with the focus on the following factors: the local situation of the areas where such traditional handicrafts are still made, the craftspeople involved in their production, and their communities. So far, discussion about how to reinvigorate traditional handicrafts, including those mentioned above, has been concentrated on the measures taken to promote them as part of the handicrafts industry and the allocation of the government's budget for important intangible cultural heritages. The government runs a traditional handicrafts management system and provides financial support for the craftspeople and spaces for exhibiting their work. This form of support has led to systematic management of traditional handicrafts and heightened public interest in cultural heritage, as well as publicizing the country's traditional crafts, but has made little progress in the following areas: the fostering of young people willing to learn traditional skills, diversification of the types of skills to be maintained, or establishment of the networks of collaboration among the craftspeople. The most important aspect among the efforts mentioned above is to maintain cultural traditions that are unique to each region by encouraging local craftspeople to engage in their work with a solid sense of pride backed up by financial support. This study was carried out in connection with the need to reinvigorate the art of making tanggeon (horsehair crown), manggeon (horsehair headband), and gat (black horsehair hat), which few people wear as they are used only for ornamental purposes nowadays. This study examined the circumstances surrounding the artisans engaged in the production of horsehair handicrafts prior to their designation as a cultural heritage, and the changes that occurred in the local communities associated with their production after the designation, in order to assess the status of inheritance of this tradition.

A Study on the Relation between the Community and the Mask dramas of Korea southeast region (한국 동남부 탈놀음과 공동체와의 상관성 고찰)

  • The inter­relationship of Korea southeast region community related to a mask dramas in depth. The Folk mask dramas are, for traditional community members to live well and enjoy cultural practices in society. Even if a mask drama would be performed in the 21st century, it would be the one of traditional society. It shows the life of traditional society and proposes the issue of traditional society. The thing is handed down well with technology of a mask drama assigned as intangible cultural asset. The Korea southeast region, Kyongsang Provinces, or Yeongnam area has been handed down several kind of mask dramas. These are Byeolsingut Talnori with religious, the Ogwangdae of wandering play team, the Ogwangdae of local residents, and the Dulnorum of local residents. The mask dramas of Korea southeast region are specified as intangible cultural asset, many traditional mask play were restored. The restoring is imitation. These things are difficult to assigned as the intangible cultural asset. But though it is the imitation of the mask dramas, it is culture phenomenon. So we need to make the fostering system.

A Case Study on the Influence of the Local Government to the Intangible Cultural Heritage Community - Focused on Oegosan Onggi Village - (지방자치단체가 무형유산 공동체에 미치는 영향 - 외고산 옹기마을 사례를 중심으로 -)

  • Oegosan Onggi Village can be characterized by having industrial significance and cultural significance of Onggi. However Onggijang(Onggi maker) worked in poor conditions because the village was in the limited development district. Throughout the new millenium phenomenon of Well-being, the awareness of cultural values has been increased while local government designated Onggi as Local Intangible Cultural Heritage(ICH). In this condition, Ulsan metro city and Ulju county paid attention to Onggi Village as tourist attractions. First, they worked improving condition of village through Cultural Tourist Attraction Plan. Second, they extended their participation in Onggi Festival so the festival growed. Third, they designated Onggijang in Village as Local ICH. These activities were the effort in order to revitalize the village, however the cultural tourist attraction plan was solely centralized into tourist attractions. Thus, the work condition of Onggijang was not considered sufficiently so the work condition had become more inconvenient than the previous situation. In the case of Onggi festival, the outward development has been accomplished in accordance with the growth of festival scale and visitors, while the identity of festival had been weaken so the Onggijang barely attended the Onggi festival. The designation of ICH was also the unilateral decision, Onggijang had been in the conflict relationship between Onggijang concerning the craftsmanship and maintenance of the ICH. Local Government had power on their Intangible Cultural Heritage(ICH). Therefore we need to seek for role and functions as community on ICH.

A Study on the Method of Documenting the Stepping on the Intangible Cultural Property Andong-Notdaribapgi (무형문화재 안동놋다리밟기의 기록화 방법에 관한 연구)

  • The purpose of this study is to propose a documentary plan for the 7th Gyeongbuk Intangible Cultural Property, Andong-Notdaribapgi. Most of the records of Andong-Notdaribapgi. are produced centering on play. Thus this study aims to the method of recording it so that it can be accessed and utilized in the long term. This is a study at the beginning stage for documenting the Andong-Notdaribapgi. First of all, at the stage of the basic framework, the concept and characteristics of the recording of the Andong-Notdaribapgi were derived, and the meaning and necessity of recording was raised. In addition, the entire category of records was set through the analysis of the behavior process of Andong-Notdaribapgi, and the occurrence records and the contents of the records were organized focusing on the behavior processes occurring in various forms through the analysis of the recording target. In addition, materials that can be used are organized by focusing on the details and contents, including related records, and records that can be produced in the course of action are organized by type characteristics. Lastly, record analysis was based on performance behavior, and management functions were organized based on producers. The management of the records is to make it easier for users with various purposes to access the Intangible Cultural Property, the Andong-Notdaribapgi, and it is expected that it will provide directions and guidelines that can be applied to the recording plan in fields with similar characteristics.

Uniqueness of Geyonggi-geommu : Historical Background and Characteristics of Intangible Cultural Property of Gyeonggi-do (경기도 무형문화재 제53호 경기검무의 고유성 : 검무의 구성과 역사적 전개를 중심으로)

  • Geyonggi-geommu have developed based on the long history of Korean sword dance. Han Sung-joon, the great master of modern music and dance of Korea during the Japanese colonial period, collected and reconstructed folk dances that had disappeared or were cut off due to the policy to obliterate Korean culture through Chosun Music Dance Research Society. Since then, it has been passed down to Kang Sun-young and Kim Geun-hee that has designated as the Intangible Cultural Property No. 53. of Geyonggi-do in 2011. This study focuses on highlighting the uniqueness of Geyonggi-geommu for proper modeling and transmission of Geyonggi-geommu with historical significance so as to understand and preserve the Intangible Cultural Heritage. This study examines the transmission system of Geyonggi-geommu, followed by Kang Sun-young and Kim Geun-hee, originated by the master Han Sung-Joon of Geyonggi-geommu. Geyonggi-geommu has its uniqueness of using the pure Korean dance terminology established by the holder Kim Geun-hee at the time of designation of intangible cultural properties in Gyeonggi-do. The unique features of Geyonggi-geommu are performed and transmitted in two forms, Daemu(Group dance) and Holchum(Solo dance) which are not currently found in other regions. This is meaningful to passed down according to the original form of Geommu(Sword dance). In particular, the Holchum(Solo dance) is a form of artistic dance, showing the beauty of the sword dance during the Chosun Dynasty. In short, Gyeonggi-geommu can be described as an artistic dance with a soft and strong temperament considering its unique features.
