본 연구의 목적은 도시재생사업을 추진함에 있어 단위사업의 개별적 추진에 따른 사업효과 확산의 한계를 보완하기 위하여 도시재생사업과 합리적 토지이용계획 기반의 도시계획 수립 기법인 지구단위계획의 연계방안을 도출하는데 있다. 이를 위해 제도의 변천과정과 선행연구를 이론적 배경으로 검토하고 제주특별자치도를 공간적 범위로 도시재생 전략계획과 지구단위계획 수립사례를 분석하여 계획간 유기적 연계성 강화를 위한 행정절차 일원화 방안을 제시함으로써 계획수립 단계에서부터 합리적 토지이용계획에 기반한 효율적 재생사업 추진 방안을 도출하였다. 또한 활성화지역간 우선순위를 선정함에 있어 주민참여도를 평가지표로 활용하기 위한 방안을 검토하였고 이를 통해 주민의 자발적 사업 참여를 유도하고 민원요소를 사전에 파악하여 사업을 원활하게 추진할 수 있다. 이와 함께 가상의 대상지를 설정하여 유형별 지구단위계획 기법 적용방안에 대하여 제시하였다. 대상지의 입지여건과 주변환경에 따라 합리적 토지이용계획을 기반으로 지구단위계획을 통한 규제와 완화를 적절히 활용하여 주민의 자발적 사업참여와 활성화 효과의 확산을 기대할 수 있다. 본 연구는 그간의 단순한 도시정비를 넘어 쇠퇴한 지역을 체계적인 도시계획과 연계하여 활성화시키고 그 효과의 확산을 도모하기 위한 행정절차 개선 및 지역주도의 상향식 사업추진 방안을 제시하였다.

한-칠레 FTA발효 이후 10년 이상의 기간이 경과하였음에도 아직까지 국내거래단계에서의 원산지 정보 유통과 관리는 FTA활용 이익의 수출자 편향성과 발급유인 부족 등의 원인으로 원활하게 이루어 지지 않고 있다. 또한 발급 유통되고 있는 원산지증빙서류의 경우에도 정확성이 담보되지 않아 최종 수출자가 발급하는 원산지증명서에 오류를 유발할 수 있는 등 다양한 문제를 내포하고 있다. 이에 본 연구는 원산지(포괄)확인서의 발급과 유통을 장려할 수 있는 방안과 유통되는 국내거래단계 원산지정보의 정확성과 신뢰도를 제고하기 위한 방안을 찾아보았다. 이를 위해 본 연구에서는 우리 기업들의 원활한 FTA활용 지원을 위해 국내적 영역에서의 원산지(포괄)확인서의 유통 활성화와 오류 방지를 위한 제도적 보완책과 최종 수출자의 의도하지 않은 원산지증명서 오류로 인한 손실방지책의 도입방안을 제시하였다.

공공기관에 기록관리 평가제도가 도입된 지 10년이 지났다. 지난 10년간 공공기관의 기록관리 평가제도는 기록물관리전문요원 배치와 기록관인프라 확충에도 기여하였으나, 현 시점에서는 서열화, 환류조치의 미흡 등 여러 가지 문제점들로 인하여 새로운 평가체제를 도입할 필요성이 제기되고 있다. 이에 기록관리 평가제도에 대한 변화과정 검토를 통해 현황분석을 진행하였고, 전문가 간담회, 현장 방문 등 다양한 방식의 의견수렴을 통해 문제점을 확인하고 개선방향을 제안하고자 하였다. 여러 문제점 분석에 기반하여 제안한 새로운 기록관리 평가의 방향은 단계별 도입, 기관의 특성에 따른 맞춤형 지표선정, 거버넌스 체계의 도입, 기관의 자율적 지표선정에 의한 자체평가, 그리고 국가기록원의 컨설팅기능 강화 등이다.

The purpose of this study is to suggest institutional reformation of public office facilities by analysis the status of services on welfare for the aged and disabled. For this study, we have researched and analyzed on two different aspects. The aspects are space composition of public office facilities, welfare systems and service support within region. And we can get the following important points as conclusion; (1) We need to consider on not only access for public office facilities site but also the connection on business such as block plan on zone and connection between quarters. Architectural plan has to be considered. (2) Most of the public office facilities use human service resources as a supporting system for shortage of convenient facilities. Variety of welfare services are required. (3) We need to secure various programs and space for local peculiarities and social demand.

시범사업의 목적은 사업관리 수행계획에 따른 업무평가를 통하여 CM의 역할, 효과, 문제점 및 개선점을 도출함으로써 CM 활성화를 위한 제도개선과 모범적 CM사업의 후속발주를 유도하여 국내 건설산업의 선진화를 기하고자 시행되었다. 본 시범사업 사례발표에서는 건설교통부의 국내 CM활성화를 위한 일환으로 실시한 천안백석 2BL 건설공사 시범사업사례를 대상으로 수행계획서에 따른 업무분류 및 수행조직과 자 분야별 관리형태 및 수행성과를 기술하고 그 결과를 토대로 건설사업관리의 제도적, 기술적, 현실적 제반여건 등 문제점을 정리하여 건설사업관리의 기술적 발전방향 및 제도개선사항을 제시하고자 한다.

This study was conducted to analyze the policy impacts of the '2014 Rural Field Forum'. From 2013, Ministry of Agriculture, Food and Rural Affairs implemented Rural Field Forum to push forward rural development of inhabitants' initiative. In this study, we have evaluated that Rural Field Forum has crucial impacts on residents' competence, region capability and driving force of project by targeting the 374 residents of 350 villages in 9 states who participated in 2014 Rural Field Forum. We also sought for the solution to institutional improvement. Futhermore we analyzed each of leader group and normal residents for departmentalization of policy effects. Taken together, the analysis reveals that: 1)Rural field forum is demonstrated to have a positive effect on the establishment and execution of village development plan and all of its necessary components. 2)Regarding the effect on the village capabilities, the understanding and recognition of village organization was shown to be improved. 3)About regional capabilities, the interest in village project was advanced. 4)In terms of the project execution, Rural field forum turned out to affect the village council processes positively. 5)lastly, between the leader and the residents, the difference effectiveness between them revealed, with the same directivity and considerably bigger effect felt by the leader than by the residents overall.

모듈러 건축은 시공 기간의 단축, 건축비용 절감 등의 여러 가지 장점에도 불구하고 국내 건설시장에서 좀처럼 탄력을 받지 못하고 있다. 이러한 원인에는 모듈러 내화 기술 적용의 한계도 있으나 무엇보다 내화구조 제도에 대한 접근성이 쉽지 않은 것이 주요 요인으로 간주되고 있다. 따라서 모듈러 건축 활성화를 위해 주요 저해요인인 내화구조 제도 현황과 문제점에 대해 고찰하였으며, 내화구조 제도적 개선 및 연구개발 방향에 대해 제시하고자 한다.

In the construction machinery rental market, there are frequent cases of sublease through large-scale rental companies or rental through mediation organizations without legal grounds. In addition, institutional improvement of the construction machine safety management system has been required due to concerns over the internalization of legal inspections due to the lack of type approval data and construction machine history management during the construction machine inspection process. The government is responsible for securing safety of construction machinery and promoting mechanization of construction machinery by efficiently managing the construction machinery market by setting safety management such as type approval, registration, and inspection of construction machinery. In order to efficiently implement this, it is required to establish a platform for renting construction machinery and collecting safety management information. We presented a plan to build a public platform for construction machinery to secure the soundness of the construction machinery rental market and to improve safety management.

본 연구의 목적은 경기도 공무원들이 체감하고 있는 드론 공간정보 서비스 사업 운영과 실태에 대한 설문조사를 통하여 경기도가 드론 관련 분야 사업의 추진 방향에 대한 정잭적 제언을 수립하는 것이다. 이를 위해 219명의 드론 분야 관련 담당자의 수요조사 설문을 통해 조사한 결과, 기술기반운영지원, 사업발굴과 지원, 법·제도적 지원, 교육 및 홍보인 4가지로 분류하여 분석하였다. 개선방안으로 기술기반 운영지원은 전담인력과 전담조직을 수립하고 드론 관련 전문인력을 확보하여 서비스 운영 효율성을 확보하는 것이다. 사업발굴과 지원의 개선 방안은 다음과 같다. 1) 사업발굴과 지원을 위해 정부가 주도적으로 선행 연구 과제를 발굴하는 것; 2) 법·제도적 지원은 드론 공간정보 촬영스케줄 및 허가 등 행정의 간소화를 위한 지원 서비스가 필요, 3) 드론 공간정보 활용을 위한 활용범위 및 제약사항 개선에 대한 법·제도적 검토가 필요하다. 교육 및 홍보 분야는 드론운영 전반에 대한 교육 프로그램 운영 및 분야별 및 활용세미나가 필요하고 활용 프로세스 및 체계를 위한 실무적용 가이드라인을 통한 활성화 방안 모색이다. 본 연구의 한계는 설문조사 대상자가 경기도와 관련된 부분이며, 향후에는 폭넓은 참여자를 통한 조사 분석이 요구된다.

This paper discuss the role of venture capital as a critical financing sources for Venture Business particularly technology oriented firms. Thus this study is to analyse what makes the difference in financial performance among the companies. In particular, this paper focuses on their financing channels, which would have greater influence on their financial performance according to having venture capitals or not. As a result, taking into consideration of financial performance of the companies, there were significant differences in financial performance between venture companies with the capital and one without it. Therefore, it is necessary to reconsider capital policies for venture business and also those policies will be well alliance with nurturing the ventures not only support financing aids but also build up the institutional improvement plan.
