The article focuses on the need to deepen the issue of human resource management in logistics processes. It is noted that changes in market conditions and turbulence in the institutional environment require managers to form a highly effective human resources policy capable to ensure the innovative development of the enterprise. Functional strategies for human resource management in logistical processes are proposed, namely: adaptive, innovative, selective and exclusive. Innovative technologies that should be used in the adaptive human resources policy process are identified.

This paper aims to construct and analyze the domestic collaborative research network in industrial engineering. Using co-authorship information contained in the papers published in the two journals of the Korean Institute of Industrial Engineers, the collaborate research network at the institutional level is constructed. The core institutions in the network are identified by means of the centrality indexes of social network analysis. In addition, the five types of roles of the institutions in industry-university-institute cooperation are examined through brokerage analysis: coordinator, consultant, gatekeeper, representative, and liaisons. The findings are expected to be fruitfully utilized in formulation of R&D strategy of relevant organizations and technology policy making for promoting collaborative research in industrial engineering.

This paper proposes a model for assessing enterprise network maturity. We define maturity in terms of the institutional and member support for the network(organizational maturity) and its technical sophistication(technological maturity), and examine their relationships. We build several hypotheses about the relationships between the maturity types and between the maturity of the network and various organizational factors including industry, size, and performance of the enterprise. We test the hypotheses using data collected from a questionnaire survey with Korean firms. The results show that there is a positive correlation between organizational and technological maturity. It is also found that investment in the network infrastructure has a positive influence on the organizational efficiency. However, it is found that industry type does not affect network utilization, but size does, suggesting that large firms utilize network infrastructure more than small ones do. We also identify various relationships among performance, satisfaction level and the maturity of the enterprise networks. Finally, we provide an overview on the current technological state of the Korean enterprise networks.

The aim of the article is to investigate socio-political processes in Ukraine on the basis of institutional and behavioral approaches, in particular their regulatory and informational support. Methodology. To determine the nature and content of sociopolitical processes, the following approaches have been used: 1. Institutional approach in order to analyze the development of Ukraine's political institutions. 2. The behavioral approach has been used for the analysis of socio-political processes in Ukraine in the context of political behavior of citizens, their political activity which forms the political culture of the country. Results. The general features of the socio-political situation in Ukraine are as follows: the formed model of government, which can be conditionally described as "presidential"; public demand for new leaders remains at a high level; the society has no common vision of further development; significant tendency of reduction of real incomes of a significant part of the society and strengthening of fiscal pressure on businessmen will get a public response after some time. Increasing levels of voice, accountability, efficiency of governance and the quality of the regulatory environment indicate a slow change in the political system, which will have a positive impact on public sentiment in the future. At the same time, there has been little change in the quality of Ukraine's institutions to ensure political stability, the rule of law and control of corruption. There are no cardinal changes in the development of the institution of property rights, protection of intellectual rights, changes in the sphere of ethics and control of corruption. Thus, Ukraine's political institutions have not been able to bring about any change in the social-political processes. Accordingly, an average level of trust and confidence of citizens in political institutions and negative public sentiment regarding their perception and future change can be traced in Ukraine.

The article reviews the social media as an Internet phenomenon, determines their place and level of popularity in the society, as a result of which the social networks are a resource with perspective pedagogical potential. The analysis of social media from the point of view of studying a foreign language and the possibility of their usage as a learning medium has been carried out. The most widespread and popular platforms have been considered and, based on their capabilities in teaching all types of speech activities, the "Instagram", "Twitter", and "Facebook" Internet resources have been selected as the subject of the research. The system of tasks of teaching all types of speech activities and showing the advantages of the "Instagram", "Twitter", and "Facebook" platforms has been proposed and briefly reviewed.

The current study attempts to provide the field of knowledge management with theoretical grounds from the perspective of social network, resource dependency, and institutional theory. Social network theory considers that knowledge management plays a critical role in organizational innovation through the process of knowledge sharing/creation, communication systems, and a cooperative culture and trust, whereas resource dependency perceives knowledge management as contributing to cost reduction through the process of knowledge capture/storage, database systems, and reward/incentive systems. Plus, from the perspective of institutionalization, this study discusses that organizations can not benefit from knowledge management if it is adopted with the motive of isomorphic change. Finally, this study compares and integrates the three perspectives, and discusses the implications and limitations.

Technological systems are defined as network(s) consisting of technological infrastructure, industrial organization, and institutional infrastructure. This paper reviews SEMATECH in the U.S. and VLSI Program in Korea as a technological system for semiconductor, which is an advanced technology. Several issues are addressed : how did they get started\ulcorner ; how have they been evolved\ulcorner ; how have the actors and institutions within the system interacted\ulcorner ; what role has the government played in that process\ulcorner Both systems were created by their government, respectively, and they have been evaluated as successful. However, while SEMATECH became complete eough in terms of technological infrastructure, industrial organization, and institutional infrastructure to generate sufficient increasing returns to develop in a self-reinforcing way, a series of VLSI program in Korea is still operated discontinuously under the government subsidy. SEMATECH is more flexible and stable than Korea's VLSI program in that the system has a centralized structure and has been managed and staffed by industry substantially. In addition, both cases show that a technological system may evolve having connections with foreign technological systems and local sub-systems beyond nations, regions and industries. Many other similarities, contrasts, and insights for technological policy from each country's experiences are presented.

기관 리포지토리는 오픈 액세스 운동을 실현할 수 있는 핵심적인 체제의 하나로 알려져 있다. 한국교육학술 정보원은 학술 정보 공유 공간으로 대학 기관 리포지토리 컨소시엄인 dCollection을 2003년에 구성하여 현재 62개의 국사립 대학들이 회원 대학으로 참가하고 있다. 본 연구의 목적은 2005년도에 구축된 dCollection 평가 모형을 조사 도구로 활용하여, 40개의 대학 기관 리포지토리의 운영 현황을 파악하고, 이러한 조사 결과를 기초로 하여 dCollection 자료의 등록률 및 이용율 향상에 초점을 맞춰 국내 기관 리포지토리의 발전 방안을 제안하여 효율적인 국가지식정보 유통체제의 인프라 구축을 목적으로 한다.

해양과 연안 지역의 과도한 개발과 이용으로 인하여 해양생태계에 발생하는 문제들을 해결하기 위하여 많은 국가에서 해양생태계 관리계획을 수립하여 시행하고 있다. 본 연구에서는 네트워크 분석법을 적용하여 우리나라와 주요 해양 국가들의 해양생태계 관리 방향 및 특성을 분석하였다. 분석 결과 국내외 공통적으로 해양생태계 관리 기반 구축, 국제적 협력 및 파트너십 구축, 기후변화 대응 강화와 관련된 내용을 포함하고 있었으며, strengthen, promote, improve, establish 등의 단어가 많이 사용된 핵심어로 나타났다. 하지만 세부적인 관리계획에서는 다소 차이가 있는 것으로 나타났는데, 국외에서는 특정 종에 대한 관리계획의 제시와 이미 수행 중인 제도적 기반을 개선하는 단계인 반면, 국내의 경우 포괄적인 해양생물 관리 강화 및 해양생태계 관리를 위한 제도적 기반을 구축하는 단계임을 알 수 있었다. 본 연구는 국내·외 해양생태계 관리 방향을 이해하고 향후 국내 지역의 해양생태계 관리계획 수립 시 활용될 수 있을 것으로 기대된다.

In this study, it has been attempted to build up a smart, stable, and integrated Next-generation Home Network (NHN) system capable of supporting more comfortable and convenient life in the future human housing domains, and to find out which institutional tasks are required to activate the related industries. Additionally, this study aims to review a variety of technologies suggested so far in several fields including information and communications, appliance, and building maintenance. This paper analyzes the advantages and disadvantages, acceptance structure and problems of standard technologies and it suggests the political methods and policies to embody them most effectively and integrally in the future. The said certification system is called 'Standardized Certification System for Korean-style Next-generation Home Network Buildings'(abbreviated to K-NHN) as a new system created for the purpose of developing, more effectively, NHN to be introduced in the future.
