The government of Indonesia has initiated the Master Plan of National Research (RIRN) 2017-2045 as a policy umbrella of national research activity. The initiative has been in place since 2015, yet the process required a long period of coordination. And with the extensive movement of evidence-based policymaking (EBPM), there has been a call of expectation towards policymakers to accurately use scientific evidence in their policymaking process. However, the complexity of policymaking process renders the ideal notion of EBPM questionable. This research attempts to understand how the EBPM as an idea can shape the interactions of actors in the policymaking process by using the discursive institutionalism as the analytical framework. By conducting ten interviews with actors involved in the making of RIRN and close examination of the policy documents for content analysis, this research describes the institutional features of EBPM discourse in Indonesia, which are reflected in the interactions of policy actors in the policymaking process of RIRN. This research also offers descriptive and learning narratives on the role of discourse in the policymaking process.
This paper aims to probe into the meaning of Ranhou in Mandarin Chinese and to account for discourse functions of it in radio call-in programme. For this purpose, the present study investigates the meaning of Ran and Hou repectively at first and explains the change of meaning of Ranhou, because we assume that Ranhou is compounded by Ran and Hou, and the core meaning is derived from its compounded meaning. Then we examine which time category Ranhou belongs to more based on the concept of time(reference, event, discourse) in Schiffrin(1987), and examine also where it is located within turn. Following this examination, we analysis and explain discourse functions what it is situated. Therethrough, we understand that 1) Ran has 'agreement or confirmation of preceded utterance' therefore has anaphoric meaning, and Hou has 'after' in the meaning cline: back of body-back part-behind-after-retarded(proposed by Heine et al. 1991), so that Ranhou has 'after agreement or confirmation of preceded utterance of mine' and extends to 'on premise preceded utterance or event' furthermore, and therefore can have possibility having various functions; 2) Ranhou has various functions in natural language in spite of the institutional setting. It can indicate (1) temporal relation of events, (2) logic relation of two(or more) events, e.g. causality, elaboration, concession, list, (3) turn maintence, acquisition, management, (4) verbal filler.

An increasing number of cities employ rescaling strategies that not only construct metropolitan production network scaled down from national context, but also tune up new governance to effectively control local geographies of the city. In this context, urban redevelopment has emerged a key 'global' strategy to empower governmental institutions of the city, which not only eliminate such threatening spatial variables as deteriorated housing, working-class ghettos, and crime areas, but also increase and extract exchange value of those spaces. I view such practices a process of 'glurbanization'. This paper investigates how state/city government employs the discourse of urban re/development for 'inventing' poverty at an urban scale: how it institutionalizes the discourse for implementing concrete projects: and how urban institutional apparatus appropriate their discursive practices of redevelopment for their own ends in the city. By particularly focusing on the California Redevelopment Law and the Community Redevelopment Agency of the City of Los Angeles, this paper analyzes the ways in which the law and the agency extract value from what they define 'blight areas' by means of eminent domain and tax increment revenues. For empirical analysis I employ discourse analysis and institutional ethnography. I conclusively argue that the urban spaces stigmatized as 'blight areas' are increasingly entrapped by the urban redevelopment agency, which extracts increased exchange value from the areas and redirects it for supporting external investors, private developers, and the body of the agency itself.
Objective: The purpose of this study is to explore trends in institutional evaluation research in early childhood education through keyword network analysis. This aims to understand trends in academic discourse on institutional evaluation and gain implications for follow-up research and related policy directions. Methods: A total of 6,629 keywords were extracted from 572 dissertations and journal articles published from January 2006 to October 2023 for the purpose of analyzing and visualizing the frequency and centrality of keywords, as well as the structural properties of keyword networks. The analysis and visualization were conducted using the TEXTOM, UCINET6, and NetDraw programs. Results: First, the number of institutional evaluation studies increased steadily from 2006 to 2010 and then decreased, with a higher frequency of studies on daycare centers compared to kindergartens. Second, the most frequently occurring keyword in the analysis was 'daycare center,' and the highest connection strength was found in the term 'daycare-center-evaluation.' Third, network analysis revealed that key terms for institutional evaluation research included 'evaluation certification,' 'recognition,' 'evaluation indicators,' 'teacher,' 'daycare center,' and 'kindergarten.' In the ego network analysis for each institution, 'parent' emerged as a highly ranked keyword. Conclusion/Implications: This study confirmed the perspectives of previous studies by revealing the structure of core concepts in early childhood education institution evaluation research, and provided implications for follow-up and direction of institution evaluation
One way for phatic communication to be linguistically realized involves ritual activities, such as greetings and leave-takings. These conventionalized acts in medical contexts can significantly influence both transactional and interpersonal goals. The analysis in this paper confirms that exchanging rituals such as greeting and leave-taking between doctors and patients is not a simple exchange of conventionalized linguistic symbols. In addition, the use of discursive strategies means that to determine whether an expression is phatic or not, it is necessary to analyze it from the multidimensional perspective. The phaticity is established based on the negotiation between the participants during the interaction. We have found that the interrogative form of greeting like "¿Qué tal?" (How are you?) becomes a versatile resource in the medical context. Thus, professionals need to be attentive to the discourse progress, because the phaticity of the interrogative greetings (illocutionary force) is linked, in the vast majority, with the reaction of the patients. Also, the data confirms that when participants coordinate closings, the exchange of turns lengthens and the intervention of various discursive strategies for phatic communion becomes more prominent.
The Chinese Communist Party's 'with-Chinese-characteristics' discourse proclaims its superiority in reflecting people's genuine needs without poisonous partisan politics, as in Western democracies. The Party's Consultative Democracy is key to this superiority. To evaluate Consultative Democracy in Contemporary China from a perspective of popular sovereignty, which is the essential purpose of every kinds of democracy, this research looks into Consultative Democracy from two dimensions: theoretical dimension and institutional dimension. Theoretically, CCP's Consultative Democracy seeks its theoretical sources from their traditional thought as well as from Marxism, and especially emphasizes CCP's leadership to fulfill the consultation results. And through the analysis of various field investigations, we find that there are some prominent problems in grass-roots society's institutional mechanism for Consultative Democracy, such as insufficient connection between institutional innovation and existing legal system, inefficient consultation, insufficient representation of consultative subjects and weak motive force for sustainable development. By legitimizing certain groups or individuals as representatives in their consultative process, CCP can be de-legitimize by containing, dividing or denouncing others so that critics can be co-opted, neutralized or isolated. The CCP's consultative and representational processes are different from taking policy inputs as dialogue or negotiation as in democracies, it is a dynamic, largely one-way process of enforcement and direction with a clear political agenda: maintaining Party hegemony.
This study is on the pedagogical convention of architectural history in Korea, especially that of Western Architecture. Recent institutional change in architectural school in Korea has caused overall restructuring of academic program. In spite of extension in the field of history there was no progress of method and way of thinking. There is no change in the point of view to see the western architecture and its history as a unique and specialized phenomenon in the civilization of mankind. Because of no recognition about for what, for whom, and how to, and because of orientalism, the cultural position of western architectural history and its narrative was not asked. With the help of post-colonialism, de-constructivism and critical historiography this paper tries to show the fundamental premise of western architectural history as a myth and show its prejudice as not being justifiable. The background of the discourse there has been a representation effect with regard to knowledge as a power. we need to escape from this kind of cognitional frame With the analysis of the its premise and narrative we can find it is a historical construct that was made in the age of imperialism. In fact it has a lot of false information and problematic point of view. The Identity and originality of western architecture and its history has no logical reason or foundation if we think that it depends on the difference and comparison with other civilization. For example the explanation of its historical origin western architecture has big difference with Islamic architecture in spite of the resemblance each other. This paper try to show several reasons that discourse of western architectural history can not be survived any longer. So we need to reconstruct new pedagogy with deconstruction for the students of non western, or Korean students. Because it has important effect to see and think about architecture and its history.
This study aims to analyze the formation of Korean social welfare delivery system and its pathway, from which the pending issues are to be discussed on the organizations and personnel of the delivery system using the word 'social welfare' with its related discourse. Historical institutionalism is chosen as the perspective to explain path-dependent change and critical juncture, and various legislative data are used as the indicative signals for the discourse of 'social welfare'. The results of the study are as follows. First, the term 'social welfare' began to be institutionalized in Korea by the enactment of Livehood Protection Law(1961). Second, the policies by the year 1987 of expanding social welfare center and introducing social welfare professionals as civil servants form a critical juncture which makes the social welfare discourse realized as the institutional realities. Third, until the year around 2014, the system has not changed in the perspective of macro framework. Fourth, currently the system shows several signs of severe turmoil, which might lead to dismantle the system of 'social welfare' discourse. To conclude, this study shows the possibility of explaining organizations and personnel composing the social welfare delivery system by the usage of discourse analysis, treating it as an analytical entity.
As of 2010, apartment occupies more than half of all houses in Korea. It took just half a century since 1960 when apartment was introduced to ordinary people for the first time. The apartment has spread over the nation very swiftly since then. This phenomena needs more inclusive explanations than the investigations into the government's policies or economical situations. Without satisfaction and consensus of people, the universal spread of apartment might be fairly unrealizable. In this vein, the research and analysis has been performed in order to grasp the picture of everyday life's discourse based on the related articles from five major newspapers and five women's magazines during 1960~1989. From the articles' discourses we tried to understand how modern apartment has been accepted and evaluated through people's living life in it. First, the discourse of living life was generated mostly by housewives through the comparison between apartment and traditional house. Second, the most influential aspect of apartment's popularization was the convenience of efficient housekeeping system by modern equipment and home appliance installed in apartment. This efficiency could allow housewives to perform various urban activities such as work, shopping, and simple going out. Third, the satisfaction from efficiency and privacy brought about a sense of alienation at the same time. As a result, the rapid proliferation of apartment in Korea could be attained not only by the institutional driving forces but through the fulfillments of Korean people's housing needs from modern everyday life.
The purpose of this paper is to examine how the 'tradition' has been identified and used concretely on the protection system of cultural property. Firstly, this paper investigated the historical process and aspects that the 'cultural property' and the 'tradition' combined, each had different meaning at the beginning. And it investigated the linkage of them which effect to the protection system and to each other on the system operated. Then, it pointed out a rift within the discourse of tradition to which the system have held on, and the problems as its result. This paper applied the viewpoint of anti-essentialism that the tradition is presented with hegemonic act to raise the inevitable continuity with the past, instead of the common notion that the tradition is 'everything that is handed down from the past.' Because the cultural property is the product of the state system, to pursne the linkage of it and the tradition is identical to examine how the tradition have been officially defined in the national hegemony. Since the 1920s the tradition has defined as a fixed, essential, pure reality in the changing process of the protection system of cultural property. This essentialist viewpoint about the tradition have been continued as the institutional premise regardless of many critics, raised by studies focusing on the culture and cultural property. But we see now a rift on the discourse of tradition as the intellectual discourse has been supported to the system, that is caused by the fast-changing global economic environment and a rat race around the registration of intangible cultural heritage of UNESCO.
