Nowadays, national criminal policy focuses on "specialization", "advancement", and "choice and concentration" to enhance the efficiency and effectiveness of public peace services. Consequently, the space that a nation manages diminishes and there appears vacant space of security. For that reason, in most developed countries including South Korea, there has been a significant expansion in the size and role of Private Security(PS). From this point of view, the Japanese government has adopted the PFI(Private Finance Initiative) system in private prisons. These cases clearly show the role and significance of "PS". By applying know-how of the private sector, these PFI prisons make efficient use of installation by the united efforts of government and people. Criteria such as solution for risk baring, regional coexistence, preservation of public security, response management and operating skills are considered important particularly in Kitsuregawa and Harima prisons. Thus, this study examines the implications and applicability for the expansion of PS in South Korea.
The purpose of this study is to figure out visitor's attitudes for trail facilities in Gayasan National Park in order to provide the basic information for effective installation and maintenance of trail facilities. The questionnaire survey on two trails were conducted to 227 visitors on the way back home after using the trails. The use characteristics of two trails were a little different from each other, and the conditions of two trails were rated relatively high both in quantity and quality. By the evaluation of 5 types of trail facilities in Haein trail and 4 types in Baegun trail, The responses were noticeably positive about wood deck, log steps with stones and wood steps in Haein trail and about deck-type wood steps and log fences in Baegun trail from the point of three aspects; harmony with nature, resources conservation and user convenience. On the other hand it seems necessary to replace the steel steps of both trails with eco-friendly materials. So, from now on it is necessary for introducing the trail facilities in National Parks to apply the eco-friendly materials extensively and to upgrade the design aspects comprehensively of harmony with nature, resources conservation and user convenience

The main purpose of this study is to find the hotspots of crimes that occur frequently in the space and to derive the appropriate CCTV installation location. One of the characteristics of crime is clustered around past occurrence area, and these crimes are strongly correlated. It is also possible to find the cause of the clusters and the variables that affect the crime through the history of the crime. In addition to the traditional OLS model, spatial differential model including spatial autocorrelation and spatial error model were used to select the variables influencing the five major crime rate, the theft rate and the foreign resident rate. The variables affecting the Five major crimes were positive (+) sign for the welfare and the rate of the bar cluster rate, and negative (-) for the street density. The CCTV area occupies 46% of the hotspots based on the overlapping of the areas where the elderly people are crowded, the bar cluster, many multicultural families, and the areas with low density of street lamps. It turned out. Taking into account the current CCTV operation, the total number of new cases to cover the risk point was 89.
The bridge tested was 3 spans 90m-long PSC beam concrete bridge with a stub-type abutment which had a skew of 60$^{\circ}$ about the axis of bridge. A cement concrete was placed at the superstructural slab of the bridge. Inclinometers and straingauges were installed at piles as well. During 7 days-curing of superstructural slab, the pile behavior in response to hydration heat and drying shrinkage of the slab was monitored. Then monitored values were compared with the horizontal movement obtained from the HACOM program and the calculated lateral behavior obtained from the nonlinear p-y curves of pile. As a result, lateral behavior of H-piles by the field measurement occurred due to the influence of hydration heat and drying shrinkage obtained during curing of superstructural concrete. The lateral displacements by hydration heat and drying shrinkage were 2.2mmand 1.4mm respectively. It was observed as well that the inflection point of lateral displacement of pile was shown at 1.3m down from footing base. It means that the horizontal movement of stub abutment did not behave as the fixed head condition of a pile but behave as a similar condition. The measured bending stress did not show the same behavior as the fixed head condition of pile but showed a similar condition. The increment of maximum bending stress obtained from the nonlinear p-y curves of pile was about 300(kgf/$\textrm{km}^2$) and was 2 times larger than measured values regardless of installation places of straingauges. Meanwhile, lateral load, maximum lateral displacement, maximum bending stress and maximum bending moment of pile showed a linear behavior as curing of superstructural concrete slab.

A unit modular system is a construction method which installs on site by manufacturing 50%~90% of the whole process in the factory. This method can minimize the process in the site and maximize the operation, which will reduce the duration and improve the overall quality. The recent paradigm of construction is to be sustainable building. Modular system can be regarded as a sustainable building construction method because it can reduce the amount of construction waste by recycling partial or whole part of overdue building be torn down. A unit modular system is the answer to cope with the increasing market of small size housings. A unit modular system is the most appropriate option at this point. This research proposes the standard operation and construction process of modular system, which enable to optimal system. A case study of reconstructing small-size housing was introduced to support this proposal. Finished unit modular is the reasonable way. However, 80% of complication rate of the modular is the most rational when a defect occurrence during delivery is considered.
This study analyzed the relative vehicle speed and vehicle deceleration time caused by traffic conflicts using vehicle speed data at expressway toll gates and traffic conflict occurrence data. According to the analysis, the greater the relative vehicle speed is at the toll gate, the more sudden vehicle deceleration occurs due to traffic conflicts. In particular, a comparison study of cases in similar operating conditions presents a finding that usage of lanes influences traffic conflict occurrences as well as relative vehicle speed. With this finding, the study further conducted a quantitative analysis of the accident rates in relation to the relative vehicle speed between vehicles using a "Hi-Pass" lane and a regular lane at the toll gate. It indicates that when the relative vehicle speed is greater, the accident rate is higher due to sudden vehicle deceleration and shorter deceleration time. Furthermore, when the expressway entrance/exit point is closely located to a toll gate and the relative vehicle speed is great, a analysis at a traffic conflict shows a low value.
Since 1960's along with industrialization and urbanization, economic growth has been . achieved, however, at the same time, environmental condition has been seriously deteriorated. . Currently, volume of wastewater has been increasing at annual rate of 7% in sewage and 20% in industrial wastewater. However, the nation's sewage treatment serves only 33% of the municipal wastewater as of 1991. Major portion of air pollutants comes from combustion of oil and coal which comprise 81% of total energy use and emission gases from motor vehicles increasing at an accelerated rate. It is known that Korea generates the highest amount of waste per capta. Nevertheless, it is not sufficient to reduce the volume of waste by means of resources recovery and recycling. Recognizing the importance of global environmental problems such as ozone layer depletion, global warming and acid rain, international society has been making various efforts since the 1972 Stockholm conference. In particular, it is expected that the Rio conference which has adopted the Rio declaration and Agenda 21 will form a crucial turning point of the emerging new world order after the Cold War confrontation. To cope with such issues as domestic pollution and global environmental problems, the fundamental national policy aims at harmonizing "environmental protection and sustainable development". The Ministry of Environment has recently set up a mid-term comprehensive plan which includes annual targets for environmental protection. According to the government plan, gradual improvement of various environmental conditions and specific measures to achieve them is planned in time frame. Additional sewage treatment plants will be constructed in urban areas with the target to treat 65% of the nation's municipal sewage by 1996. Supply of clean fuels such as LNG will also be expanded starting from large cities as a cleaner substitute energy for coal and oil. In parallel with expansion of LNG, emphasis will be placed on installation of stack monitoring system. Due to the relatively limited land, government's basic policy for solid waste treatment is to develop large scale landfill facilities rather than small sized ones. Thirty three regional areas have been designated for the purpose of waste management. For each of these regions, big scale landfill site is going to be developed. To increase the rate of waste recycling the government is planning to reinforce separate collection system and to provide industries with economic incentives. As a part of meeting the changing situation on global environmental problems after UNCED, and accommodation regulatory measures stipulated in the global environmental conventions and protocols, national policy will try to alter industrial and economic structure so as to mitigate the increasing trends of energy consumption, by encouraging energy conservation and efficiency. In this regard, more attention will be given to the policy on the development of the cleaner technology. Ultimately, these policies and programs will contribute greatly to improving the current state of national public health.

Among tile traffic safety facilities, median barriers are installed above 4-lane national roads due to the awareness of haying an effect on preventing the front collision. Studies about the installation effect analysis of median harrier have been carried out through both at home and outside, mainly indicating total accident reduction effect on pertinent sections. In sum, study about how the accident occurrence form is changed at the point classified by the accident type or severity is insignificant. In the case of outside the country, calculating the accident reduction effect according to the type of median barriers is main research and in domestic, though there is a part of researches assessing reduction effect by accident types, it is not reliable in the view or statistics because of using only 1year's before-aftev data installing the facility, So in this Paper. it is the main purpose to presume the accident conversion effect. For this, we conduct an investigation and collect data about 7-year's accident data containing before-after Project, safety facilities foundation records and index of road alignment on the subject of 4-1ane national roads(108.6km) existing median barrier. Next. using the empirical bayes method, we estimate a model construction and accident conversion effect of accident type severity. We expect the result or this Paper will be applied for a policy execution and Presentation of facility standard related to median barrier from now on.

This In the railway signaling system, applications of axle counter in addition to track circuit goes on increasing for detecting train position. Consequently, this paper compares sensor methods of axle counter with between geo-magnetism method and proximity sensor method. And it presents differences and results, to improve reliabilities of train detection and axle counting. Also, this article presents an applied result which is based on field experience, with regard to installation, considering attachment condition of sensor part for accurate axle counting. This study acquires expandability that is able to perform not only axle counting function but also various other functions (direction detection of train, speed detection of train, and so on). It was a result of a change of design in order to judge phase difference of sensors, to improve reliability of axle counting. Furthermore, it does not subordinate to characteristics (type, weight of train). And it is confirmed that the omission of axle counting was not occurred in 350km/h. This was the result of Lab test after the construction of transfer equipment of trial axle and Test Bed for axle counting. Both of them are self-productions. Through this, it prepares foundation which is able to apply not only to train detection but also to speed of passing trains, formation number of trains, detector locking condition - when the train passes the section of switch point, and level crossing devices. Furthermore, it would be judged to contribute safety train operation if proximity sensor method applies to the whole railway signaling system from now on.
This study is aimed at evaluating the present management status of the rural special production area development projects and identifying managerial problems to propose new direction of the political countermeasures for the projects. In the con text of implementing the five year's economic developent plans for the past three decades, agricultural production and farm-household income have also been grown rapidly. However the income gap between rural and urbarn laborer, as an internal problem, has widened during the decades and the UR problems concerning free trade of agricultural products, as an external problems, are now agonizing the small-holder farm economy in Korea. The internal and external farm problems could be solved through improvement of agricultural structure and provision of off-farm jobs for farm household income increase. As a part of the off-farm income sources, the rural special production area development projects have propelled by the government throughout the country. The main problems to be solved for the successful implementation of the projects are as follows : 1. Present loan amount by the financial fund was estimated at 6-7% of the total installation costs required. To expand and implement the project successfully, enough financial credit support with favorable terms and conditions have to be considered by the government. 2. The operation patterns of the special production area development project should be recommended from the view point of cooperative and private operation to maximize farm household incomes including profits, marketing charges and dividens. 3. Improvement of the marketing channel of the products and marketing information through TV program and other mass communication should be implemented strongly to promote marketsales by the financial supports of the government. 4. In connection with the off-farm income increase, the population migrating to urban area in outside Chungnam province equivalent to 10-12 thousand persons with age of 20-49 years should be taken into account politically to be employed in the projects in the province. 5. Surplus farm labors should be created by means of improvement of agricultural structure including large farm management with farm mechanization and job opportunities have also to be provided in connection with the rural special production area development projects. The two imminent subjects are the prerequisites to increase off-farm incomes for the farmers living in Chungnam province. 6. Required credit supports for investment and operation costs of the projects should be taken actions by the government.
