기술혁신 장애요인이 지원제도 활용에 미치는 영향에 관한 실증연구 (An Empirical Study on the Relationship between Barriers and Policy Measures in Technological Innovation)

  • 경제성장의 핵심요소인 기업의 기술혁신 활동을 지원하기 위해서 정부는 다양한 지원제도를 운용하고 있다. 이와 관련하여 선행연구들은 기술혁신의 결정요인, 지원정책 수단의 효과 등에 대해 다양한 분석결과를 공급자적 관점에서 제시하고 있지만 정책수요자 측면에서의 특성에 관한 연구는 전무한 실정이다. 이에 본 연구에서는 과학기술정책연구원(STEPI)에서 실시한 기술혁신조사(2005) 자료를 활용하여 기술혁신 장애요인과 지원제도 활용간의 영향관계를 로지스틱 회귀분석(Logistic Regression Analysis)을 통해 살펴보았다. 분석결과 지원제도의 유형에 따른 일부 차이에도 불구하고 기술혁신 장애요인이 지원제도 활용에 유의미하게 영향을 미치는 변수임을 확인할 수 있었다. 자금 장애요인이 클수록 기업들은 유형을 불문하고 지원제도를 보다 적극적으로 활용하는 것으로 나타났다. 또한 협력 장애요인을 크게 경험하는 기업일수록 기술지도/정보제공 관린 지원제도를 활용할 확률이 높았다.

Innovation Management in the Australian Government: Cost and Benefit of R&D Tax Concession Program

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister?in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to?build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity.?It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400?million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

  • Globalization and knowledge-based economy have increased the importance of local areas as the units of global competition. Therefore, the meaning of localities has been emphasized as the core value of economic activities. In this context, innovation cluster has been recognised and emphasized as effective policy measure for innovation. Therefore, most countries have been trying to develop innovation clusters with their expectation for a rapid growth of economy. Nevertheless, there have been minimal empirical researches on innovation cluster. Therefore, for suggesting implications that activation factors of innovation cluster are to have an effect on tenant's business activities, this study conducted a literature review for the theories of regional innovation system(RIS) and innovation cluster. As a result, the activation factors of innovation cluster were classified into institutional, physicals, and social factor. The case of Gyeonggi province's innovation cluster policy was examined for an empirical analysis. Data were analyzed using ordered logistic regression. The results were as follows:First, Institutional and Infra factors had a positive influence on firms' business activities in every empirical test, so they were the most important activation factors of innovation cluster. Second, regarding the interactive effects of financial support, the interactive effects between financial support and Infra factor had a positive influence on the firms' business activities, according to the result of the empirical test.

Evaluating a Technology Transfer and Commercialization Support Program: A Korean Case Study

  • The study analyzed the effectiveness of a technology transfer and commercialization support program to Korean technology transfer offices and firms. The study created a logic model to design a questionnaire to analyze how the support program, directly and indirectly, affected the technology transfer offices and the firms' performances. The study found that technology transfer offices are focused not only on potential firms' excavation activity to process the technology transfer but also on providing strategic support to provide practical assistance to the firms' needs. Not only has the number of technology transfer cases increased during the two-year program duration, but other activities, such as technical guidance and various strategic consulting for commercialization of the transferred technology, have also appeared to have increased considerably. Support program has helped strengthen the firms' internal capabilities, expand new market capabilities, and increase the firms' indirect performances.

  • The historical aspects, policies, institutions, awards and measurement results of scientific literacy and scientific culture development in Indonesia have currently attracted further exploration. This paper utilizes secondary data research, further analyzed by employing the Supplementary Analysis technique. The results revealed that the tradition of writing and publishing scientific journals in Indonesia has existed ever since the Dutch East Indies with the journal's publication entitled 'Natuurkundig tijdschrift voor Nederlandsch Indië' in 1850. To date, Indonesia has owned 5,990 nationally accredited journals. Policy support has been provided at the national and regional levels, despite limitations in cultivating literacy and reading habit. From the institutional perspective, Indonesia provides a wide array of public support, including the effort of the Ministry of Education and Culture for advocating the national literacy movement and the availability of a reference database and scientific access established by the National Library; the Indonesian Institute of Sciences, and the Ministry of Research and Technology. Similarly, in the award-related perspective, the Indonesia government has granted awards to individuals or groups and local governments engaging in the cultivation of scientific literacy and scientific culture. However, among the global measurements for literacy development in Indonesia (in 2020) recorded that three indicators scored less than those in 2019.

정부의 R&D 지원과 벤처기업의 스톡옵션제도 활용이 벤처기업의 혁신성과에 미치는 영향 (The Impact of the Government's R&D Support and the Introduction of Stock Options by Venture Companies on the Innovation Achievement of Venture Companies)

  • 본 연구는 정부의 R&D 지원과 벤처기업의 스톡옵션제도 활용이 벤처기업의 혁신, 즉 혁신역량 및 혁신성과에 미치는 영향을 분석하고자 하였다. 이를 위해 국내 벤처확인기업을 대상으로 진행된 벤처기업정밀실태조사 자료를 활용해 부분최소제곱 구조방정식모델링(PLS-SEM) 방법으로 실증분석을 실시하였다. 분석 결과, 정부 R&D 지원의 수혜 여부는 벤처기업의 혁신역량 강화에 정(+)의 영향을 미치는 것으로 나타났으며, R&D 지원은 벤처기업의 혁신성과에도 정(+)의 영향을 미치는 것으로 나타났다. 또한 벤처기업의 스톡옵션제도 활용은 기업의 혁신역량 강화에 정(+)의 영향을 미치고, 벤처기업의 혁신성과에도 정(+)의 영향을 미치는 것으로 나타났다. 벤처기업의 혁신역량은 정부의 R&D 지원 및 벤처기업의 스톡옵션제도 활용과 기업의 혁신성과 사이를 유의하게 매개하는 것으로 나타났다. 이러한 분석결과들은 벤처기업의 혁신에 있어서 정부의 R&D 지원과 스톡옵션 제도의 활용이 의미있는 역할을 할 수 있음을 보여주며, 아울러 혁신의 프로세스에서 벤처기업의 혁신역량이 중요한 의미가 있음을 보여준다. 따라서 벤처기업에 대한 R&D 지원의 기조를 꾸준히 이어나가면서 동시에 기업의 역량강화를 지원하는 다면적 정책수단을 투입할 필요가 있으며, 스톡옵션제도의 활성화를 위한 법적·제도적 정비와 정책적 지원이 지속적으로 이루어질 필요가 있을 것으로 보인다.
