An Innovation Path of Catch-up by Semiconductor Latecomers: The Semiconductor Manufacturing International Corporation Case

  • Exploring innovations for latecomers to catch up has been a popular concern in industry and academia. Over the last decade, more and more East Asian latecomer firms have moved beyond imitation and are delivering innovative products and services to the market. However, the semiconductor latecomers from China have limited success in catching up with more mature semiconductor firms. Our study examines how semiconductor latecomers to break through the latecomer's dilemma by innovation and achieve catch-up. We use a single-case approach for the Semiconductor Manufacturing International Corporation (SMIC) vertical development process to analysis its innovation path of catching up. The study's results showed that SMIC relied on the government's policy and funding support, and based on the strategic endurance of entrepreneurs, it persisted in technology R&D investment and independent innovation for 20 years. SMIC finally smashed the dilemma of latecomers and successfully achieved catch-up. With these findings, we believe that the path of catching up innovation for semiconductor latecomers should be equipped with independent innovation of technology, strategic leadership of entrepreneurs and support of government policies. As these factors are combined, latecomer firms' position is expected to rise and catch-up will become visible. Our study contributes to some enlightenment on the innovation path for latecomers in China and global semiconductors to achieve their catch-up.

Universities and Development of Regional Innovation Ecosystems: Case of Kenya

  • Universities are considered important actors and drivers of socio-economic development in the regional innovation eco-system. This article investigates the role Kenyan universities and research institutes play in the development of regional innovation eco-system in the context of triple and Quadruple helices. A model involving Government, Industry, Universities and Society (Public) linkages in the regional innovation eco-system and with Information and Communication Technology as an enabler is used as a framework for analysing the nature of linkages in Kenya. The article uses literature review and case study methods to examine how universities and research institutes can spur the development of the innovation eco-systems. The research question is: what is the role of Kenyan universities and research institutes in spurring innovation ecosystems? Six cases of Kenyan universities and research institutes are considered in the light of Government Policy on Science, Technology and Innovation (STI) which is underpinned in Kenyan constitution 2010. The study contributes to the understanding of how deep collaboration among universities, government, research institutes, Science Cities, local, regional, national and international players spurs the creation of world-class innovation ecosystems which can contribute to regional development in developing countries like Kenya.

세계선도 중소기업의 혁신 성공요인 분석 (Analysis of Success Factors for Innovation of Global Leading SMEs)

  • 중소기업의 성장은 국가혁신체제(National Innovation System: NIS)에서 핵심적인 요소로서 그 중요성이 지속적으로 강조되고 있다. 최근, 작지만 강한 기업인 히든챔피언에 대한 관심이 증대되고, 이에 대한 성공모델을 제시함으로써 중소기업의 성공을 도모하려는 연구들이 확산되고 있다. 그러나 히든챔피언에 대한 정성적인 연구는 많은 반면, 정량적으로 분석한 연구는 미흡하기 때문에, 본 연구에서는 그와 유사한 세계선도 중소기업을 선정하여 기술혁신활동조사 자료를 통해 정량적인 방법으로 다른 유형의 중소기업과의 차이점을 분석하고, 혁신 성공요인을 도출하고자 한다. 이를 위해 첫째, 선행연구들을 통해 세계선도 중소기업의 혁신 성공요인 변수를 도출하고, 둘째, t검정, 카이스퀘어검정, 그리고 로지스틱회귀분석을 통해 정량적인 성공요인을 도출한다. 결과적으로, 중소기업은 정부기관과 박람회 같은 외부정보를 활용하여 시장추세와 비즈니스 기회를 파악하고, 정부에서는 중소기업 지원을 활발히 하여 세계선도 중소기업을 육성할 수 있을 것이다.

비기술적 혁신이 제품혁신의 성과에 미치는 영향 분석 (The Impact of Non-technological Innovation on the Performance of Product Innovation)

  • 본 연구는 2008년과 2010년 한국 제조업 부문 기술혁신조사 자료를 이용하여 비기술적 혁신 활동이 기업의 기술적 혁신 성과에 어떤 영향을 미치는지를 실증 분석하였다. 비기술적 혁신 활동을 조직혁신과 마케팅혁신으로 구분하고 각 혁신 활동이 혁신제품의 매출에 미치는 영향을 추정하였다. Tobit모형의 추정결과에 따르면 조직혁신과 마케팅혁신 모두 혁신제품의 매출 비중을 증가시키는 것으로 나타났다. 특히, 비기술적 혁신 활동은 급진적 혁신제품인 시장 최초의 혁신제품에 더 큰 영향을 미치는 것으로 추정되었다. 비기술적 혁신의 세부 유형별로 효과를 추정한 결과에 따르면 조직혁신 중에서는 업무수행방식의 변화만 유의한 효과를 보였으며 마케팅혁신은 제품디자인, 제품홍보, 가격전략 등이 혁신제품의 매출 비중을 높이는 것으로 나타났다.

Public Procurement for Innovation in Korea

  • Public procurement for innovation is used as one of the major policy tools to stimulate innovation and promote growth of small and medium-sized enterprises (SMEs) in Korea. However, it is evaluated that this policy has not been so effective in promoting technological innovation among SMEs largely because it heavily depends on price competitiveness of SMEs products and services. In order to draw some policy implications, this study examines the PPI policies of selected countries as comparative references and conducts an empirical analysis on Korean Public Procurement Services (PPS) data for identifying challenges of the current policy in Korea. We conclude that in order to enhance technological innovations of SMEs, PPI policy in Korea should 1) focus more on the potential competitiveness of SMEs, 2) enlarge public demands especially on R&D services, 3) encourage private sector participation in the public procurement market, 4) improve the assessment criteria for public procurement market registration, and 5) restructure the responsible organizations.
