A Comparative Study on the USA and Japan National Innovation System in Biotechnology (생명공학 혁신시스템의 미.일 비교 연구 - 우리나라의 시사점 도출을 위하여 -)

  • Fundamental advances in the biotechnologies are exerting a profound influence on the health care, agricultural, industrial chemical, environmental, and other industrial fields. Korean government are now more and more realizing the importance of biotechnology as a main technology for the 21st century. But any technical progress is largely the result of a complex set of relationships among the firms, institutions and others involved in development. So understanding the complexity is very important to make promoting strategies and it is even critical in the field of biotechnology. The reason is that commercialization of research results in biotechnology is strongly related with the national science bases provided by academic and public institutes. And its applicable industrial sectors are very diverse. So it is very important to make a effective collaboration system among many R&D related agents. This article discusses and compares both USA and Japanese framework of national innovation systems in the field of biotechnology. The American Innovation system encourages basic research in the biological sciences, and fosters the creation of small venture firms that focus on the development of novel products. America's peculiar incentive structure, derived from its research and educational system, financial system, and regulatory environment has driven USA labs and firms to the forefront of many biotechnology fields. The Japanese institutional environment in contrast, supported the strategy of building production expertise. Firms were urged to use the new techniques as a way of leapfrogging into a second generation of bio-products, in that cost and production advantages count. But the strategy was not effective as expected and Japanese firms have remained competent but not prominent rivals. The differing situations in USA and Japan with regard to biotechnology have many suggestions for our bioindustry. In the conclusion of this article, we translate USA and Japan's experiences to some suggestions which guide for promoting Korea's biotechnology R&D and commercialization activities.

The Influence of regional environment factor on Technology-based firms' Performance -Moderator effect of Innovation Intermediaries- (지역의 환경적 요인이 기술기반 창업기업 성과에 미치는 영향 -혁신거점기관의 조절효과를 중심으로-)

  • This study analyzed the role of innovation intermediaries on the performance of technology-based firms in Korea. Technology-based firms are important to the economy because they contribute to regional economic development and national competitiveness. In Korea, various types of intermediaries, such as Techno-parks and incubators have been established to foster technology-based firms. Researchers analyzed various factors influencing the performance of technology-based firms. On the other hand, there have been few studies on the relationship between the innovation intermediaries and the performance of technology-based firms in Korea. This study identified the firms' capabilities, institutional and environmental factors in the light of the literature. A total of 2,313 technology-based firms in Techno-parks, business incubator of public institutes and universities were surveyed. Of these, 110 respondents were used for empirical analysis. OLS techniques were applied to analyze the data. The empirical results showed that the marketing competence, R&D capacity, which is a firms' innovation capacity, have a positive effect on the performance. The support of intermediaries positively affects the performance of technology-based firms. The economic aspects of regional innovation infrastructure, and cooperation with the customer has a positive effect on the performance of technology-based firms.

  • Most of the works in Time Series Analysis are based on the Auto Regressive Integrated Moving Average (ARIMA) models presented by Box and Jeckins(1976). If the data exhibits no ap-parent deviation from stationarity and if it has rapidly decreasing autocorrelation function then a suitable ARIMA(p,q) model is fit to the given data. Selection of the orders of p and q is one of the crucial steps in Time Series Analysis. Most of the methods to determine p and q are based on the autocorrelation function and partial autocor-relation function as suggested by Box and Jenkins (1976). many new techniques have emerged in the literature and it is found that most of them are over very little use in determining the orders of p and q when both of them are non-zero. The Durbin-Levinson algorithm and Innovation algorithm (Brockwell and Davis 1987) are used as recur-sive methods for computing best linear predictors in an ARMA(p,q)model. These algorithms are modified to yield an effective method for ARMA model identification so that the values of order p and q can be determined from them. The new method is developed and its validity and usefulness is illustrated by many theoretical examples. This method can also be applied to an real world data.

GPS Pull-In Search Using Reverse Directional Finite Rate of Innovation (FRI)

  • When an incoming Global Positioning System (GPS) signal is acquired, pull-in search performs a finer search of the Doppler frequency of the incoming signal so that phase lock loop can be quickly stabilized and the receiver can produce an accurate pseudo-range measurement. However, increasing the accuracy of the Doppler frequency estimation often involves a higher computational cost for weaker GPS signals, which delays the position fix. In this paper, we show that the Doppler frequency detectable by a long coherent auto-correlation can be accurately estimated using a complex-weighted sum of consecutive short coherent auto-correlation outputs with a different Doppler frequency hypothesis, and by exploiting this we propose a noise resistant, low-cost and highly accurate Doppler frequency and phase estimation technique based on a reverse directional application of the finite rate of innovation (FRI) technique. We provide a performance and computational complexity analysis to show the feasibility of the proposed technique and compare the performance to conventional techniques using numerous Monte Carlo simulations.

Learning from Benchmarking: A Comparison of Iranian and Korean Foresight Exercises

  • What are some of the explanations for cross-national diversity of foresight performance among technological followers? Why are some countries more successful than others in learning how to develop national innovation system foresight? This paper argues that the answers are linked to organizational capacities at three different levels: governmental, policy network and social learning. To corroborate this argument, the paper chose Iran and Korea as benchmarking partners, and attempts to find out what makes Iran a slow learner in building innovation system foresight. The conceptual model is an improved model of Saritas's, by integrating Borras' and Andersen's conceptions and classifications. The data are collected from comprehensive interviews in both countries and second-hand data of international indexes. The paper, finally, concludes that it is the weakness of analytical-systemic capacity that impedes and delays the emergence of systemic foresight in Iran, and that this weakness stems from the adverse impacts of the dominant institutions, surrounding the innovation system. The final point is that it is not sufficient for Iran to learn the methods and techniques of foresight from Korea. It should learn how to open its macro-policy towards the global market and design appropriate industrial strategy in a coherent policy-strategy portfolio.

  • In order to implement nano-level accuracy of precision equipments, a nano control system is one of the key components. The control system consists of a controller, actuators and sensors having nano-level resolution. In this paper, application area and technical trend on the nano control system are introduced. Some required techniques for realizing nano-level resolution of a controller or actuator are presented. Technical innovation of a control system by IT-fusion and its effect are also described. Finally, domestic research activities for development of the IT-based nano control system are introduced.

  • This study attempts to provide an efficient method for managing the Nuclear R&D projects. It should be noted that the technology and experiences to develop a well-balanced plan and mon-itoring for the R&D project are not yet well established when compared with the commercial con-structionand engineering projects. This study recommends that the R&D project manager utilize the scheduling techniques to establish an integral management system taking in to account the un-certainties in the research environment. Based upon the results of a case study for the Liquid Metal Reactor Design Technology Development Project which is led by the KAERI this study also con-firms that it is possible to run the national nuclear R&D projects with the Scheduling & Planning.

  • The paper analysed R&D budget expenditure behaviors of those projects supported under the Industrial IT R&B Program in 2001 and found out relationship between evaluation scores of each project and its expenditure behavior. The study shows significant differences in expenditure behavior between project groups with higher scores and with lower ones. Based on the findings, the paper raises a few suggestions on program management techniques to increase outcome of the program.

S&T Policy Trend Using Language Network Analysis: Focusing on Science and Technology Basic Plan

  • This study analyzes a language network of Science and Technology Basic Plan, which is the basis for science and technology policy in Korea, for the next Science and Technology Basic Plan. Language network analysis was adopted for a quantitative approach measuring the trend of policies. Several techniques such as keyword analysis, language network map analysis, quantitative characteristics analysis and keyword-related major-word analysis have been performed. Results show that there are common policies emphasized by all Science and Technology Basic Plans in the past, and there are also specific policies emphasized in each period of the Science and Technology Basic Plan. These specific policies come from a 'change of times' when the Science and Technology Basic Plans were established, as well as the philosophy of the national government.

정부 R&D 투자와 민간 R&D 투자의 인과관계 분석

  • The purpose of this study is to examine relationship between public R&D investment and private R&D investment in Korea, and to obtain policy implications of the results. To this end, the author attempts to provide more careful consideration of the causality issues by applying rigorous techniques of Granger causality. Tests for unit roots, co-integration, and Granger causality based on an error-correction model are presented. The existence of bi-directional causality between public R&D investment and private R&D investment is detected. This finding has various implications for policy analysts and forecasters. Increasing private R&D investment requires enormous public R&D investment, though there are many other factors contributing to private R&D investment, and public R&D investment is but one part of it. Thus, this study generates confidence in decisions to invest in public R&D. Moreover, this study lends support to the argument that increase in private R&D investment, ceteris paribus, gives rise to public R&D investment. Increase in private R&D investment results in greater national income to be spent on R&D investment and stimulates further public R&D investment.
