The "fourth industrial revolution" is changing society as a whole. Public innovation is needed to enhance national competitiveness. Amid these times' demands, the "maker movement," a new form of DIY movement that has revived since 2000, is regarded as a "popular innovation activity" that can respond to changing needs. In particular, "Makerspace," a significant activity area for the maker's movement, is drawing attention as a place where "Maker" shares each other's knowledge and resources, and share results. Makerspace has recently expanded its functions into a 'public innovation platform' or (preparation) start-up preparation space for start-ups. South Korea has also supported various types of "Makerspace" since 2010 as a policy for fostering an innovation base. The Ministry of Small and Medium Venture Business has been pushing for expansion of Makerspace since 2018 and is providing support by dividing it into "general rap" and "professional wrap" and "zero to Maker" spaces for novice makers in the beginning and necessary stages of makers, while "professional rap" is divided into "Maker to Maker" spaces for professionals. This study is about Makerspace, space where makers are active among the topics related to manufacturers. Thus, in this study, significant domestic and international studies related to Makerspace have been investigated so far, and trends in related studies have analyzed. Based on this, the research needs and specifics of Makerspace, which has recently expanded its role and functions. In particular, the Commission intends to present the need for research on Makerspace and specific areas of study from a start-up management perspective to promote qualitative growth of Makerspace, which is changing into a popular innovation platform in the era of the fourth industry, and inducing a start-up management interest in new manufacturing industry types.
The renewable energies such as photovoltaic power, wind power and biomass have grown to a greater extent as decarbonization techniques. The renewable energies are interconnected to power systems (or electrical grids) in order to increase benefits from economies of scale, and the extra attention is focused on the Grid Code. A grid code defines technical parameters that power plants must meet to ensure functions of power systems, and the grid code determined by considering power system characteristics is various across the country. Some TSO (Transmission System Operator) and ISO (Independent System Operator) have issued grid code for wind power and the special requirements for offshore wind farm. The main purpose of the above grid code is that wind farm in power systems has to act as the existing power plants. Therefore wind farm developer and wind turbine manufacturer have great difficulty in grasping and meeting grid code requirements. This paper presents the basic understanding for grid codes of developed countries in the wind power and trends of those technical requirements. Moreover, in grid code viewpoint, the active power control of wind power is also discussed in details.
This article proposes a logic model for assessing the performance of the outcome of public research as a technology valuation method. It consists of two parts and eight steps. The first part is a scoring system and the second part is a validation process of the performance index derived from scoring by valuation method. The scoring in the first part generally requires a focus group method to find out the value drivers and make an evaluation table. The reason why we call it the technology valuation method is that the first part is derived from the simple evaluation of technology value using checklists for value drive. The second part is the regular technology valuation process. The model is designed for the measurement of unquantifiable outcome. Is knowledge or scientific outcome comparable to the measured outcome? If possible, how big is the unquantifiable outcome? This model is based on financial valuation techniques with clear or acceptable market data. Therefore, it cannot work solely for unquantifiable outcomes without comparable measurable outcomes, unlike economic valuation.

MAUT and AHP are widely used for quantification of subjective judgements in various fields of decision making. This study focuses on the introduction and application of MAUT/AHP method which is a hybrid of MAUT and AHP techniques in R&D project priority setting. This hybrid model can clarify each factors' contribution using MAUT method and can reduce the number of pairwise comparisons of AHP method. This study applies AMUT/AHP method to the evaluation of R&D projects in a Government - funded research institute. To evaluate R&D projects, six evaluation factors are derived. SMART(Simple MultiAttribute Rating Technique) and DVM(Difference Value Measurement ) out of many MAUT methods are used to design the utility function ad AHP is used to allocate the weights among evaluation factors. The major findings of this study can be summarized as follows. First, the SMART/AHP and the DVM/AHP have the same results with the SMART and the DVM, and they are different results with AHP. It is very hard to decide which one is better. Second, MAUT/AHP's strength is analyzed. MAUT reflects utility values of evaluators to alternatives and AHP results objective and consistent weights of factors through pariwise comparisons. Third, its possible application fields are proposed. It is applicable to subjective decision making problems with high complexity and inter-independent factors.
In recent years, the U.S, Japan, Europe and other developed countries are strategically developing technologies in order to prepare for paradigm shift affecting the electric power industry in a preemptive way. In particular, a chance for new business models and innovation in the electric power industry would rapidly increase with convergence of various technologies including Information and communication technologies. This study gathered up the theories and methodologies, and sorted out emerging technologies for the electric power industry with those theories. In order to find the emerging technologies, first, we identified the possible key issues of the electric power industry in the future using four mining techniques such as STEEP. Second, we drew agenda related with each key issue. Third, we organized candidates of the emerging technologies for solving the agenda and set the priority after evaluating the possibility of technical innovation and business. Finally, we selected the top fourteen of emerging technologies and assessed their feasibility. This study has a methodological significance because the emerging technologies were developed with a market-oriented approach rather than technical-push one that has been primarily used in another studies. The results of this study are able to be used in establishment of technology policy and R&D planning in the electric power industry.

The importance of science and technology as the root of exceptional regional economic development has been extolled since the time of Schumpeter. Today emerging technologies are signaling the start of a new economic cycle where regions that are effective in technology translation will gain advantage. The will of policymakers to translate technology into regional job and wealth creation seems to be at an all-time high. Yet an improved process for translating technical development into regional prosperity has proved elusive. If there are no processes other than applying techniques that have worked in the past for other regions to a new region then there is cause for concern. Here the authors seek to add to this field of knowledge by applying elements of the varied cluster theories to provide a basis for policy for regional economic development by turning science and technology into commercial innovation. We provide a review of current cluster theories and discuss the positive and negative issues associated with each. We propose a model that allows interested professionals to utilize aspects of each cluster perspective geared to the realities of their specific area.
In the process of changing from modern society to contemporary society, innovation of various fields is considered as important with rapid social change and one of the consequences of this changing movement is the innovation of living space. In this paper, based on this motive, we will study a modular shelf that can create a private space, and serve function like role of partition that delimits space in the one-room. Modular shelves can provide openness, closeness, and autonomy to individual spaces in a one-room space without space divisions. In a small one-room for residential purpose, it is able to function effectively to show the atmosphere of personal space and display small items reflecting personal taste in addition to the function of storing books and items. In addition, a modular shelves considering disassembly and movement are proposed in order to take advantage of one-room that can make different space configurations as needed. It is aim to suggest a basic modular shelves structure that used traditional Chinese wood-joints during which techniques was sturdy while reducing the use of timber. Futhermore, the purpose of this study is to study the design of shelf furniture that can add individuality.

Recently, as Intelligent Transportation System (ITS) and self-driving system become influential in the ground transportation system, automotive radar systems have been actively studied among the various radar systems to implement the vehicle collision detection system and distance measurement system between vehicles. Most of the automotive radars are Frequency Modulated Continuous Wave (FMCW) radar type which can calculate distance and velocity of target by estimating the frequency difference between the transmitted signal and received signal. Therefore, accurate frequency estimation is very important in the FMCW radar system. For this reason, to improve the measurement accuracy of the FMCW radar, Reverse Directional FRI (RD-FRI) Super-Resolution technique which has high frequency estimation accuracy is applied to the FMCW radar system. The feasibility of the proposed technique is evaluated with simulation results and compared with FFT and conventional Super-Resolution techniques. The simulation results show that the proposed technique estimates the frequency with high accuracy and the distance with centimeter accuracy.
This paper examined the effect of organizational capability on performance in Korean and the United States manufacturing R&D organizations. We used self-reported data from 122 Korean and 79 U.S. firms to address three research questions. Structural equation modeling techniques validated the adapted instrument used in the study, and revealed that R&D organizational capability accounts for R&D performance. The degree of explanation power for the performance was significantly higher in Korean than the U.S. R&D organizations. Several implications of the findings were discussed.

The smart city project strategy should be implemented based on partnerships with multiple stakeholders, and the bottom-up approach and the traditional top-down must be able to coexist. Therefore, the smart city solution applied a horizontal governance method. Findings In this study, the definition of the New 1794 Project, which is the key to defining smart cities in relation to all analyzed aspects, was developed.
