It is generally known that a Science and Technology Park - as a representative example of an Innovation Cluster - produces network synergy among industry, university, research institutes, and other innovation actors in a specific area, so that it has a competitive edge over other regions in technological innovation. However, as the novel Coronavirus (COVID-19) pandemic unfolds, it has become necessary to reduce face-to-face contacts and this could lead to lesser network synergy being produced in an Innovation Cluster. With this background, this research was designed and conducted to evaluate how COVID-19 has changed the activities in Innovation Clusters and explore future development scenarios. In order to find out the changes occurring in an Innovation Cluster, a survey was conducted among the people in Science and Technology Parks. The survey result shows that people are experiencing difficulties in technological innovation and support activities, and face-to-face contacts have been reduced in the Innovation Cluster. A scenario planning sought to explore the future development of the Innovation Cluster. It suggests that the transformation into a Digital Innovation Cluster, which is less affected by physical distance, but can still maintain the effectiveness of the networks, can be the key strategy for the future Innovation Cluster.
The Korean Government has recently been pushing ahead with a variety of programs to support regional innovation. This paper examines whether the variety of regional innovation programs of the government are efficiently managed and effectively functioning in regions. To make the assessment, questionnaire surveys were executed targeting innovation actors in fourteen regions and evaluated the efficiency of government regional programs. Key points of assessment were the appropriateness of the program organization and the efficiency of program management for the effectiveness of program results. It was found that the appropriateness of the program organization and the efficiency of program management were related positively to performance of programs, but the performance of regional innovation programs overall was not high. Some problems were found in program organization and program management such as the overlapping of program objectives and functions, the inadequate synergy among programs, insufficient reflection of the needs of industry in planning, the overlapping investment in facilities and equipment, and low effectiveness of evaluation.
We study the casual relationship between characteristics and effectiveness of NamDong Cluster in Incheon by using factor analysis in order to suggest, it is hoped, an alternative way to form innovative regional or national cluster. The findings of the study is that several factors such as cluster networking, collective learning, innovation synergy, localization, are critical factors to corporate performance. Also, cooperation between big enterprises and small and medium enterprises is the major influential factor so that financial and institutional supports for co-works or co-program development among enterprises are suggested.
Innovation with strategic interaction is to overcome the technological uncertainty and to create co-evolution through competition among individuals or organizations for the acceleration of innovation. The concept of innovation in the past was concentrated on cooperation rather than on competition for the efficient management of limited resources. However, in order to minimize the technological uncertainty, we need an innovation on the basis of competition between organizations. Competition stimulates technological adaptability. It is on the analogy of complex system. This is to satisfy consumers' needs, to transform the resources into a technology, and to apply for the development of new products and new technologies. If the emergence of a new technology threatens present technology and develops into a new level of technology through inter-relation, it becomes a mutually supporting technologies. When theses effects are simultaneously realized, it is possible for firm to have strategical innovation and to create a mutually evolutionary development. Furthermore, when the competition among more than two individuals or two organizations continues towards the same direction, the mutual competition and cooperation can be expected to create a synergy effect. The competitive environment should be composed of R&D, production, and consumers' choice. This will lead to interaction among organizations through strategic competition and cooperation. Intra-firm competition and Inter-firm competition are required to exist together.

Six Sigma emphasizes KPI and establishes the present level as well as the goal level through statistical calculation and tries to achieve management innovation through process improvement. But in the area of new product development or service, sufficient data for statistical measurement may not be secured. On the other side, looking for contradictions through problem analysis, TRIZ is a methodology that stresses the process of solving these problems. TRIZ also has its own problems: it is hard to define its initial task, to objectify the measurement of effect, and to optimize the drawn out idea. The purpose of this report is to give a comprehensive understanding about each methodology (Sigma Six and TRIZ) through its analysis, to confirm the need of linking both methodologies, and to suggest a model for this linking process. Also, they will be verified through examples, and the synergy effect will be discussed.

This paper investigates empirically the relationship between various business portfolio properties (particularly technological properties) and chaebol′s performance using data on the 50 largest chaebols in Korea. In addition to the traditional indexes to measure diversification such as entropy index we calculated inter-industry technological similarity using R&D expenditure data by industry and 1990 Input-output Table in Korea, and obtained chaebol-level technological relatedness and internal transaction proportion from chaebols′business profile, inter-industry technological similarity and 1990 input-output table. We applied factor analysis on 13 business portfolio property indexes and showed that they could be grouped into 3 dimensions, diversification scope, inter-business relatedness and degree of vertical integration. In this paper, using 50 largest chaebols′financial data (1989-1994), we analyzed empirically the effect of business portfolio properties on ROS (Return On Sales) which is conventional index for firm performance and on TFP(Total Factor Productivity) growth which is a pure measure of firm performance. To utilize the advantage of panel data, FEM(Fixed Effect Model) and REM(Random Effect Model) were used. The empirical result shows that the entropy index as a measurement of inter-business relatedness is not significant but technological relatedness index is significant. OLS estimates on pooled data were considerably different from FEM or REM estimates on panel data. By introducing interaction effect among the three variables for business portfolio properties, we obtained three findings. First, only VI (Vertical integration) has a significant positive correlation with ROS. Second, when using TFP growth as an dependent variable, both TR(Technological Relatedness) and f[ are significant and positively related to the deepened variable. Third, the interaction term between TR and VI is significant and negatively affects TFP growth, meaning that TR and VI are substitutes. These results suggest strategic directions on restructuring business portfolio. As VI is increased, chaebols will get more profit. A higher level of either TR or W will increase TFP growth rate. but increase in both TR and VI will have a negative effect on TFP growth. To summarize, certain business portfolio properties such as VI and TR can be considered "resources" themselves since they can affect profit rate and productivity growth. VI and TR have a synergy effect of change in profit rate and productivity growth. VI increases ROS and productivity growth, while TR increases productivity growth representing a technological synergy effect.
Purpose - This study's purpose is to analyze which factors are more important to strengthening the competitiveness of global innovative companies by firstly sampling global 40 enterprises, secondly investigating of study models empirically, thirdly finding out significant implications through research, and finally using this result to help improve global companies' competitive edges. Design/methodology - Developing three research models of hypothesis and using 5 variables such as technology innovation, knowledge management, human resource development, sustainable management, and corporate life, this study was empirically carried out by reliability and validity testing, correlation analysis of variables, and multiple regression analysis of three research models. Findings - Through proceeding empirical analysis study, we found out that technology innovation and sustainable management had a significant impact on strengthening competitiveness through the hypothesis test. Those two factors had positive results and a synergy effect through correlation analysis along with process change and human resource development, which are also important areas in global innovative companies. Originality/value - In line with the fourth industrial revolution era's acceleration and COVID-19's large impact on all industries, global companies are newly developing their business models to cope with external environment change. This study's results would be meaningful for global enterprises and domestic companies to improve their overall competitive edge by reinforcing their innovation strategy, preparing next growth engines, diversifying business portfolios, and setting business milestones.

The purpose of this paper is to explain and to evaluate the city development strategy of Stuttgart/Germany. Otherwise this paper deals with the transformation possibility of Stuttgart model to city of Taegu. In recent times Stuttgart has invested great effort to innovate her structural problems. Sejong City, which has been chosen as a new administrative capital of South Korea, has completed the first phase of its development plan with the construction of the facilities needed to accommodate central administrative organizations and the required accompanying population. Now, it is undergoing the second phase of development with a focus on strengthening the region's innovation capacity to catalyze endogenous development. The strategy for phase II is to establish a regional innovation system including building necessary infrastructure and attracting innovation agents such as universities, businesses, and research institutes. The first step for this is developing a research complex, tentatively named Tech Valley, that includes universities, research institutes, and businesses, and building infrastructure comprising a science complex, a knowledge industry center, and support facilities. Phase II of the city's development initiative includes the establishment of a joint university campus, which is to serve as a center to promote cooperation among industry actors, universities, and research institutes. The concept of a joint campus has been drawn from a need to enhance capacity for innovation and specialization in the region's industries and to maximize synergy among participating universities through the sharing of research equipment, facilities, and programs. The joint campus is expected to play a key role in creating an innovation system in the region by enhancing research capacity for strategic industries, cultivating highly skilled human resources, and leading industry-academia-research cooperation. In order to ensure the sustainable development of the new city, there is a growing need to have a main player in place that could lead the region's economic development. The joint campus will propel industrial specialization and serve as a catalyst to attract competent universities to the region. This paper will examine the concept, major functions, and the establishment and operation of the joint campus.
